Key Benefits:
Regulation (EEC) No 390/89 of the Council of 14 February 1989 has suspended in whole or in part the fixed elements of the tariff duties applicable by the Community of the Ten to imports from Spain for certain processed agricultural products including yeast for breadmaking.
In reciprocity with that measure, the Kingdom of Spain has suspended, by Royal Decree 446/1989 of 28 April 1989, the fixed elements of the duties applicable to the Community of Ten of certain products affected by the Regulation cited above.
It is also appropriate to apply this reciprocity to yeast for breadmaking-subheadings 2102.10.31.0 and 2102.10.39.0 of the current Customs Tariff-as well as to extend this suspension to the same products when imported and originating in the member countries of the European Free Trade Association.
In its virtue, with the favorable report of the Higher Tariff Board, making use of the faculty recognized to the Government by Article 6.4 of the Tariff Law, having regard to Article 33 of the Act of Accession of Spain to the European Communities and Article 6 of the Additional Protocols to the Agreements between the EEC and each of the Member States of the European Free Trade Association as a result of the accession of Spain and Portugal, on a proposal from the Minister of Economic and financial affairs and prior approval of the Council of Ministers on 3 November 1989.

The fixed elements of the tariff duties applicable to Ios products mentioned below are totally suspended, when they are imported from the Community of Ten:

Art. 2. º
The fixed elements of the tariff duties applicable to the products referred to in Article 1 are hereby suspended completely when they are imported and originating in the Member States of the European Free Trade Association. Trade.
FINAL DISPOSITION
This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
