In the exercise of the powers conferred by Article 10.2 (b) of Law 10/1990 of 15 October of the Sport, the Commission of the Council of Sports of the High Council of Sports has definitively adopted the Statutes of the Royal Spanish Federation of Olympic Tyre, and authorized its registration in the Register of Sports Associations.

In compliance with the provisions of Article 31.7 of the Law of Sport and Article 12.3 of Royal Decree 1835/1991 of 20 December 1991 on Spanish Sports Federations, the publication in the Official Journal of the Spanish Status > of the Statutes of the same and their modifications.

By virtue of the above, this Secretary of State agrees:

Arrange the publication of the Statutes of the Spanish Royal Federation of Olympic Tyre in the Annex to this Resolution.

ANNEX

STATUTES OF THE ROYAL SPANISH OLYMPIC SHOOTING FEDERATION

General provisions

Article 1.

The Royal Spanish Federation of Olympic Shooting, whose acronym are RFE of TO, as an entity that brings together sports federations of autonomy, sports associations, sportsmen, coaches and judges-referees, dedicated to the practice and promotion of the sport of shooting in its various Olympic and non-Olympic specialties within the Spanish territory, enjoys legal personality and full capacity to act for the fulfillment of its aims.

The Federation considers the sport of shooting in its two aspects: of competition and as a simple physical exercise. In both cases it defines them as a peaceful sport that, through the necessary physical and mental preparation, the precise technique, sufficient training and the right weapon, seeks the personal satisfaction of the individual through the effort essential to achieve a training and a sporting spirit.

Article 2.

The sports specialties whose development and control compete with the Royal Spanish Olympic Shooting Federation are accepted and regulated by the International Union of Tyre (ITU) and the International Committee of Shooting with Weapons Old Advanced (MLAIC). They will also be the competition of the Royal Spanish Federation of Olympic Tyre the Foso Universal in the specialty of Plato dependent of the International Federation of Shooting with Weapons of Hunting (FITASC), to which it belongs.

Article 3.

The Royal Spanish Federation will be governed by the provisions of the Law of the Sport of 15 October 1990 and the Royal Decree on Spanish Sports Federations of 20 December 1991, and provisions that develop them, By virtue of the provisions of this Article, the Commission shall, in accordance with Article 1 (1),

As a Federation whose object is the practice and formation of a sport that includes Olympic specialties, it is affiliated with the Spanish Olympic Committee, and it abides, within the respect of the Spanish legal system, the rules of the Committee and the International Olympic Committee and the agreements adopted by them.

You may also join as many international sports organizations as appropriate, with the express authorization of the Board of Directors of the Superior Council of Sports.

Develop the sport of the Tyre in Spain through the defense and promotion of the state-wide federated sport by exercising its own functions of government, management, organization and regulation of the specialties (a) the extent to which they are responsible, as well as the duties exercised by the delegation of the State Administration.

Article 4.

The Royal Spanish Federation is the only competent national within the national territory for the organization and control of official state-wide competitions.

It represents in Spain with exclusive character to the international sports organizations to which it belongs, and assumes the international representation of its sport.

Article 5.

The Royal Spanish Olympic Shooting Federation will not allow any form of discrimination between its members on the grounds of nationality, race, sex, opinion or any other personal or social conditions or circumstances.

To its governing standards, in the field of its competences, the sports federations of autonomy, the sportsmen, the sports associations, the technical-coaches and the judges-referees, with activity in the Sport of the Tyre, in any of its specialties, having to be attached to the Royal Spanish Federation of Olympic Tyre in order to be able to participate in meetings, tests or official competitions of national or international character.

These are the main purposes and activities of this Royal Federation, in addition to the governing, administration, management, organization and regulation of its sports activities, which it exercises under the coordination and supervision of the Administrative Sports Board of an administrative nature, including:

(a) Qualify and organise, where appropriate, official state-wide competitions and activities.

b) To act in coordination with the Federal Federations, for the general promotion of their sports specialties throughout the national territory.

c) Design, develop and implement, in collaboration, in their case, with the autonomic Federations, the plans of preparation of the high level sportsmen of their respective specialties, as well as participate in the elaboration of the annual lists of the same.

d) To collaborate with the State Administration and the Autonomous Communities in the training of sports technicians and in the prevention, control, use of prohibited substances and pharmacological groups and non-regulatory methods in the sport.

e) Organize or protect the official competitions held in the territory of the State.

f) Exercise the disciplinary authority of sport in the terms established in the Law of Sport, its specific provisions of development, the present Statutes and the Federative Regulations.

g) Exercise the control of the grants that they assign to the associations and sports entities under the conditions set by the Superior Council of Sports.

h) To execute, as appropriate, the resolutions of the Spanish Committee for Sports Discipline.

