The Royal Decree Law 2/1982, of 7 December, has determined the higher bodies of the State Administration and Royal Decree 3773/1982, of December 22, has developed the basic structure of the Presidency of the Government.

In turn, the Royal Decree 3775/1982, of December 22, in regulating the structure and regime of personnel of the Gimers of the Ministers and Secretaries of State, has contributed to delimit, to the organic structure of the areas exclusively policies of the Presidency of the Government.

Now, for the effective performance of all of its missions, it is necessary to complete the organization of the different administrative steps up to the level of Negotiating and to concretize the framing or the attachment of its organs Members of the European Community.

I. Government Spokesperson's Office

Article 1. One.-The Office of the Spokesman is the organ of the Presidency of the Government responsible for the elaboration and dissemination of the ordinary statements of the Cabinet v its President; of the review of the activities of the Council of Ministers and the Presidency of the Government of the usual relations with the national and foreign media, and the coordination of the Information Services of the State Administration in Spain and abroad.

Two.-As an immediate assistance body to the Government Spokesman, a Cabinet will be established in accordance with what is determined in Royal Decree 3775/1982. of 22 December.

Three.-The following Executive Centers are dependent on the Government Spokesman's Office:

-Directorate General for Information Relations.

-Directorate General for Information Cooperation.

Art. 2. One.-It is up to the Directorate General of Information Relations to develop the functions related to the elaboration of analysis and reports on the news and opinions of the current and to the transmission of the information that of the media social communication on the activities of the government and the administration.

Two.-The Director General of Information Relations shall be responsible for supplying the Government Spokesman in the cases of vacancy or absence.

Art. 3. Five.-The General Directorate for Information Cooperation is functionally dependent on the Conseshops and Information Attachés in the diplomatic representations of Espana.

II. Secretary of State for Relations with the Courts and the Legislative Coordination

Art.4. One.-The Secretariat of State for Relations with Cortes and the Legislative Coordination is the body of the Presidency of the Government responsible for the communication between the Government and the General Courts. It also assumes the functions, in coordination with the ministerial departments, of study, development and implementation of the legislative program of the Government and of information and parliamentary assistance to it.

Two.-As an immediate assistance body to the Secretary of State there is a Cabinet. According to what is determined in Royal Decree 3773/1982 of December 22.

Three.-From the Secretariat of State for Relations with the Courts and the Legislative Coordination, the following management centers depend:

-General Directorate of Relations with the Congress of the

-Deputies.

-Directorate General of Relations with the Senate.

Art. 5. One.-It is up to the Directorate General of Relations with the Congress of Deputies to develop the functions of study of parliamentary initiatives elaboration of the answers of the Government to the questions and interpels of the Deputies report on the timing and development of the work of the Committees monitoring the legislative programme preparation of the bills approved in the Council of Ministers and assistance the organs of the Government and the State Administration in its activities related to the Congress.

Two.-They depend on the General Directorate of Relations with the Congress of Deputies the following units:

1. Deputy General Directorate of Parliamentary Initiatives of the Congress of Deputies.

2. Deputy General Directorate of Legislative Follow-up of the Congress of Deputies.

Art. 6. One.-It is up to the Directorate General of Relations with the Senate to develop the functions of study of parliamentary initiatives; elaboration of the answers of the Government to the questions and interpels of the Senators; report on the timetable and the development of the work of the Commissions; follow-up of the legislative programme and of the bills in the phase of study or processing and the assistance to the governing bodies and the State Admiseration in their activities related to the Senate.

Two.-The following units are dependent on the General Directorate of Relations with the Senate:

1. Deputy General Directorate of Parliamentary Initiatives of the Senate.

2. Deputy General Directorate of the Senate Legislative Follow-up.

Three.-It will depend directly on the Secretary of State for Relations with the Courts and the Legislative Coordination on a Documentation Service with the following units:

III General Secretariat of the Presidency

Art. 7. One.-The General Secretariat of the Presidency is the body of the Presidency of the Government responsible for the direction and general coordination of the activities and services entrusted with the legal system of information and publicity; and the recording of emissions and radio frequencies and the promotion of constitutional studies and sociological research.

Two.-From the General Secretariat of the Presidency the following Management Centres depend:

Art. 8. Art. 9. It is up to the Directorate-General for Sociological Research to develop the functions related to the development of studies on social reality; the holding of courses and seminars on sociological research, promotion of exchanges with national and foreign centres; collaboration and participation in meetings or conferences on their specialty; information on the results of research carried out and editing of sociology studies.

Two.-The Director-General of the Advisory Board of the Center for Sociological Research is responsible.

