In the exercise of the powers conferred by Article 10.2.b) of Law 10/1990 of 15 October of the Sport, the Commission of the Council of the High Sports Council, at its meeting of 26 April 2013, has adopted, definitively, the Statutes of the Spanish Federation of Fishing and Casting, authorizing their registration in the Register of Sports Associations.

In compliance with the provisions of article 31.7 of the Law of Sport and article 12.3 of Royal Decree 1835/1991 of 20 December, on Spanish sports federations and the Register of Sports Associations, I have the publication of the Statutes of the Spanish Federation of Fisheries and Casting, contained in the Annex to this Resolution.

ANNEX

Statutes of the Spanish Federation of Fishing and Casting

General provisions

Article 1.

The Spanish Federation of Fisheries and Casting (hereinafter the Federation) is the private, non-profit, associative entity with its own legal personality that has as its object, the promotion, the development, the organization and regulation of sport fishing and casting in the Spanish State.

Integrates the sports federations of regional autonomy, in their case territorial delegations, sports clubs, athletes, technicians, judges and other interested groups that promote and practice the sport fishing and casting.

In addition to its own powers, the Federation exercises public functions of an administrative nature, acting in this case, as agents of the Public Administration.

Article 2.

The Federation is affiliated with:

• International Confederation of Sport Fishing (C.I.P.S.).

• International Federation of Sport Fishing in Fresh Water (F.I.P. S-ed).

• International fly-fishing federation (F.I.P. S-mouche).

• International Federation of Sport Fishing at Sea (F.I.P. S-mer).

• International casting federation (I.C.F.).

Article 3.

The Federation shall not admit to any discrimination on grounds of race, sex, religion or any other personal or social circumstance.

Article 4.

The Federation has its address in the street of the Navas de Tolosa 3, 1. º, Madrid. It may be transferred, according to needs, by agreement of the General Assembly, on a proposal from the Delegate Commission.

Article 5.

The sphere of action of the Federation in the development and execution of its competences, reaches the entire Spanish State, without prejudice to those that may correspond to the Autonomous Federations or in its case Delegations territorial, in the exercise of its powers.

Article 6.

The Federation is organized territorially, adjusting to that of the State in Autonomous Communities.

Article 7.

To achieve and exercise its objectives and functions, the Spanish Federation of Fishing and Casting has the following competencies:

a) Ostend the representation of Spain in the official activities and competitions of an international nature.

b) Exorder the federative licenses in accordance with the provisions of the current regulations and their Regulations.

c) Homologate, if applicable, the federative licenses of the autonomic scope Federations.

d) Develop and approve their Statutes and Regulations.

e) Confect your own budgets and take care of your execution.

f) Know and resolve conflicts and sporting incidents that may arise in the development of their activities and competitions.

g) In general how many activities are within your social object.

Article 8.

1. The Federation, in addition to its own activities of government, administration, management, organization and regulation of the sports specialties that correspond to each of its sports modalities, exercises under the coordination and protection of the Superior Sports Council, the following administrative functions of an administrative nature:

(a) Qualify and organize, where appropriate, the official activities and competitions of the state and the international ones that are held in Spanish territory. For these purposes, the organisation of such competitions is understood as referring to the regulation of the general framework of such competitions, as set out in the relevant federal rules.

b) Act in coordination with the Autonomous Federations for the general promotion of their sports modalities throughout the national territory.

c) Design, develop and execute the plans for the preparation of the high level athletes in their respective sports modalities, as well as to elaborate the annual lists of the same.

d) Collaborate with the State Administration and the Autonomous Communities in the training of sports technicians and in the prevention, control and repression of the use of prohibited substances and pharmacological groups and methods regulatory in sport.

e) Exercise the disciplinary authority of sport, in the terms established in the Law of Sport, its specific provisions of development and its Statutes and Regulations.

f) Exercise the control of the grants to be allocated, under the conditions set by the High Council of Sport.

g) To execute the resolutions of the Spanish Committee for Sports Discipline or the body that replaces it, and other courts of the Spanish State.

2. The Federation plays with respect to its members, the functions of guardianship, control and supervision that the sports legal system recognizes.

3. The acts performed by the Federation in the exercise of public functions of an administrative nature are subject to appeal to the Superior Council of Sports, whose resolutions deplete the administrative route.

TITLE I

Government and Representation Bodies

Article 9.

1. The Federation shall be governed, with a minimum and necessary character by:

-The General Assembly as a representative body.

-The President, as a governing body and executive.

Within the General Assembly and among its members shall be a Commission Delegate of Assistance to the General Assembly.

The General Assembly, the Delegate Commission and the President are elected bodies. The other bodies shall be freely appointed and revoked by the President.

They are complementary organs of government and representation, assisting the President:

-The Board Of Directors.

-The Secretary General.

-The Manager, if any.

-Any other of the same kind that could be created for that purpose.

The convocation of the governing bodies and representation of the Spanish Federation correspond to its President, and must be notified to its members, accompanied by the order of the day when it is necessary, within the planned prior notice, except cases of urgency.

The governing bodies and representation of the Federation will nevertheless be validly constituted, even if the requirements of the convocation have not been met, provided that all its members are present and so agree unanimously.

Of all the agreements of the collegial organs of government and representation of the Federation shall be lifted acta by the Registrar of the same, specifying the name of the persons who have intervened and the other circumstances that they are deemed appropriate, as well as the outcome of the votes, and, where appropriate, the special votes contrary to the agreements adopted.