Article 6.

The Royal Spanish Olympic Shooting Federation, according to its organization, as well as its specific sports needs, is structured in Autonomous Federations, whose scope coincides with that of the Autonomous Communities that The Spanish State.

The autonomic federations will depend on disciplinary and competitive matters at the national and international level of the Spanish Olympic Shooting Federation, showing their representation with the organization, competition and faculties. which, by delegation of the same, corresponds to them and without prejudice to those which according to the laws is attributed to them within the limits of the Autonomous Community to which they represent.

Article 7.

The address of the Royal Spanish Federation of Olympic Shooting is located in Madrid, in the street Barquillo, number 21, being transferred, within the same city, by agreement of the Commission Delegated to the proposal of the president of the Real Spanish Federation.

Governance and representation organs

Article 8.

They are superior organs of government and representation of the Royal Spanish Federation: The General Assembly, the Delegation of the General Assembly, the President and the Board of Directors.

There will also be many commissions to carry out specific missions, by delegation of one of the governing bodies of the Royal Spanish Federation.

Article 9.

The convocation of the higher governing bodies and representation of the Royal Spanish Federation corresponds to the President of the same, except in the cases mentioned in the present Statutes, and its members will be notified by the Secretary-General, accompanied by the order of the day, with the time limit laid down.

The upper organs of government and representation remain constituted when the third party of the same and at least one third of the same and in the second convocation, no quorum will be required.

For cases of sectoral meetings of the General Assembly, the same rule shall apply in relation to the members of the corresponding unit.

Article 10.

The higher governing bodies and representation of the Royal Spanish Federation will nevertheless be validly constituted, even if the requirements of convocation have not been met, provided that all its members are present. and so agree unanimously.

Article 11.

The extraordinary sessions of the governing bodies and representation of the Royal Spanish Federation will be convened in accordance with the provisions of these Statutes and in the existing higher legislation.

To enable the exercise of the rights provided for in this article, the Royal Spanish Federation, through the General Secretariat, will provide the interested party with the names and addresses of the members of the the governing bodies to which he belongs, and whose call is sought.

Article 12.

Of all the agreements of the higher organs of government and representation of the Royal Spanish Federation will be raised by the Secretary of the same, specifying the name of the persons who have intervened, subject treated and other circumstances considered appropriate, as well as the outcome of the vote and, where appropriate, the special votes against the agreement adopted.

The Secretary shall provide a copy of the minutes at the request of any of the members of the collegiate body.

Article 13.

The agreements of the upper organs of government and representation of the Royal Spanish Federation will be adopted by a simple majority of assistants, except in those cases in which a more qualified majority is foreseen. by the laws and in these Statutes.

Article 14.

The votes against the agreements adopted by the higher governing bodies and representation of the Royal Spanish Federation and the reasoned abstentions will exempt from the responsibilities which, if any, could be derived from the the same.

Article 15.

All the agreements of the higher governing bodies and representation of the Royal Spanish Federation will be public. By agreement of two thirds of its members, the reserve may be agreed upon when it is established.

General Assembly

Article 16.

The General Assembly is the top organ of the Royal Spanish Federation of Olympic Shooting, in which the sports federations, the sports associations, the athletes, the sports associations, the Coaches-coaches and judges-referees.

Article 17.

The General Assembly of the Royal Spanish Federation of Olympic Tyre will be constituted by a maximum number of 160 members, which will be determined in accordance with the contents of the Order of 28 April 1992, for which they are established the criteria for the implementation of the electoral processes of the governing bodies and representation in the Spanish Sports Federations.

Article 18.

The members of the General Assembly shall be elected every four years, coinciding with the years of the Summer Olympic Games, by free and secret, equal and direct suffrage, between and by the components of each of the the Presidents of the Autonomous Federations, who are members of the General Assembly in full.

