Royal Decree 986/1991 of 14 June, approving the timetable for the implementation of the new system of education and training, in Article 18 of the Treaty, provides that the educational authorities shall proceed to the establishment of the progressive educational, psychopedagogical and professional guidance services to the teaching centers, so that the process is completed at the moment of the total implementation of the respective levels and stages of the new system.

The sense of the educational orientation and the functions that the corresponding specialized services have to develop are framed, moreover, in the general context of the educational reform, in particular, in that of the new Curriculum established for the different levels. Mentoring, guidance and specialised services must ensure the quality of teaching and appropriate curricular development, mainly in relation to the basic principle of a personalised education, attentive to personal development and to the peculiarities of the students.

Within the competence of the Ministry of Education and Science, there are currently a number of specialized services for guidance. By Order of 30 April 1977 ("Official State Gazette" of 13 May) the School and Vocational Guidance Services were created, initially one by province, but then sectorized and expanded. On the other hand, Royal Decree 334/1985, of March 6, of Special Education Management, in establishing the need to intensify the psychopedagogical support in the students with special educational needs, entrusted this function to Teams composed of professionals from different disciplines. In the development of this last Decree, teams for early care and specific teams have been set up for attention to students with certain deficits.

Over the years of its existence, the aforementioned Services and Teams have performed, each in their field, a decisive work of support to the faculty, of educational attention to the students and of contribution to the improvement of the teaching, mainly in relation to special educational needs and learning difficulties.

With the aim of bringing the specialized services of educational guidance closer to the schools, from the 1987-1988 course in the Middle School, and from the 1988-1989 course, in those of Basic General Education, the The Ministry of Education and Science has developed guidance programmes, thus designating a teacher with exclusive dedication to this function.

The new management of the education system, the introduction of new curricula and the need to coordinate the action of the teachers of the Centre with those of the specialized services of the sector, advise the organizational and functional reorganization of these in the general framework of the educational and curricular reform and in the horizon of its most effective contribution to the quality of the teaching.

Also, and in the context of this reorganization, the Order of 31 July 1987 ("Official State Gazette" of 18 August), for which the working day is adapted, should be completed in respect of the officials of the Teams. of the teaching officers.

In its virtue, this Ministry, heard the Trade Union Organizations and with the approval of the Minister for Public Administrations, has had to dispose:

First. -In the terms of this Order, and in the territorial scope of direct management of the Ministry of Education and Science, it will be possible to create Teams of Educational Guidance and Psychopedagogical for the fulfillment of the assigned tasks and the development of their corresponding activities. These teams, of an interdisciplinary nature, will provide an advisory service and support to the school system at its various levels.

Second. -1. It is up to the Directorate General of Pedagogical Renewal, based on the proposals made in this respect by the respective Provincial Directorates of the Department, the creation of the Educational Guidance and Psychopedagogical Teams.

2. The Provincial Directorates will proceed to organize in sectors the respective province, attributing each geographic sector and its schools to a Team of Educational and Psychopedagogical Orientation, that in it will fulfill the assigned functions and develop the relevant activities.

3. Such organisation in sectors shall be carried out on the basis of criteria of a nature:

a) Demographic, or magnitude of the attended school population.

b) Geographic, or distance and communication within a given sector.

c) Pedagogic, according to the specific educational and social needs of the area and the educational centers in it.

d) Coordination with the teachers ' centres and the territorial organisation of the educational inspectorate.

4. In coordination with the Education Guidance and Psychopedagogical Teams of a general nature, there may be specialized teams, with distinct geographical demarcation, for guidance and early educational care and for guidance and attention. education for students with disabilities or specific dysfunctions.

5. The Ministry of Education and Science will maintain and progressively expand the general equipment, specialized equipment and currently existing guidance and intervention resources to ensure adequate care for all Schools in need of support and counselling in the field of guidance.

