The General Budget Law of the State for 1986 sets out in Article 15 the amount of the basic remuneration to be paid by the officials falling within the scope of Law 20/1984 of 15 June and of the Royal Decree of 15 June 1984. Decree-law 9/1984 of 11 July, as well as the Classes of Troop and Marineria, with respect to the complementary ones, including, where appropriate, the rewards and pensions of the mutilation of the officials of the Armed Forces and of the State security, which will see a total increase of 7.2 per 100 compared to those set in 1985.

Also, Article 18.1 of the General Budget Law for 1986 provides that when the salary was received in 1985 at a lower level than the general rule, an increase of 7.2 per year will be applied. 100 in respect of the effectively applied in that financial year.

Under the Ministry of Economy and Finance, this Department has had the right to have:

Basic Rewards

Article 1. No. 1-The monthly basic remuneration of military personnel falling within the scope of Law 20/1984 of 15 June of the Troop Classes of proportionality indices 4 and 3, as well as those of the civil servants of the Ministry of Defence Corps and Escalas, and of which, belonging to the General Bodies of the State Administration, provide services in this Department, shall be for the financial year 1986, those set out in Annex I to this Order.

Two. -By way of derogation from paragraph 1, the salary of staff covered by Law 5/1976 of 11 March, which, because they are in a specific situation, received during 1985 the salary of their corresponding proportionality in In accordance with Article 18.1 of the General Budget Law for 1986, it shall be charged during that financial year in the amounts set out in Annex II to this Order.

Complementary remuneration

Art. 2. The supplement to the destination by reason of employment and the incentive provided for in Article 4 (3) and (6), respectively, of Law 20/1984, the complement of the destination of the Classes of Troop with rates of proportionality 4 and 3; the (a) staff under Law 5/1976, who may be entitled to it for not having passed on to the specific situation, as well as the complement of destination for special responsibility, derived from the role in the Armed Forces, and incentives of the civil servants of the Corps and Escalas, dependent on the Ministry of Defence and those belonging to the General Bodies of the State Administration that provide services in this Department, are fixed for the year 1986 in the monthly amounts listed in Annex III of this Order.

Two.-The supplement to the destination by reason of employment which accrues to the military personnel covered by Law 20/1984, of 15 June, shall be collected in the amount of the employment which it holds, irrespective of the position of work or destination which is occupy. Such a supplement shall also be collected by those who are in the military situation of forced availability.

Three.-The incentive will be collected by the military personnel under Law 20/1984, which performs its function subject to the general timetable established in the field of the Ministry of Defense, without prejudice to the determination of the the conditions to be met, the jobs to which the same corresponds.

The incentive shall be due, also on an exceptional basis and for a period not exceeding six months, for those in the military situation where the force is available, provided that they are perceived in their previous situation or destination.

However, when military personnel are designated for the performance of certain courses and such appointment carries with them the discharge in the destination of provenance, such staff shall be treated as such as intended for the Authority to be determined for each case.

Four.-Until the Government, as provided for in Article 25 of Law 50/1984 of 30 December, determines the remuneration regime of officials destined abroad, they will experience an increase of 7.2%. by 100 compared to those recognised in 1985.

Art. 3. The supplement to the hazard or special penalty provided for in Article 4.4 of Law No 20/1984 of 15 June 1984 shall pay, within the specific appropriations entered for these purposes, the posts with those characteristics. In accordance with the conditions laid down in Article 5 of Royal Decree No 1274/1984 of 4 July 1984, the amounts for 1986 shall be as set out in Annex IV to this Order.

Art. 4. The monthly amounts of the rewards set out in Article 12 of Decrees 346/1973 of 22 February and 1035/1973 of 19 May and in the Agreements of the Council of Ministers of 11 April, 4 July and 12 December 1984, they are updated for 1986 in the amounts set out in Annex V to this Order.

Two.-The amounts of the supplement for special technical preparation, the bonuses for special services of special character, the prizes for particular preparation and the increase of the salary supplement for the reason of the (a) to which the staff of Classes of Troop and Marineria may be entitled, with an index of proportionality 4, in accordance with Decree 346/1973 of 22 February; Orders which developed it, and the Agreement of the Council of Ministers of 11 April 1973 In 1986, they will see an increase of 7.2 per 100 compared to those received in 1985.