Article 19.

To be a member of the General Assembly requires:

1. Being Spanish.

2. Being older.

3. Not being declared incapable by a firm judicial decision.

4. Do not suffer a sports sanction that you disable for sports representation.

5. He has not been convicted by a firm criminal sentence bearing the principal or accessory of absolute or special disablement for public office.

6. To meet the requirements of each sports station and to maintain, where appropriate, the federal license in force.

Article 20.

The requirements for being electors or eligible in respect of the General Assembly shall be met at the time of the publication of the call for elections.

Article 21.

Members of the General Assembly shall cease for:

1. Death.

2. Resignation.

3. Any of the grounds for ineligibility referred to in Article 19, except those referred to in paragraph 6 thereof, shall be incurred.

4. Dissolution of the General Assembly.

5. Call for new general elections to the General Assembly at the end of the term of office for which they were elected.

6. The dissolution or extinction of the club, if any.

Article 22.

Vacancies that occur in the General Assembly prior to the following general elections shall be filled by partial elections, provided that they exceed a quarter of the members of one of the parties. of the same or third part of the total number of its members. To this end, the President of the Spanish Royal Federation will convene these partial elections, which must conform to the rules governing the general elections to the General Assembly.

Those elected to fill the vacancies referred to in the preceding paragraph shall hold their mandate for the time remaining until the next general election to the General Assembly.

Article 23.

The representatives of the sports associations in the General Assembly will be elected by and among the representatives of the same, in the corresponding electoral constituencies, of which the census of associations sports, legally registered as such, before the day when the elections are called and provided that they have had national sports activity during the previous year. For this purpose, each of the sporting associations shall appoint a representative meeting the requirements of Article 19 of this Statute.

Article 24.

The representatives of the athletes in the General Assembly shall be elected by and among those corresponding to each electoral constituency of those who have a national federal license in force in the year of the election and have had also been the previous year, and participated in official sports competitions, of a national character in the previous year.

Article 25.

The representatives of the technical-coaches and the judges-referees in the General Assembly shall be elected by and among those who have a national federal license in force in the year of the election and have had it the year before, and have developed official sports activities of a state nature, of their own, during the previous year.

Article 26.

The Rules of Elections to the General Assembly and to the Presidency, which must be approved by the Delegate Committee, will develop the issues provided for in the existing higher rules and regulate the non-planned, based on the guidelines of the High Council of Sport.

The Regulation should be submitted to the ratification of the High Council of Sports once approved by the Delegate Commission.

Article 27.

The days of the General Assembly elections, the Delegate Commission and the President will not coincide with federal sports tests throughout the Spanish territory.

Article 28.

The complaints that occur in the electoral process will have to be resolved without delay, without prejudice to the possibility of resorting to the decisions of the Central Electoral Board before the Electoral Guarantees Board.

The Central Electoral Board shall be composed of five members and other alternate members, each representing the following entities and entities: Autonomous Federations, Sports Associations, Sportsmen, Technicos-Trainers and Play-Referees. They will perform their duties at the headquarters of the Royal Spanish Federation and will be chosen by public draw among the components of these estates.

Candidates must present their acceptance or resignation in writing, committing themselves not to apply to a member of the General Assembly, Delegate Commission and President.

Article 29.

Once the General Assembly elections are convened, the electoral census corresponding to each of the estates will be displayed in each constituency. From that moment on, the Board of Directors will be constituted in the Gestora Commission.

Article 30.

The Gestora Commission will guarantee the maximum dissemination and publicity of the calls for elections to the General Assembly and the Presidency, as well as the electoral norms.

Article 31.

Once the general elections to the General Assembly have been completed, the General Assembly shall be constituted within the maximum period of twenty calendar days in ordinary session, upon convocation of the Gestora Commission, to elect the President of the General Assembly. Real Spanish Federation, as the first item on the agenda, and the members of the Delegate Committee, as well as to decide on the other issues of their competence to be included in the aforementioned agenda.

Article 32.

The General Assembly's Electoral Bureau, which will be composed of the members of the highest and lowest age of each member, will provisionally serve as president until the election of the president takes place.

The presidency of that Electoral Table will fall on the oldest member of its components and, in its absence, will be replaced by this order among those present.

Article 33.