The votes contrary to the agreements adopted or the reasoned abstentions shall exempt from the responsibilities which may be derived, where appropriate, from the agreements of the collegiate bodies.

The agreements of the collegiate bodies of the Federation, validly constituted, will be adopted by a simple majority of assistants except in those cases where expressly provided otherwise by the provisions in force in this matter or by these Statutes.

In any event, the agreements adopted by the express acceptance, by any means admissible in law, of each and every member of the collegiate body concerned, of the proposal of agreement shall be valid in writing, the President of the body refers to each of them. Once verified, and following compliance with the legally enforceable advertising requirements, the agreement will be fully effective, The subscription of the agreement by all members, will amount to a formal meeting for the purposes of compliance with the minimum frequency requirements for meetings of the statutory body required.

CHAPTER I

The General Assembly

Article 10.

1. The General Assembly is the highest governing body of the Federation, corresponding to the adoption of the great agreements of the federative policy.

2. The General Assembly shall be composed of:

-The President-elect of the Spanish Federation.

-The Presidents of the Autonomous Federations that are formally integrated into the Spanish Federation.

-In your case, the territorial delegates in those Autonomous Communities where there is no Autonomous Federation or even existing, the same is not formally integrated into the Spanish Federation.

-Members, up to the maximum number, who, representing the Easts of: sports clubs or associations, sportsmen, judges and technicians, shall be set out in the provisions which at each moment regulate the corresponding electoral processes.

3. The Presidents of Autonomous Federations shall be part of the General Assembly, as members of the General Assembly, for the fact that they are legitimately holding such a position, and always on the basis that their respective Autonomous Federations are integrated into the Federation. Territorial Delegates shall also be considered as members of the General Assembly.

4. The members of the General Assembly shall be elected every four years, coinciding with the calendar years in which the Summer Olympic Games are held, by free, equal, direct and secret suffrage, by and among the components of each station.

The representation of sports clubs (and sports associations in general) corresponds to the club itself or entity as a legal person. To all intents and purposes, the natural person who will hold the representation of each sports club, both for the exercise of the right to vote, and to be a part of the General Assembly if elected, shall be its President, and in his absence, a a representative appointed by the club through its competent collegiate body, of whose appointment the formal minutes will be provided and may be replaced by the competent body of the club, from which formal testimony to the Secretariat of the Spanish Federation.

The physical persons representatives of sports clubs will also be applicable to the causes of the cessation as to the other members of the General Assembly.

On the contrary, if it were in a sports club where the cause of the cessation of the General Assembly would eventually be present, then the seat would be vacant, and the person could not be considered a member of the Assembly. physical which-until then-would have represented the club's representation.

5. These are General Conditions of Eligibility to be a member of the General Assembly of the Federation:

(a) The sports associations which at the time of the election, and in the previous sports season, were registered in the Federation and had participated in competitions or sports activities of scope state.

(b) Older sportsmen to be eligible and not less than sixteen years of age to be electors, who have a licence in force issued or approved by the Spanish Fisheries Federation at the time of the call for tenders. elections and have had them in the previous sports season, provided that they have participated in competitions or sports activities at the state level.

(c) Technicians and judges-arbitrators who meet the same requirements as sportspersons and are in possession of the corresponding national title.

6. Members of the General Assembly of the Federation shall cease for:

a) Death.

b) Dimission or lack of federative license.

c) Incur any of the causes of ineligibility that are deducted from the provisions of the preceding articles.

d) Call for new elections to the General Assembly.

e) Members of the General Assembly may be temporarily suspended from this character or quality as a result of decisions in matters of sporting discipline, or arising from the ordinary jurisdiction, which the penalty or penalty of temporary suspension of the licence or for the exercise of public office, and this, for the time when, in each case, determine the final conviction in question. In general, it is established that the maintenance of economic debts with the Federation resulting from the sporting and federative activity in general shall suspend the debtor of his character as a member of the Assembly until he has established regularisation such a situation.

7. The vacancies that occur within the General Assembly before the following General Elections shall be filled by the membership of the General Assembly of the alternates who have been elected for each of the seats. If, after the end of the alternates, vacancies continue to exist, and provided that they exceed a quarter of the members of one of the parties, or the third part of the total number of members of the Assembly, they shall be covered by a partial choice.

For these purposes, the Presidency will call for partial elections to cover the vacancies, adjusting to the electoral procedures in force.

The alternates and those elected to fill the vacancies to which the by-elections refer, will hold their post for the time they have failed since their entry into the General Assembly until the following General Elections itself, unless it incurs a cessation.

Article 11.

Corresponds to General Assembly:

A) The election of the President and his dismissal by a motion of censure.

B) The approval of the budget and its liquidation.

C) The approval of the budget for the following year.

D) Approval of the official calendar and other sporting activities.

E) Authorize the lien or disposal of federal real estate when the amount of the transaction is equal to or greater than 10%.

F) Study, analysis and, if appropriate, approval of proposals submitted in regulatory form by the Board of Directors and members of the General Assembly.

G) Choice and cessation of the members of the delegated Commission, as well as covering the vacancies that occur.

H) Agree to move the registered address.

I) Agreed to the extinction of the Federation.

Article 12.

1. The total number of members of the General Assembly will be determined for each electoral process, in accordance with the provisions of the current regulations governing the same in the Spanish Sports Federations and the corresponding Regulation. election approved by the Superior Council of Sports.

