In the exercise of the powers conferred by Article 10.2 (b) of Law 10/1990 of 15 October of the Sport, the Board of Directors of the Superior Council of Sports has definitively approved the Statutes of the Federation Spanish Sports for the Deaf, and authorized their registration in the Register of Sports Associations.

In compliance with the provisions of article 31.7 of the Law of Sport, and article 12.3 of Royal Decree 1835/1991 of 20 December, on Spanish Sports Federations, the publication in the Official Journal of the Status > of the Statutes of the same and their modifications.

By virtue of the above, this Secretary of State agrees:

Arrange the publication of the Statutes of the Spanish Federation of Deaf Sports in the Annex to this Resolution.

Statutes of the Spanish Federation of Deaf Sports

CHAPTER FIRST

General rules

NAMING, ASSOCIATIVE OBJECT, AND SPORTS MODES

Legal regime

Article 1. It is a Sports Federation that will be called the Spanish Federation of Deaf Sports as a private associative entity, without profit and with legal personality and its own and independent patrimony of its associates.

Art. 2. The Spanish Federation of Deaf Sports is governed by the Law of Sport 10/1990, of October 15, by the Royal Decree of Sports Federations 1835/1991, of 20 December, by Royal Decree 1591/1992, of April 28, on discipline by the Order of 28 April 1992, by the present Statutes and Regulations and by the other rules of internal order which it validly dictates in the exercise of its powers.

Art. 3. In addition to its own powers, it shall exercise administrative functions of an administrative nature, acting in this case as a contributing agent of the Public Administration.

Art. 4. The Spanish Federation of Deaf Sports will be made up of the sports federations of autonomy, basic sports clubs, athletes and other interested groups that promote, practice or contribute to the development of the sport for the deaf.

Art. 5. Clubs, associations, groupings, sections or sports penalties dependent on other non-sports associations and/or registered in other Federations, may join the Spanish Federation of Deaf Sports but not affiliate, as long as they do not have statutes of sports club registered as such in their respective General Directorate of Sports of the Autonomous Community and with total economic and administrative independence of the parent entity, and although they may participate freely in the activities which it organises, they shall not have the right to vote or receive Official grants from the Spanish Federation of Deaf Sports. Its members and sportspersons shall have a licence with defining characteristics of their status.

Art. 6. The deaf athletes who are integrated in the same, through the clubs, must have an official medical certificate in which the technical characteristic of a hearing loss of not less than 55 decibels is clearly specified, according to the international standards of the International Committee on Silent Sports (CISS).

Art. 7. The field of action of the Spanish Federation of Deaf Sports, in the development of the competences that are their own of defense and general promotion of the federated sport of state scope extends to the whole of the national territory and its Territorial organization is in line with that of the State in Autonomous Communities.

Art. 8. The Spanish Federation of Deaf Sports is a public utility entity, pursuant to the provisions of Article 1 (4) of Royal Decree 1835/1991 of 20 December 1991, which entails the recognition of the benefits that the The legal system generally grants the same recognition in the Law of Sport 10/1990 of 15 October.

Functions

Art. 9. The associative object of the Spanish Federation of Deaf Sports is the practice of sport in all its recognized modalities, in addition to its own activities of government, administration, management, organization and regulation of the The following public functions of an administrative nature shall be exercised under the supervision of the High Sports Council under the supervision of the High Sports Council:

(a) Qualify and organise, where appropriate, the official activities and competitions of the State within the framework that will be established in the federative legislation corresponding to each sport modality.

b) To act in coordination with the Federal Federations for the general promotion of their sports modalities throughout the national territory.

c) Design, develop and implement, in collaboration, in their case, with the autonomic Federations, the plans of preparation of the high level athletes in their respective sports modalities, as well as participate in the drawing up of the annual lists of the same.

d) To collaborate with the State Administration and the Autonomous Communities in the training of sports technicians.

e) To collaborate with the above mentioned estates, the prevention, control and repression of the use of prohibited substances and pharmacological groups and non-regulatory methods in sport.

f) Organize or protect official international competitions for the deaf who are held in the territory of the State.

g) Exercise the disciplinary authority of sport, in the terms established by the Law of Sport, its specific provisions of development and its Statutes and Regulations.