The General Assembly will meet in ordinary session once a year (in the first two months of the year). The other meetings shall be extraordinary and may be convened by the President, by the Commission Delegated, by majority vote or by the members of the General Assembly who assume at least 20 per 100 of the same.

Article 34.

The General Assembly convocation for all ordinary, or extraordinary, sessions will be notified to its members in writing, by registered mail with acknowledgement of receipt as guarantee of receipt, with thirty calendar days of minimum anticipation, with an indication of the date, time, place of celebration and order of the day. In cases of urgency, duly justified, the minimum advance shall be 15 calendar days.

Article 35.

Called the General Assembly, members who so wish may submit proposals or amendments, duly justified, referring them to the President of the Spanish Royal Federation with no less than ten days to the date of celebration of the Assembly. If amendments are accepted to the agenda, the President shall inform all members in good time. In cases of urgency, the final reception in the Federation will be seven days before the General Assembly.

Article 36.

Corresponds to the General Assembly in plenary session with exclusive character:

1. Approve the annual budget and its liquidation, as well as the relevant audit report.

2. Approval of the sports calendar and the annual sports programme.

3. Approval and amendment of the Statute of the Royal Spanish Federation, agreed by the vote of two thirds of the members present in the Assembly.

4. Election and eesc, by motion of censure of the President.

5. Election of the members of its Delegate Committee, by means of free and secret, equal and direct voting, as well as the provision of vacancies.

6. The dissolution of the Royal Spanish Federation, agreed by a two-thirds majority of its members.

7. The segregation of existing specialties or the inclusion of new ones, agreed by a majority of two thirds of the present members of the General Assembly.

Delegate Commission

Article 37.

The Delegate Commission is the assistance organ of the General Assembly of the Spanish Royal Federation of Olympic Shooting.

Article 38.

The composition of the Delegate Commission will be of 12 members plus the President of the Royal Spanish Federation. Its distribution by entities and estates will be as follows:

a) Four Presidents of Autonomous Federations.

b) Four club representatives.

c) Two sportsmen.

d) A technical-coach.

e) A juez-referee.

Article 39.

The members of the Delegation, who will be members of the General Assembly, will be elected every four years by free and direct, equal and secret suffrage, by and among the members of each collective of the General Assembly with in accordance with existing legislation.

Article 40.

The Delegate Commission will meet in ordinary session once every four months on a proposal from the President of the Spanish Royal Federation.

Other meetings shall be of an extraordinary nature and may be convened by the President or at the reasoned request of one third of its members.

Article 41.

Corresponds to the Delegate Commission, regardless of what is assigned in these Statutes:

a) The modification of the sports calendar.

b) The modification of the budgets.

c) The approval and modification of the Regulations.

d) The preparation of a report prior to the approval of the budgets.

e) The monitoring of the sports and economic management of the Spanish Royal Federation through the elaboration of an annual report to the General Assembly, on the memory of activities and the liquidation of the budget.

The amendments to points (a) and (b) may not exceed the limits and criteria established by the General Assembly.

Article 42.

The call of the Delegate Commission shall be notified in writing to all its members with 15 calendar days, at least in advance, except in cases of urgency, duly justified, in which its members may be convened with seven days in advance.

Article 43.

The validity of the constitution of the Delegate Commission will require at least one third of its members.

Article 44.

Members of the Delegate Commission will cease for:

1. Legal incapacity or death.

2. Stop belonging to the General Assembly.

3. Resignation.

The President

Article 45.

The President of the Spanish Royal Olympic Shooting Federation is the executive organ of the same. It holds the legal representation, convenes and presides over the governing and representation bodies and executes the agreements of the same.

Article 46.

The President has the economic, administrative and sporting direction of the Royal Spanish Federation, in accordance with these Statutes, assisted by the Board of Directors.

The President, as responsible for the management of the federation, must provide the management that will enable the planning and management of the different functional areas of the Federation to be properly carried out.

Article 47.

The President will be elected every four years, coinciding with the years of the Summer Olympics, by free, direct, equal and secret suffrage, by the members of the General Assembly. The candidates, who may not be members of the General Assembly, shall be presented, at least, by 15 per 100 of the members of the Assembly, and the election shall be carried out by the double-lap system, in the event that in a first round no candidate reaches the absolute majority.

Article 48.

