The Royal Decree 10/1988, of 8 January, establishes the basic organic structure and functions of the "Carlos III" Health Institute. Under Royal Decree 1415/1994, which partially modifies the organic structure of the Ministry of Health and Consumer Affairs, the National School of Health is attached to the "Carlos III" Health Institute.

In order to adapt the organization and operation of the Institute to the principles of effectiveness, speed, economy and flexibility referred to in Article 7 of the General Law of Health and in accordance with the provisions of the Articles 13 and 14 of Law 30/1992, of 26 November, of the Legal Regime of the Public Administrations and Common Administrative Procedure, this Directorate agrees to approve the delegation of powers that follows:

First. -They are delegated to the Secretary-General:

1. The approval of the replenishment of funds and the allocation of expenditure to the budget referred to in Article 7 of Royal Decree 725/1989 of 16 June on fixed cash advances.

2. The authorization of the service commissions regulated by Royal Decree 236/1988 of 4 March on compensation for the service, where this competence is not delegated to other bodies of the Institute, as well as in the cases of absence, vacancy or sickness of the holders of the same.

3. The approval and provision of the expenditure, the recognition of the obligation and the management of the payment in the case of files of less than or equal to 5,000,000 pesetas that are processed in the Institute of Health "Carlos III".

4. The distribution of the maximum expenditure allocated for concepts and periods determined by paying boxes, as referred to in point 2.2 of the Order of 26 June 1989 for the development and implementation of Royal Decree 725/1989.

Second. -They are delegated to the Director of the Agency for the Evaluation of Health Technologies, in the Deputy Director-General of Health, in the Deputy Director General of Control, in the Deputy Director-General of Coordination of the Research, in the Deputy Director-General for Training and Dissemination of Research, Director of the National School of Health and the Directors of National Centres attached to the "Carlos III" Institute of Health:

1. The functions contained in Article 5 of Royal Decree 725/1989, on fixed cash advances, relating to the materialization of the order directed at the Paying Cashier to make the payment of the expenses, when these are produced in the which are headlines.

2. The authorization of the service commissions, regulated by Royal Decree 236/1988 of 4 March 1988, on compensation for the service, provided that the commissions are of a duration of less than or equal to seven days or their amount is less than or equal to 500,000 pesetas and are made by personnel assigned to the units from which they are holders.

Third. -They are delegated to the Technical Advisor for Economic Affairs:

1. The functions set out in Article 5 of Royal Decree 725/1989 of 16 June 1989 on fixed cash advances relating to the materialization of the order directed at the Paying Cashier to pay the costs incurred at the Registry General, with the exception of service commission derivatives.

Fourth. -They are delegated to the Technical Advisor for the Staff Area:

1. The functions set out in Article 5 of Royal Decree 725/1989 of 16 June 1989 on fixed cash advances relating to the materialization of the order addressed to the Paying Cashier to pay the costs of the service commissions, which have not been the subject of the delegation contained in the second paragraph of this Resolution.

Fifth. The delegation of powers in this Resolution is without prejudice to the detriment of the delegating body, at any time, the knowledge and resolution of how many matters covered by it. consider appropriate, in accordance with the provisions of Article 14 of Law No 30/1992 of 26 November 1992, cited above.

Sixth. -How many acts and resolutions are adopted in the exercise of the powers conferred under this rule will expressly state the delegation with reference to this Resolution and the data of its publication in the " Bulletin State Officer. "

Seventh. This Resolution shall enter into force on the day following that of its publication in the "Official Gazette of the State".
