THE NEED TO RENEW THE EDUCATIONAL PROGRAMS TO MEET THE PRESENT AND IMMEDIATE FUTURE DEMANDS HAS LED THIS DEPARTMENT TO COLLECT AND INCORPORATE THE SAME OBJECTIVES THAT ARE ORIENTED TO THE DEVELOPMENT OF THE CIVIC ATTITUDES AND HABITS THAT TEND TO GUARANTEE THE INDIVIDUAL AND COLLECTIVE SECURITY OF THE MEMBERS OF THE COMMUNITY FROM THE MOMENT THE STUDENT TO WHOM HE IS ADDRESSED IS A PEDESTRIAN, A TRAVELER AND A FUTURE DRIVER.

IN THIS SENSE, THE INCLUSION OF ROAD EDUCATION IN BASIC GENERAL EDUCATION PROGRAMS WAS A REQUIREMENT THAT SOCIETY ITSELF REQUIRED AS A PRIORITY TASK IN AN EDUCATIONAL SYSTEM THAT AIMS TO ACHIEVE TRAINING. INTEGRAL TO MAN AS A SUBJECT OF PUBLIC RIGHTS AND DUTIES WITHIN THE FRAMEWORK OF A DEMOCRATIC SOCIETY.

THIS PROVISION AIMS, ON THE BASIS OF THE PRESCRIPTION ALREADY CONTAINED IN ARTICLE 7 OF THE MOVEMENT CODE, ON THE OBLIGATION TO PROVIDE TEACHING ON ROAD PREVENTION IN SCHOOLS, TO UPDATE HOW MUCH WAS IT ABOUT THIS EDUCATIONAL ASPECT IN THE MINISTERIAL ORDERS OF 29 APRIL 1961 AND 2 JUNE 1967, WHICH ESTABLISHED THE COMPULSORY EDUCATION IN SCHOOLS OF SAFETY RULES FOR ROAD TRAFFIC PUBLIC, IN ACCORDANCE WITH THE CODE OF CIRCULATION IN FORCE, AS WELL AS THE CODE OF PRIMARY EDUCATION, THOSE WHO FOLLOWED IN 1975 INSTRUCTIONS FROM THE DIRECTORATE-GENERAL FOR EDUCATIONAL MANAGEMENT ON ROAD EDUCATION IN BASIC GENERAL EDUCATION.

THEREFORE, THIS MINISTRY HAS:

FIRST. FROM THE 1980-81 SCHOOL COURSE, AND UNTIL THE RENEWED BASIC GENERAL EDUCATION PROGRAMMES ARE APPROVED, THE OBJECTIVES AND CONTENT ON ROAD EDUCATION SET OUT IN THE ANNEX WILL BE ADDRESSED IN PRE-SCHOOL AND GENERAL EDUCATION.

SECOND. IN PRESCHOOL EDUCATION AND FIRST AND SECOND COURSES OF BASIC GENERAL EDUCATION THESE TEACHINGS WILL BE INTEGRATED INTO THE AREAS OF EXPERIENCE; IN THE THIRD, FOURTH AND FIFTH COURSES OF BASIC GENERAL EDUCATION, IN THE AREA OF SOCIAL SCIENCES, AND IN THE SECOND STAGE OF THE PROGRAMME OF ETHICAL AND CIVIC EDUCATION ADOPTED BY MINISTERIAL ORDER OF 6 OCTOBER 1978.

THIRD. THE SUPPLEMENTARY TEACHING MATERIAL AND TEXT BOOKS FOR ROAD EDUCATION SHALL BE RESPONSIBLE FOR COLLECTING AND DEALING WITH THE CONTENT AND TEACHING ASPECTS DEEMED NECESSARY FOR THE ACHIEVEMENT OF THE OBJECTIVES SET OUT IN THE ANNEX.

ANNEX

I. GENERAL OBJECTIVES

ROAD EDUCATION AIMS:

1. UNDERSTAND THE NEED TO ESTABLISH DEFENCE AND SECURITY MEASURES TO PROTECT CITIZENS FROM THE DANGERS ARISING FROM TRAFFICKING.

2. TO DISCOVER THE IMPORTANCE FOR THE GOOD OF THE COMMUNITY TO RESPECT THE ESTABLISHED NORM AND TO AWAKEN THE DESIRE FOR ACTIVE AND POSITIVE COLLABORATION OF ALL ITS MEMBERS.

3. TO INFLUENCE FROM THE SPECIFIC FIELD OF ROAD EDUCATION IN WHAT CONSTITUTES THE PRIMARY OBJECTIVE OF THE EDUCATIONAL SYSTEM: THE INTEGRAL FORMATION OF THE INDIVIDUAL IN ALL ITS DIMENSIONS: PERSONAL, SOCIAL, ETHICAL AND MORAL.

4. TO ACKNOWLEDGE THE IMPACT OF TRAFFICKING ON THE DIFFERENT RURAL, URBAN AND INTERURBAN MODES OF LIFE, WITH PARTICULAR EMPHASIS ON THE IMPORTANCE OF THIS PHENOMENON IN TODAY ' S SOCIETY.