(h) Exercise the control of the grants awarded to sports clubs under the conditions laid down by the High Council of Sport.

i) To execute, as appropriate, the resolutions of the Spanish Committee for Sports Discipline.

Art. 10. The Spanish Federation of Deaf Sports, with respect to its members, plays the functions of guardianship, control and supervision that the sports legal system recognizes.

Art. 11. The acts performed by the Spanish Federation of Sports for the Deaf in the exercise of public functions of an administrative nature, are subject to appeal to the Superior Council of Sports, whose resolutions deplete the road administrative.

Art. 12. The sports modalities to which the Spanish Federation of Deaf Sports serves the promotion and development are all those officially recognized and the criteria that will govern each one will be arranged in their respective regulations.

Art. 13. Official state-wide competitions are open to sportsmen and women's clubs in the Autonomous Communities, without discrimination of any kind, with the exception of those arising from technical conditions of a nature. sports.

Art. 14. The athletes participating in the official sports competitions must be in possession of a sports license that will enable them for such participation.

International Representation

Art. 15. The Spanish Federation of Sports for the Deaf will hold the representation of Spain in the official sports activities and competitions of an international character and expressly organized for the deaf held inside and outside the territory Spanish.

Art. 16. It is the responsibility of the Spanish Federation of Deaf Sports to choose the athletes who need to integrate the national teams.

Art. 17. In order to organize, request or commit this type of activities or competitions, the Spanish Federation of Deaf Sports must obtain authorization from the Superior Council of Sports, being, as regards the regime of the same, to the ordination on international sports activities and representations of the regulations established by the International Committee on Silent Sports.

Integration and representativeness of the Autonomous Federations

Art. 18. The Autonomous Federations can be integrated into the Spanish Federation of Deaf Sports (FEDS), so that the participation of their members in official sports activities of state or international level.

Art. 19. The integration of an autonomous federation into the Spanish Federation of Deaf Sports will be carried out in accordance with the following rules:

(a) Sports Federations of an autonomous nature shall retain their own legal personality, their own and differentiated assets, their budget and their particular legal status.

b) The Presidents of the Autonomous Federal Federations will be part of the General Assemblies of the Spanish Federation of Sports for the Deaf, showing the representation of those. In the event that the Autonomous Federation collects all or several disabilities within its statutes, the representative valid for the Assembly of the Spanish Federation of Deaf Sports will be the person representing in that Autonomous Federation the collective of the deaf or person designated by the Federation of the Autonomous Community. c) The sports disciplinary regime, in the case of official state-wide competitions, will in any case be provided for in the Statutes and Regulations of the Spanish Federation of Deaf Sports, with independence of the sports disciplinary regime contained in the provisions in force in the respective autonomous areas.

d) The sports federations of autonomy, integrated in the Spanish Federation of Sports for the Deaf, will have the representation of it in the respective Autonomous Community. There may be no territorial delegation of the Spanish Federation of Deaf in the regional territorial area when the sports federation of regional autonomy is integrated into that.

Art. 20. Where in an Autonomous Community there is no self-governing sports federation or has not been integrated into the Spanish Federation of Deaf Sports, the latter may establish a territorial delegation, in coordination with the administration. (a) the autonomous community, while respecting, in any case, the autonomous organization of the State.

Art. 21. The representatives of each territorial delegation shall be elected in that Community according to the democratic and representative criteria listed below:

(a) The territorial delegates in each Autonomous Community may be elected any athlete, technical or managerial, integrated in the Spanish Federation of Deaf Sports.

b) The choice of the territorial delegate will be carried out by the vote of the athletes, technicians and managers integrated in the Spanish Federation of Sports for the Deaf and that they are old, that they have a license in force and had it the year before. The development of the electoral process will be regulated.

