In accordance with Article 113 of the Regulations of Population and Territorial Demarcation of Local Entities, reformed by Decree 65/1971 of 14 January, the National Institute of Statistics, with the collaboration of the Directorate General of Local Administration, has decided to issue the following Instructions to regulate the operations of rectification of the Municipal Register of Inhabitants corresponding to 1983.

I. DATE OF REFERENCE OF THE STANDARD RECTIFICATION

Law 70/1980, of 16 December, amending the reference dates for the formation of the General Censuses of the Nation and the renewal of the Municipal Register of Inhabitants, establishes in Article 3. that .

Royal Decree 2810/1980 of 14 November provided for the renovation of the Municipal Register of Inhabitants with reference to the zero hours of the day 1 March 1981.

The close relationship between the Municipal Register of Inhabitants, and their corrections, and the Electoral Census and the rectifications of the same advise to set the reference date of the corresponding standard rectification 1983, on 31 March of that year.

Consequently, the date of the adjustment of the standard to be carried out by 31 March 1983 is fixed.

II CONTENTS OF THE STANDARD RECTIFICATION

1. According to Articles 106 and 108 of the aforementioned Population Regulation, the City Council must introduce into the Municipal Register of Inhabitants, throughout the year, the changes that are necessary, due to high or low residents, to changes in the neighborhood rating or other causes, proceeding to record the in the registration sheets or in additional sheets.

In the correction of 31 March 1983, all the changes which have occurred in respect of the standard correction of 31 March 1982 up to 31 March 1983 must be collected.

2. The alterations produced during this period will be reflected numerically in the official printed models approved by the National Institute of Statistics, with the collaboration of the Directorate General of Local Administration, and which are continuation of these instructions.

3. In this correction, the changes due to the complaints submitted, including exclusions and qualification of the inhabitants, which have occurred during the period of exposure to the public of the public, should be included. rectification of the Municipal Register of Inhabitants, in accordance with Article 109.1 of the Regulations of Population and Territorial Demarcation of Local Entities

III. RULES FOR THE COMPLETION OF FORMS

Model A.-A form will be completed for each of the sections in which the municipality is divided, reflecting the high levels that have occurred. Each alteration will occupy a line, stating in the same: the date (day, month and year) number of the registration sheet, sex, neighborhood qualification and cause of the discharge according to concepts that appear at the foot of the printed in the abbreviations indicated. The totals for each section will be obtained and) totals for each concept of cause of discharge, the sum of which must match the total of high.

Model B.-Instructions similar to those of the A form will be followed, to reflect the casualties that have occurred, also obtaining the totals of the section. In the causes of

Model RB1 and RB2.-They will be completed in the same way as the previous ones, reflecting in them the totals of obtained in the model B and those corresponding to the causes of the low that were obtained at the bottom of the printed form.

RG Model. General numerical summary-This model consists of three tables:

1. In the first one, the population of law is collected at 31 March 1982, with the total obtained for men and women in the form of RA1 and RB1; the totals of high and low in the first column and the figures are obtained. corresponding to the population of the right at 31 March 1983 (last line) as follows:

Pobl. Right 31-3-1982 = Pol. right 31-3-1983 + Altas-Bajas

Each digit must be written in a space of the existing columns in the corresponding columns.

At the bottom of the table, the number of inhabitants who applied for discharge in the last six months and who have not yet acquired the residence, as well as those who have applied for the discharge, will also be included. have not acquired the residence in another municipality.

2. The second table is the summary of the causes of ups and downs, data that is obtained by moving the totals of the corresponding columns of) RA1 and RB1. One digit must also be written in each space.

IV. DILIGENCE OF THE FORMS

In the RA, RB and RC models, a certification by the Secretary of the City Council, with the approval of the Mayor, will be completed after its closure, in which it will be stated that the numerical summary to which the certification refers is a reflection of the alterations produced from March 31, 1982 to March 31, 1983, in the registration sheets of the Municipal Register of Inhabitants, as a result of the appropriate resolutions passed by the Mayor and registered in the book corresponding.

The documentation corresponding to the rectification must be accompanied by a certification of the Secretary of the City Council with the approval of the Mayor, in which it is stated that the present rectification of the Padron has been submitted to the Standing Municipal Committee or the plenary session where the latter does not exist, specifying the date of the sitting, and that it was exposed to the public within the time limit laid down in Article 109 of the Regulation, without that claims have been filed during the same period, or that, in the event of such claims, the same have already been resolved by the Mayors (the certification model is at the end of these instructions).

V. DATES OF REFERRAL OF THE REGISTRATION TO THE PROVINCIAL STATISTICAL OFFICES

The municipalities will refer to the Provincial Delegations of the National Statistics Institute, the documentation corresponding to the standard rectification at the following dates:

Municipalities with less than 50,000 inhabitants of law in March 1, 1981, before June 30, 1983.

Municipalities of 50,000 inhabitants or more de jure in 1 March 1981, before 31 July 1983.

VI. FINAL COMMENTS

1. The single-section municipalities will only employ the A B and C, with the appropriate certification for the RA, RB and RC printed on them.

2. The municipalities that have mechanized the municipal register may submit the documentation corresponding to the rectification in the output of the computer, respecting the concepts requested in each form.
