The Organic Law 2/2006, of 3 May, of Education, defines in article 45 the professional artistic teachings of medium and higher grade of plastic arts and design and determines that the purpose of these artistic teachings is provide students with quality art training and ensure the qualification of future plastic arts and design professionals.

Article 51 of the Law provides that these vocational training courses will be organised in specific training courses, which will include a practical training phase in companies, studies or workshops, and refers to Chapter V of the Title I for its regulation, with the provisos expressly collected for the artistic teachings.

Royal Decree 596/2007, of 4 May, establishing the general management of professional and plastic arts teaching, concrete in its article 6, which the professional teaching of plastic arts and design be ordered in medium-grade and higher-grade training cycles grouped in professional artistic families.

According to these forecasts and the provisions of Article 39.6 of the Education Law and due to the nature of the matter and its markedly technical nature, it is up to the Government, after consulting the Communities Autonomous, establish by royal decree the qualifications corresponding to the professional teaching of plastic arts and design, the basic aspects of the curriculum of each one of them and the artistic professional families in which group.

Likewise, establishing state bases by regulatory standards, as is the case in this case, is in accordance with the exceptionality accepted by the Constitutional Court when " it is an essential complement to certain assumptions to ensure the lowest common denominator laid down in the basic legal rules " (thus, inter alia, in SSTC 25/1983, 32/1983, and 48/1988).

The teachings of plastic arts and design, concerning the teaching of applied arts and artistic crafts in our educational system, assume the transmission of the artistic practices essential for the renovation and improvement of products, environments and messages and for the growth of artistic heritage.

To do this, these professional artistic teachings place technological innovation, artistic appreciation and solid training in the arts and design trades in the context of the aesthetic and creative dimension of the man, a determining factor for the growth of wealth and the values of identity, personal expression and social communication.

In this sense, the basic objective of this title is to meet the current needs of training of superior technicians specialists in the production of animation images in the field of the graphic communication and audiovisual, and bring together the knowledge of materials, technical procedures and new technologies with culture and artistic sensitivity to constitute the guarantee of quality demanded today by the productive, artistic and cultural sectors linked to graphic creation and production.

Royal Decree 596/2007, of 4 May, defines the titles of Superior Technician of Plastic Arts and Design as the official document certifying the level of training, qualification and specific professional competence of each Art, the structure to be given is established and the aspects to be covered by the corresponding minimum teachings are set out.

In this normative framework, the present royal decree aims to constitute the professional artistic family of Graphic and Audiovisual Communication in line with the professional artistic sectors related to the creation of graphic and audiovisual content, establish the professional title of Technical Superior of Plastic Arts and Design in Animation belonging to this professional artistic family and determine their identification, the professional profile, the context vocational training, minimum teaching and other aspects of academic and vocational training centres which, without prejudice to the powers conferred on the educational authorities in this field, constitute the basic aspects which ensure a common training and guarantee the validity of diplomas in compliance with the provisions of the The Organic Law 2/2006, of 3 May, of Education.

Also, for this title, the accesses to other studies, the convalidations and exemptions and the teaching competencies for the imparting of the minimum teachings are determined.

As a teaching of higher education and in order to facilitate the recognition of credits between higher technical degrees and the teachings leading to higher degrees of artistic teachings or university degrees, in This training cycle of higher grade is established by the European ECTS credits corresponding to each training module, as defined in Royal Decree 1125/2003 of 5 September, establishing the European credit system and the system of qualifications in university degrees of official character and validity throughout the national territory.

For the elaboration of this standard, the Autonomous Communities have been consulted within the Sectoral Education Conference and have been issued by the Superior Council of Artistic Teachings, the State School Council and the Ministry of Finance and Public Administrations.

In its virtue, on the proposal of the Minister of Education, Culture and Sport and after deliberation of the Council of Ministers at its meeting on 11 October 2012,

DISPONGO:

Article 1. Object.

1. This royal decree is intended to constitute the professional artistic family of Graphic and Audiovisual Communication and to establish the title of Superior Technician of Plastic Arts and Design in Animation belonging to that professional family. It is an official and valid artistic activity throughout the national territory, as well as its corresponding minimum teachings.

2. The professional artistic family of Graphic and Audiovisual Communication replaces the professional family of graphic design constituted in Royal Decree 1456/1995, of 1 September, for which the titles of the Superior Technical of Arts are established Plastics and Design in Advertising Graph, in Enlightenment and in Artistic Photography, belonging to the professional family of Graphic Design and their minimum teachings are approved.

Article 2. Minimum teaching and curriculum development of training cycles.

1. The minimum teachings and the description of the professional profile and the professional context corresponding to the title of Superior Technician of Plastic Arts and Design in Animation are regulated in Annex I to this royal decree.

2. Educational administrations, in the field of their competencies, will establish the curriculum corresponding to this title, which will form part of the basic aspects of the curriculum that constitute the minimum teachings.

Article 3. Teaching competence.