Licenses

Art. 22. For participation in activities or sports competitions at the state level, it will be necessary to be in possession of the official license that will be issued by the Spanish Federation of Deaf Sports with the following conditions:

(a) The economic conditions are set uniformly for each sporting modality, in similar status and category, the amount of which shall be fixed by the Assembly. The revenue produced by these concepts will be directed to finance the structure and functioning of the Spanish Federation of Deaf Sports.

b) Uniformity of content and data expressed according to the different sports categories.

c) The Spanish Federation of Deaf Sports will issue the requested licenses within 15 days of their request, once verified the compliance with the sports requirements established for their expedition, in the Corresponding Regulation.

The unjustified non-issuance of the licenses within the indicated time limit will behave for the Spanish Federation of Deaf Sports the corresponding disciplinary responsibility as provided for in the legal order sports.

(d) Licences issued by the Federal Federations or delegations of regional scope shall enable such participation when they are integrated into the Spanish Federation of Deaf Sports, issued within the minimum conditions of an economic nature and form the establishment of the latter, and communicate their issue to them.

To these effects, the rating will be produced once the Federation of regional autonomy pays the Spanish Federation of Sports for the corresponding economic quota in the deadlines that are set in the norms regulations of this.

(e) Licences issued by the Sports Federations of the Autonomous Community which, as provided for in the preceding points, enable participation in official activities or sports competitions state, shall record the corresponding data, at least in the official Spanish language of the State.

f) The licenses to be issued have three economic concepts included:

1. Compulsory insurance as referred to in Article 59.2 of the Law of Sport 10/1990 of 15 October.

2. Quota for the Spanish Federation of Deaf Sports.

3. Quota for the sports federations of regional autonomy.

g) The quotas for the Spanish Federation of Deaf Sports will be of equal economic amount for each sport modality, estamento and category, and will be fixed by the Assembly of the Spanish Sports Federation for Deaf.

Enrollment in International Federations

Art. 23. The Spanish Federation of Deaf Sports will register with the International Committee for Silent Sports (CISS), the European Sports Organization for the Deaf (EDSO) and the Ibero-American Sports Organization for the Deaf (IA), with the express authorisation of the Board of Governors of the High Council of Sport.

Art. 24. The registered office of the Spanish Federation of Deaf Sports is established in the city of Madrid, street Barquillo, number 19, first floor, left door, after approval of the General Assembly.

Art. 25. The Spanish Federation of Deaf Sports will be able to establish other premises and facilities when their needs so require, with the prior authorization of the General Assembly.

CHAPTER II

Governance and representation organs

Art. 26. The governing bodies and representation of the Spanish Federation of Deaf Sports are necessarily:

(a) The General Assembly shall be a Commission delegated to assist the General Assembly.

b) The President.

Art. 27. They are complementary organs of government and representation:

a) The Board of Directors.

b) The Secretary of the Spanish Federation of Deaf Sports.

c) The Manager, assisting the President.

Art. 28. The President, the General Assembly and its delegated Commission will be elected bodies of the Spanish Federation of Sports for the Deaf. The other bodies shall be freely appointed and revoked by the President.

Art. 29. In reference to the previous Article, a delegated Commission of the General Assembly shall be established to assist it.

Art. 30. They will have the consideration of electors and eligible for the governing bodies and representation of the Spanish Federation of Deaf Sports:

(a) The athletes, older to be eligible and not under sixteen years to be eligible, who have a license in force, approved by the Spanish Federation of Deaf Sports, according to the provisions of the Article 22 of these Statutes, at the time of the convocation of the elections, and have had it during the previous sports season, provided that they have participated in competitions or activities of the respective sports modality of official character and state level.

In those modalities where there is no competition or activity of such character, the possession of the state license and the age requirements will suffice.

b) Sports clubs registered in the respective sports federations of regional territorial scope, in the same circumstances as those mentioned in the previous point.

Election of the governing bodies and representation

Art. 31. The electoral processes for the election of the aforementioned bodies may be carried out as appropriate through the autonomous federal structures.