IV. Secretary of State for Public Administration

Art. 10. One.-The Secretariat of State for Public Administration is the body responsible for the direction and impulse in the exercise of the powers that the laws attribute to the Presidency of the Government in matters of administrative organization, regime legal and remuneration of the civil service procedures and methods of work and inspection of services as well as to coordinate the activities carried out in this field by the various Departments and Entities of the State Administration. In particular, it is also up to the Office to exercise the functions conferred on the Presidency of the Government in relation to administrative information; information technology; the selection and training of officials of the Administration Civil State and Social Security of civil servants.

Art. 13. One.-The General Inspectorate of Public Administration Services is responsible for the exercise of the powers legally conferred upon the Presidency of the Government in the field of inspection.

Two.-From the General Administration of Public Administration Services in addition to the General Lnspectors will depend on the following units:

1. General Affairs and Documentation Service.

2. Secretariat of the Coordinating Committee of the General Inspections with Section level.

V. Deputy Secretary of the Presidency.

Art. 14. One.-It is up to the Secretariat of the Presidency to develop in the organic sphere of the Presidency of the Government the functions that Article 15 of the Law of Legal Regime of the State Administration attributes to the Undersecretary of Department. In particular it is also responsible for directing and supervising the activities of the Management Centres and units directly attached to the Secretariat, in relation to the processing and reporting of the affairs of the Council of Ministers and the Commission. Art. 16 One.-It is up to the Directorate General of Services under the direction of the Assistant Secretary of the Presidency to draw up the personnel policy and the management derived from it the actions of information, advice and control of the Inspection of Services; preparation of the preliminary draft budget of the Department for the coordination of the projects of the Autonomous Bodies and its consolidation with that of the Department as well as the monitoring and evaluation of the expenditure programmes; economic and financial management; processing and motion for a resolution of the resources against administrative provisions and acts the administration and management of the physical equipment and, in general the internal regime the liquidating administration of organisms; the activities of the Cabinet Telegraph and housing promotion for officials.

Two.-The following units are dependent on the Services General Address at the organic level of Subdirection General:

Art. 17. The Directorate-General of the National Geographic Institute retains its current structure, denomination and functions as long as the general rethinking of its organic and functional aspects is not appropriate.

Art. 18. One.-The Technical Cabinet of the Secretariat of the Presidency referred to in Article thirty, paragraph 3 of Royal Decree 3773/1982 of December 22, corresponds to the immediate assistance to the Undersecretary.

Two.-In application of the provisions of the Royal Decree mentioned in the preceding number will depend on the Technical Cabinet of the Undersecretary of the Presidency the Units referred to in the article first letter c) of the Royal Decree 135/1982, of 1 February.

Art. 19. One.-From the Legal Counsel will depend for the development of the administrative and auxiliary functions the following units:

1. Register and File Negotiation.

2. Negotiated from Administrative Contracting.

3. Negotiated for Mechanization.

Two.-In the Economic Advisory that retains the functions assigned by Order of 29 December 1976 under the development of Article 4 (3) of Royal Decree 2213/1976, of 16 September, there is an Assistant Chief Executive.

Three.-From the Delegated Intervention of the General Intervention of the State Administration and Accounting Office will depend on the following units:

1. Tax and Intervention Service.

1.1. Tax Section with two Negotiates of:

-Expedients and Personnel Expenses.

-Miscellaneous Expenses.

1.2. Intervention section with two Negotiates from:

-Closed exercise expeditions.

Four.-The Delegation of the National Statistics Institute performs the functions established in the Regulations of the Law of Statistics approved by Decree of 2 February 1948.

ADDITIONAL DISPOSITION

According to what is set forth in the second Royal provision of the Royal

Decree 3773/1982 of 22 December, the Vocal Advisors Advisers and Directors of the Program except those that correspond to the Presidency of the Government, to the Minister or to the Secretaries of State are dependent on the Deputy Secretary of the Presidency who will be able to attach them to the various units according to the needs of the services.

The number of unique posts referred to in the previous section of the Assistant Secretary of the Presidency is limited to the following: 29 Vocal Advisors, 26 Technical Counselors, 45 Program Directors, and 48 Technical Advisers.

Within three months, the catalogue of jobs will be finalized, which will collect the organic posts and the remaining singular posts, which will be sent to the Ministry of Finance for approval.

FINAL PROVISIONS

First.-All units with Section and Negotiated Service level or similar dependent of the Management Centers regulated by this Order, which have not been expressly mentioned in the same, are deleted.

Second.-The following unique job positions are deleted:

-Five Technical Advisers.

-Twelve Program Directors.

-Eight Technical Advisers.

Third.-All the provisions of the same rank in the oue shall be abrogated in accordance with the provisions of this Order, which shall enter into force on the day of its publication in the Official Journal of the State.