5. KNOWLEDGE OF TRAFFIC PROBLEMS IN THE LOCAL, REGIONAL AND NATIONAL ENVIRONMENT.

6. TO CREATE, FROM THE FIRST YEARS OF SCHOOLING, A DYNAMIC CAPABLE OF INTEGRATING IN THE STUDENT:

-THE BASIC KNOWLEDGE OF THE RULES OF CIRCULATION.

-THE CREATION OF ATTITUDES OF OPENNESS, RESPECT AND SENSE OF CITIZEN RESPONSIBILITY.

-THE FORMATION OF AN AUTONOMOUS MORAL CRITERION TO UNDERSTAND AND ASSUME THE INTRINSIC VALUE OF THE NORM, AS A GUARANTEE OF THE SECURITY AND THE GOOD OF THE COMMUNITY.

PEDAGOGICAL ORIENTATION MATERIAL:

IN THE DEVELOPMENT OF DIDACTIC ACTIVITIES AND EXPERIENCES FOR THE ACHIEVEMENT OF THE GENERAL AND SPECIFIC OBJECTIVES OF PRESCHOOL AND BASIC GENERAL EDUCATION, TEACHERS WILL TAKE INTO ACCOUNT THE GUIDELINES CONTAINED IN THE "DOCUMENT". SUPPORT FOR ROAD EDUCATION IN PRESCHOOL AND BASIC GENERAL EDUCATION ", OF THE SERIES STUDIES AND EDUCATIONAL EXPERIENCES, SERIES EGB, EDITED BY THE MINISTRY OF EDUCATION.

II. PRESCHOOL AND COURSES 1. And 2. BASIC GENERAL EDUCATION.

IN THIS FIRST STAGE OF SCHOOLING, THE CHILD BECOMES AN INTEGRAL PART OF THE TRAFFIC AS A TRAVELER (IN A FAMILY OR SCHOOL VEHICLE) AND A PEDESTRIAN ACCOMPANIED.

IS THE PHASE OF INITIATION TO THE PHENOMENON OF THE TRAFFIC IN WHICH THE STUDENT MUST GRASP THE RULES OF THE CIRCULATION AND ADAPT TO THEM IN REASON OF THEIR OWN SAFETY. IT IS THEREFORE THE RIGHT TIME FOR THE ACQUISITION OF HABITS AIMED AT THE CREATION OF THE "ROAD SENSE", PUTTING IN PLACE THE COGNITIVE ABILITIES AND THE PSYCHOMOTOR ACTIVITIES ORIENTED TO THE DEVELOPMENT OF THE OBSERVATION, THE MASTERY OF THE BODY AND SPACE ITSELF, AND THE CREATION OF REFLECTIONS OF EARLY DECISION AND PRUDENCE IN THE FACE OF IMMINENT DANGERS.

GOALS:

TO FOSTER IN THE CHILD ATTITUDES OF CITIZEN AWARENESS AND DEVELOP HABITS AIMED AT THE ACQUISITION OF THE ROAD.

1. RECOGNIZE AND IDENTIFY THE MOST FREQUENT VERTICAL AND HORIZONTAL TRAFFIC SIGNALS IN YOUR ENVIRONMENT, AS WELL AS THOSE MADE BY THE CIRCULATION AGENTS.

2. TO ACQUIRE HABITS AND ATTITUDES OF OBSERVATION AND RESPECT TO THE RULES OF CIRCULATION.

3. CIRCULAR WITH STREET SECURITY USING:

-PEDESTRIAN CROSSINGS WITH OR WITHOUT TRAFFIC LIGHT OR AGENT.

-CEBRA PASSES AND OTHERS.

-SHELTERS IN THE MIDDLE OF THE DRIVEWAY.

4. BEHAVE PROPERLY AND SAFELY IN THE PEDESTRIAN USE OF THE ROADS.

5. ACT AND REACT WITH PRUDENCE AND DECISION TO SITUATIONS OF PERSONAL DANGER.

6. TO BE SEEN WHEN IT CIRCULATES AT NIGHT.

III. CURSOS 3., 4. And 5. BASIC GENERAL EDUCATION.

DURING THE CHILD STAGE CORRESPONDING TO THE COURSES 3., 4. And 5. BASIC GENERAL EDUCATION THE CHILD CONTINUES TO BE A TRAVELER AND A PEDESTRIAN, ALTHOUGH WITH THE DIFFERENCE THAT IT IS NOT ALWAYS ACCOMPANIED BY AN ADULT. IT BECOMES INDEPENDENT USER OF THE PUBLIC ROADS OF THE IMMEDIATE PHYSICAL ENVIRONMENT, AND THIS IMPLIES THE NEED TO KNOW THE PROBLEM OF THE TRAFFIC.

THIS KNOWLEDGE OF THE ENVIRONMENT IS RELATED TO THE SPECIFIC GEOGRAPHY, HISTORY, AND CIVIC ETHICS CORRESPONDING TO THESE COURSES.