Art. 32. The electoral constituency for clubs and athletes will be the autonomous region, not being able to exceed in its representation the proportion that corresponds to them in the electoral census.

Art. 33. The development of electoral processes shall be regulated in accordance with the provisions of the Order of 28 April 1992.

Art. 34. The Electoral Regulation of the Spanish Federation of Deaf Sports will at least regulate the following issues:

(a) Number of members of the Assembly and their distribution of the same by means.

b) Electoral Circunconstituencies and number of representatives of each unit for each of them.

c) Election calendar.

d) Electoral Census with the expression of official state-wide competitions and the criteria for the qualification of the same.

e) Composition, competencies and functioning of the electoral boards.

(f) Requirements, deadlines and proclamation of the candidates.

g) Procedure for resolution of disputes and complaints, to be resolved without delay.

h) Possible electoral resources.

i) Composition, competence and functioning of the electoral tables.

j) Election of the President in accordance with the provisions of article 17 of Royal Decree 1835/1991 of 20 December (Regulation 1991.3022) of Spanish Sports Federations.

(k) Membership of the Commission delegated to the Assembly.

l) Vote by mail for the election of the members of the General Assembly. This system may not be used for the election of the President or the Commission delegated.

m) System of replacement of the casualties or vacancies that may occur and which may be carried out through alternates in each of the estamento and constituency or through the holding of partial elections.

n) At the time of the opening of the deadline for the submission of nominations for the election of President, the list of members elected to the General Assembly shall be published. The deadline for the submission of nominations for the election of President shall not be less than 10 calendar days.

n) The President of the Spanish Federation of Deaf Sports and the members of the delegated Commission will be elected at the first meeting of the new General Assembly.

Art. 35. The President of the Spanish Federation of Deaf Sports is the executive organ of the same. It holds its legal representation, convenes and presides over the governing and representation bodies and executes the agreements thereof.

Art. 36. It shall be elected every four years, coinciding with the years of the Summer Olympic Games, by free, direct, equal and secret suffrage, by the members of the General Assembly, shall be presented at least by 15 per 100 of the Members of the General Assembly, and their choice will be produced by the double-lap system, in the event that in a first round no candidate reaches the absolute majority of the votes cast.

Art. 37. The President of the Spanish Federation of Deaf Sports will also be of the General Assembly and of the Delegation Commission, with a vote of quality in case of a tie in the adoption of the agreements of the plenary and the Commission Delegated.

Art. 38. The position of President of the Spanish Federation of Deaf Sports will be paid, provided that he has full and incompatible dedication with other paid work outside the Spanish Federation of Deaf Sports. The amount of the remuneration shall be approved by half plus one of the members present in the General Assembly. The gross remuneration, including the legally established social expenses, cannot be satisfied by the public sports grants received by the Spanish Federation of Deaf Sports.

Art. 39. It shall not be elected President who has held such a condition without interruption during the three periods immediately preceding it, whatever the actual duration of the periods.

Art. 40. The remuneration of the President concludes with the end of his term of office, not being able to extend such remuneration beyond the duration of the term.

Art. 41. The performance of the President's office will be a cause of incompatibility with the following activities:

Occupation of management positions in other Spanish Sports Federations.

Development of activities or performance of positions in sports associations, or sports clubs dependent or integrated in the Spanish Federation of Sports for the Deaf.

Occupation of charges in an autonomous Federation of Deaf Sports.

Occupation of managerial positions, or of Administrator, in commercial companies or profit-making entities, that develop their business, industrial or professional activity in the field of sport for the deaf.

And also with other paid jobs outside the Spanish Federation of Deaf Sports.

Art. 42. The President shall cease by:

Course of the period for which he was elected.

Death.

Resignation.

Approval of a motion of censure by the plenary assembly of the Federation.

Incur any of the causes of incompatibility mentioned in the previous article, when you do not give up the incompatible activity or charge.

Serious illness that incapacitate you for the exercise of your office.

Suffer from a firm sporting disciplinary sanction that will disable you for the exercise of your office.

