the end of the Vienna meeting, which began on 4 November 1986, the process of the Conference on Security and Cooperation in Europe, which follows on from the Helsinki agreements of 1975, will take place in the field of of military security through two negotiations.

So far the Spanish presence at the Vienna Conference has been secured by the delegation created by Royal Decree 2347/1986 of 7 November. However, this conference calls for the removal of the said delegation and the creation of a new single delegation for these two, differentiated but related negotiations, which will be launched simultaneously in the the city of Vienna.

The first negotiation on Conventional Forces in Europe, to be held within the framework of the Conference on Security and Cooperation in Europe (CSCE), but retaining its autonomy will bring together the 23 States on whose The Armed Forces support the fundamental security relationship in Europe. Its objectives will be to strengthen stability and security in Europe, from the Atlantic to the Urals.

The second negotiation on confidence-and security-building measures-in which the 35 States participating in the CSCE will take part-will aim to expand the results already achieved at the Stockholm conference. (1984-1986) with the preparation of a series of confidence-building measures to reduce the risk of military confrontation in Europe.

In its virtue, at the initiative of the Minister of Foreign Affairs and on the proposal of the Minister for Public Administrations, after deliberation by the Council of Ministers at its meeting on 3 February 1989,

DISPONGO:

Article 1. º

The delegation charged with representing Spain during the development of the negotiations on conventional armed forces in Europe, and on measures to promote the trust and security.

Art. 2. º

The Head of such delegation, with an equivalent category to Ambassador, will be appointed by Royal Decree on the proposal of the Minister of Foreign Affairs.

Art. 3. º

The Minister of Foreign Affairs may appoint a Deputy Chief for the negotiations on Conventional Armed Forces in Europe, and a Deputy Head of the negotiations on confidence-building and security measures, who shall cooperate with the Head of Delegation in the development of their specific activities.

Art. 4. º

As it is a negotiation whose specific content concerns military security, the Minister of Defense will propose to the Minister of Foreign Affairs the appointment of Defense Directors on a permanent basis.

These Defense Advisers will be integrated into the Spanish delegation in order to take part in the negotiations and advise the Head of the delegation, acting under the delegation's dependence.

ADDITIONAL PROVISIONS

First.

The Spanish Delegation is deleted at the Conference on Security and Cooperation in Europe.

Second.

The Delegation created by this Royal Decree will take charge of the pending settlement situations for the Spanish Delegation at the Conference on Security and Cooperation in Europe, once it has ceased their functions.

Third.

The local and material resources made available to the Spanish Delegation at the Conference on Security and Cooperation in Europe will be assigned to the new Delegation created by this Royal Decree.

FINAL PROVISIONS

First.

The Minister of Foreign Affairs, prior to the appropriate legal procedures, will dictate the necessary provisions for the development of the provisions of this Royal Decree and will promote the remaining measures for the application of the provisions of the same.

Second.

The Ministry of Economy and Finance will make the necessary budgetary changes for the fulfillment of what is ordered in this Royal Decree.

Third.

The Royal Decree 2347/1986 of 7 November, which is created by the Spanish Delegation to the Conference on Security and Cooperation in Europe, is hereby repealed.

Fourth.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
