Royal Decree 379/1993, of 12 March, of the Management of Official Publications, regulates the editorial activity of the various ministerial departments and establishes the fundamental lines of the organization of the Units entrusted with the management of this editorial activity, responding to the objective of improving the normative framework already established by Royal Decree 1434/1985, of August 1, and adapting it to the current purposes of the editorial activity of the Administration.

The new regulations make it necessary to modify the organization and powers of the Advisory Committee for Publications of the Department, created by Order of 19 January 1986, in accordance with the contents of Royal Decree 379/1993.

In its virtue, with the favorable report of the Coordinating Board of Official Publications, and after the Minister for Public Administrations has approved it, I have had to have:

Article 1.

The Publications Advisory Committee of the Ministry of Foreign Affairs will have the following composition:

President: The Deputy Secretary of the Department or, by his delegation, the Technical Secretary General.

Vice President: The Technical Secretary General.

Vocals: A representative of each of the Department's management, autonomous entities and bodies, and the Deputy Director-General of the Budget Office.

Secretary: The Head of the Documentation and Publications Centre.

Article 2.

The representatives of the management centres, entities and autonomous bodies shall be appointed by their respective holders among officials at the level of the Deputy Director-General or assimilated, in accordance with Article 6. of Royal Decree 379/1993, without prejudice to the attendance of the official of whatever level they deem appropriate.

May be incorporated into the meetings of the Publications Advisory Commission by decision of the President, as advisors, the officials of the Department who, by their specialty, are deemed necessary to intervene in some specific aspect.

Article 3.

Corresponds to the Publications Advisory Commission:

a) To inform, in advance of their referral to the Coordination Board of Official Publications, the proposal of the Department in relation to the General Plan of Official Publications.

b) To inform, in advance of their referral to the Board of Coordination of Official Publications, the editing proposals to be included in the annual Editorial Program of the Department, of semi-annual approval, which must be adapted to the criteria and objectives contained in the General Plan for Official Publications of the State Administration.

c) Report the editing proposals that are formulated after the semi-annual approval of the Editorial Program. These proposals must be accompanied by a supporting document of the need and urgency of the edition and once approved by the holder of the Department will be integrated into the Editorial Program, for the purposes of the provisions of Article 9. of Royal Decree 379/1993.

(d) Inform and propose the necessary criteria for the distribution and marketing of the official publications of the Department.

e) Inform and propose the draft standards that affect the Department in the field of official publications.

f) Orienting the department's publishing and broadcasting activities, providing advice on how many issues relate to those.

g) Advise the Department's Senior Bodies on how many subjects they refer to official publications.

h) Track the Editorial Program and report the Department's Annual Report Memory.

i) Constituency, where appropriate, special commissions for the treatment of specific issues of its competence.

Article 4.

The functions of the Secretariat of the Publications Advisory Commission will be as follows:

a) Develop the proposal of the Department in relation to the General Plan of Official Publications of the State Administration.

b) Develop the project of the annual Editorial Program of the Department, of semi-annual approval, based on the proposals made by the different management centers, autonomous agencies and entities of the Department, within of the framework laid down by the General Plan and in accordance with the available budgetary resources.

(c) Provide technical assistance to the Commission and implement the Commission's agreements.

d) Issue accreditative certification of the inclusion of publications in the Department's Editorial Program, for the purposes of Article 9. of Royal Decree 379/1993.

e) Develop the Department's Annual Report Memory.

f) Maintain coordination with the Department's management centres, entities and autonomous bodies, in matters related to the Commission's powers.

Article 5.

The Publications Advisory Committee shall meet, precept, for the exercise of the powers provided for in Article 3. of this Order and how many times its President sees fit.

Article 6.

The Technical General Secretariat of the Ministry of Foreign Affairs is the organization of the relationship of the Advisory Committee of Publications of the Department with the Board of Coordination of Official Publications.

Additional disposition.

Without prejudice to the peculiarities provided for in this Order, the Commission shall be governed by the provisions of Chapter II of Title II of Title II of Law 30/1992, of the Legal Regen of Public Administrations. and the Common Administrative Procedure.

Repeal provision.

The Order of the Ministry of Foreign Affairs of 19 January 1986 was repealed and was regulated by the Publications Advisory Committee of the Ministry of Foreign Affairs.

Final disposition.

This Order shall enter into force on the day following that of its publication in the Official Journal of the State.
