By Royal Decree 607/1982 of 5 March the formation of the Agrarian Census of Spain was arranged for the agricultural year of 1982.

In order to comply with the provisions of the Royal Decree, it is appropriate to dictate the rules to be applied to the implementation of this Census.

In its virtue, according to the National Board of the Agrarian Census, this Ministry has had to approve the rules of organization and operation to be followed to carry out the Spanish Agrarian Census referred to the year agricultural products, which are then inserted, which will enter into force on the same day as their publication.

Rules of organization and operation for the agricultural census referred to in the agricultural year 1981-82

I. LEGAL BASIS FOR CENSUS TRAINING

The Agricultural Census of Spain will be implemented in compliance with the provisions of the Economic Census Law of 8 June 1957, with the application of the precepts of the Law of Statistics and its Rules of Procedure, and by virtue of the Royal Decree 607/1982 of 5 March, which provided for the formation of the Agricultural Census of 1982.

II. CONCEPT OF THE CENSUS

The Agrarian Census is a periodic statistical operation on a large scale for the collection and compilation of information, mainly quantitative, of the structure of the Agrarian Sector in its three subsectors: Agricultural, Livestock and forest. Its aim is not only to quantify the structural changes in the intercensus period, but also to establish new instrumental bases for the development of agricultural statistics. It is carried out by means of the registration, in individual questionnaires, of the structural data of the existing agricultural holdings throughout the national territory, which are used as a unit of supply for this information.

III. CENSUS OBJECTIVES

The objectives that should govern the establishment of the Agrarian Census of 1982 are as follows, without the order in which they are exposed imply any value judgment on its importance.

1. To obtain information on the basic structure of agricultural holdings to enable us to study the current situation and to carry out analyses on developments with regard to the two previous censuses.

2. To obtain the information required by the European Economic Community, provided that it is compatible with the Spanish possibilities, for which the Community rules will be followed as far as possible.

3. To serve as a basis for the possible establishment of a directory-registration of agricultural holdings, including structural features that serve as a framework for agricultural surveys.

4. To know the conjunctural characteristics that due to their socio-economic importance are relevant.

5 Get results at disaggregated geographic levels (region, province, region, municipality).

IV. AREAS OF THE CENSUS

The scope of the Agrarian Census is considered from three points of view, taking into account the definition of the Census and its objectives. The three areas are: Geographic, population and temporal.

a) Geographical scope.

The statistical investigation of the Agrarian Census extends to the entire national territory: Peninsula, Balearic Islands Canary Islands, Ceuta and Melilla.

b) Population scope.

The population investigated by the Agrarian Census comprises the agricultural holdings in the Spanish territory as at 30 September 1982, whichever is the natural or legal person or private person) who acted as and the fate of the agricultural production sector.

c) Temporary scope.

The census information refers to the agricultural year 1981-1982, that is, to the sowing campaign, between 1 October 1981 and 30 September 1982, and for certain concepts to the dates specified in the the questionnaire.

V. BASIC DEFINITIONS

(a) Agricultural holding.

It is the technical-economic unit from which agricultural products are obtained under the responsibility of an entrepreneur. The technical-economic unit is generally characterized by the use of the same labor force and the same means of production.

Land use with land-Aquellas whose total area, in one or more plots, even if they are not contiguous, is equal to or greater than 0,1 hectare.

These agricultural holdings are considered for census purposes located in the municipality where most of the land is located, and, in case of doubt, where the single or main building of the farm is located.

Land holding without land.-Land holding without land means that less than 0,1 ha of land is wholly owned by: one or more cattle; two or more heads between a mular or asnal cattle, six or more heads between sheep or goats; two or more pig heads; 50 or more birds between hens, turkeys, ducks, guinea fowl, pigeons, quails, pheasants or partridges (quails, pheasants and partridges shall be counted only if they are in captivity); 50 or more rabbits; ten or more hives.

This livestock may be in rural or urban areas.

These agricultural holdings are considered to be attached to the municipality in which the employer has declared his or her livestock or, in the absence of a declaration, in the municipality where the livestock facilities are located.

b) Agricultural business.

It is the person (physical or legal) who, acting with freedom and autonomy, assumes the risk of an agrarian exploitation, directing it on its own or through another person.

