The Organic Law 1/1990 of 3 October of General Ordination of the Educational System, in its additional provision tenth, creates the Secondary School Teachers ' Body, establishes that the officials of the said Teaching Body perform their duties in compulsory secondary education, in the Baccalaureate and in Vocational Training, and determines that the officials belonging to the Numerary And Teachers ' Bodies are integrated into the new Body Baccalaureate aggregates and Master Industrial School Numerary Teachers.

The same additional provision of the Organic Law 1/1990 of 3 October, in paragraph eight, states that the Government, after consulting the Autonomous Communities, will determine the specialties to which they must be assigned. the Teachers to whom this provision refers, as a consequence of the integrations provided for in it and the needs arising from the new academic ordination, as well as the areas and subjects that the Teachers will have to impart.

Royal Decree 986/1991 of 14 June approving the timetable for the implementation of the new system of the education system sets out in its Articles 8. to 12 the process of progressive implementation of education Secondary, in general, from the academic year 1994/1995. Moreover, the same Royal Decree, in its Articles 21 to 23, confers on the educational authorities the competence to anticipate the implementation of secondary education, in a given number of centres, and provides for the transformation of the Lessons learned on the basis of the new management of the system. As a result, the educational authorities need to structure the templates of the Centres on the basis of specialties appropriate to the new system, in order to meet the requirements arising from the timetable for the implementation of education. Mandatory secondary.

Royal Decree 1007/1991 of 14 June established the minimum teaching requirements for compulsory secondary education, which must be part of the curriculum which the various educational administrations define for this purpose. system stage. On the other hand, Royal Decree 1700/1991 of 29 November has regulated the structure of the Baccalaureate on the basis of the provisions of the Organic Law 1/1990 of 3 October of General Ordination of the Educational System. Such regulation includes the relationship of matters common to the different forms of the Baccalaureate and the subjects of each of these modalities.

With regard to specific vocational training, the Government shall, after consulting the Autonomous Communities, establish the titles corresponding to the different training courses and the minimum training courses. in accordance with the provisions of Article 35 of Organic Law 1/1990 of 3 October 1990. In the meantime, the definition of the specialties of the Secondary School Teachers ' Body, the assignment to the same of the teachers and the determination of the areas and subjects whose teaching is attributed to these specialties, can only be be made on the reference of compulsory secondary education and of the Baccalaureate. In the context of the regulation to be made of the training cycles and the corresponding degrees, the above mentioned body of specialties and the definition of their implications for the faculty should be completed.

This Royal Decree has been consulted with the Autonomous Communities within the Sectoral Education Conference. On the other hand, the various sectors of the Educational Community have also been consulted, and the teachers ' unions present at the Education Sectoral Table, in the spirit of cooperation, have been consulted in the Organic Law. 1/1990, of 3 October, of General Management of the Educational System, is stated as a principle that should preside over the full development of the reform undertaken.

In its virtue, on the proposal of the Minister of Education and Science, after consulting the Autonomous Communities that are in the full exercise of their competences in matters of Education, prior report of the School Council of State, in agreement with the Council of State, and after deliberation by the Council of Ministers at its meeting on 29 November 1991,

DISPONGO:

Article 1. °

1. The specialties corresponding to the Secondary School Teachers ' Body are those listed in Annex I to this Royal Decree, in addition to those which are determined in the process of regulating the specific vocational training. provided for in Article 35 of Organic Law 1/1990 of 3 October.

2. In the Autonomous Communities which have an official language of their own with Spanish, the Secondary School Teachers ' Body shall also have the specialty corresponding to the respective language.

Art. 2. °

The officials of the Secondary School Teachers 'Corps, from the Baccalaureate and Teachers' Numerary School Bodies, are assigned to the specialties to which they are referred to in Article 1 (1), in accordance with the specialities of which they are the holders of 1 October 1991, and in accordance with the correspondences set out in Annex II to this Royal Decree.

Art. 3. °

The officials of the Secondary School Teachers ' Corps, from the School of Teachers of the School of Master of the Indusrial, who are holders, on 1 October 1991, of the specialties included in the Annex III is attached to the specialities referred to in Article 1 (1) of this Royal Decree, according to the correspondences set out in the Annex.