Having been convicted by a firm court judgment that carries a penalty, principal or accessory, of absolute or special disablement for the performance of public office.

Art. 43. The Chair, the Board of Directors, shall hold elections to the Chair in the General Assembly, in accordance with the Rules of Elections which governed the Rules of Procedure in question, constituting the Manager of the Spanish Federation of Deaf Sports, chaired by the Vice-President, or if-they were several-by one of them at the choice of the Board of Directors, or, failing that, by the Vocal Vocal.

Art. 44. In cases of absence, temporary incapacity or temporary suspension, the President shall be replaced by the Vice-President, who shall be appointed by the First Vice-President, and who shall be a member of the General Assembly.

Ineligibility and incompatibilities

Art. 45. These will be causes that make it impossible to be chosen for the performance of management positions of the Spanish Sports Federation for the following Sorts:

1. Do not possess Spanish nationality or any member country of the European Economic Community.

2. Have been convicted by a firm court judgment bearing the principal or ancillary penalty of absolute or special disablement for public office.

3. To have been declared incapable by a firm judicial decision.

4. Be subject to sports disciplinary sanction that you disable for the performance of federal charges.

Art. 46. 1. As long as he carries out his term of office, the President shall not be able to hold any office in another federal body, except in the case of his or her own, or Entity, asocation or club subject to the federal discipline or in Spanish sports federation other than that of the President. the deaf, and will be incompatible with the activity as a sportsman, arbiter or coach, continuing in possession of his license, if he has, that will remain in suspense until he stops holding the presidency of the Spanish Sports Federation for Deaf.

2. The members of the Board of Directors shall not be able to perform any duties in another Spanish Sports Federation, and shall apply to them the incompatibilities provided for in the previous paragraph, if they are athletes, referees or coaches.

Art. 47. The President, the members of the Board of Directors or any of the members of the administrative, technical or judicial bodies of the Federation who aspire to the federal presidency shall submit the resignation of their posts at the beginning of the the electoral period.

Management and administrative bodies

Art. 48. The General Assembly is the top organ of the Spanish Federation of Deaf Sports, in which the natural persons and entities, as referred to in Article 4, may be represented. of these Statutes. Its members shall be elected every four years, coinciding with the years of the Summer Olympic Games, by free and secret, equal and direct suffrage, between and for each of the corresponding sports modality and according to the criteria and in the proportion that are set out in the provisions of the development of Royal Decree 1835/1991, of 20 December, in reason of the peculiarities that identify this Spanish Federation of Sports for the Deaf.

Art. 49. The General Assembly may be convened in plenary or in a delegated committee.

Art. 50. The Delegate Committee shall be elected by the General Assembly, which shall also be renewed, in the manner that it shall be determined.

Art. 51. It is for the General Assembly, in a plenary meeting, as necessary and independent of the provisions of the Statutes:

a) The approval of the annual budget and its liquidation.

b) The approval of the sports calendar.

c) The approval and modification of its Statutes.

d) The election and the end of the President.

Art. 52. The General Assembly shall meet once a year, in plenary session, for the purposes of its competence. The other meetings shall be extraordinary and may be convened at the initiative of the President, the Commission Delegated by a majority, or a number of members of the General Assembly not less than 20 per 100.

Art. 53. The number of members of the General Assembly shall be set out in the provisions governing the call for elections and the vacancies produced therein may be covered in such a way as to be determined.

Art. 54. The outgoing Presidents of the last term of office may attend the sessions of the General Assembly, with a voice but without a vote.

Art. 55. It corresponds to the Delegation of the General Assembly:

a) The modification of the sports calendar.

b) The modification of the budgets.

c) The approval and modification of the Regulations. The amendments may not exceed the limits and criteria which the General Assembly itself establishes.

d) The preparation of a report prior to the approval of the budgets.

e) The monitoring of the sports and economic management of the Spanish Sports Federation for the Deaf, through the elaboration of an annual report to the General Assembly, on the Memory of activities and the liquidation of the budget.

