Illustrious lord:

Resolution No. 2 of the Conference of Plenipotentiaries of the International Telecommunication Union (ITU), held in Nairobi (Kenya) in 1982, commissioned the ITU Board of Directors to convene the following Conference on Plenipotentiaries, which, with the agreement of the majority of the ITU Members previously consulted, decided that the next Plenipotentiary Conference should be held in Nice (France) from 23 May to 29 June 1989, Thus accepting the invitation of the French Government in this regard.

the importance of the Conference, which already in itself, as it is the supreme body of the ITU, is of the utmost interest to the telecommunications sector, has been increased on this occasion by the debates on the proposals to submit to the Conference for the possible adoption of a fundamental instrument of almost permanent nature, in place of the current Convention governing the ITU.

On the other hand, the fact that Spain is one of the 41 Members of the ITU Board of Directors, and that the Conference coincides with the Presidency of our country of the European Economic Community, are circumstances justifying the need for adequate preparation of the Spanish participation in the next Conference of Plenipotentiaries.

By virtue of the provisions of Article 14.1 of the Law of Legal Regime of the State Administration and Article 27.3 of Law 31/1987 of 18 December 1987 on the Management of Telecommunications, With the Ministries of Defense and Foreign Affairs and after the Minister for Public Administrations has approved, I have had to arrange:

First. -It is the Preparatory Commission for the Conference of Plenipotentiaries of the International Telecommunication Union (ITU), which will take place in Nice (France), from 23 May to 29 June 1989, with the following composition:

President: The Secretary General of Communications.

Vice-Presidents: The Director-General of Telecommunications; the Deputy Director-General for Management and Regulation of the Directorate-General for Telecommunications.

Vocals: A representative of the Ministry of Foreign Affairs, a representative of the Ministry of Defense, two representatives of the Ministry of Transport, Tourism and Communications, a representative of the public Ente Radiotelevisión Spanish and a representative of Telefónica de España.

Secretary: The Head of the Legal Affairs Service of the Directorate General of Telecommunications.

Second. The Preparatory Commission may propose the designation, as members of it, of representatives of other Bodies not mentioned in the first paragraph, if it is considered to be of interest to the development of its tasks. It may also constitute, where appropriate, working groups on specific subjects, in which specialised groups may participate.

Third. The Preparatory Commission will function as a working body with the task of preparing and studying the Spanish proposals to the Conference of Plenipotentiaries, as well as the guidelines of the Spanish delegation. to attend the Conference.

Cuarte. -The Commission will end all its activities and will be extinguished to the conclusion of the Conference that motivated its creation.

Fifth. -This Order shall enter into force on the day of its publication in the "Official Gazette of the State".