Art. 4. °

The Ministry of Education and Science and the corresponding bodies of the Autonomous Communities will be able to incorporate, into the disdintas of access and mobility to the Secondary School Teachers ' Body, procedures. specific to the fact that the officials of that body may obtain other specialties other than those they already possess. Those who overcome these procedures will have preference, for once, for a vacancy to be attached to places of the new specialty acquired in the Center where they have a final destination.

Art. 5. °

1. Officials of the High School Teachers ' Corps, of the specialties established by this Royal Decree, shall impart the areas and subjects of compulsory secondary education in accordance with the correspondences described in Annex IV.

2. Officials of the Secondary School Teachers ' Corps, of the specialties established by this Royal Decree, shall impart the subjects of the Baccalaureate, common and modality, in accordance with the correspondences described in Annex V.

3. The teachers of the 'Psychology and Pedagogy' of the Secondary School Teachers ' Body will give priority to the educational orientation of pupils, derived from the different curricula, and support to the teachers, in the terms determined by the different educational administrations and without prejudice to the teaching functions, which may be attributed to that specialty, in accordance with the provisions of the following article.

Art. 6. °

The educational administrations will determine the allocation of the optional subjects of compulsory secondary education and of the Baccalaureate to the teachers of the different specialties of the Teaching Teachers ' Body. Secondary.

Art. 7. °

The rules dictated by the Government, after consultation with the Autonomous Communities that are in the full exercise of their competences in the field of Education, in the development of the provisions of Article 35 of the Organic Law 1/1990, of 3 October, to define the qualifications and minimum lessons for specific vocational training will include the following questions:

a) Creation, if any, of new specialties from the Secondary School Teachers ' Corps.

(b) Adscription, to our own specialties, to the Teachers of the Body of Secondary Teaching Teachers from the Numerary Teachers ' Corps of Industrial Master's Schools, whose specialties are those that are they include in Annex VI to this Royal Decree.

c) Enabling new specialties for teaching in the respective training cycles, in compulsory secondary education and in the Baccalaureate.

d) Enabling the specialties listed in Annex I to this Royal Decree for teaching in specific vocational training.

ADDITIONAL PROVISIONS

First.

1. Teaching, in compulsory secondary education and in the Baccalaureate, of Teachers belonging to Teachers 'Bodies other than the Secondary School Teachers', will be in accordance with the provisions of the Organic Law 1/1990 of 3 October, and will be shall, where appropriate, specify in the rules for determining the specialties of the respective Bodies.

2. Technical vocational training teachers may be eligible for places in the field of technology under the conditions and with the requirements laid down in the first transitional provision. Similarly, the Technical Teachers of Vocational Training, of the specialties to be determined, may impart the area of Technology and optional subjects relating to the professional initiation in compulsory secondary education in the Centre in the one they are intended for.

3. The educational authorities may call for specific posts for technical vocational training teachers of the specialties to be determined, in order to participate in the curriculum diversification programmes referred to in the Article 13 of Royal Decree 1007/1991 of 14 June 1991 laying down the minimum teaching requirements for compulsory secondary education.

Second.

The educational administrations will determine, in their respective areas, which areas and subjects of compulsory secondary education and of the Baccalaureate may be provided by Teachers belonging to the declared Teachers ' Bodies. to be extinguished and not integrated into those laid down in Organic Law 1/1990 of 3 October. Such determination shall take into account the areas or areas that are currently being imparted.

Third.

Educational administrations may regulate the attribution of other areas or subjects, other than those referred to in this Royal Decree, to the specialties of the Secondary School Teachers ' Corps. Among the criteria to be taken into account in this allocation, the training received by the teachers must be a priority.

Fourth.

When the teaching of the area of Nature Sciences is organized into two different subjects, according to the provisions of Article 3 (3) of Royal Decree 1007/1991 of 14 June, establishing the The minimum teachings for compulsory secondary education, such subjects shall be attributed in a differentiated manner to the teachers of the specialty "Biology and Geology" and to those of the specialty "Physics and Chemistry".