However, the Spanish Federation of Fisheries and Casting fixed in number of 80 the components of the General Assembly representing the different federative estates: clubs; sportsmen; judges and technicians.

2. The President of the Spanish Federation and all the Presidents of the integrated autonomous regions and those of the territorial delegations, if any, shall be members of the General Assembly and their membership of the General Assembly shall not affect the proportional representation of the various federative estates in their final composition.

The plenary sessions of the General Assembly may attend, with a voice but without a vote, the outgoing President of the last term.

Article 13.

In any case the following representation will be respected for each Estamento:

• Clubs or sports entities: 44%.

• Sportsmen: 36%.

• Referee-referee: 10%.

• Technicians: 10%.

Article 14.

They will have the right to be electors and eligible:

1. The sports associations or clubs that at the time of the electoral call and in the previous sports season, were registered in the Spanish Federation of Fishing and would have participated in the latter in some activity or competition of official and state-level nature.

2. Athletes over the age of sixteen (to be electors) and the elderly (to be eligible) and in possession of the license issued or approved by the Spanish Federation at the time of the election and in the season previous sports, as well as having participated equally during the previous season in competitions or activities official and state-wide.

3. Technicians and judges-arbiter who meet the same requirements as sportsmen and women and have obtained the corresponding national title.

Article 15.

1. The vote at meetings of the General Assembly, which may not be delegated, shall be by hand or by name, except in the case of elections or motion of censure of the President, in which case the vote shall be secret.

The secret ballot may also proceed when the General Assembly so decides, on a proposal of at least 15 percent of its attending members.

2. The General Assembly may be convened in full or in delegated Commission.

The ordinary General Assembly shall be convened by the President.

The formal convocation of the General Assembly in plenary session shall be made in writing addressed to the address of each member with ten calendar days in advance-at least-to the date of the conclusion of the meeting except in cases of urgency or need, duly justified, which shall be three days-also naturals; these calls may, in cases of urgency or necessity, be made by letter, telegram, fax, e-mail or any other means to ensure the receipt of the call.

The call will include, in any case, the order of the day of the session to be held, as well as the place, date and time of the first and second convocation.

For the validity of the constitution of the Plenary General Assembly, it will require the participation, in the first call, of the majority of its members, and in second, of the third part of the same.

The first and second convocation will be separated, at least, by half an hour, and two at most.

3. The General Assembly shall meet in ordinary session every year for the following matters:

1) The approval of the budget for the incoming year and the settlement of the previous year.

2) Approval of the official calendar of activities and competitions.

3) Any other matter proposed by the President or 10% of the assemblymen duly included, as a proposal, on the agenda of the convocation. The proposals should be submitted with the signature and National Identity Document of the persons who propose them, in order for them to be valid.

The documentation relating to points 1 and 2 shall be sent, summarized, to the members of the Assembly, at least seven calendar days in advance of the date of the celebration.

4. Extraordinary session shall be convened for other matters of interest or convenience of the Federation, by the President, on his own initiative or on the initiative of the members of the Assembly or the Commission delegated in the terms expressed in the paragraph next.

The Assemblymen will be able to request the convening of an extraordinary Assembly, provided that they subscribe to the petition on 20 percent, at least for those and indicate the reason for the request. This application must be submitted with the signature and National Identity Document of the persons who request it to be valid.

You will also be able to request the convening of an extraordinary Assembly by the delegated Commission, by a majority.

The convocation of an extraordinary General Assembly shall be made, at least, with seven calendar days in advance of the date of celebration.

Article 16.

Assembly agreements shall be adopted by a majority of votes, except for different regulatory provisions.

Article 17.

Within the General Assembly and among its members, a delegated Commission shall be constituted as a body of assistance to the General Assembly.

Article 18.

These are delegated Commission functions:

1.

a) The modification of the sports calendar.

b) Modifying budgets.

c) The approval and modification of the Regulations.

The modifications may not exceed the limits and criteria that the General Assembly itself establishes. The proposal on these issues is solely for the President of the Federation, or two-thirds of the members of the delegated Commission.

2. It also corresponds to:

a) The elaboration of a report prior to the approval of the budgets.

b) The monitoring of the sports management of the Federation, through the elaboration of an annual report to the General Assembly on the activity memory and the liquidation of the Budget of the Spanish Federation.

c) The lien, divestiture of your real estate, when the amount is less than 10 percent of the federal budget.

d) All issues that are entrusted to you by the General Assembly.

Article 19.

The election of the members of the delegated Commission will be carried out by the assembly members at the same session as the election of the President of the Federation and in accordance with the current electoral regulations.

The vacancies that occur will also be replaced in accordance with the electoral regulations in force at the time. The term of office shall be the same as that of the General Assembly.

Article 20.

The delegated Commission shall consist of 12 assembly members and their composition shall be as follows:

a) Four Presidents of Autonomous Federations.

b) Four representatives of the clubs, without those corresponding to the same Autonomous Community having more than 50% of the representation.

c) Two representatives of the athletes.

d) A representative of the judges-arbiter.

e) A representative of the Technicians.

Article 21.