The President, who will also be from the General Assembly and the Delegate Commission, will have a vote of quality in the event of a tie in the adoption of the agreements of these bodies.

Article 49.

It will not be possible to be elected President of the Spanish Royal Federation who has held such a condition for the three periods immediately before, whatever the effective duration of these.

Article 50.

The procedure for electing the President will be in accordance with the rules that the Ministry of Education and Science will dictate for each electoral process, and the Electoral Regulation mentioned in Articles 26 and following.

Article 51.

The performance of the office of President will be the cause of incompatibility to occupy managerial positions in any other Spanish Sports Federation, and to engage in activities related to entities or companies that for commercial reasons, Industry or services are directly related to the Spanish Royal Federation and obtain a benefit from them.

Article 52.

The President will cease by:

1. Compliance with the deadline for which he was elected.

2. Legal incapacity or death.

3. Resignation.

4. Approval of a motion of censure by the General Assembly.

5. Disabling for public office performance.

6. Incur any of the causes of incompatibility referred to in the previous article, when the activity or charge is not waived.

Article 53.

Vacancy the Presidency, and with the exception of the motion of censure, the Board of Directors shall immediately be converted into a Gestora Commission which, presided over by one of the Vice-Presidents, or in its absence by the oldest vowel, develop exclusively administrative functions and convene the General Assembly for the election of the President within a maximum of 60 days.

Members of the Gestora Commission, including its President, if they present a candidacy for President of the Spanish Royal Federation, at the same time as their presentation will cause their charges to be dropped.

Article 54.

The motion of censure on the President should be proposed:

By the Delegate Commission, by request of the simple majority of its members.

For a third of the members of the General Assembly.

The motion of censure will be presented in a reasoned manner to the President, who will have to convene with extraordinary character the General Assembly to meet within a maximum of 15 days, with this motion of censure as the only item on the agenda. The notification of the extraordinary session shall be communicated in writing to all members of the General Assembly with at least seven calendar days in advance.

If the President does not convene the General Assembly, such a call may be made by the Superior Council of Sports.

The extraordinary session of the General Assembly debating the motion of censure will be presided over by the oldest member.

The motion of censure shall be deemed to be approved by the favourable vote of two-thirds of the members of the General Assembly. In this case, a Gestora Commission shall be elected, whose functions shall be of an administrative nature, composed of five members of the Assembly, who shall appoint President-in-Office among them and shall hold elections to the Presidency in the maximum period of 60 days.

If the motion of censure is not approved, no new motion of censure may be filed until a calendar year has elapsed since the date of the previous one.

Article 55.

In cases of absence or temporary incapacity, the President shall be replaced by the First Vice-President, or, where appropriate, by another Vice-President, who shall be a member of the General Assembly.

Article 56.

The office of President may be remunerated whenever such an agreement, as well as the amount of remuneration, is approved by half plus one of the members present in the General Assembly. The gross remuneration, including legally established social expenses, cannot be satisfied by the public subsidies received by the Spanish Royal Federation.

The remuneration may in no case extend beyond the duration of its term of office.

Board of Directors

Article 57.

The Board of Directors is the collegiate body of management of the Royal Spanish Federation, its members being freely appointed and revoked by the President.

Members of the Board of Directors who are not members of the General Assembly shall have access to the sessions of the Assembly with a voice but without a vote.

Article 58.

The composition of the Board will be as follows:

1. Vice-Presidents, one of whom will be Vice-President first, and will be a member of the General Assembly.

2. Vocals.

Article 59.

The Board of Directors ' positions will be honorary.

Article 60.

The Board of Directors shall meet at least every four months in ordinary session. The other sittings shall be of an extraordinary nature.

The call will be made by the President, so that the members will know the date, time and order of the day, with at least four days in advance. The Board of Directors may also be brought together at the request of at least one third of its members.

Article 61.

The validity of the meetings of the Board of Directors will require the majority of its members to attend, and in the second, a third of them.

The agreements of the Board of Directors will be taken by a simple majority of votes, the President's vote being settled in the event of a tie.

Article 62.

The incompatibilities provided for by the President in Article 51, as well as the conditions required to be a member of the General Assembly, shall apply to the members of the Board of Directors, except for point 6 of the Article 19 of these Statutes.

Article 63.

