Article 20.1 of the Organic Law 15/1999 of 13 December on the Protection of Personal Data and Articles 52 to 54 of its Implementing Regulation adopted by Royal Decree 1720/2007 of 21 December 2007 provides that the The creation, modification or deletion of files of the Public Administrations can only be made by means of general arrangement published in the "Official Gazette of the State" or corresponding official journal.

In addition, Article 55 of Royal Decree 1720/2007 of 21 December, approving the Regulation on the Development of Organic Law 15/1999 of 13 December on the Protection of Personal Data, states that the creation, modification or deletion of the files of the Public Administrations that include personal data will be notified to the Spanish Agency of Data Protection after publication of a general provision in the "Official Gazette" of the State ' or the Official Journal concerned.

The purpose of this order is to amend Order AAA/1463/2012 of 26 June 2012, which regulates the files with personal data managed by the Hydrographic Confederation of the Júcar, in order to collect the changes that have been made in the implementation of Order ARM/3123/2011, of 3 November, establishing the uniform and distinctive of the Scale of Environmental Agents of Autonomous Bodies of the Ministry of the Environment.

At the same time, and product of the regulatory evolution affecting the competencies of the Agency, on the one hand, and the conclusions of the audit to which the Hydrographic Confederation of the Júcar has been submitted in compliance with The Organic Law 15/1999 of 13 December, on the other hand, also amends some paragraphs, in particular those relating to the communication and transfer of data, of some of the files regulated in Order AAA/1463/2012, of 26 June, before mentioned.

With this amendment, it is intended to achieve better compliance with the regulations on the protection of personal data and in particular the legal mandate of Article 20 of the Organic Law 15/1999 of 13 December, as well as to facilitate the exercise of rights for citizens.

This order has been submitted to the Spanish Data Protection Agency report.
