Royal Decree 1183/1990 of 28 September, in accordance with the provisions of Article 7 and the final provision of Law 13/1986 of 24 April, for the Promotion and General Coordination of Scientific and Technical Research, established the structure of the Inter-Ministerial Science and Technology Commission.

In order to determine the composition referred to in the aforementioned Royal Decree, it was considered a priority to guarantee the necessary coordination of public administrations, including, in particular, those Departments that develop actions in the field of research and more directly related to the management of the resources of the National Fund for the Development of Scientific and Technical Research, among which it stands out with special relevance, and thus He considered the composition of the Inter-Ministerial Commission and the Commission's Permanent, the Ministry of Industry and Energy.

Since the validity of the aforementioned law, there have been various changes in the organization of the General Administration of the State, which have incited the name and competencies of the ministerial departments with representation in the Inter-Ministerial Commission, and by Royal Decree 1335/1994 of 20 June, the basic organic structure of the Ministry of Industry and Energy has been modified.

On the other hand, the constant involvement of the Ministry of Social Affairs in programmes of scientific research and technological development related to disability and rehabilitation technology, and its interest in the extension and intensification of policies to promote these activities, advise the incorporation of this Department to the Inter-Ministerial Commission, in order to ensure the appropriate correspondence of such interest and participation with the functions and objectives of the Commission.

Consequently, on the proposal of the Minister of Education and Science, with the approval of the Minister for Public Administrations, and after deliberation by the Council of Ministers at its meeting on March 17, 1995,

DISPONGO:

Article 1. Composition of the Interministerial Committee on Science and Technology.

The Inter-Ministerial Committee on Science and Technology, an organ of planning, coordination and monitoring of the National Plan for Scientific Research and Technological Development, will have the following composition:

a) President: The Minister of Education and Science.

b) First Vice President: The Secretary of State for Universities and Research in the Ministry of Education and Science.

c) Second Vice-President: The Minister of State for Industry of the Ministry of Industry and Energy.

d) Vocals: The Secretary General of Energy and Mineral Resources. The Directors-General of Scientific and Technical Research of the Ministry of Education and Science, Industrial Technology of the Ministry of Industry and Energy and Planning of the Ministry of Economy and Finance, and a representative, with Minimum category of Director-General, Cabinet Office of the Presidency and each of the following Ministries: Agriculture, Fisheries and Food; Foreign Affairs; Social Affairs; Culture; Defence; Education and Science; Public Works, Transport and Environment, and Health and Consumer Affairs.

e) Secretary: The Secretary General of the National Plan for Scientific Research and Technological Development.

Article 2. Composition of the Standing Committee of the Inter-Ministerial Committee on Science and Technology.

The Standing Committee of the Inter-Ministerial Science and Technology Commission will be composed of the following members:

(a) President: The Secretary of State for Universities and Research of the Ministry of Education and Science.

b) Vice President: The Secretary-General of Energy and Mineral Resources of the Ministry of Industry and Energy.

c) Vocals: The Directors-General of Scientific and Technical Research of the Ministry of Education and Science, Industrial Technology of the Ministry of Industry and Energy and Planning of the Ministry of Economy and Finance.

d) Secretary: The Secretary-General of the National Plan for Scientific Research and Technological Development.

Single repeal provision. Regulatory repeal.

As many provisions of the same or lower rank are repealed, they object to the provisions of this Royal Decree and, expressly, the Royal Decree 1183/1990 of 28 September, determining the composition of the Interministerial Committee on Science and Technology.

Single end disposition. Entry into force.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