VI. CENSAL ORGANIZATION

To improve coordination, ensure the collaboration provided for by the Law of 8 June 1957 and Royal Decree of 5 March 1982, and to provide the National Statistics Institute with the fulfilment of its task in carrying out of the Census, the following organization is approved for the realization of the Agrarian Census of 1982:

A) Central Organization.

B) Provincial Organization.

1. Provincial Board of the Agricultural Census.

The composition and competence of each of the Organs referred to in the preceding paragraph is as follows:

A) Central Organization.

1. National Board of the Agricultural Census.

a) Composition:

President: Minister of Economy and Trade.

Vice President: Director General of the National Statistics Institute.

Vocals:

By the Ministry of Economy and Trade: Technical Secretary General, Deputy Director General for the Coordination and Inspection of the INE, Deputy Director General of Economic Statistics of the INE and Deputy Director General of the INE and Census of the INE.

First. Take all measures of a general nature to be appropriate for the best implementation of the Census.

Supervise the work of the Census in all its organs.

c) Composition:

First. Develop guidelines set by the National Agrarian Census Board.

To direct and inspect all the implementation operations of the census and among them those aimed at preparing the right environment in the rural media.

Third. Adopt the necessary arrangements for the administration of the budget.

Fourth. Appoint the components of the Provincial Executive Commissions.

Fifth. To appoint and decide on the residence of the central, provincial and regional Inspectors, on a proposal from the Central Commission

Sixth. Appoint the local advisors proposed by the Central Commission.

Seventh. Know about the measures taken by the Central Commission during the implementation of the census

Eighth. Decide on the award of prizes and the imposition of sanctions.

Ninth. Examine census figures and order the necessary checks.

10th. Submit the results to the National Board.

3. Central Commission.

a) Composition:

President: Deputy Director General of Economic Statistics. Vice-President: Deputy Director-General of Sampling and Censuses.

Vocals:

Director of the Special Surveys Program. Head of the Service for Agricultural Statistics and Services, Head of the Design and Sampling Service, Head of the Field Work Programming Service, Head of the Data Management and Control Service, Head of the Data Processing Service, Head of Service of the Head of the Statistical Training and Personnel Management Service, Head of the Economic and Administrative Management Service of the Statistics Service of the Ministry of Agriculture. Fisheries and Food Head of the Section for the Organisation and Operation of the IRA, Head of the Statistical and Information Section of the IRA.

The Presidency and Vice-Presidency will be alternated during the implementation phase of the census.

Secretary: The Chief of the Section for Agricultural Statistics and Fisheries will act as secretary.

b) Skills:

Specify the tasks and tasks that correspond to each of the Vocals in the different phases entrusted to the Commission for the implementation of the agrarian census.

4. Census Secretariat.

a) Composition:

The Head of the Censal Secretariat will be the Director of the Special Survey Program.

The Chief of the Section for Agricultural and Fisheries Statistics, who will act as Deputy Secretary, and the staff to be deployed will be part of the Censal Secretariat.

5. Census Bureau.

a) Composition:

The Head of the Censal Office will be the Head of the Data Control and Data Service.

The Head of the Section for Censuses and Special Surveys, the Head of the Section for Agricultural Statistics and Fisheries and the staff to be seconded to the Office shall be members of the Office. (i)

b) Skills:

Propose to the Central Commission for approval:

-The census demarcations and number of Agents by provinces proposed by the Provincial Executive Commissions.

-The Plan of courses of instruction of the staff who collaborate in the conduct of the census.

-The Inspection Plan and the field work calendar.

-The appointment and residence of the central, provincial and regional inspectors.

To appoint a proposal from the Provincial Executive Committee, to the Auxiliary of Comarcal Inspection.

Monitor and report on compliance with the approved schedule for the collection of information.

Draw up reports on the progress of the work during its implementation, and issue the accompanying instructions requiring the implementation of the census, in the light of the development of the work of the census, taking into account the Central Commission.

Channel all communications directed or coming from the Provincial Executive Commissions.

Take a special register of the census documentation ... National Inspection.

a) Composition:

The Head of the National Inspection Service will be the Head of the Data Control and Data Service, who will propose to the Central Commission the appointment of the Central Inspectors necessary for the development of the census work.

b) Functions

Supervision of the organization of the census work (carrying out the training courses, plans for the inspection, etc.).

Technical advice of the provinces.

Monitoring of the overall numbers that are being obtained during the development of the field jobs.

Presentation of reports on the progress of work.