The duty to act with loyalty vis-à-vis the Federation of which they are a party imposes upon the members of the Commission delegated the following obligations:

a) Keep in secret how much data and information you receive in the performance of your office, not being able to use it for your own benefit, or to provide them to third parties.

b) Refrain from intervening in deliberations and votes on any matter in which they may have a particular interest.

c) Do not misuse the federal assets or use their position to obtain property benefits.

d) Do not take advantage of the business opportunities that you know in your condition as a member of the delegated Commission.

e) Active participation in the meetings of the delegated Commission and the tasks assigned to it.

f) Opposition to agreements contrary to law, statutes and regulations or to the federal interest.

The functioning of the delegated Commission shall be in accordance with the provisions of these Statutes and shall be determined by law and regulation.

Article 22.

The delegated Commission shall meet at least once every four months. Their agreements will be adopted by a majority of votes of assistants and the delegation of votes will not be allowed in their sessions. The vote shall be by show of hands or by nominal designation.

The invitation to the Commission is delegated to the President and shall be carried out in writing addressed to the address of each of its members, with seven calendar days in advance-at least-to the date of the conclusion of the the meeting in question, except in cases of urgency or need, duly justified, in which the call may be made with a minimum of three days-also natural-; these calls may, in cases of urgency or need, be be made by letter, telegram, fax, e-mail or any other means ensure the receipt of the call.

For the validity of the constitution of the delegated Commission, the majority of its members, and in the second, of the third part of them, will be required to participate in the first call.

The first and second convocation will be separated, at least, by half an hour, and two at most.

Article 23.

Vacancies that occur in each Assembly of the General Assembly and in the delegated Commission may be replaced annually by following the same criteria as for their appointment and thus respecting the order of the votes that determined the following members to whom they were elected.

CHAPTER II

The President

Article 24.

The President of the Spanish Federation is the executive body of the Spanish Federation. It holds its legal representation, convenes and presides over the governing and representation bodies and executes its agreements.

Article 25.

He will be elected every four years, coinciding with the years of the Summer Olympic Games, by free, direct, equal and secret suffrage by the members of the General Assembly and in accordance with the electoral regulations in force in each time.

Article 26.

It will not be necessary to be a component of the General Assembly of the Spanish Federation of Fishing and Casting to be President.

The candidate must be presented, at least, by the fifteen percent of the General Assembly. Your choice will be made by a double-lap system, in the event that in a first round no candidate reaches the absolute majority of the votes cast.

The President of the Federation will also be from the General Assembly and the delegated Commission, with a vote of quality in the event of a tie in the adoption of the agreements of the Plenary General Assembly and the Delegate Commission.

Article 27.

The performance of the President's office will be a cause of incompatibility with the following activities:

• Occupation of managerial positions in other Spanish sports federations.

• Development of activities or performance of positions in sports associations or sports clubs that are dependent or integrated into the Spanish Federation.

• Occupation of charges in a regional fishing federation.

• Occupation of managerial or managerial positions in commercial companies or for-profit entities that develop commercial, industrial or professional activity related to sport fishing.

• Activities related to the previous paragraph developed on a personal basis that may be related to sport fishing.

The President will cease by:

• Completion of the period for which you were elected.

• Death.

• Dimission.

• Approval of a motion of censure by the Federation's Plenary General Assembly.

• Incur any of the reasons for incompatibility mentioned in the previous article when you do not give up the compatible activity or charge.

• Serious illness that incapacitate you for the exercise of your office.

• Suffer from a firm sporting disciplinary sanction that will disable you for the exercise of your office.

• You have been convicted by a firm court judgment that carries a penalty, principal or accessory, of absolute or special disablement for the performance of public office.

Article 28.

When there is a vacancy in the Presidency, the Board of Directors shall hold elections within the General Assembly in accordance with the provisions of the Rules of Procedure governing the legislature in question, constituting the managing Commission of the Federation presided over by the Vice-President.

In cases of absence, temporary incapacity or temporary suspension, the President shall be replaced by Vice President 1. or, where appropriate, by another Vice-President, who shall be a member of the General Assembly.

Article 29.

You may be a candidate for President of the Spanish Federation of Fishing and Casting any person, Spanish and older, who does not incur a cause of incapacity and ineligibility.

Article 30.

The President of the Spanish Federation of Fisheries may receive a remuneration approved and quantified by the General Assembly by agreement adopted by half plus one of the members present in the General Assembly; no can be satisfied by the public subsidies received by the Federation. In such a case, the President of the Federation shall perform his duties according to the Dedication Regime and incompatibilities established by the General Assembly.

The remuneration shall end with the end of the mandate of the office and shall not extend beyond the duration of the charge.

CHAPTER III

The Board Of Directors

Article 31.

The Board of Directors of the Federation is the collegiate body of sports, administrative and economic management of the Federation, following directives issued by the General Assembly and/or the Delegation.

These are the competencies of the Board of Directors:

1. To study and propose to the General Assembly or Commission delegated the approval of the Technical Regulations and their modifications.

2. Propose the official calendar of competitions.

3. Prepare and propose to the President the date, Order of the day, and the papers, for the General Assembly, as well as the draft budget and the liquidation of the economic year.

4. To cooperate with the President in all matters of interest to the Federation and to resolve in all matters of importance which are not provided for in these Statutes, without prejudice, where appropriate, to the ratification by the General Assembly or Commission delegated.

5. Propose the members to be composed of the Sports Discipline Committee.

6. Propose to the Commission delegated the approval of the appropriate federal rules for the good regulation of competitions and their best development.

7. It shall maintain relations with other foreign entities or federations. She will also be in charge of deciding on the organisation and management of international competitions which, according to the sporting calendar, will be held in Spain.