Board members will cease by:

1. Legal incapacity or death.

2. Resignation.

3. Decision of the President.

4. Incur some of the incompatibilities of the previous article.

Article 64.

It's the Board's competence:

1. Propose to the President the date and order of the day of the General Assembly.

2. General elections to the General Assembly and to the Presidency of the Spanish Royal Federation.

3. The preparation of the budgets for approval by the General Assembly.

4. The elaboration of the annual sports program, as well as the calendar of competitions for its presentation to the General Assembly.

5. Collaborate with the President in the economic, administrative and sporting direction of the Royal Spanish Federation.

6. Comply with and enforce the Statutes and Regulations.

7. The other powers assigned to it by the General Assembly or the rules in force.

Article 65.

A Permanent Commission composed of the President of the Royal Spanish Federation, and the Vice-Presidents, will be constituted for the matters of notorious urgency. The meetings shall be communicated telegraph to the other members of the Board of Directors, accompanying the agenda, so that they can attend the meeting if they wish to do so.

Article 66.

The Vice-Presidents shall assist the President in the tasks conferred upon them by express delegation, replacing the Vice-President first in the case of absence or illness, or in his case another Vice-President.

The Vice-Presidents will be in charge of the sports programs agreed upon by the General Assembly, will preside over the Technical Commissions and will submit their agreements to the endorsement of the Board of Directors.

The vowels must take responsibility for the specific missions assigned to them by the President.

Complementary and administration organs

THE GENERAL SECRETARY

Article 67.

The Secretary-General permanently attends all the governing bodies and representation of the Royal Spanish Federation, exercising the functions of the Fedeario and his adviser.

Article 68.

The Secretary-General will act as Secretary of all the governing and representation bodies, lifting minutes of the sessions of the collegiate bodies, in which he will have a voice but not the right to vote.

Likewise, he will be in charge of issuing the appropriate certifications of all the acts of the organs of government and representation.

Article 69.

Are the competencies of the Secretary-General:

1. To exercise the leadership of the Royal Spanish Federation by delegation of the President.

2. Prepare the resolution and dispatch of all federal matters.

3. Receive and issue the official correspondence of the Royal Spanish Federation, being responsible for the registration of the entrance and exit of the same.

4. He organizes and directs the archive of the Royal Spanish Federation and is responsible for the official stamps of the same.

5. It provides documentation and informs the governing and representation bodies, as well as the technical bodies of the Royal Spanish Federation.

6. Takes care of the good order and status of all the federative dependencies.

7. It prepares the meetings of the governing and representation bodies, raising the proceedings of them, taking responsibility for the official books of the minutes.

8. He is responsible for the correspondence with the international organizations to which the Royal Spanish Federation belongs.

9. Any other functions entrusted to you by the present Statutes and regulations of the Royal Spanish Federation of Olympic Shooting.

THE GERENT

Article 70.

The Manager is the governing body of the Royal Spanish Federation. He shall authorize with his signature, in conjunction with that of the President or person delegated by him, all accounting operations documents.

Article 71.

They are the competition of the manager of the Spanish Olympic Shooting Federation:

1. Keep the accounts of the Royal Spanish Federation, and guard the official books.

2. Exercise the economic inspection of all the governing bodies and representation of the Royal Spanish Federation.

3. Prepare the balance sheets which will be regularly submitted to the Board of Directors and other governing bodies and representatives.

Article 72.

Both the position of the Secretary-General and the Manager may be remunerated, in which case it shall have the own consideration of the senior staff referred to in Article 2.1 (a) of the Staff Regulations and Royal Decree 1382/1985, of 1 August

Technical Organs

Article 73.

They are technical bodies of the Royal Spanish Federation:

Article 74. Sports Discipline Committee.

The Sports Discipline Committee of the Royal Spanish Federation of Tyre is responsible for the exercise of sports disciplinary power, in accordance with the provisions of Law 10/1990, of 15 October, of Sport; Royal Decree 1591/1992, of 23 December, on Sports Discipline and provisions that develop it.

The components of the Sports Discipline Committee will be chosen every four years, with the same criteria used for other positions of representation and government of the Royal Federation, by and among the members of the Assembly. General.

The Committee will be composed of five members, one for each of the General Assembly, plus five alternates. They shall propose to the President of the Spanish Royal Federation the appointment of the Chairman of the Committee and elect the Secretary of the Committee.

