Law 11/2007, of June 22, of electronic access of citizens to Public Services, establishes important rules regarding the electronic identification of the Public Administrations and authentication of the exercise of their competence. In particular, Article 18 provides for the use of the electronic seal and the secure verification code (hereinafter referred to as CSV) for automated administrative action. In turn, Article 19 provides for the electronic signature of the staff at the service of the Public Administrations.

Subsequently, Royal Decree 1671/2009, for which Law 11/2007 is partially developed, regulates in Article 20, the use of the secure code of verification as an electronic signature system in the administrative actions Article 21, the possibility of using it as a system for the electronic signature of personnel at the service of the General Administration of the State and its related or dependent public bodies. In both cases, the application of the secure verification code system shall require an order from the competent minister or resolution of the holder of the public body, which shall incorporate the specifications laid down in Article 20 of the actual decree.

The Directorate-General of the Management of the Game, in its manifest vocation to take advantage of the opportunity offered by the new information and communications technologies in order to improve the service that is provided to the citizens under conditions of maximum legal certainty, it shall establish a CSV system for authenticating certificates and other electronic documents of various kinds, in the field of its powers conferred by RD 256/2012 of 27 January 2012, develops the basic organic structure of the Ministry of Finance and Public Administrations.

In its virtue, prior to the report of the Superior Council of Electronic Administration, I have:

Article 1. Object and scope of application.

The purpose of this order is to establish the CSV as the electronic signature system of the General Management of Game Management and the personnel at its service, in accordance with the provisions of Articles 20 and 21.c of the Royal Decree 1671/2009 of 6 November 2009, for which the Law 11/2007, of 22 June, of electronic access of citizens to public services is partially developed.

In addition, the CSV system will be used as a system for cataloging electronic documents that are incorporated into the information system constituted for this purpose by the General Management of the Game and in the identification and authentication of the exercise of competence in automated administrative action.

Article 2. Bodies responsible for the application of the CSV system.

In the identification and authentication of the exercise of competence in automated administrative action, it will be responsible for the use of the CSV in the procedures of the General Management of the Game responsible for each of the same, under the coordination of the General Administration of Game Management and Institutional Relations.

The technological management of the infrastructures and applications necessary for the generation and verification of the CSV will be the responsibility of the General Subdirectorate of Game Management and Institutional Relations.

Article 3. CSV and catalog definitions.

1. Security Code of Verification. -Electronic signature system linked to the Public Administration, organ or entity and, where appropriate, to the person signing the document, which allows to check the integrity of the document through access to the Headquarters Corresponding electronics.

2. Catalog. -Set of elements of the information system of the General Management of Game Management that stores electronic documents, together with their associated metadata, and generates CSV linked to electronic documents and with the unalterable signers.

Article 4. Catalog and CSV.

1. The CSV consists of more than sixteen distributed numeric characters as follows:

a. Increasing number sequence: the unique code is achieved. In addition, when placed first, it allows for a growing ordering of documents.

b. 15 random digits, which ensure the impossibility of displaying CSV documents without first knowing the value of the CSV.

c. 1 digit of control calculated over the two previous concepts.

2. Additionally, it will be inserted as a continuation of the described in the previous paragraph, the code DGOJ as the identifier of the organ generator of the code

3. The CSV, as the metadata of the document to which it is bound is stored in the Catalog, cannot be modified or deleted after it is assigned

4. The integrity and preservation of the electronic documents stored in the Catalogue and its associated mandatory metadata shall be ensured through the technical measures that ensure their unalterability within the provisions of the Rules of Procedure. 5. The integrity of electronic documents authenticated by CSV may be verified by direct and free access to the Electronic Headquarters of the General Management of Game Management at https://sede.ordenacionjuego.gob.es/cid, during the period of validity of the document to which it applies, with a maximum duration of one year and provided that the destruction of such documents is not agreed in accordance with the rules applicable to it or by judicial decision.

6. As a security measure, the number of failed query attempts to a CSV document from the same IP address and in an established time will be monitored, introducing checking mechanisms that these attempts are not being made by a computer system when the previously set thresholds are exceeded

7. When attempting to cross-check a document issued with CSV that no longer appears in the Catalogue by court decision or by the application of the current regulations, a message will appear that informs you of this circumstance. In the event that the document intended to be collated has been replaced by another, with a new CSV, the response to the attempt at collation will contain a reference to the existence of the new document, as well as the CSV of the new copy.

Article 5. Using the CSV system.

The General Management Directorate of the Game may use a secure code of verification system linked to the said management center in the following actions:

a. For the identification and authentication of the exercise of competence in automated administrative action.

b. Tied to the current public employee, for the production of electronic signatures of its public employees in any of the resolutions, of processing or mere communication that require its signature by a public employee.

c. For the purposes of merely cataloging electronic documents.

Article 6. CSV of the General Management of Game Management in automated administrative actions.

1. For the identification and authentication of the exercise of the competence in the automated administrative action, the General Management of the Game Management shall, in general, use a CSV system.

2. The Catalogue generates the CSV according to the algorithm described above and links it to the electronic document in which the automated action is materialized and the undersigned application thereof. The CSV linked to the signer application and the signed document is stored in the Catalog, which will not support the duplicity of a CSV, preventing the catalog high of a document with a matching CSV with another already existing.

3. The CSV can only be used to authenticate the automated actions approved by the resolution of the General Management of the Game of 1 July 2013:

a. Acknowledgement of receipt of the requests, writings and communications received in the Auxiliary Electronic Registry of the General Management of the Game, which will have a probative value of the presentation made.

b. Generation and issuance of notifications by appearance through the Electronic Headquarters of the General Management of Game Management.

c. Generation and issuance of registry certifications in the scope of:

a. General Registration of Access to Game Interdictions.

b. General Registration of Persons Linked to the Game.

c. General Registration of Game Licenses.

Article 7. CSV at the signing of the staff of the General Management of the Game.

1. The General Directorate of the Management of the Game may use a system of CSV linked to the current public employee, for the production of electronic signatures of its public employees in any acts of resolution, procedure or mere communication which require signature by a public employee. The signed documents will not require the entry of the signer's digitised signature.

2. The Catalog generates the CSV using a random algorithm and links it to the electronic document that it is signed with and to the signatory and the job it performs.

The linkage of the electronic signature to the acting official shall be made through the intervention in the generation of the electronic signature of the signature creation data associated with the identity of the signatory, which must be keep under their exclusive knowledge.

The identification regime of the officials of that Directorate-General shall be established by instruction from the Directorate-General for the Management of the Game.

Article 8. CSV in the mere cataloging of documents.

The General Management of Game Management may use the secure verification code for the purposes of the mere cataloging of any of the electronic documents it uses as a result of the exercise of its powers, without implying any signature of the document, for the sole purpose of incorporating them into the Catalog.

Single additional disposition. Other systems of electronic signature of the official staff at the service of the General Management of the Game.

The provisions of this order are without prejudice to the use of other electronic signature systems by public servants in the service of the General Management of Game Management, such as those based on the Public employee electronic certificate, subject to the Instructions that can be established.

The electronic signature system based on the National Identity Document or other recognised electronic signature system shall also be used where it is required in accordance with the rules of application for action or the procedure in question.

Single end disposition. Entry into force and publication in Electronic Headquarters.

This order will take effect the day following its publication in the "Official State Gazette". It will also be the subject of publication in the Electronic Headquarters of the General Management of Game Management.