Inspection of the various census operations.

Propose to the Central Commission the award of prizes and the imposition of sanctions.

B) Provincial Organization.

1. Provincial Board of the Agricultural Census.

a) Composition:

Presidential-Civil Governor

Vice President: Head of the Provincial Inspection of the National Statistics Institute.

Vocals:

Provincial Director of the Ministry of Agriculture, Food Fisheries.

Provincial Director of Public Works and Urbanism.

Provincial Director of Health and Consumer Affairs.

Provincial Director of Labor and Social Security.

A Senior Advisor to the Provincial Directorate of the Ministry of Agriculture, Fisheries and Food.

The Secretary of the Provincial Agrarian Chamber.

Provincial Inspectors, when they have them.

Officials to act as regional inspectors.

1.-To execute, at the provincial level, the orders submitted by the Central Commission.

2.-Direct, monitor and inspect census performance in the province.

3.-To monitor the administration of the budget in the province.

4.-To analyze the definitive lists of entrepreneurs of agricultural holdings in each municipality.

5.-To propose to the Censel Office the appointment of the Comarcales Inspectors.

6.-Name the Group Entrates and the Censals Agents on its own or on a proposal from the Municipal Commissions.

7.-Propose to the Central Commission the appointment of local advisors

8.-To propose to the Censel Office the appointment of the Auxiliary of Comarcal Inspection.

9.-Monitor the training courses of the staff who collaborate in carrying out the census in the province.

10.-Resolve the incidences of the composition and functioning of the Municipal Commissions.

11.-Examine the results of the census and propose to the National Executive Committee its approval.

12.-Report to the Censal Office of the incidents that occur in the development of the census work and to propose, in their case, checks on the ground.

13. Propose to the Central Commission the award of prizes and the imposition of sanctions.

3. Provincial Inspection.

a) Composition:

Provincial Inspectors will be chosen among the Faculty of the Faculty, preferably with destination in the province

b) Functions:

1. Teach the course to local advisors.

a) Composition:

The regional inspectors will be chosen from the INE's diplomatic and PMSC Technical Statistical Officers, and if necessary, they may also appoint officials from other bodies belonging to the bodies of index of proportionality eight or higher or to hire non-civil servants, with minimum studies of University Diplomacy, Engineer or Technical Architect.

The Census Bureau, on the proposal of the Provincial Executive Commissions, will appoint the Joint Inspection Auxiliary in the number and distribution it deems necessary.

C) Municipal Organization.

1. Municipal Committees of the Agrarian Census.

a) Composition:

President: Mayor-President of the City Council.

Vice President: President of the Local Agrarian Chamber.

Vocals:

Secretary of the City Council.

3.-Support in the Municipality the campaign of propaganda of the census, by the fixing of bands and posters.

4.-Adopt the necessary measures to facilitate the performance of census data collection personnel.

5.-Facilitate necessary reports on the division of the municipal term into census demarcations where appropriate.

6.-Fulfillment of provisional questions.

The Municipal Commissions will develop their work by adhering to the instructions they receive from the higher bodies. The collaboration of its components is mandatory.

2. Local Advisories.

a) Composition:

Chief: Secretary of the Municipal Commission.

The Advisory Committee will be made up of the staff deemed necessary by the Municipal Commission for its proper functioning.

b) Functions:

1. Collection and control of the material to be used in the census.

2. Elaboration and distribution of citations to the Employers.

3. Resolution of the difficulties at local level.

4. Reception and management of the questionnaires obtained, for their submission, together with the abstracts, to the Provincial Delegation of the National Statistics Institute.

5. How many functions you have in your Instructions Manual.

3. Group managers.

a) Selection and working groups.

They are selected among the candidates for census agents, designating one in municipalities from 701 to 1,100 farms and one more for every 800 farms or fraction.

b) Functions:

1. Distribution of the work of the Agents according to the Local Advisory

3. Control of the work done by each of its Agents.

8. Census agents.

a) Job quotas.

An Agent will be assigned for each municipality with less than 300 farms listed, and one Agent more, for every 200 farms or fraction.

b) Functions:

1.-Perform interviews with agricultural entrepreneurs

2.-Carry out a record-interview control

3.-Communicate to your Group or Local Advisor (when you do not have Group Encharged), at the end of each day, the incidents produced during the time.