Art. 56. The members of the Delegate Committee, who shall be members of the General Assembly, shall be elected every four years by vote, with the possibility of replacing the vacancies annually.

Art. 57. The composition of the Delegate Commission, with the maximum number of 15 members plus the President, will be as follows:

1. One third for the Presidents of Sports Federations of regional territorial scope. This representation shall be designated by and among the Presidents of the same.

2. A third corresponding to the sports clubs, designated this representation by and among the same clubs, without those corresponding to the same Autonomous Community having more than 50 per 100 of the representation.

3. A third corresponding to the rest of the estates, in proportion to their representation in the General Assembly and appointed by and among the different estates in function to the sports modalities and according to the criteria of the Spanish Federation of Sports for the Deaf.

Art. 58. The Commission Delegated shall meet at least once every four months on a proposal from the President and his mandate shall coincide with that of the General Assembly.

Art. 59. The Board of Directors of the Spanish Federation of Sports for the Deaf is the organ of management of the same, being its members appointed and revoked freely by the President.

Art. 60. The convening of the governing and representation bodies shall be the responsibility of the President, who shall notify its members, accompanied by the order of the day, within a period of 15 days in advance, except for urgent cases.

Art. 61. They are members of the Board of Directors, the Vice-President, the Secretary-General, the Administrative Officer, the Director and Technical Secretary, the Public Relations Delegate and three Vocals, elected among the Presidents of the Sports Committees.

Art. 62. The agreements of the governing bodies and representation of the Spanish Federation of Deaf Sports will be adopted by those simple majority of assistants, except in those cases where expressly provided otherwise by the laws and in the present Statutes.

Art. 63. Members of the Board of Directors who are not members of the General Assembly shall have access to the sessions of the General Assembly with the right to a voice but without a vote. The Vice President shall replace the President in case of absence and shall be a member of the General Assembly.

Art. 64. The votes contrary to the agreements adopted by the governing bodies and representation of the Spanish Federation of Deaf Sports and the reasoned abstentions shall exempt from the responsibilities which may be derived, if any, from the same.

Art. 65. All the agreements of the governing bodies and representation of the Spanish Federation of Deaf Sports will be public, except when the same ones decide exceptionally otherwise, by a majority of 75 per 100 of its members.

Art. 66. 1. Regardless of the criminal, civil and administrative responsibilities that are generally enshrined in Spanish law, the members of the various organs of the Spanish Federation of Deaf are responsible, specifically, of the acts, resolutions or agreements adopted by that party.

2. They are also, in the terms provided for in the general sports legislation, in these Statutes and in their Rules of Procedure, for non-compliance with the agreements of any of the federative bodies, general rules or commission of faults provided for in the federative disciplinary system.

Art. 67. The Board of Directors shall meet in ordinary session at least once every quarter, corresponding to the call to the President, who shall communicate it to its members at least forty-eight hours in advance, except in cases of urgency, accompanied by the agenda.

The sessions convened in cases of urgency will always be extraordinary.

The validity of the sessions of the Board of Directors, will require in the first call, the majority of its members, and in second, a third of the same.

Art. 68. The President of the Federation of Deaf Sports may appoint a Secretary to perform the functions of a federatary and an advisor, and more specifically:

(a) To raise minutes of the sessions of the governing bodies and the management of the Spanish Federation of Deaf Sports, in the cases provided for in the Statutes and complementary rules.

b) To request the appropriate certifications of the acts of the governing and representation bodies.

c) How many functions the President and the regulations of the Spanish Federation of Deaf Sports entrust to him.

Art. 69. Of all the agreements of the governing bodies and the management of the Spanish Federation of Deaf Sports, minutes shall be drawn up by the Registrar, specifying the name of the persons who have intervened and the other circumstances considered to be (a) appropriate, as well as the outcome of the vote and, where appropriate, the special votes against the agreement adopted.

Art. 70. The votes against the agreement adopted or the reasoned abstentions shall exempt from the responsibilities which may be derived, where appropriate, from agreements between the governing bodies and the management bodies.