Fifth.

When the teaching of the block of contents called "moral life and ethical reflection", included within the area of Social Sciences, Geography and History, is organized as specific material in the last course of the stage In accordance with the provisions of Article 3 (4) of Royal Decree 1007/1991 of 14 June 1991 laying down the minimum requirements for compulsory secondary education, this subject shall be subject to the conditions laid down in Article 3 (4). attributed to the Professors of the specialty "Philosophy".

TRANSIENT PROVISIONS

First.

1. During the first four years of the present Royal Decree, the officials of the bodies referred to in the number 2 of this transitional provision, provided that they meet the requirements set out therein, may be eligible for seats. of the new specialties of "Technology" and "Psychology and Pedagogy", within their own center or in another different from the scope of management of the same educational administration, through the ordinary contests that are called. They shall, in any case, be given preference to be attached to these places, the teachers who, by bringing together the abovementioned requirements, have already been assigned a final destination in the centre to which the vacancy corresponds.

2. The option referred to in the preceding paragraph may be exercised only by teachers who meet the following qualifications requirements in relation to their respective specialties:

(a) "Psychology and Pedagogy": Officials of the High School Teachers ' Corps who are in possession of the title of Doctor or Bachelor in Psychology, Philosophy and Education Sciences (specialties: Psychology or Education Sciences) or Philosophy and Letters (specialty: Pedagogy, or specialty: Psychology) or who have been diplomated in the University Schools of Psychology until 1974.

b) "Technology": Officials of the bodies of Secondary Teaching Teachers and Technical Teachers of Vocational Training who are in possession of the title of Engineer, Architect, Doctor or Bachelor of Physical Sciences, or in Chemical Sciences, or in Science, Technical Engineer or Technical Architect.

Second.

Also, during the first four years of the present Royal Decree, the officials of the High School Teachers ' Body and the Technical Teachers of Vocational Training, with a destination final, they shall be given preference to be assigned to the places of the departments of guidance which may be established in the centres in which they are intended.

Third.

1. As long as the specialties of the secondary school teachers 'body, which are derived from the regulation of specific vocational training, are not determined, the specialities from the old number of teachers' teachers will remain in force. of Industrial Master's Schools listed in Annex VI.

2. During the transitional period referred to in the preceding paragraph, the educational authorities may attribute to the specialities referred to in the above paragraph to those of the Technical Teachers of Vocational Training of the different areas that structure the training of the Professional Modules.

Fourth.

As long as the specialties of the Secondary Teaching Teachers 'Body' Administrative and Commercial Technology ',' Business Training ',' Electricity Technology ',' Electronic Technology ',' Technology of Automotive "and" Metal Technology ", coming from the former Body of Teachers of Schools of Industrial Master, and without prejudice to their field of competences within the vocational training, the teachers of such specialties are also entitled to the teaching of the subjects of the Baccalaureate which The following are specified:

a) "Administrative and Commercial Technology" and "Business Training": Economics and Economics and Business Organization.

b) "Electricity Technology" and "Electronic Technology": Electrotechnics.

c) "Automotive Technology" and "Metal Technology": Mechanics.

Fifth.

Throughout the process of the implementation of the education system, established by the Organic Law 1/1990 of 3 October, the officials of the Secondary School Teachers ' Body will continue to deliver the teaching of the bodies integrated in the secondary school teachers, in accordance with the provisions of the seventh transitional provision of the Law cited.

FINAL PROVISIONS

First.

1. This Royal Decree, which is given by virtue of the habilitation which confers on the Government the Organic Law 1/1990, of 3 October, in its additional provisions ninth, paragraph 1, and tenth, paragraph 8, and in use of the state competence for the General management of the education system, which is expressly provided for in the first provision of the Organic Law 8/1985 of 3 July, which regulates the law of education, is of a basic standard.

2. The Minister of Education and Science and the relevant authorities of the Autonomous Communities may, in the field of their respective competences, dictate the rules that are necessary for the implementation and development of this Royal Decree.

Second.

All provisions of equal or lower rank are repealed as opposed to the provisions of this Royal Decree.

Third.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