Third. -Teams of Educational and Psychopedagogical Guidance shall be constituted by Psychologists, Pedagogical, Social Workers and, when the fulfilment of the functions assigned in the seventh and eighth paragraphs of the present Order so requires, Masters hearing and language specialists. The Ministry of Education and Science will progressively equip the teams with these professionals according to the extent of their responsibilities and the needs of the school centers of their demarcation. In any case, to ensure the psycho-pedagogical evaluation of the students, in each team there will be at least one entitled in Psychology and one entitled in Pedagogy.

Fourth. -Educational and Psychopedagogical Guidance Teams will depend on the respective Provincial Directorate, through the Education Programs Unit.

Fifth. -Provincial Directorates shall establish at the beginning of each school year, in accordance with the instructions given by the Directorate-General for Pedagogical Renewal, the preferred lines of action of the Teams from your province, setting priorities for functions, educational centres and areas of intervention.

Sixth. -They are general functions of the teams in relation to the sector of their responsibility:

a) Collaborate with the Technical Inspection of Education, with the Teachers ' Centres and with other training institutions in the support and advice of the teachers.

b) Develop, adapt and disseminate materials and instruments of educational guidance and psychopedagogical intervention that are useful for teachers.

c) Facilitating students ' access to early childhood education, as well as the post-primary and secondary education.

d) Contribute to the coordination of curriculum projects between Primary and Secondary Education Centres in the same sector.

e) To promote collaboration and exchange of experiences between the Industry Centers.

f) To attend to the demands of the psychopedagogical evaluation of the students who need it and to propose the most suitable form of schooling for them.

g) Collaborate in the development of training programs for parents of students.

Seventh. -They are the functions of the Teams in their specialized support to the Educational Centers of Child Education and Primary Education that are assigned to them by the Provincial Direction:

a) Collaborate in the processes of elaboration, evaluation and review of the stage curriculum projects through their participation in the Pedagogical Coordination Commission of the educational centers, according to the established in paragraph 20, 1, of the Order of 27 April 1992 on the implementation of primary education and the eighth paragraph, 3 of this Order.

b) Collaborate with the tutors in the establishment of the tutorial action plans by analyzing and evaluating models, techniques and instruments for the exercise of this, as well as other support elements for the carrying out teaching activities for reinforcement, recovery and curricular adaptation.

c) Advising teachers in the design of procedures and evaluation instruments, both of the learning done by the students and of the teaching processes themselves.

d) To advise teachers in the flexible and differentiated treatment of the diversity of skills, interests and motivations of students, collaborating in the adoption of appropriate educational measures.

e) Collaborate with the tutors and the guiding teachers in the educational and professional orientation of the students, favoring in them the ability to make decisions and promoting their vocational maturity.

f) Collaborate in the prevention and early detection of difficulties or problems of personal development and learning that students can present; carry out, where appropriate, the corresponding psycho-pedagogical evaluation; and participate, in the light of the results of this, in the elaboration of the curricular adaptations and in the programming of recovery and reinforcement activities.

g) Collaborate with tutors, support teachers and teachers in the follow-up of students with special educational needs and guide their schooling at the beginning of each educational stage.

h) Promote cooperation between school and family for a better education of students.

Eighth. -1. The Social Workers of the Teams will take care that the educational centers meet the social needs of the corresponding sector, as well as to ensure the social services more closely linked to the educational system.

2. The hearing and language teachers will be responsible for the educational intervention in students with difficulties in oral and written communication.

3. Psychologists and Pedagogues will be responsible for the psychopedagogical evaluation of students who may need it. They will also be part of the Pedagogical Coordination Commission of the educational centers assigned to them. In these centres, they will also take part in the sessions in which they assess the curricular competence of the students for the purposes of cycle promotion or significant curricular adaptations.

Ninth. -1. At the beginning of the school year, the teams will send the corresponding Provincial Directorate the programming of the work to be carried out during the course, specifying and concreting the functions that will be developed in the educational centers of its demarcation, in accordance with the provisions of the fifth paragraph of this Order. In order to develop this programming, a prior dialogue will be established between the professionals of the Teams and the Teachers of the School Centres. The annual programming will detail the time dedication of the team members, as well as the educational centers in which this dedication will be performed in person.