From the Sports Committees

Art. 71. In the Spanish Federation of Sports for the Deaf, the Committees will respond, both those that respond to the development of each specific sports modality covered by the Federation, and those that tend to the functioning of the (a) the collective bargaining agreement between the Community and the Member States.

Art. 72. The Committees that constitute the Spanish Federation of Sports for the Deaf, in principle, are the ones listed below:

1. Chess Committee.

2. Athletics committee.

3. Basketball Committee.

4. Esqui Committee.

5. Football Committee.

6. Committee of Football Hall.

7. Swimming Committee.

8. Committee of Petança.

9. Tennis Committee.

10. Table Tennis Committee.

There is also a Committee on Sports, which will have the same powers and responsibilities as the other, and which will bring together those sports considered to be minority.

Art. 73. The Presidents of the Committees of the sporting modalities referred to in the preceding Article shall be chosen by the collective concerned in the manner laid down by the regulatory rules of each Committee.

Art. 74. The other Presidents of the Committees shall be appointed by the President of the Spanish Federation of Deaf Sports. The federative regulations reflect their functioning and the competences delegated by the Spanish Federation of Deaf Sports in these Committees.

Art. 75. The Technical Secretary of the Spanish Federation of Deaf Sports will be responsible for all the Committees of Sports modalities.

CHAPTER III

The Economic Regime of the Spanish Federation of Deaf Sports

Art. 76. The Spanish Federation of Sports for the Deaf has its own system of administration and management of budget and patrimony, application of article 36 of the Law of Sport 10/1990, of October 15, with the following scope:

(a) The lien or the disposal of his immovable property shall require the authorization of the General Assembly's Delegation with the quorum of two-thirds of its members. When the amount of the operation is equal to or greater than 10 per 100 of its budget, it will require approval by the Plenary General Assembly.

(b) It shall not commit expenditure of a multi-annual nature, in its term of office, without prior authorisation of the High Council of Sport, where the committed annual expenditure exceeds 10 per 100 of its budget, shall require approval. of the Plenary General Assembly.

(c) The administration of the budget shall be responsible for the single-cash principle, with its own revenue having to be allocated, as a matter of priority, to its structural expenditure.

d) The accounting will be adjusted to the rules of adaptation of the General Plan of Accounting to the Spanish sports federations that the Institute of Accounting and Audit of Accounts of the Ministry of Economy and Finance.

Art. 78. The Spanish Federation of Deaf Sports will base its economic-financial regime on the following concepts:

a) Integration quotas to be set for effect.

b) Official grants from private public bodies.

c) Economic aid for public and/or private entities and persons.

d) Short-and long-term loans to be agreed upon in the General Assembly.

e) The products of the goods and rights that correspond to the property of the grants, legacies and donations that you can receive in legal form.

f) Any other means of income that is not prohibited by law.

Art. 79. The Spanish Federation of Sports for the Deaf is obliged to present all the documentary information that is necessary to all the official bodies of the sport, including the Federations of autonomy and sports clubs.

Art. 80. Coinciding with the closing of the accounting year and/or the end of the sports season, and within the period of one month must deliver, to the Superior Council of Sports, the complete documentation concerning the activities of the season Previous sports-economy with all the details of the operation and development of the same.

CHAPTER IV

Disciplinary regime

Art. 81. The infringements and penalties shall be fixed in accordance with Articles 76 and 79 of the Law of Sport 10/1990 of 23 December on Sports Discipline.

Art. 82. In any case, for the sanction of disciplinary offences, the regulations will be adjusted in everything to the provisions of Law 10/1990 and Royal Decree 1591/1992 on Sports Discipline.

Art. 83. For the resolution of possible incidents, to correct and to punish, if there is a place, the violations that may occur in the different competitions or championships, the Spanish Federation of Sports for the Deaf will adapt the present Statutes to the legal provisions for the application, within the time limit set out in the fourth transitional provision, although the disciplinary rules of the Spanish Valides Federations shall apply in general.

