The Organic Law 1/1990 of 3 October of General Ordination of the Educational System determines in Article 4 (2) that the Government will fix in relation to the objectives expressed in terms of capabilities, contents and criteria for the assessment of the curriculum, the basic aspects of the curriculum, which will constitute the minimum lessons, in order to ensure a common training of all pupils and the validity of the corresponding qualifications.

The minimum teachings for Primary and Secondary Education have been established, respectively, by the Royal Decrees 1006/1991, of 14 June, and 1007/1991, of the same date. The Royal Decrees governing the minimum teaching of primary education (Article 13), and the compulsory secondary education (Article 12), provide that the Ministry of Education and Science, after a report by the Autonomous Communities, will determine the basic elements of the assessment reports, as well as the formal requirements resulting from the assessment process that are accurate to demonstrate the studies carried out by the pupils and to ensure their mobility between the different levels and stages of the educational system and between different schools in the national territory.

In addition, the aforementioned Organic Law determines in Article 22 (3) that at the end of the compulsory secondary education, all students will receive an accreditation from the educational center, in which they will find the years they have completed and the qualifications obtained in the different areas.

This accreditation will be accompanied by an orientation on the academic and professional future of the student who will in no case be prescriptive and will be confidential. According to Article 15 (3) of Royal Decree 1007/1991, and in the context of Article 12, it is also for the Ministry of Education and Science to define the basic elements of this accreditation.

The structure of the Baccalaureate, in turn, has been defined by Royal Decree 1700/1991 of 29 November ("Official State Gazette" of December 2), which establishes the modalities, and the matters of each one, as well as the matters common to all of them. Royal Decree 1178/1992, of 2 October, has governed for its part the minimum teachings corresponding to this stage and has established norms of promotion and repetition of course, aimed at making possible the mobility of the students in the same.

Already established the equivalences between the previous studies defined by Law 14/1970, of 4 August, General of Education and the new teachings, by Royal Decree 986/1991, of June 14 ("Official State Gazette" of the (25), and the timetable for implementation and the conditions for its application should be laid down, the basic documents to be drawn up to reflect the lessons learned by the pupils, and to enable them to be mobile at another level. of the educational system, and between schools of the national territory in due conditions of continuity.

In its virtue, and prior to the report of the School Board of the State and the competent bodies of the Autonomous Communities that have full competence in education, this Ministry has:

First. -1. 3. The inspection services of the relevant educational administrations shall supervise the process of completing and keeping the books of schooling and of qualifications.

2. In the Autonomous Communities whose language is officially attributed to them, the basic documents of the evaluation process will be written in a bilingual form, in Spanish and in the corresponding official language.

Third. -The results of the evaluation and, if applicable, the qualifications will be expressed in the following terms: In Primary Education, Progressing Adequately (P.A.), Needs To Improve (N.M.); In Mandatory Secondary Education, INSUFFICIENT, SUFFICIENT, WELL, NOTABLE, OUTSTANDING, and in Baccalaureate and Vocational Training scale will be used for the numerical scale of one to 10 without decimals, with grades of five and above being positive, and negative less than five.

Fourth. -Basic documents for Primary and Secondary Education Required shall record the date on which, in accordance with the rules of promotion and permanence regulated by the Royal Decrees establishing the teachings At the end of the year, the Commission has decided to promote the development of the education and training programmes in the field of education and training, and to promote the development of the education and training programmes. The Academic file shall include, together with the identification data of the Centre and the student's personal data, the number and date of registration, the results of the assessment, the promotion and certification decisions and, where appropriate, the adaptation and curricular diversification measures. Also in the academic file, the accreditation referred to in Article 15.2 of Royal Decree 1007/1991 of 14 June 1991 will be recorded.

Seventh. The custody and file of the files corresponds to the schools, and will be carried out in the form that the competent agencies of the different administrations determine.

Eighth. -1. The evaluation minutes will be extended to the end of the different cycles of Primary Education, the first cycle of compulsory secondary education, as well as at the end of each of the courses of the 2. Compulsory secondary education, from those of the Baccalaureate and the Specific Vocational Training.

2. The minutes of evaluation of the different courses or courses of Primary and Secondary Education compulsory will be closed at the end of the ordinary school period in June. The minutes of the Baccalaureate shall be closed following the extraordinary call and those of the Vocational Training specified at the end of the training cycle concerned.

Ninth. -1. The minutes shall comprise the nominal ratio of the students who make up the group, together with the results of the evaluation of the areas or subjects of the cycle or course expressed in the terms set out in the third point of this Order. They shall also include decisions on promotion to the next cycle or course and, where appropriate, the permanence of a further year in the course or cycle in accordance with the rules governing this course.

2. In the minutes corresponding to 4. Compulsory Secondary Education course, and 2. Baccalaureate course shall include the proposal for the issue of the degree of Undergraduate in Seccundaria Education, for having achieved the objectives of the stage, or of the title of Bachiller when all the subjects have been exceeded, respectively. In the minutes corresponding to the training cycles of the Specific Vocational Training, the proposal for the issue of the professional title shall be recorded for pupils who have achieved the objectives laid down in this period of training. Professional.

Tenth. -1. The evaluation minutes shall be signed by the tutor of the group of pupils in primary education and by all the teachers of the group in compulsory secondary education, in baccalaureate and in specific vocational training. In all cases, the approval of the Director of the Centre shall be recorded.

2. Two copies of each act, one for the centre and one for the public centre to which it is attached, shall be completed in the private centres of Baccalaureate and Specific Vocational Training. 11th. -1. The School Book is the official document that reflects the qualifications and decisions regarding the academic progress of the student. It therefore has a creditable value of the studies carried out.