8. To accept or not, as appropriate, the request for the integration of the Autonomous Federations, as well as to revoke such integration in the event of non-compliance with the requirements and obligations inherent in such integration.

Article 32.

Members of the Board of Directors shall be freely appointed and revoked by the President of the Spanish Federation of Fisheries, who shall preside over it.

Article 33.

The Board of Directors of the federation shall be composed at the discretion of the President, by a minimum of 8 members and a maximum of 12, including the same, of which all will have a voice and vote.

The Board of Directors will be composed of:

a) The President of the federation.

b) A Vice President 1. who will be a member of the General Assembly.

c) Two Vice Presidents.

d) A Treasurer.

e) A maximum of 7 vowels.

Attend the Board of Directors, with voice but no vote, the Secretary-General.

In addition to those cited the President may appoint a Manager.

Article 34.

The Board of Directors will be convened by the President once every four months, at least, including the Order of the Day. The call, which corresponds to the President, shall be notified to its members at least ten days in advance, except in cases of urgency where the time limit may be reduced to three days.

The agreements will be adopted by a majority of votes, with the president being the president.

Article 35.

To be a member of the Board of Directors will be required:

1. Be older.

2. Do not be on the grounds of incapacity for a firm court judgment.

3. Not having been convicted of a firm court judgment to disable you for the exercise of public office.

4. Not to be subject to disciplinary disciplinary action.

Article 36.

The duty to act with loyalty vis-à-vis the Federation of which they are a party imposes upon the members of the Board of Directors the fulfilment of the following obligations:

The functioning of the Board of Directors will be in accordance with the provisions of these Statutes and what is legally and regulatively determined.

Article 37.

Board members who are not members of the General Assembly or the delegated Commission may attend their sessions, with a voice but no vote.

Article 38.

Members of the Board of Directors may not receive any remuneration, except for Chairman, Secretary and Manager.

CHAPTER IV

The Secretary General

Article 39.

The Secretary General of the Federation, which in turn is from the General Assembly, the Delegate Committee. The Audit and Control Committee and the Board of Directors shall assist the President of the Federation in all activities of his or her capacity. It may be paid back and subject to the current legislation.

The Secretary-General shall perform the duties of a fedatary and an advisor to the Federation, the preparation and material dispatch of the matters, as well as the management and organization of the administrative functions. He shall take over as chief of staff, without prejudice to the powers of delegation which correspond to him.

The Secretary-General, as Secretary of the Federation's organs, commissions and committees, whose meetings he attends with a voice but without a vote, corresponds to him:

(a) To draw up the minutes of all the agreements to be taken in the sessions of the collegiate bodies of the Federation, specifying the name of the persons who have intervened, and the other circumstances considered appropriate, as well as the outcome of the vote and, where appropriate, the particular votes against the agreement adopted. The votes against the agreement adopted, or the reasoned abstentions, shall exempt from the responsibilities which may be derived, where appropriate, from the agreements of the collegiate bodies. Sign the minutes with the V. º B. of the respective Presidents and pass them to the corresponding books.

d) Report orally or in writing, answering questions on pending matters in the organs of the federation and of those who are parties and meetings held by the various bodies federatives.

e) Coordinate the actions of the various organs of the federation.

f) Custody the records and records of the federation.

CHAPTER V

The Manager

Article 40.

The Manager of the Federation is the Board of Directors of the Federation and, where it exists, will assist the President of the Federation in all the activities of his office. It may be paid back and subject to the current legislation.

a) Take the accounting of the Spanish Federation.

b) Exercise the economic inspection of all the organs of the Spanish Federation.

c) Custodian of the federal funds, keep the accounts up to date, and adjust it to the rules of adaptation of the General Accounting Plan of the Spanish Sports Federations.

(d) Inform the President and the Board of Directors of the economic situation of the Federation, proposing, if necessary, the measures to be taken.

e) Develop the preliminary draft budget for analysis and approval by the Board and General Assembly and draw up the balance sheet with specification and breakdown of expenditure and revenue.

f) How many functions are entrusted to you by the regulations of the Spanish Federation.

TITLE II

Control Organs

Article 41.

As a supervisory and control body the Audit and Control Committee is constituted.

CHAPTER I

The Audit and Control Committee

Article 42.

The basic task of the Audit and Control Committee of the Federation is to evaluate the accounting system and guarantee the independence of the external auditor of the Spanish Federation.

Article 43.

The Audit and Control Committee shall be composed of a maximum of three members appointed by the President of the Federation:

a) A member elected among the assembly members of the Federation.

b) A member elected among the members of the delegated Commission.

c) A member chosen among the components of the Board of Directors.

The Chair of the Audit and Control Committee shall be elected by and among the members who compose it.

Article 44.

The Federation's Delegated Commission shall approve the Rules of Procedure governing the functions and functioning of the Audit and Control Committee.

TITLE III

Technical Committees

Article 45.

For the best development and execution of the objectives and functions of the Federation, the President may create the subordinate technical committees that he considers appropriate.

Article 46.

In the Spanish Fishing Federation, without prejudice to those that may be created in the future, the following Committees exist:

• National Committee on Justice-arbiter.

• National Anti-Doping Committee.

• National Committee of Technicians.

• National Environment Committee.

• National Sports Discipline Committee.

Article 47.

With direct dependence on the corresponding Technical Committees, the following table specifies the specialties and subspecialties of Fishing and Casting currently hosted by the Federation, without prejudice to the future can be increased with other new creation.