The teaching competencies of the officials belonging to the Teachers ' Corps for the delivery of the basic modules corresponding to the minimum teachings of the training cycle of Plastic Arts and Animation Design are those referred to in Annex II to this royal decree.

Article 4. Ratios.

1. In the teachings corresponding to the formative cycle of Plastic Arts and Animation Design, the number of teacher-student ratio will be, at most, 1/30 in the theoretical and theoretical classes and 1/15 in the practical classes and workshops, provided for in Article 13 of Royal Decree 303/2010 of 15 March 2010 laying down the minimum requirements for centres providing for the provision of artistic teaching in the Organic Law 2/2006 of 3 May of Education.

2. For the integrated project module, the individual teacher tutoring will be provided to provide teaching in the training cycle.

Article 5. Installations.

1. In the teaching centres which provide the training cycle of Plastic Arts and Animation Design, at least the requirements for installations and material conditions set out in Royal Decree 303/2010 of 15 March 2010 will be required.

2. The spaces will have the necessary and sufficient surface to develop the teaching activities of the professional modules that are taught in each of the spaces. In addition, they must meet the following conditions:

(a) The area shall be established on the basis of the number of persons occupying the training space and shall permit the development of teaching activities with the ergonomics and mobility required within it.

b) They should cover the spatial need for furniture, equipment and auxiliary work instruments.

c) They must respect the spaces or safety surfaces required by the machines and equipment in operation.

d) Respect the regulations on the prevention of occupational risks, the regulations on safety and health at the workplace and how many other rules are applicable.

3. The equipment included in each space must be the necessary and sufficient to guarantee the quality of the teaching. In addition they must meet the following conditions:

(a) The equipment (equipment, machines, and others) shall have the necessary installation for its proper operation, comply with the safety and risk prevention standards and with the other applicable standards.

(b) The quantity and characteristics of the equipment must be based on the number of pupils and enable the acquisition of the learning outcomes, taking into account the evaluation criteria and the content that is include in each of the professional modules that are delivered in the referenced spaces.

4. The competent authorities shall ensure that the spaces and equipment are adequate in quantity and characteristics for the development of teaching and learning processes and ensure the quality of these lessons.

Article 6. Access to other studies.

1. The title of Superior Technician of Plastic Arts and Design in Animation will allow access to any other formative cycle of medium or higher degree, with the exemption of the specific test in those cases provided for in article 15 of the Royal Decree 596/2007, of 4 May, which establishes the general management of professional teaching of plastic arts and design.

2. The title of Superior Technician of Plastic Arts and Design in Animation will allow direct access to the higher artistic teachings of Design, of Plastic Arts and of Conservation and Restoration of Cultural Property. Educational administrations shall recognize credits from these higher education to those in possession of the Title of the Superior Technical Arts and Design, in accordance with the provisions of Article 10 (2) of the Royal Decrees 633/2010, 634/2010 and 635/2010 of 14 May, and Royal Decree 1618/2011 of 14 November on the recognition of studies in the field of higher education.

3. The title of Superior Technician of Plastic Arts and Design in Animation will allow access to university studies in accordance with the provisions of Royal Decree 1892/2008 of 14 November, which regulates the conditions for the access to formal university teaching and the procedures for admission to Spanish public universities.

4. The recognition of credits between degrees belonging to higher education teaching and the title of Superior Technician of Plastic Arts and Design in Enlightenment will be carried out in accordance with Royal Decree 1618/2011 of 14 November, except in cases of validation or recognition between studies of the same teaching or higher technical studies of different teachings to be governed by their specific rules.

5. For the purpose of facilitating the recognition of credits, 120 ECTS credits are allocated to the entire upper grade training cycle and 66 ECTS credits to the minimum teachings established in this royal decree, distributed among the modules. corresponding professionals.

Article 7. Validations and exemptions.

1. The training modules of the training cycle of animation regulated in this royal decree by modules of training cycles of the professional family of graphic and audiovisual communication, as provided for in the Annex, shall be validated. III.

2. The training modules of the training cycle of animation regulated in the present royal decree will be the subject of validation by modules of training cycles of the professional family of graphic design regulated in Royal Decree 1456/1995, of 1 of September, as provided for in Annex IV.

3. The vocational training and guidance module shall be subject to validation provided that it has been overcome in a form of plastic arts and design.

4. In the establishment of the curriculum corresponding to the title of Superior Technical Arts and Design in Animation, the educational administrations will have to provide for the observance of the basic regulations of convalidations in order to guarantee the minimum matching of the reading load and contents of the training and employment guidance modules and those set out in Annexes III and IV.

5. The procedure and the requirements for the recognition of such validations shall be those laid down in the rules in force.

6. The training modules of the training cycle of Plastic Arts and Animation Design which may be exempted by their correspondence with the work practice in accordance with the provisions of Article 24 of Royal Decree 596/2007, of 4 May, are determined in Annex V.

7. The total or partial exemption from the practical training phase may be determined in undertakings, studies or workshops, provided that a work experience of at least one year in a professional field directly related to the training cycle is established. regulated in this royal decree.

