The University, its Board of Directors, in accordance with the provisions of Article 4, b) of Law 9/1989, of 5 May, of the creation of the of Madrid, has proposed the creation of a University Institute in which the requirements that mark the policy of creation or approval of University Institutes from the Organic Law 11/1983, of 25 August, of the University Reform are met.

The fundamental objective of the University Institute is the development of human rights research, conceived as a living and dynamic intellectual movement in continuous development, with a transcendental social importance. in whose field diverse scientific and philosophical disciplines converge that must find an integration that ensures their fertility.

Whereas the programmed activities of the Institute meet the objectives of the research identified, through the formation of a solid bibliographic service, its dissemination and the promotion of the teaching of the human rights, and also that the experience of researchers will allow, through the University Institute, to coordinate different efforts optimizing their performance and fostering national and international collaborations, it seems It is appropriate to carry out the legal provisions and to create them.

In accordance with the provisions of Article 10 (2) of the Organic Law 11/1983 of 25 August on the establishment of University Institutes and in Article 4 (b) of Law 9/1989 of 5 May, the creation of the Universidad de Madrid, proceeds the approval of the appropriate Royal Decree.

In its virtue, on the proposal of the Minister of Education and Science, on a proposal from the Board of Directors of the of Madrid, with the favorable report of the Council of Universities and prior deliberation of the Council of Ministers at its meeting on May 28, 1993,

D I S P O N G O:

Article 1.

The University Institute of Human Rights is created at the University of Madrid

Article 2.

The University Institute of Human Rights will be governed by the rules referred to in Article 1 of Law 9/1989, of 5 May, of the creation of the University, and by the Rules of Procedure of the center.

Article 3.

The University of will be able to ascribe this University Institute to the teaching staff who, according to the proposal, are linked to the initial activities of the University, without prejudice to their membership. University Department. These subscriptions may have a duration of two years, renewable, during which they may be partially exempt from their teaching obligations.

Article 4.

The period of validity of the activities of the University Institute of Human Rights will be five years, renewable for equal periods, after verification by the Ministry of Education and Science. compliance with the proposed research objectives and the adequacy to the same of the teaching staff assigned and new membership, in accordance with the provisions of the previous article.

Single end disposition.

The Minister of Education and Science will dictate how many provisions are necessary for the development of what is established in this Royal Decree.