AS REGARDS ROAD EDUCATION, IT IS NECESSARY TO HAVE AN IMPACT ON THE KNOWLEDGE OF THE FUNDAMENTAL ELEMENTS OF TRAFFIC, RULES AND SIGNALS (FOR CITY AND ROAD); ON THE USE OF THE MEANS OF TRANSPORT LOCALITY OR REGION AND IN THE DEVELOPMENT OF HABITS OF CITIZENSHIP, RESPECT TO THE RULES OF CIRCULATION AND PROGRESSIVE DISCOVERY OF THE INTRINSIC VALUE OF THE RULES EMANATED FROM THE COMMUNITY TO ACHIEVE THE COMMON GOOD.

BASICALLY, THE CONTENTS ARE ORIENTED TO GUARANTEE THE SAFETY OF THE CHILD AS A PEDESTRIAN, DEVELOPING THE SPECIFIC HABITS OF THE PEDESTRIAN BEHAVIOR.

GOALS:

1. TO KNOW THE RULES OF PEDESTRIAN CIRCULATION AND TO ACQUIRE HABITS OF BEHAVIOR AND PRUDENCE IN THE USE OF PUBLIC ROADS AS PEDESTRIAN AND TRAVELER.

1.1. KNOWLEDGE OF NORMS AND ACQUISITION OF HABITS FOR THE PEDESTRIAN CIRCULATION IN CITY.

1.2. KNOWLEDGE OF NORMS AND ACQUISITION OF HABITS FOR PEDESTRIAN ROAD TRAFFIC.

1.3. SPECIAL REFERENCE TO THE PEDESTRIAN BEHAVIOUR DURING THE NIGHT.

1.4. HABITUATE THE STUDENTS TO BE SEEN WHEN THEY CIRCULATE BY CITY OR ROAD.

1.5. ACQUISITION OF CORRECT BEHAVIOR BY THE SCHOOL AS A TRAVELER.

2. KNOW, IDENTIFY, INTERPRET AND RESPECT THE VARIOUS TRAFFIC REGULATORY SIGNALS.

2.1. VERTICAL SIGNALING.

2.2. HORIZONTAL SIGNAGE.

2.3. SIGNALLING OF THE AGENTS OF THE CIRCULATION.

IV. CURSOS 6., 7. And 8. BASIC GENERAL EDUCATION.

THROUGHOUT THESE COURSES THE CHILD PASSES FROM PEDESTRIAN TO DRIVER, FIRST FROM BICYCLE AND LATER FROM MOPED. THE OBJECTIVES THAT HAVE BEEN CONSIDERED NECESSARY FOR THIS SECOND STAGE REFER TO THE KNOWLEDGE OF NORMS AND PROHBITINGS COMMON TO THESE VEHICLES AND TO THE ACQUISITION OF ELEMENTARY NOTIONS ABOUT THEIR MECHANICS AND CONSERVATION, INTERRELATED WITH THE TEACHING OF PHYSICS; ALSO, PAYING SPECIAL ATTENTION TO THE FIRST SAFETY MEASURES TO BE TAKEN IN THE EVENT OF AN ACCIDENT.

ALL THESE KNOWLEDGE ARE PROJECTED FROM THE GENERAL PERSPECTIVE OF ETHICAL AND CIVIC EDUCATION, ONE OF WHOSE ASPECTS SERVES TO DEVELOP IN THE STUDENT A PROFOUND SENSE OF RESPONSIBILITY AND CITIZEN COOPERATION.

GOALS:

1. DEVELOP IN THE STUDENT THE SENSE OF RESPONSIBILITY REGARDING THE DRIVING OF THE BICYCLE AND THE MOPED, MAKING AWARENESS OF THE DANGER THAT ANY VIOLATION OF THE NORMS AND SIGNS REGARDING THE CIRCULATION IMPLIES:

1.1. DANGERS AND RESPONSIBILITIES.

1.2. BASIC STANDARDS COMMON TO BOTH THE BICYCLE AND THE MOPED.

1.3. BANS COMMON TO BICYCLE AND MOPED.

1.4. THE BICYCLE: MECHANICAL AND MOTOR CONCEPTS.

1.5. FUNDAMENTAL ELEMENTS OF THE BICYCLE. IMPORTANCE OF THEIR CONSERVATION.

1.6. PRACTICAL ADVICE AND RECOMMENDATIONS FOR THE DRIVING OF BICYCLES.

1.7. THE MOPED. ITS CHARACTERISTICS. STANDARDS AND ADVICE FOR MAINTENANCE.

1.8. THE IMPORTANCE OF "BEING SEEN" WHEN CIRCULATING DURING THE NIGHT. USE AND MAINTENANCE OF LIGHTING ELEMENTS.

2. KNOW THE FIRST SAFETY MEASURES TO BE TAKEN IN THE EVENT OF AN ACCIDENT. RULES AND INSTRUCTIONS FOR RESCUE.

2.1. CONDUCT IN THE EVENT OF A ROAD ACCIDENT; SAFETY MEASURES TO BE CARRIED OUT.