CHAPTER V

Dissolution

Art. 84. The Spanish Federation of Deaf Sports will be extinguished for the following reasons:

a) By the revocation of their recognition.

b) By judicial resolution.

c) By integration into other Federations.

d) For non-ratification within two years of registration.

e) For the other reasons provided for in the general legal order.

Art. 85. In case of dissolution of the Spanish Federation of Sports for Deaf, his net worth if any, will be applied to the realization of analogous activities determined by the Superior Council of Sports its concrete destiny.

Art. 86. These Statutes may be amended when the General Assembly agrees with the favourable vote of two-thirds of its members.

Art. 87. They should also be modified in cases where the laws and official rules of the State are mandated.

Art. 88. Any modification made to them, will necessarily require the approval of the General Assembly, must be communicated to the Board of Directors of the Superior Council of Sports, for approval or refusal.

CHAPTER VI

Extra-judicial reconciliation

Art. 87. The questions or disputes arising between the integrated members of the Spanish Federation of Deaf Sports, on the occasion of the application of the sports rules not included in the present Statutes, in their different Regulations or the Law of Sport 10/1990, of October 15, may be subjected to the specific formulas of conciliation and arbitration in an extra-judicial way and will be governed by its own Rules of Procedure that will be approved in Assembly even if the causes of recusal and abstention will be the same as for the judicial bodies of the legislation in force in the field of sport.

ADDITIONAL PROVISIONS

First. -All the mentions contained in these Statutes to the Federations of the Autonomous Community, must be understood as referring not only to those that integrate exclusively to the deaf but to those that comprise all or some of the (a) the number of disabled persons referred to in Article 1 (5) of Royal Decree 1835/1991 of 20 December 1991 on Spanish Sports Federations, in which the integration and representativeness shall be limited to the collective of the deaf.

TRANSIENT PROVISIONS

First. -Within four months of the approval of these Statutes, the Gestora Commission will prepare the appropriate Rules of Procedure for the General Assembly, the Delegate Commission and the President, who will present to the its final approval to the Board of Directors of the High Council for Sport.

Once approved, the transfer of powers from the Gestora Commission to the new General Assembly will automatically take place.

Second. -They will be considered integrated in the Spanish Federation of Sports for the Deaf all Autonomous Federations except express manifestation to the contrary, during the period of one year counting from the validity of the This Statute, in the course of which they may exercise their right to do so.

All of these Federations that could be set up are also considered to be integrated, although the calculation of the deadline will start from their recognition by the corresponding Autonomous Communities.

Concluded that the Federations that would not have done it will be able to carry it out at any time.

Third. -Within four months of the entry into force of these Statutes, the Management Board of the Spanish Federation of Deaf Sports Federation will draw up the corresponding Elections Regulations, with the information contained in the These Statutes, and in accordance with the Order dated April 28, 1992, which he will present for approval to the Board of Directors of the Superior Council of Sports.

Exceptionally for these first elections will have the status of electors and electors, sports clubs, sportsmen and technicians with the only requirement to be registered and be in possession of the Federation license. Spanish Sports for the Deaf of the season in force on the date of the call of elections.

Fourth. -This Spanish Federation of Sports for the Deaf, collects the possibility to create together with the remaining Spanish Federations of Sports for the Disabled, as specified in the article 1, point 5, of the Royal Decree 1835/1991, a Confederation of national scope to be able to coordinate the activities common to the elaboration and presentation of the Statutes of this Confederation for approval to the Board of Directors of the Superior Council of Sports.

Fifth. -Within six months, from the end of the electoral elections mentioned in the first provision, the General Assembly must present a new Statute to the Commission of the Council of Sports, adapted to the Law 10/1990, of October 15, of the Sport, Royal Decree 1591/1992, of December 23, on Sports Discipline and in addition legal provisions of application.

FINAL DISPOSITION

This Statute shall enter into force on the day following the notification of its approval by the Board of Directors of the Superior Council of Sports, without prejudice to its subsequent publication in the Official Journal of the State.