2. The Book of School, whose custody corresponds to the educational center in which the student is in school, will be delivered to the student at the end of the compulsory education. This circumstance shall be recorded in the book, and shall be reflected in the student's personal file.

3. The School of Education will include information on changes in the centre, the certification of school years, decisions on promotion to the next cycle or course and the proposal, where appropriate, to issue the title of Graduate in Secondary Education.

4. The book will also include the accreditation referred to in Article 15.2 of Royal Decree 1007/1991 of 14 June, in which the years have been completed and the qualifications obtained in the different areas in compulsory secondary education. This accreditation shall be extended by the Secretary of the Centre with the approval of the Director.

Twelfth. -At the end of the stage of compulsory secondary education, the guiding council will be formulated on the academic and professional future, as referred to in article 15.2 of the Royal Decree 1007/1991 of 14 June. This advisory board, which will not be prescriptive, and which will be confidential, will be signed by the Tutor with the approval of the Director, and will be made to the student in order to guarantee the confidentiality that the aforementioned Royal Decree attributes.

13th.-When a student moves to another centre to continue his studies, the centre of origin will send the student's School of School and, if necessary, the evaluation report to the destination, and at the request of the student. On the basis of the information contained in the book, it is stated that the information contained in the book is consistent with the file of the student who holds the centre.

2. The receiving centre shall take care of the custody of the School of Schooling and shall open the relevant academic record of the pupil to which the data referred to in the sixth point of this Order shall be transferred.

14th. -1. The School of Education will be published by the educational administrations with full responsibility for education, which will also establish the procedure for the application and registration of this document.

2. The School of Education published by the educational administrations shall be in accordance with the model and the characteristics included in Annex I.

15th. -1. The Baccalaureate Qualifications Book is the official document that reflects the studies completed and the qualifications obtained by the student at this stage of Secondary Education. It therefore has a creditable value of the studies carried out.

2. The Baccalaureate Qualifications Book shall contain, where appropriate, the information referred to the changes in the centre and the modality, as well as the waiver of the registration and the application, by the student, of the corresponding title, a all subjects of the curriculum have been exceeded.

3. It is up to the centres to fill in and take custody of the Baccalaureate Qualifications books. Once the studies have been completed, the book will be given to the students. This fact shall be recorded in the corresponding diligence of the book, which shall be kept in copy with the student's file.

sixteenth. -1. Where a pupil is transferred from the centre before he has completed his/her studies in Baccalaureate, the centre of origin shall, at the request of the latter, send the student's Qualifications Book, on request, stating, in due diligence, that the ratings match the records held by the centre. In the qualification books of pupils of private institutions, this diligence shall be completed by the Institute of Baccalaureate to which they are attached.

2. The receiving centre shall be responsible for the Book of Qualifications and shall open the correspnent academic record of the student to whom the data referred to in the sixth point of this Order shall be transferred.

17th. -1. The Book of Qualifications shall conform to the model and characteristics set out in Annex II to this Order.

2. With regard to the edition and registration of the Book of Qualifications it is applicable what is contained in point fourteenth, 1 of this Order.

Eighteenth. -1. When a pupil moves to another centre without having completed the cycle (or course at 2). Secondary Education and Baccalaureate (Baccalaureate) shall be recorded in an individual assessment report which is necessary for the continuity of the learning process.

2. The individual assessment report shall be drawn up by the tutor, on the basis of the data provided by the teachers in the areas or subjects of the course or course, and shall contain at least the following elements:

1. Assessment of the degree of achievement of the capabilities set out in the general objectives of the stage and the areas.

2. Appreciation of the degree of assimilation of the contents of the different areas or subjects.

3. Partial qualifications or assessments of learning in the event that they were issued during that period.

4. Implementation, where appropriate, of additional educational measures.

3. The receiving centre shall transfer the data relating to the possible adpatation and curricular diversification measures referred to in point 6 of this Order to the dossier and shall make the report available to the group's Tutor. the pupil is incorporated.

ADDITIONAL PROVISIONS

First.-The accreditation of having passed the studies declared equivalent to the courses of the new educational system, to which the additional provision fourth of Royal Decree 986/1991, of 14 June ("Official Gazette") is concerned of the State > 25), shall be made before the Director of the school, by means of the contribution of feisty documents. These documents shall be incorporated, original or by a certified photocopy, into the student's academic record.

Second.-Promotion from a course of the system that is extinguished to another of the new system, when that system has not been completely exceeded, shall be carried out under the conditions set out in Annex III.

Third.-The Ministry of Education and Science, prior to the report of the Autonomous Communities, will determine the characteristics and format of the basic evaluation documents related to Vocational Training.

TRANSIENT DISPOSITION

In accordance with the provisions of Article 22 of Royal Decree 986/1991 of 14 June 1991, as regards the conditions to be met by the institutions that anticipate the implementation of the reform, the evaluation documents which are In this Order, they are to be used by those institutions during the course of 1992-1993.

FINAL PROVISIONS

First. This Order is of a basic rule, being dictated by the provisions of the Royal Decrees 1006 and 1007/1991, of 14 June and ........ (Baccalaureate), and in the use of State competition for the regulation of the other conditions for obtaining, issuing and homolation of academic and professional qualifications valid throughout the Spanish territory, expressly provided for in the first provision 2, e), of the Organic Law 8/1985 of 3 July, Regulation of the Law on Education.

Second.-The Ministry of Education and Science and the competent bodies of the Autonomous Communities shall establish the relevant documents for the evaluation, recording of the observations, and information to the families in the Childhood Education.

Third.-The Secretary of State for Education and, where appropriate, the competent bodies of the Autonomous Communities that have competence in education, will dictate the precise instructions for the correct application. of this Order.