Four.-The supplements and rewards recognized under Decree 1035/1973, of May 19, to the civil servants of the Corps and Escalas dependents of the Ministry of Defense will experience an increase of 7.2 percent. 100 in respect of those recognized for 1985 by Order 3/1985 of 29 January, and will also be applicable pursuant to the provisions of Article 20.2 of the Law cited, to officials who, belonging to other Bodies or Scales of the State administration, provide service in this Department.

Art. 5. º One.-The assets and accruals regulated in Royal Decree 1598/1982, of 18 June, for the Classes of Troop and Marineria with less than two years of service in rows, will increase their amounts by 7.2 per 100 compared to those recognized in 1985.

Two.-However, the amount of the gratification provided for in Article 4. of Decree 2247/1970, of July 24, and in the same article of Decree 1933/1971, of July 23, for the First Cabs with special technical instruction in the Air Force and in the Army of Land, respectively, shall be 60 per 100 of the salary corresponding to the proportionality index 3, as set out in Annex I.

Other Remuneration

Art. 6. The family supplement shall be governed by its specific rules, with the same amount as in 1985, as provided for in Article 20.6 of the General Budget Law for 1986.

Art. 7. The compensation for service reasons shall be governed by the provisions of Royal Decree 1344/1984 of 4 July 1984 and detailed rules, and shall be collected in the same amounts in force in 1985.

Art. 8. During 1986, the compensation for residence on national territory in the amounts corresponding to 1985, except in Ceuta and Melilla, where the residence allowance will be increased by 7.2 per 100, will continue. amounts in force in 1985 (Annex VI).

Art. 9. The aid for food of that staff which maintains the right to its perception under the conditions referred to in Article 8. of Order 3/1985, of 29 January, shall be payable as from 1 January 1986 in the monthly amounts of 1,665 or 1.110 pesetas, depending on whether or not they have been recognized as a personal and transitional supplement, irrespective of the absorption of any improvement, excluding trienes, which occurs in 1986, including those derived from job change.

Art. 10. The aid for clothing will be increased by 7.2 per 100 compared to the amounts in force in 1985 (Annex VII).

Art. 11. The pensions of mutilation and rewards in general will be increased by 7.2 per 100 compared to those recognised for 1985, with their amounts fixed for 1986 in Annex VIII.

The San Fernando Laureate Cross and the Military Medal will be governed by its special legislation, including the degree in the regulatory base.

Art. 12. Art. 13. Art. 15. b) Extraordinary pay.

3.2 The rewards referred to in point 3.1 above are incompatible with other financial compensation similar to these, as set out in Article 5 of the Ministerial Order communicated 5/1981 of 12 June.

4. Updating of the bonus for extraordinary services approved by the Council of Ministers Agreement of 12 December 1984.

(a) This reward shall be paid to the posts which, pursuant to Article 5 (3) of Law 20/1984 of 15 June, are decided by the Minister of Defence. The maximum amount, for the two levels in which it is articulated, will be as follows in 1986:

-Mutilated war tools with score of 26 to 44 points, pension of 25 per 100 of the salary of Sargento, will receive 6,639 pesetas monthly and the two extraordinary pages.

-Mutilated useful in service with the same score as the staff of the previous paragraph, pension of 22.50 per 100 of the salary of Sergeant, will receive 5,975 pesetas monthly and the two extraordinary pages.

5. Other rewards:

-Medal of Sufferings for the Fatherland, which has monthly allowance, will become due in the amount of 470 pesetas per month.

-War Cross, which is only awarded for Troop and Marinery Classes, will be payable in the amount of 1,593 pesetas per month.

-Red Cross Military Merit, which is only awarded to the Troop and Marineria Classes, will be payable in the amount of 1,064 pesetas per month.

-The remaining rewards pensions not mentioned in the above points, including the compensation that, for one time, is awarded for the Medal of Sufferings for the Fatherland, will experience in 1986 an increase of 7.2 per 100 on the amounts in force in 1985.