2. The programming document for each year shall be sufficient to record any variations in programming which occur in relation to the document in the previous year.

3. At the end of the course, the team will send to the Provincial Directorate a Report on the way in which the planned programming has been carried out and the extent to which the proposed objectives have been achieved.

4. By way of exception, and in the face of certain situations arising within the educational community, the Provincial Directorate may request a team, or any of its members, a collaboration or intervention that is within its functions, even if it is not provided for in the programming.

Tenth. -Current School and Vocational Guidance and Multiprofessional Teams for Special Education Services will be integrated into the Educational and Psychopedagogical Guidance Teams to which the present Order.

11th. -Teams will have the main headquarters within the sector where they perform their duties. Without prejudice to this, in any case the persons of the Teams may be entrusted to perform their duties in localities other than the main venue.

12th. -1. The members of the Teams belonging to the Teachers ' Corps will have the weekly working time of the teaching officers and will enjoy their holidays within the non-school period of the school calendar, and must always ensure their activity at the Centers or in the teams ' headquarters until July 15. At Christmas and Easter the Teams will adjust their activity to that of the Teaching Centers. In any case, thirty of the hours of the weekly dedication of these officials will have to be developed in the educational centers or in the headquarters of the team, being able to dedicate the rest of the schedule to activities of coordination, formation and preparation for the development of their functions.

2. The annual programmes of the Teams shall ensure that their members carry out the activities provided for in the School Centres or in the main venue at least two afternoons per week.

3. The working arrangements of the employed professionals shall be as determined in their respective Convention.

13th. -At the head of the Educational and Psychopedagogical Guidance Teams, there will be a Director, who will be appointed by the Provincial Director for a period of three years, on a proposal from the members of the Team itself and with the rules to be established.

14th. -To the Director of the Team, who will have the specific compliance determined, they correspond to the functions of:

a) Represent the Team.

b) Coordinate and direct the actions of the same.

c) Coordinate the annual work schedule and the elaboration of the End-of-Course Memory.

d) Monitor compliance with the obligations of the members of the Team.

e) Exercise the leadership of the staff assigned to the team.

f) Manage economic resources.

g) Forming part of the Teaching Team of the Sector Teachers ' Centre.

Fifteenth. -The Educational and Psychopedagogical Guidance Teams will perform their duties in close cooperation with the Teachers ' Centres in their sector, as well as with the Teachers of the Educational Centres, which (a)

16th. -The Provincial Technical Education Inspection Service will ensure that the teams perform their duties and evaluate their performances.

17th. -1. The Head of the Educational Programs Unit of the Provincial Directorate will provide that, at least twice a year, the Team will meet with the Directors of the Centers to attend the demarcation, in order to discuss the general lines of the Team performance. The conclusions of these meetings will serve the Provincial Directorate and the Team itself to outline the programming of their future work.

2. The Directors of the Teaching Centers to which the members of the Teams are assigned shall inform the Provincial Directorate, at the end of each school year, of the development of the functions performed by them and of the needs identified for the next year.

Eighteenth. -The Ministry of Education and Science will equip the teams of the resources and resources necessary for the proper development of their functions.

UNIQUE ADDITIONAL DISPOSITION

The changes that may be proposed in the current demarcations of the Teams in order to ensure the proper fulfilment of the functions entrusted to them in this Order will be studied in the fields of provincial negotiation.

REPEAL provisions

First.-The Orders of 30 April 1977 ("Official State Gazette" of 13 May) are repealed, and the organization is regulated on an experimental basis by the Provincial School of School and Vocational Guidance Service. In the case of the General Basic Education, and the 9 September 1982 (Official State Gazette > 15), the composition and functions of the Multiprofessional Teams dependent on the suppressed National Institute of Education are regulated. Special.

Second. -Likewise, all provisions of equal or lower rank which are contrary to the provisions of this Order shall be repealed.

FINAL PROVISIONS

First. -The Directorate-General of Pedagogical Renewal is authorized to dictate how many provisions are necessary for the publication and development of what is established in this Order.

Second. This Order shall enter into force on the day following that of its publication in the Official Journal of the State.