CHAPTER I

National Technical Committees

Article 48.

The National Technical Committees are responsible for the promotion, organization, management and control of national competitions, as well as the study, development and promotion of the technical characteristics of their modality and the training-preparation of the athletes of the high competition.

Article 49.

At the head of each Committee will be a President whose appointment will be of free designation and revocation by the President of the Spanish Federation. Its composition and operating system shall be the responsibility of its President.

Article 50.

The competencies of these Committees will be developed in the Competition Regulation of the Spanish Federation of Fisheries and Casting, which will be approved by the delegated Commission.

CHAPTER II

National Committee on Justice-Arbitration

Article 51.

The National Board of Directors-arbiter will be responsible for the organization and management of its own tasks, as well as the training of its judges-arbiter.

1. It will be the role of this Committee:

• Establish levels of arbitration training.

• technically classify the Jueces-arbiter, proposing the attachment to the corresponding categories.

• Propose candidates for international judges.

• Approve administrative rules by regulating arbitration.

• Coordinate with territorial Federations the levels of training.

• Designate collegiates in state-wide competitions.

Item 52.

At the head of this Committee will be a President whose appointment will be of free designation and revocation by the President of the Spanish Federation.

They will also be part of this Committee, a minimum of three members elected by the President of the Committee, from among the national Jueces-arbiter collective.

Article 53.

The Regulation governing the organic structure and operating arrangements of the National Committee for the Judge-arbitrator shall be approved by the delegated Commission.

CHAPTER III

National Anti-Doping Committee

Article 54.

The National Anti-Doping Committee of the Spanish Federation of Fisheries and Casting will be responsible for the compliance with the specific rules aimed at protecting health and the fight against doping in sport.

Monitor the development of the controls by ensuring compliance with the current regulations.

It is the power of this committee to set the competitions in which doping control will be conducted.

Article 55.

The Spanish Federation of Fishing and Casting, in line with the provisions of national and international regulations, of mandatory compliance, shall give the competent Spanish authority the penalties imposed for the commission of doping offences provided for in the existing provisions on health protection and the fight against doping in sport.

It will be the power of the dependent estates of the High Council of Sports or organ to replace it, the publication of the data, of the offenders, as well as everything related to the time and form of the same.

Article 56.

The Rules of Procedure for the conduct and operation of the National Anti-Doping Committee, in accordance with the provisions in force at any time, shall be approved by the delegated Commission.

CHAPTER IV

National Committee of Technicians

Article 57.

The National Committee of Technicians will have as a specific mission the training and operation of technical graduates.

These are the functions of the Technical Committee:

-To affiliate, by itself or through the autonomic Federations, to the technical-trainers who meet the established requirements.

-Training and certification of coaches-coaches.

Article 58.

The Regulation governing the organic structure and operating system of the National Committee of Technicians shall be approved by the delegated Commission.

CHAPTER V

National Committee on the Environment

Article 59.

The National Committee on the Environment will be responsible for the study and resolution of the sector's problems with regard to the conservation of species and their environment.

This Committee shall consist of no more than three members, appointed by the President of the Federation, among persons of recognized value in the specialty, and may be outside the federal structure.

CHAPTER VI

Sports Discipline and National Sports Discipline Committee

Article 60.

1. The scope of the federative discipline extends to the infringements of the rules of the competitions, of the general rules of sport and of the specific ones in the field of doping, typified in the Rules of Disciplinary Regime of the Federation, the Law of Sport and its provisions of development, and in the laws, decrees and regulations in force at all times the purpose of which is the protection of health and the fight against doping in sport.

2. They are infringements of the rules of sport competitions, actions or omissions which, during the course of the same, infringe, prevent or disturb their normal development.

Other actions or omissions that are contrary to what they determine, force or prohibit are violations of the general sports rules.

There are violations of the rules in the field of doping, infringement or violation of the provisions of the laws, decrees and regulations in force that have as their object the protection of health and the fight against doping in the sport.

3. The Spanish Federation of Fishing and Casting exercises disciplinary authority over all the persons who are part of its own organic structure, on the territorial Federations, the clubs, the sportsmen, the technicians and the judges-arbiter, and in general, about all those persons or entities that, being attached to the Federation, develop functions at the state level.

4. The decisions taken in the procedures for the imposition of disciplinary sanctions for doping carried out by the Sports Discipline Committee of the Federation in its field of competence shall be concluded with the notification to the interested party of where a disciplinary sanction has been imposed, the disciplinary sanction may be published in accordance with the provisions of Article 55.

Article 61.

The disciplinary body of the Federation will be the Sports Discipline Committee; it will be composed of three members, of which at least one of them will be Licensed in Law, which will be its President. Where there is more than one degree in law between the members of the Committee, the President shall be chosen from among them, the other two members shall be considered as vowels. The three members and their alternates by number of three others shall be appointed by the President of the Federation. The composition of the Disciplinary Committee shall be brought to the attention of the General Assembly at the first regular session.

Against the decisions handed down by the Disciplinary Committee of the Federation, the Spanish Committee for Sports Discipline may have recourse within 15 days, with the exception of those relating to doping, which they will do so in accordance with their specific rules (Laws, Decrees, etc.).

Article 62.

The Federation shall act at all times in accordance with the provisions of the National and International Regulations of Application, relating to sports discipline in general and to the specific measures to combat health and doping. in sport.

Article 63.

