The Royal Decree 1173 / 1993, of 13 July, restructuring of ministerial departments, transferred to the Ministry of Social Affairs the functions assigned to the Ministry of labour and Social Security, through the General direction of migration, as well as the attributed to the Ministry of health and consumption through the Government delegation for the National Plan on drugs.


Up to not carry out the development referred to in the second final provision of the aforementioned Royal Decree, is necessary to take measures on delegation of the skills necessary for the operation of the transferred bodies.


By virtue, under cover of the provisions of article 13 of law 30/1992, of 26 November, legal regime of public administrations and common administrative procedure, and in accordance with the Ministers of labour and Social Security and of health and Consumer Affairs, I have: first-is delegated to the Director-general of migration: to) resolutions concerning individual and collective aid to migrants individual aid for returning migrants and their families and aid to migrant workers and their families that are aimed to meet extraordinary expenses arising from the fact of emigration.


(b) the powers of approval of expenditure, recognition of obligations and payment proposal arising from the exercise of the actions referred to in the preceding paragraph, when they have not delegated by the present order to other organs of the Department.


Second.-Approves the delegation of the Undersecretary of the Department in the Director-general of migration of the authorization of travel inside orders, with a right to the perception of compensation by reason of service in the field of their competence.


Third.-Approves the delegation of Director general of migrations in the Assistant Director-general of immigration for resolution of requests for work permits for foreigners, as well as the recognition of the status of exception to the obligation to obtain a work permit.


Fourth.-it is delegated by the Minister and the delegation of the Undersecretary of the Department in the Director-general of personnel, Director-general of services, Deputy Director-general of management staff and Deputy Director-general of financial administration, all from the Ministry of labour and Social Security, the functions that came to play in relation to the General direction of migration, pursuant to the order of delegation of powers of 16 November 1992 of the Ministry of labour and Social Security, when they have not been delegated by this order to the Director-general of migration.


Fifth.-it is delegated by the Minister and the delegation of the Undersecretary of the Department in the Director-general of services and computing and Deputy Director general for personnel of the Ministry of health and consumption, functions that came to play in relation to the Government delegation for the National Plan on drugs, pursuant to the order of delegation of duties of 28 October 1992 the Ministry of health and consumption, as well as in the resolution of the Department of health on January 21, 1993.