8. The educational administrations shall regulate the procedure for the recognition of exemptions. In any case, the documentation referred to in Articles 15.4 and 24 of Royal Decree 596/2007, of 4 May, shall be submitted for the accreditation of the work experience.

9. In no case may the integrated project module be subject to validation or exemption, having as its object the integration of the knowledge, skills and specific skills of the professional field of the specialty through the realization of the project appropriate to the academic level completed.

Additional disposition first. Title reference in the European framework.

Once the national qualifications framework has been established in line with European recommendations, the corresponding level of qualifications will be determined in the national framework and its equivalent in the European framework.

Additional provision second. References to the Professional Family of Graphic Design applicable to the professional artistic family of Graphic and Audiovisual Communication.

1. The preference shares for the titles of the Superior Technician of Plastic Arts and Design of the Professional Family of Graphic Design referred to in Annex II, Section B, of Royal Decree 1892/2008, of 14 November, for which regulate the conditions for access to formal university teaching and the procedures for admission to Spanish public universities, according to the update of the EDU Order 1434/2009, of 29 May, will also apply to the titles of the new professional artistic family of Graphic and Audiovisual Communication.

2. It will also be understood that the reviews that, in general, have as reference the professional family of Graphic Design will apply to the professional artistic family of Graphic and Audiovisual Communication.

Additional provision third. The exercise of the profession.

The descriptions of the Professional Profiles listed in Annex I do not constitute a regulation of the exercise of profession entitled any and, in any case, it will be understood in the context of the present royal decree with respect to the the scope of the professional exercise linked to the professions entitled under the legislation in force.

Additional provision fourth. Universal accessibility in the teachings of the formative cycle of Plastic Arts and Animation Design.

1. The educational administrations, in the field of their respective competences, will include in the curriculum of the training cycle of Plastic Arts and Design of Animation the necessary elements to ensure that the people who are cured competencies included in the curriculum in "design for all".

2. They shall also take the measures they deem necessary to enable the student to access and to pursue these professional artistic teachings under the conditions laid down in the final provision of Law 51/2003 of 2 December, equal opportunities, non-discrimination and universal accessibility for people with disabilities.

Single repeal provision. Regulatory repeal.

All provisions of equal or lower rank are repealed to be opposed to the provisions of this royal decree.

Final disposition first. Competence title.

This royal decree is of a basic standard in the light of the powers conferred on the State by Article 149.1.1. and the 30th of the Constitution.

Final disposition second. Implementation of the new curriculum.

The educational administrations will begin the progressive implementation of the new curriculum of these teachings in the school year 2013/2014.

Final disposition third. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".

I. The basics of representation and visual expression.

4. To evaluate the production of own or foreign photographic production using technical, artistic and communicative criteria.

V. History of the animation.

a) Objectives:

1. Understand the language and particularities of the different media of audiovisual communication.

2. To know the various manifestations of the graphic communication and the animated image and its evolution in relation to the aesthetic concepts of its historical-artistic context.

3. Understand the historical, technical and formal evolution of the animated image and identify the main production centers, authors and works.

4. Analyze and evaluate current animation products in their technical, artistic, communicative and expressive dimensions.

5. To assess in an argument, based on the knowledge contributed by the subject and to the own criteria and sensitivity, contemporary realizations of animation.

b) Contents:

1. Concept and manifestations of graphic communication. The illustration, the comic, the animation: language and characteristics of each medium.

2. Manifestations and evolution of the graphic image in the communication. The graphic product in relation to the historical-artistic context.

3. Tour of the historical and technical evolution of the animation. Most significant demonstrations. Relevant trends and authors.

4. The animated image in the media.

5. Current trends and realizations in graphic storytelling and animation.

c) Evaluation criteria:

The capacity of the students will be assessed for:

1. Analyze the manifestations of the animated image in its historical-artistic context and its technical, expressive and communicative variables.

2. Identify the manifestations, styles, significant authors and their most relevant contributions and innovations in the context of the specialty.

3. Explain the technical and formal evolution of the image of animation in relation to the historical and cultural context, using the specific terminology.

4. Evaluate current animation products on the basis of historical foundation, technique and aesthetic sensitivity.

5. Demonstrate interest and sensitivity to the observation and knowledge of the image along its historical journey.

VI. Drawing applied to the animation.

a) Objectives:

1. To use the methodology and the different materials and techniques of drawing as basic tools for the analysis of forms, the search and formal definition of images and the graphic communication of ideas.

2. Graphically represent the shapes of the environment and ideas.

3. Solve by drawing concepts of space, volume, and form.

4. Graphically represent light and movement.

5. Analyze and assess the expressive capacity of the stroke in the animation drawing and incorporate it into the graphic outputs themselves.

6. Analyze the compositional principles and apply them in the stylistic and thematic planning of the graphical outputs themselves.

7. Graphically solve spatial, light and compositional aspects of images referred to assigned or own animation projects.