In the Disciplinary Regime's Rules of Procedure, to be approved by the delegated Commission, the composition and functioning of the National Sports Discipline Committee, as well as the sanctioning procedure, will be developed, as well as the typification of faults and penalties in accordance with current regulations.

TITLE IV

Territorial Federations

Article 64.

1. The Territorial Federations are governed by the Spanish General Law, by the specific ones of the Autonomous Community to which they belong, by its Statutes and Regulations and, in addition, by its own provisions of internal order.

2. In any event, the Federation must be expressly recognized, both the powers that are its own and the public of administrative character that correspond to it, in one and the other case, according to what is established by the Law of the Sport in force, the provisions and/or decrees governing it, these Statutes and their General Rules of Procedure.

Article 65.

a) the Autonomous Regional Federations which have legal personality by way of provision or recognition of the rules of their respective Autonomous Communities, shall adjust their statutory rules, as far as is necessary, to these Statutes and must comply with the rules and instructions of the Federation, on official competitions organised or tutored by it or which it delegates to them as soon as they exceed their territorial scope, as well as in disciplinary matters, as provided for in these Statutes.

Article 66.

Autonomic federations must be integrated into the Federation, so that their members can participate in competitions at the state or international level.

1. The system of integration shall consist of the formalization, for each of the interested parties, of an agreement in that sense, adopted by the body which, according to its Statutes, corresponds, which shall be raised to the Federation, with the express declaration that subject expressly to the determinations which, in the exercise of the federative powers, are to be taken in respect of the participation in competitions of the said classes.

2. The following rules will apply to the integration produced:

(a) The Autonomous Federal Federations shall retain their legal personality, their own and differentiated assets, their budget and their particular legal status.

b) The Presidents of the Autonomous Federal Federations will be part of the General Assembly of the Federation, with the representation of those. In any case, only one representative will exist for each.

(c) The sporting disciplinary regime, in the case of official state-wide competitions, shall be, as provided for in Title II, Chapter V, Articles 56 to 60, inclusive of these statutes.

d) The autonomic Federations, integrated in the Federation, will have the representation of it in the respective Autonomous Community.

(e) The autonomic Federations must comply with and comply with the determinations and requirements to which they were subjected at the time of their integration, as well as to all that the Federation establishes in relation to the participation of the members of the Autonomous Federations in official or international competitions, in order to ensure that no such protection can ever be generated.

(f) The autonomic Federations shall respect and not invade the exclusive and exclusive powers attributed to the Federation and shall be aware of the payment of all their economic obligations.

(g) The autonomic Federations must develop their own functions, in such a way that they do not cause the cessation or the misrule of their organs and may provoke them, difficulty or impediment in the participation of their Member States in official or international competitions.

3. Failure by an autonomous federation of any of the requirements and obligations expressed and in order to safeguard, above all, the legitimate rights of sportsmen, clubs and other bodies, shall empower the Board directive, after hearing the interested party, for a term of 10 days, to revoke, in a reasoned manner, its integration into the Federation, leaving the Federation for the establishment of a territorial delegation according to the article next and that it will be replaced once it has been reintegrated. As soon as the delegation is definitively established, the Board of Directors shall appoint a provisional delegate or territorial delegation which shall immediately meet the needs of the bodies referred to in the Community. Self-contained.

Article 67.

When in a Community or Autonomous City no autonomous sports federation exists, or has not been integrated into the Spanish Federation, it may establish in that Community, in coordination with the Sports Administration of the a territorial unit or delegation, respecting, in any case, the autonomous organization of the State.

The representatives of these territorial units or delegations shall be elected in that Community, according to democratic and representative criteria. The territorial delegate shall be a member of the General Assembly.

TITLE V

the Federative Licenses

Article 68.

1. For participation in official state-wide sports activities or competitions, it will be necessary to be in possession of a license issued by the Federation or the approved Autonomous Federation, according to the following conditions minimum:

• Uniformity of economic conditions, for each sport modality, in similar Estamento and category, the amount of which will be fixed by the Assembly. The revenue produced by these concepts will be primarily aimed at financing the structure and functioning of the Federation.

The Spanish Federation shall issue the requested licenses within thirty days of its application, after verification of compliance with the sporting requirements established for its issue, in its Statutes or Regulations.

The unjustified non-issuance of the licenses within the prescribed period will entail for the Federation the corresponding disciplinary responsibility as provided for in the sports legal order.

2. Licences issued by Federal Federations of the Autonomous Community shall enable such participation, where they are integrated in the Federation, to be issued in accordance with the minimum economic and formal conditions laid down by them; and communicate their expedition to the same.

For these purposes, the rating will take place once the Federation of regional authorities pays the Spanish Federation of Fisheries the corresponding economic quota within the deadlines that are set in the regulations of this one.

The licenses issued by the Autonomous Federations that, as provided for in the preceding paragraphs, enable participation in official state-wide sports activities or competitions, shall record the relevant data, at least in the official Spanish language of the State.

These licenses will reflect three economic concepts:

• Mandatory insurance that has the minimum coverage required by sports laws and regulations.

• Cuota corresponding to the Spanish Federation.

TITLE VI

Members ' rights and obligations

Article 69.

All Federation members have the following rights:

a) Forming part of the various federal organs and committees.

b) Participate in the activities and competitions organized by the Spanish Federation.

c) Elevate how many queries and claims you consider appropriate.

Item 70.

