Under the provisions of Articles 27, 2, c), and 89, 3 of the partial text of the Law of Bases of the Local Regime Statute, approved by Royal Decree 3046/1977 of 6 October, issued the appropriate report by the Institute for Local Administration Studies,

This General Address has resolved:

First.-Approve the new bases and the minimum exercises and programs for the income in the sub-groups of Auxiliary, Administrative and Technical General Administration, of the Local Corporations, which are accompanied by this Resolution, and which shall apply in the evidence which is called from the day following its publication in the "Official State Gazette".

Second.-Civil Governors will have the insertion of this Resolution with the bases and exercises and minimum programs in the "Official Bulletins" of the respective provinces.

BASES AND EXERCISES AND MINIMUM PROGRAMS FOR INCOME IN THE SUB-GROUPS OF ADMINISTRATIVE ASSISTANTS AND GENERAL ADMINISTRATION TECHNICIANS OF LOCAL CORPORATIONS

First.-The tests of access to the local public function must guarantee the equality of all Spaniards and will be governed by the principles of free competition and selection by merit and capacity, according to the articles 103 and 139 of the Constitution.

Second.-The selection procedure for entry into the various sub-groups of officials of General Administration of Local Corporations will be governed by the basis of the respective call, which will be adjusted to the state bases of the Legal Regime of Public Administrations and the statutory regime of its officials; to the rules governing the Local Regime and its officials and to the present minimum bases and programs. The General Regulation for entry into the Public Administration will be applied.

Third.-In the event of the reservation of places to be covered in restricted selective shift, it will be taken into account that, in the restricted tests, the requirement, of the minimum program of the opposition, will be obligatory. free, and that vacancies not covered in the restricted shift are accumulated at the free shift.

Fourth.-1. Local Corporations may add to the minimum programme topics on specific subjects and also establish other exercises, theoretical or practical, on a compulsory or voluntary basis, when the corporate plenary considers it appropriate.

2. In those Autonomous Communities in which, according to their Statutes, there is co-officialdom of their own language and of Spanish, the Local Corporations will be able to establish specific tests to check the knowledge of the candidates of both languages.

Fifth.-The Courts that have to judge the selective tests will be appointed by the Permanent Commission or Government, forming part of those, in any case, a representative appointed by the Autonomous Administration or An autonomous provisional body, where it exists or, failing that, by the Directorate-General for Local Administration, and a representative of the official faculty, appointed by the Institute for Local Administration Studies.

Sixth.-The oppositions shall consist of at least three compulsory and one voluntary exercises. The content of each of the minimum exercises and the respective programmes are set out in the Annexes to this Resolution.

Seventh.-The mandatory exercises will have a eliminatory character. The minimum mandatory exercises shall be qualified each with a maximum of 10 points and shall be required to approve a minimum of five points.

In the call, the maximum score to be awarded in each of the exercises, theoretical or practical, established on a compulsory or voluntary basis, by the Local Corporation, without the qualification as a whole, must be determined. Total of these exercises can represent more than 10 points.

The qualification of the volunteer exercises will be determined by the removal of the opponent from the selective tests, serving only for the purposes of the final score and determination of the order number in the approved relationship.

The score of each candidate, in the different exercises will be the arithmetic mean of the qualifications of all the members of the Tribunal attending the session.

Eighth.-Once the opposition exercises have been completed, the Court will publish the list of approved points, not being able to exceed the number of places called and without the possibility of assigning the the approval rating without a place or similar, raising that relationship to the competent authority to draw up the relevant nomination proposal.

ANNEX NUMBER I

Minimum Exercises and Program of Opositions for Income in the General Administration Auxiliary Sub-Group of Local Corporations

First exercise: Mandatory for all applicants.

This exercise will consist of a machine copy, for ten minutes, of a text to be provided by the Court, at a minimum speed of 250 clicks per minute.

The developed speed, the cleaning and accuracy of the copied and the correction that the writing will present will be qualified.

Second exercise: Mandatory for all applicants.

This exercise will take the form of a maximum of 30 minutes, orally, in a maximum of 30 minutes, two subjects randomly drawn from among those appearing in the programme annexed to the call. The conduct of the tests for this exercise will be public and knowledge on the subject matter will be assessed.

Third financial year: Of an equally compulsory nature.

This exercise will consist of developing, in writing, for a maximum period of sixty minutes, a subject noted by the Court. The knowledge of the subject, the level of general training, the grammatical composition and the clarity of exposure will be assessed.

Fourth exercise: On a voluntary basis.

You will have the following three specialties, which may be chosen, either in conjunction or only one of them by the opponents who request it.

