Royal Decree 1173/1993, of July 13, of restructuring of ministerial departments, transfers to the Ministry of Social Affairs the functions attributed to the Ministry of Labour and Social Security, through the Directorate General of Migration, as well as those attributed to the Ministry of Health and Consumer Affairs through the Government Delegation for the National Plan on Drugs.

Until the development provided for in the final provision of the aforementioned Royal Decree is carried out, it is necessary to adopt measures on the delegation of the powers necessary for the operation of the organs transferred.

By virtue of the provisions of Article 13 of Law 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure, and in agreement with the Ministers of Labour and Social Security and Health and Consumer Affairs, I have:

First. -Be delegated to the Director General of Migration:

(a) Resolutions corresponding to individual and collective aid for migrants, individual aid for returnees and their families, and aid to migrant workers and their families who have to cover extraordinary expenses arising from the fact of emigration.

(b) the powers of approval of expenditure, recognition of obligations and proposals for payment resulting from the exercise of the actions referred to in the preceding paragraph, where they have not been delegated by this Order to other organs of the Department.

Second.-The delegation of the Undersecretary of the Department in the Director General of Migration of the authorization of the travel orders within, with the right to the perception of compensation for service reason in the the scope of its competence.

Third. -The delegation of the Director-General of Migration to the Deputy Director-General of Immigration for the resolution of applications for work permits for foreigners, as well as the recognition of the situation of derogation from the obligation to obtain work permits.

Fourth. -It is delegated by the Minister and the delegation of the Undersecretary of the Department is approved in the Director General of Personnel, Director General of Services, Deputy Director General of Personnel Management and Deputy Director General of Financial administration, all of them from the Ministry of Labour and Social Security, the functions they were carrying out in relation to the Directorate General of Migration, pursuant to the provisions of the Order of Delegation of 16 of November 1992 of the Ministry of Labour and Social Security, when they have not been delegated by This Order in the Director General of Migration.

Fifth. -It is delegated by the Minister and the delegation of the Assistant Secretary of the Department is approved in the Director General of Services and Informatics and Deputy Director General of Personnel of the Ministry of Health and Consumer Affairs, the functions that they were carrying out in conjunction with the Government Delegation for the National Plan on Drugs, pursuant to the Order of Delegation of Powers of 28 October 1992, of the Ministry of Health and Consumer Affairs, as well as in the resolution of the Subcommittee on Health and Consumer Affairs of 21 January 1993.

FINAL DISPOSITION

This Order shall enter into force on the day following that of its publication in the Official Journal of the State.