They are obligations of the same:

1. Pay the fees and federal fees.

2. Diligently abide by and comply with the agreements and decisions of the federal organs.

3. Represent the Spanish Federation when required to do so, including the sessions of concentration and preparation to be established by the federal officials.

TITLE VII

Economic Regime

Article 71.

The Federation is subject to the own budget and equity regime.

Article 72.

The Federation is not for profit, so in no case will it be able to distribute profits among its affiliates.

Article 73.

The estate of the Federation shall consist of the assets of which it is held.

Article 74.

They are federative resources, among others, the following:

• Public grants.

• The benefits of your activities.

• Donations, inheritances, or legacies granted to you without any condition.

• The fruits of your heritage.

• The loans or credits you get.

Article 75.

In any case, and without exception, all the resources that the Federation obtains will be destined for the best fulfillment of its aims and objectives.

Article 76.

No multi-annual expenditure may be committed without the express authorisation of the High Council of Sport.

TITLE VIII

Documentary Regime

Article 77.

The documentary regime of the Federation will consist of the following books:

1. The Registro Book of Autonomous Federal Federations that are integrated into the Federation and the Delegations or Autonomous Units that may exist.

This record book will reflect the names of the same, their registered office, and the names of those who hold positions of representation and government, with the express mention of the dates of the inauguration and the end of the same.

2. Book of record, in which the minutes of the meetings of the General Assembly, the Delegation, the Board of Directors and other Committees shall be transcribed. The minutes shall be signed by the Secretary with the President's V.

3. º Accounting books, understood by such, those required in the Trading Code for these entities.

4. The other books that could legally be required.

1. The federative books shall be kept in the domicile of the Federation, at the disposal of the members integrated in it, for examination or consultation, without the possibility of removing them from the federal headquarters.

2. Members integrated into the Federation may request in writing, stating the reasons and reasons, the information and/or clarifications about their content and may be provided in writing where possible, verbally, or by direct examination by his appearance at the headquarters and in the presence of the person appointed by the Secretary-General.

3. If, in the opinion of the President, the advertising of the requested data may harm the interests of the Federation, the request may be refused. Their refusal, which must be substantiated, shall be brought before the General Assembly.

All the documentation referred to in this Article 74 may be contained in computer media.

Article 78.

The documentation will always be in the hands of the Federation and they will have access to it:

• The Higher Sports Council.

• Members of the Board of Directors.

• Members of the delegated Commission.

• Members of the Audit and Control Committee.

• Members of the General Assembly of the Federation who wish to have access to it, requesting it in writing through the Delegate Commission and under the conditions outlined in the previous article.

TITLE IX

Motion of censure on the President

Article 79.

The motion of censure of the President may be requested, by means of a document signed by at least 25% of the components of the General Assembly. The application shall state the cause or causes of the motion and must be submitted, in order for it to be valid, with the applicant's signature and identity document.

Item 80.

1. In the motion of censure, the President shall convene the Extraordinary Assembly, with a single point of the Order of the day.

The Assembly shall be held within a minimum of fifteen days and a maximum of thirty.

2. The Assembly, chaired by the oldest member of the Assembly, will request the word a representative of the promoters. The President has the replication option.

Then the vote will proceed. The motion will thrive when it is supported by two-thirds of the attending members.

3. Whoever has promoted a motion of censure shall not be able to present another motion during the term of the same President in the legislature in which the first one was produced.

TITLE X

Election Regime

Article 81.

All elections must be preceded by a regulation and electoral calendar to be approved by the Superior Council of Sports.

TITLE XI

Modification of the Statutes

Article 82.

It is for the General Assembly of the Federation, in extraordinary session called for the effect, modification and approval of the Statutes.

The proposal to amend the Statutes to the General Assembly may be made:

a) By the President of the Federation.

b) By 20% of the members of the General Assembly.

c) By the Delegate Commission.

TITLE XII

Dissolution of the Federation

Article 83.

The Spanish Federation of Fishing and Casting may be extinguished by legal prescription or federal agreement.

In the latter case it will require the convening of an extraordinary General Assembly and its approval by two thirds of the present and ratification of the Board of Directors of the Higher Council of Sports.

Article 84.

When the dissolution is as a consequence of the General Assembly agreement, a liquidating commission will be appointed to take over the existing funds, to meet the outstanding obligations.

Article 85.

In case of dissolution of the net worth of the Spanish Federation, if there were, it will apply to the realization of analogous activities, determined by the Superior Council of Sports its concrete destiny.

Repeal provision.

The Statutes of the Spanish Federation of Fishing and Casting approved by the Superior Council of Sports are repealed at its session of May 5, 2000.

First disposition first.

This Statute shall enter into force on the day following that of its approval by the Board of Directors of the Higher Sports Council, without prejudice to its subsequent publication in the "Official State Gazette".

Final disposition second.

These Statutes, made up of 85 articles, a derogation provision, two final provisions, and two additional provisions, have been approved at an extraordinary meeting of the General Assembly of the Spanish Federation of Fisheries and Casting held on March 11, 2012.

Additional disposition first.

All of the terms that are referred to in the federal system for individuals apply interchangeably to men and women.

Additional provision second.

Any power granted by the Spanish legal system or by national or international federal rules, to the Spanish Federation of Fishing and Casting as an entity, unless the competition is attributed by reason of the the General Assembly, the Delegated Commission, or other federative bodies, shall be understood to be the responsibility of the President, or the body in which the President is delegated.