Article 76. National Committee of Trainers.

The National Committee of Trainers is the technical organ dependent on the Spanish Royal Federation, and with its own territorial structure, which corresponds to the direction of the technical-trainers, as well as the interpretation and application of the technical regulations approved by the corresponding higher governing body of the Spanish Royal Federation.

The President of the National Committee of Trainers will be appointed by the President of the Royal Spanish Federation.

The National Committee of Trainers will enjoy organic and administrative independence in the performance of its duties, governed by its regulations, approved by the Delegation of the Royal Spanish Federation, will have of the economic resources allocated to it in the general budget.

Article 77. Spanish School of Tyre.

The Spanish School of Tyre is the technical organ of the Spanish Royal Federation, whose aims are the training, training and permanent updating of the shooters, judges and coaches, as well as the research and dissemination of the techniques and teaching of sports shooting.

Its headquarters will be located in the same locality as the Spanish Royal Federation, without prejudice to the fact that, when the fulfilment of its aims advises the contrary, it can develop its activities in other places of the Spanish territory.

The Spanish School of Tyre is both administrative and organizationally dependent on the Royal Spanish Federation, and its operation will be regulated by its Rules of Procedure, whose approval corresponds to the Delegation of the Royal Spanish Spanish Federation.

Article 78. Technical Committees.

The Technical Commissions are bodies of work and consultation of the Royal Spanish Federation, which will understand the technical-sports questions in each of the assigned subjects.

The Technical Commissions will depend on the performance of their role of the President of the Royal Federation and will give their advice to the representative and governing bodies of the Royal Federation. Their information and opinions must be endorsed by the Board of Directors.

Sports associations, athletes, coaches and judges-referees

Article 79.

Sports associations, sportsmen, coaches, coaches and referees are integrated into the Spanish Royal Federation through the federative structures of regional autonomy that correspond to their geographical situation and their legal domicile, provided that they comply with the laws in force and comply with the present Statutes and the Regulations which develop them, and at all times submit to the authority of the federative bodies in the matters of their jurisdiction.

Article 80.

It will be the rights of athletes, coaches and judges:

1. Receive the tutelage of the Royal Spanish Federation with respect to their legitimate sporting interests.

2. To receive teaching in accordance with the regulations of the Superior Council of Sports and the Royal Spanish Federation.

3. To receive medical attention, through the concerted insurance entities, in case of injury or illness produced by the sports practice in training, as well as in official competitions.

4. The use and enjoyment of the assets of the Royal Spanish Federation of Olympic Tyre, as well as any other property in possession of the same whose purpose is its sport use.

5. To take part in its activities and in the functioning of its organs, in accordance with the laws, the present Statutes and with the Regulations in force.

6. To separate freely from the Royal Spanish Federation.

Article 81.

It will be the duties of athletes, coaches and judges in general:

1. Submit to the disciplinary and sports regime established by the Royal Spanish Federation.

2. Pay the corresponding federal fees and fees.

3. Subscribe for the corresponding federative license.

4. To be guided at all times with the seriousness and responsibility of the practitioners of a sport with the peculiarities and social problems of the Sports Shooting.

5. Abide by the agreements of the federative bodies, without prejudice to recourse to the competent federal authorities and, where appropriate, to the ordinary jurisdiction.

Article 82.

The annual federal license is the document that credits the permanent membership to the Royal Spanish Federation, and allows participation in the activities and sports competitions at national level.

The General Assembly shall regulate at any time the rules governing the issue of licences, the minimum conditions of which shall be:

a) Uniformity of economic conditions for each sports license mode.

b) Uniformity of content and data expressed, depending on the different categories of sports licenses.

(c) Licences shall be issued within a maximum of 15 days from the application, and once verified compliance with the sporting requirements laid down in the sports regulations in force at any time. The unjustified non-issuance of the sports license will generate the corresponding sports disciplinary responsibility of the Federation.

d) The revenues produced by the issuance of licenses will primarily be directed to finance the structure and operation of the Spanish Royal Federation.

Article 83.

The integration into the Spanish Olympic Shooting Federation of sports associations, athletes, coaches and judges-referees will be made through application, accompanied by the documentation required for each case, by issuing the appropriate licence.

