The final provision of Royal Decree 1534/1981, dated July 24, as amended by Royal Decree 3008/1981 of 18 December, authorizes the Ministry of Education and Science to develop the organic structure of the Department.

In its virtue, after the approval of the Presidency of the Government referred to in Article 130.2 of the Law of Administrative Procedure, this Ministry has:

Article 1. The Central Services of the Ministry of Education and Science, under the top dependency of the Department holder, are structured organically as follows:

State Secretary for Universities and Research

-Assistant Secretary for Educational Management.

-Undersecretary of the Ministry of Education and Science.

-Technical General Secretariat.

-Directorate General of University and Profession Management.

-Directorate General for Scientific Policy.

-General Direction of Basic Education

-General Direction of the Middle Teachings.

-Directorate General of Personnel.

-Directorate General for Programming and Investments.

-Office of Coordination and High Inspection.

Art. 2. 1. The Minister's Technical Cabinet shall provide immediate and direct assistance to the holder of the Department in the matters entrusted to him; in particular, he shall address, in the field of his competence, the processing and execution of the decisions that adopt the Minister and draw up the reports which he has entrusted to him.

2. The Technical Cabinet will be responsible for the elaboration of reports, opinions and studies of an administrative technical nature, as well as the immediate assistance to the Secretary of State in all matters. Art. 5. 1. Art. 19. 1. Art. 20. 1.
