Article 5 of Royal Decree 986/1991 of 14 June ('Official State Gazette' of 25) approving the timetable for the implementation of the new management of the education system provided that in the academic year 1991-1992 the Educational administrations would begin the gradual implementation of the second cycle of Child Education, established by the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System.

Royal Decree 1333/1991 of 6 September ("Official State Gazette" of 9) established the curriculum for the Education of Children for educational institutions located in the field of management of the Ministry of Education and Science, by integrating the provisions of Royal Decree 1330/1991, of 6 September ("Official State Gazette" of 7), which establishes the basic aspects of the curriculum for the education of children. For their part, the material conditions required of the centers, as well as the specialization of the teachers and the maximum number of students per classroom were regulated by the Royal Decree 1004/1991, of June 14, "Official State Gazette" of 26), by the establishment of minimum requirements for centres providing for general non-university education.

The Order of September 12, 1991 ("Official State Gazette" of 14), established the procedure for the gradual implementation of the second cycle of Child Education during four academic courses from 1991-1992. That same Order and those of 28 July 1992, ("Official State Gazette" of 11 August,) and 14 June 1993 ("Official State Gazette" of 25), designated the corresponding centres for the implementation of Child Education in the courses 1991-1992, 1992-1993 and 1993-1994.

In order to complete the process of implementation in the management centers of the Ministry of Education and Science, with the required quality requirements, it has been estimated that, in two years, the deadline will be extended initially. so that in the course of 1996-1997 the whole process is over.

In its virtue, and making use of the attribution conferred to the Ministry of Education and Science by the final provision of Royal Decree 986/1991, of 14 June, approving the timetable for the implementation of the new Education system planning, I have:

First. -In the course of 1994-1995 they will implement the second cycle of Children's Education, the public centers listed in the Annex to this Order.

Second. -In the centers that begin to implement the second cycle of the Child Education, this implantation will occur simultaneously in all the units of this cycle that has the center.

Third. -1. In order to enable the centres listed in the Annex to this Order to be adapted to the needs arising from Child Education, the Ministry of Education and Science will take the necessary steps to improve the the material conditions of the centres.

2. In addition, the provincial teachers ' training plans will pay particular attention to the training of teachers in these schools.

Fourth. -1. In the centres that implement the second cycle of Child Education, the maximum number of children per classroom will be 20 for the three-year units and 25 for those aged four and five.

2. By way of derogation from the previous paragraph, pursuant to Article 17.3 of Royal Decree 1487/1994 of 1 July 1994 amending and supplementing Royal Decree 986/1991 of 14 June 1991 laying down the timetable for implementing the the new management of the education system, the obligation to register a maximum number of pupils per child education unit may be deferred according to the provincial planning carried out.

Fifth. -The validity of the Resolution of 21 June 1993 ("Official State Gazette" of 30), of the Secretariat of State of Education on the process of elaboration and revision of the curriculum projects in Child Education.

Additional disposition.

The deadline for the progressive implementation of the second cycle of early childhood education set out in the eighth order of the Order of 12 September 1991, which regulates the gradual implementation of the second cycle of education Children, is extended to the course 1996-1997.

Final disposition first.

The Secretary of State for Education is hereby authorized to lay down the provisions that are necessary for the execution of the provisions of this Order.

Final disposition second.

This Order shall enter into force on the day following that of its publication in the Official Journal of the State.