Economic Regime

Article 84.

The Royal Spanish Olympic Shooting Federation, which has its own heritage and budgets, will adapt its accounting to the rules of adaptation of the General Plan of Accounting to the sports federations developed by the Institute of Accounts and Audit of Accounts of the Ministry of Economy and Finance, and any other accounting provision of mandatory compliance.

Article 85.

The Board of Directors will prepare the draft budget for each financial year, which, in compliance with the provisions of Article 29 of Royal Decree 1835/1991 and after the agreement of the Delegate Commission, will be presented to the Superior Council of Sports.

Article 86.

The Board of Directors will draw up the financial statements provided for in the adaptation rules of the General Accounting Plan for Spanish sports federations, as well as the liquidation of the budget together with the corresponding explanatory memory. These financial statements will be audited in accordance with the provisions of the Law of Sport and provisions that develop it and the report issued will be brought to the attention of the General Assembly.

Article 87.

Constitute the income of the Royal Spanish Federation:

1. Grants received from both public and private entities.

2. Donations, inheritances, legacies and prizes awarded to you.

5. The loans or loans granted to it.

6. Own resources, derived from licensing fees, federal fees or contracts to be made.

Article 88.

The Royal Spanish Federation will allocate all of its income and its patrimony to the achievement of its object's own ends.

The funds must necessarily be deposited in accounts in the name of the Royal Spanish Olympic Tyre Federation, in banks or savings banks, without prejudice to keeping in cash the precise sums to meet the costs. currents.

Article 89.

Article 90.

No multi-annual expenditure may be committed during the term of office, without the authorisation of the High Sports Council, where the annual committed expenditure exceeds 10 per 100 of the budget and exceeds the mandate of the President.

Article 91.

The Spanish Royal Federation's own revenues should be allocated as a priority to its structural expenditure.

Documentary Regime

Article 92.

The documentary regime of the Royal Spanish Federation will comprise the following books:

1. Book Register of Autonomous Federations and other federal structures, which shall reflect the names of the same, their registered office, field of competence, organization, name, surname and national identity document of the President and other members of the Board of Directors, dates of inauguration and cessation of the same.

2. Record books that will record the meetings held by all the collegiate bodies of the Spanish Royal Federation, both government and representative.

Disciplinary regime

Article 93.

The disciplinary regime of the Royal Spanish Federation shall be governed by the provisions of Royal Decree 1591/1992 of 23 December 1992, developed by the Regulations of Federative Discipline.

The approval or amendment of the Disciplinary Regime must be approved by a majority of two-thirds of the members present in the Delegate Committee.

The Regulation of the Sports Disciplinary Regime complements these Statutes and is annexed to the statutory provisions.

Legal regime

Article 94.

Against the acts and agreements of the organs of the Royal Spanish Federation, all of its federated ones will be able to go, once the sports-administrative route has been exhausted, to the ordinary jurisdiction.

In any case, the parties involved may voluntarily submit to an arbitration or an out-of-court settlement, subject to the conditions set out in Royal Decree 1835/1991 of 20 December, and federal rules that develop.

Autonomic Federations

Article 95.

The autonomic federations are integrated into the Royal Spanish Olympic Shooting Federation, based on the provisions of Article 6. of Royal Decree 1835/1991.

Their area of territorial competence coincides with that of the respective Autonomous Communities.

Article 96.

The autonomic federations will be represented by their President or person appointed by the General Assembly and the Delegation for those who are elected.

Article 97.

the autonomic federations will adjust their statutes to the norms dictated by the Autonomous Communities of the State, and must recognize the exclusive competence of the Royal Spanish Federation in all the sporting events of (a) national level or in excess of the regional level, and in particular those of an international nature.

There will be no international competition in which the Spanish Flag, which defines the Constitution as a representative of the Spanish representative team, will not be present.

Article 98.

Without prejudice to the patrimonial and economic independence that all of the Autonomous Federation is responsible for in its field, the Royal Spanish Federation will control all the grants received from it or through it.

Article 99.

Article 100.

The Royal Spanish Olympic Shooting Federation will be extinguished for the following reasons:

3. By judicial resolution.

4. For the other reasons provided for in the general legal order.

Article 101.

Article 102.

The proposal to amend the Statutes to the General Assembly may be made:

Transitional provision third.
