The need to speed up the administrative action of the Agency requires the establishment of appropriate delegation of powers. In its virtue, and in use of the authorization granted by Article 22.5 of the Law of Legal Regime of the State Administration, recast text approved by Decree of 26 July 1957, and in accordance with the provisions of Article 3 of the Royal Decree 3577/1982 of 15 December, subject to the relevant approval of the Minister of the Department,

This General Address resolves:

1. The following powers are delegated to the Secretary-General:

1.1 The resolution of all matters relating to the staff of the Agency, with the exception of the approval of organic staff, appointments, recruitment, honorary distinctions and rewards, disciplinary proceedings and contracts for study and technical assistance.

1.2 The management of the Agency's own payments and the signing of the necessary Treasury documents.

1.3 The granting of public writings relating to acts or contracts of the Agency, when they take place in the Central Services. When such a grant is made in the provinces, the allocation is delegated to the respective provincial director of the Ministry of Public Works and Urbanism.

2. The following privileges are delegated to the Subdirector-General of Public Promotion:

2.1 The powers of administrative procurement by auction or auction, in matters of competition of the Subdirection, with the exception of the resolution of the contract.

2.2 The powers for direct recruitment, within the annual programming and up to 50,000,000 pesetas, and in accordance with the instructions given by the Directorate-General.

The delegation of powers referred to in the above cases is without prejudice to the relevant authorisations.

3. The following attributions are delegated to the Subdirector General of Soil:

3.1 The administrative procurement powers set out in the two assumptions of the previous paragraph, in matters falling within the competence of the Subdirectorate and in its same terms.

3.2 Free acquisitions of land for public housing promotion, and the onerous ones included in the annual programming for which the amount does not exceed 50,000,000 pesetas, prior to the relevant authorizations.

3.3 Free transfers of vials, green areas and services to Local Corporations.

4. The following attributions are delegated to the Deputy Director-General for Administration and Conservation:

4.1 The procurement powers contained in the two cases under the second heading, in matters falling within the jurisdiction of the Subdirectorate and in their same terms.

4.2 The disposal of commercial premises by auction or auction, and by direct procurement when those are deserted, as well as the disposal of complementary buildings and non-profit equipment.

4.3 The approval of early redemptions, deductions by large families and economic studies of the valuation of homes and premises owned by the Agency, without prejudice to the delegation given to the Directors provincial of the Ministry of Public Works and Urbanism by Resolution of July 13, 1980.

5. The following attributions are delegated to the Private Promotion Subdirector:

5.1 The granting of grants to Local Corporations for the repair of their official protection housing estate, and for the improvement of rural housing to specific Patronates, in both cases within the approved programming.

5.2 The granting of the specific financing agreements for the Triennial Program.

5.3 The granting of public writings on personal economic aid and financial support for social housing, when it takes place in Central Services. When such a grant is held in the provinces, the allocation is delegated to the respective provincial director of the Ministry of Public Works and Urbanism.

6. In general, the Secretary-General and the Deputy Directors-General are delegated the audituation and provision of expenditure in all matters of their respective competence.

7. At all times, the Director-General of the Institute for the Public Promotion of Housing will be able to inform and resolve any matters delegated by this Resolution.

Of the delegations contained in the foregoing articles, the matters to be submitted for the opinion of the State Council or to the resolution or knowledge of the Minister or the Council of Ministers shall be excepted in any case.

8. In cases of vacancy, absence, illness or legitimate impediment of the delegated bodies, the delegation of powers shall be understood as follows: to the Deputy Director-General for Public Promotion, the powers delegated to the Secretary In this Resolution, the Deputy Director General of Administration, the Deputy Director General of Public Promotion, the Subdirector General of Soil, the Deputy Director General of Administration, the Deputy Director General of Private Promotion, the Deputy Director-General of Soil, and the Secretary-General, those of the Deputy Director-General Studies and Planning.