VII PROPAGANDA

A propaganda campaign will be carried out, aimed at creating a collaborative environment in the rural media, with particular emphasis on the purpose, utility and secret character of the census data.

VIII QUESTIONNAIRES

The data collection will be performed for any type of exploitation, in the questionnaire model that appears as an annex. The questions you contain are grouped into the following general sections:

A) Identification of the holding.

B) Businessman.

C) Legal status of the Businessman.

D) Total surface and parcelation.

(e) Holdings affiliated to non-production agricultural associative entities.

F) Use of land.

G) Land tenure regime.

H) Riego

I) Utilization of the growing area during the agricultural year 1981-1982, Non-associated crops

J) Use of the growing area during the agricultural year 1981 1982. Associated crops.

K) Horticultural.

L) Livestock.

M) Machinery.

N) Wage labour on the holding.

P) Family of the Entrepreneur and non-salaried work

IX OBLIGATIONS OF EMPLOYERS

The Businessman of an agricultural holding is obliged to declare the data on his holding to enable the corresponding questionnaire to be completed:

(a) With accuracy, within the census period and on the date it has been cited by the Municipal Commission.

(b) The census agent that corresponds to the agent of the municipality in which it radiuses the holding,.

The declaration referred to in the preceding paragraph may be made personally or by person authorized for that purpose.

Failure to comply with this obligation will be sanctioned in accordance with Article 8 .. of the Statistics Act of December 31, 1945

X STATISTICAL SECRET

The data provided by the entrepreneurs of agricultural holdings for the formation of the Census shall be the object of absolute secrecy and shall not be provided or published more than in numerical form, without any reference of character In accordance with Article 11 of the Statistics Act of 31 December 1945 and Article 139 of the Regulation of the Law of 2 February 1948, it is established in accordance with the provisions of Article 11 of the Law of 31 December 1945.

XI COLLECTION MECHANICS

For the collection of the information is available a List of Agricultural Holdings located in the municipal term, made in compliance, of Royal Decree 1598/1981, of July 13 ("Official State Gazette" of 30 of July).

Local advisors will refer the citations to the business owners of these farms to attend local consultancy, as well as to those of the potential high-ups that can be detected

The Agents will fill out the questionnaire in the presence of the businessman or his representative, according to the information provided by him.

Xll. COLLECTION PERIOD

The data collection for the Census will be carried out, in general, during the months of October to December 1982. In this period, the Central Agents shall complete the questionnaires corresponding to the agricultural holdings assigned to them by their group, by means of interviews with the respective employers or their representatives.

XIII ON-THE-SPOT CHECKS

The National Executive Committee may order, on its own or on a proposal from the Provincial Executive Commissions, on-the-spot checks by commissions made up of officials of the National Statistics Institute, when suspect the existence of significant anomalies in the data obtained.

XIV, CENSUS ASSESSMENT

In order to know the quality, in terms of coverage and content, of the census results, an evaluation survey of the main headings contained in the questionnaire will be carried out.

XV. MATERIAL REMISSION

The Central Commission will point out the deadlines and conditions under which local authorities will send the National Statistics Institute's Provincial Delegations the census documentation once the operations have been completed. corresponding.

XVI, DEBUGGING AND ENCODING

The debugging and coding of the questionnaires will be performed in two stages:

a) During the collection of information in the field, the agents in charge of the local group and advisors will take care of the completeness, identification and consistency of the questionnaire data.

b) After the collection, the questionnaires will be submitted to a process of control and purification in the Provincial Delegations and Central Services of the National Statistics Institute.

XVII DATA PROCESSING DATA

The input of the information to be processed by the INE central computer will be made by recording and verifying 100 per 100 of the data collected in the questionnaires.

XVIII DISSEMINATION OF RESULTS

The National Statistics Institute will publish the final results of the census.

XIX. CALENDAR

Major census operations will be adjusted to the following calendar:

Central Organization Constitution:

Before the fifteen calendar days following the Publication of this Order.

Provincial Organization Constitution:

Before the twenty-five calendar days following the publication of this Order.

Constitution of the Municipal Commissions and Local Assassins:

Before the forty calendar days following the publication of the Present Order.

Recruitment of Aspiring Census Agents

Before September 15.

Instruction of personnel to intervene in the collection of data and distribution of census material to the Municipalities:

Before October 10.

Data collection:

Months from October to December 1982.

The National Executive Commission will set the timetable for the remaining operations.