(a) Tàquigraphy.-It will consist of the hand-taking of a dictation, at a speed of 60 to 80 words per minute, for a maximum of five minutes.

b) Stenotipy.-Stenographic take, at a rate of 100 to 130 words per minute, for a maximum of three minutes.

c) Mechanization.-Handling of data recording machines for entry into a computer.

ANNEX NUMBER II

Minimum Exercises and Program of Opositions for Income in the General Administration of Local Corporations Administrative Subgroup

First exercise.-Mandatory for all applicants.

It shall consist in writing, in writing, for the maximum period of two hours, a general subject determined by the Court immediately prior to the exercise and relating to the matters covered by the the programme annexed to the call, although it does not comply with the specific heading of the call; the applicants have broad freedom in terms of their form of exposure.

In this exercise, the faculty of drafting and the level of general education will be particularly valued.

Second exercise.-Mandatory for all applicants.

It will consist of, orally, in a maximum period of fifty minutes, five themes drawn to the fate of those included in the program annexed to the call: One of principles of political and constitutional law; one of administrative law; one of Principles of Financial Law, and two of Local Administration.

The conduct of the tests for this exercise will be public.

If the Corporation has added to the minimum program topics on specific subjects not included in the program, another group of subjects will be formed with them and in such an event, the exhibition will have and include an issue more to be developed by the opposition, which shall be drawn equally at random from those covered by that group, extending the maximum period of exposure within 10 minutes.

Third exercise.-Of an equally compulsory nature.

It will be developed, in writing, for a maximum period of three hours and will consist of the drafting of a report with a motion for a resolution on two practical scenarios, which the Court will raise immediately before the start of the exercise, relating to administrative tasks for which the officials of the sub-group are responsible.

During the development of this test, applicants will be able, at all times, to make use of legal texts, case law collections and reference books from which they are provided.

In this exercise we will evaluate the systematic planning and formulation of conclusions and the knowledge and adequate explanation of the current regulations.

Fourth exercise.-On a voluntary basis.

You will have the following two specialties, which can be chosen jointly or only one of them by the opponents who request it.

a) Language testing. Consistent with the direct translation, without the help of a dictionary, of a text chosen by the Tribunal and referred to the language and modern languages, which, in this regard, establishes the call of the opposition.

b) Mechanization. It consists of tests proposed by the Court that credit the knowledge of elementary machines.

ANNEX NUMBER III

Exercises and minimum oppositions programs for entry into the General Administration Technicians subgroup of Local Corporations

First exercise: Mandatory for all applicants.

It will consist of developing, in writing, for a maximum period of two hours, a general theme determined by the Court immediately before the exercise is held and related to the programme accompanying the (i) call for tenders, even if they do not comply with the specific heading of the call, with the applicants having a broad freedom as regards their form of exposure.

In this exercise, the general university training, the clarity and order of ideas, the ease of written exposure, the personal contribution of the aspirant and his capacity for synthesis will be valued.

The reading of the exercise by the opponents will be public and will take place in the days and hours that the Court points out in good time.

Second exercise: Mandatory for all applicants.

It will consist of, orally, in a maximum period of one hour, six subjects drawn to the fate of those included in the programme annexed to the call: One of political and constitutional law; one of law One of the political economy; one of financial law; one of local administrative law (part general) and one of special local law.

If the Corporation has added to the minimum program topics on specific subjects not included in that one will be formed with them another group of subjects and, in such case, the exhibition will have to include an issue more to develop by the opposition, which shall be drawn from the position of the group, extending the maximum period of exposure within 10 minutes.

The testing of this exercise will be public.

Knowledge will be valued on the topics exposed. If, after the first two subjects have been developed, or after 20 minutes of exposure, the Court will be able to invite the applicant to continue the exercise.

Concluding the exhibition of the totality of the subjects, the Tribunal will be able to discuss with the aspirant on subjects object of the same and to ask for any other complementary explanations. The dialogue may have a maximum duration of fifteen minutes.

Third financial year: Of an equally compulsory nature.

It will be developed, in writing, for a maximum period of four hours, and will consist of the drafting of a report, with a motion for a resolution, on two practical scenarios which the Court will bring forward immediately before the beginning of the year. of the exercise, relating to administrative tasks of the functions assigned to the subgroup.

During the development of this test the applicants will be able at all times to make use of the legal texts, jurisprudence collections and reference books of those who come with them.

In this exercise, the capacity of reasoning, the systematic in the approach and formulation of conclusions and the knowledge and proper interpretation of the applicable regulations will be assessed.

Fourth exercise: On a voluntary basis.

It will consist of the direct translation, without dictionary assistance, of a text chosen by the Tribunal and referred to the language or modern languages which, in this regard, establishes the call of the opposition.
