Royal Decree 280/1995 of 24 February, which provides for the renewal of the municipal register of inhabitants in all Spanish municipalities with reference to 1 March 1996, provides for the additional provision second, that the National Statistics Institute and the Directorate-General for Territorial Cooperation will dictate the guidelines and instructions of a technical nature and determine the contents of the standard registration sheet in terms of its characteristics basic.

Likewise, the final provision of the aforementioned Royal Decree enables the Ministers of Economy and Finance and the Public Administrations to issue the necessary provisions and instructions for the fulfilment of the disposed in the same.

In its virtue, and on the proposal of the Ministers of Economy and Finance and for the Public Administrations, I have had to dispose:

First. Distribution and collection of the registration sheets.

Fixed in Royal Decree 280/1995 of 24 February, the date of reference of the renewal of the municipal register of inhabitants at zero hours of March 1, 1996, the distribution and collection of the leaves of The registration will be carried out in such a way as to be completed before 30 April 1996 in the municipalities of more than one section and before 30 March in the single section municipalities.

Second. Obligation to register.

The registration will be carried out in all the municipalities of the national territory. The obligation to register in the municipality includes all the persons who live in the municipal term at the time of the formation of the municipal register of inhabitants.

In accordance with Article 15.1 of Law 7/1985, Regulatory of the Bases of the Local Regime, all Spanish or foreign nationals living in Spanish territory must be registered in the municipality in which they habitually reside. Anyone living in a number of municipalities must register in which they are staying for a longer period of time. Third. Standard registration sheets.

For the registration, two models of sheets will be used: one for registration in family homes and one for registration in collective establishments.

The basic content of the standard sheet is that determined by Article 13 of the Royal Legislative Decree 781/1986, of 18 April, in the wording given by the additional twenty-fifth provision of Law 4/1990 of 29 June.

The models of both sheets with the basic characteristics to be included are included in this Order, as Annex I.

Fourth. Preprinted sheets.

Those councils which, in accordance with Article 5 of Royal Decree 280/1995 of 24 February, intend to use for the registration standard sheets preprinted with the data of the residents listed in the file They shall send the information set out in Annex II to the Provincial Delegation of the National Statistical Institute within the time limit specified in that Annex.

This delegation will communicate to each City Council if it has a duly updated Padron for the use of pre-printed sheets, before two months from the reception of the information.

Fifth. Additional information.

The additional information requested in the standard sheet, under Article 17.1 of Law 7/1985, of 2 April, Regulatory of the Bases of the Local Regime, must be included, provided it is not incompatible with the requirements imposed by bilingualism or pre-printing of the standard sheets, following the characteristics contained in the model sheets of Annex I or in a separate sheet, ensuring, in any case, respect for fundamental rights recognised in the Constitution.

Sixth. Models other than standard registration sheets.

Councils which are to use standard sheets other than the one set out in Annex I shall, prior to their printing, submit the design of the sheets to the Provincial Delegation of the National Institute of Statistics, in order to enable this body to verify that the basic characteristics have been included, as well as the explanatory notes on the first page of these models of standard sheets.

The submission of the leaves to the Provincial Delegation of the National Statistics Institute will be carried out before 1 December 1995, with the provision of a period of 15 days to communicate the objections to them.

Seventh. Registration in family homes.

The registration sheets for family housing will include people who have their habitual residence in the house. Those persons who, on the date of reference of the standard renewal, are in the family housing having their habitual residence in another municipality (passers-by) will be counted globally classified by sex.

Eighth. Registration in collective establishments.

The registration sheets for collective establishment will include those persons who are habitually resident in the establishment and are not, therefore, resident in another housing of the same or different municipality. Persons who, on the date of reference of the registration, are in the collective establishment having their habitual residence in another municipality (passers-by) shall be counted globally classified by sex.

Ninth. Registration of persons residing in the municipality of residence.

The registration in the Municipal Register of inhabitants of persons residing in the municipality of which they are not domiciled in the municipality, can only be carried out after having put the fact in the knowledge of the social services competent in the geographical area where these persons reside.

10th. Completion of the registration sheets.

The registration sheet for family dwellings will be completed by any older person residing in the house and must be signed by all older people whose data are shown on the sheet.

The standard registration sheet in collective establishment will be completed by the Director, Manager or Administrator and must be signed by each of the older enrollees.

The standard agent will provide the collaboration that is necessary for the perfect completion of the sheets.

If, within the collective establishment, there are houses of a family nature intended for managerial, administrative or service personnel, persons who are habitually resident in them shall be included in sheets Family housing standards.

11th. Coordination and counselling in the work of the standard renewal.

In order to guarantee the reliability of the population figures declared official, according to Article 7 of Royal Decree 280/1995 of 24 February, the National Statistics Institute will carry out through its officials or staff appointed by them, the coordination and advisory tasks at the different stages of the registration and the staff involved.

The results of these operations will be reported to the affected councils in order to make the appropriate corrections.

12th. Organization of the roll-up operation.

The National Institute of Statistics will determine the central, provincial and regional organization necessary to carry out the tasks assigned to them for coordinating and advising the different phases of the renovation. (a) a list of the functions and responsibilities of the officials to be appointed as central, provincial and regional coordinators.

Provincial coordination will be the responsibility of the Provincial Statistics Delegate. Each province will be divided into regions for better advice and coordination. Each region will be in charge of a regional coordinator.

In addition, for the development of the functions entrusted to the regional coordination, the number of coordination auxiliaries deemed necessary by the National Statistics Institute will be appointed on a proposal from the National Statistics Institute.

Coordination auxiliaries shall act on the orders of a regional coordinator and shall perform the tasks delegated to them by the coordinator in relation to the geographical area assigned to them.

13th. Office of registration.

In each municipality, the City Council will establish a registration office. In the municipalities with more than 200,000 inhabitants, the number of office-level offices considered best suited for a good deal may exist, with the agreement of the corresponding Councils and the Provincial Statistics Delegations. performance of the work.

Each registration office will be under the responsibility and technical direction of a local advisor.

14th. Local advisers.

According to Article 3 of Royal Decree 280/1995 of 24 February, which provides for the renewal of the standard, in each municipality, he will act as the local adviser to the National Statistics Institute for the renewal of the the official designated as such by the City Council for the purpose of carrying out the preliminary work.

In municipalities with more than 200,000 inhabitants, there should be as many local advisors as offices.

Each City Council shall communicate to the Provincial Delegation of the National Institute of Statistics, within 15 days of the entry into force of this Order, confirmation or new designation of the person or persons who will act as local consultants, taking into account that only new designations will be made in the event that more registration offices are created which local advisers would have been designated in the preliminary work phase or in the those cases of force majeure.

This communication will also include the location of the office or office for registration, and in the latter case the local advisor responsible for each of them.

Designated local advisors will act as such throughout the standard renewal operation.

If once the renewal has been initiated, for reasons of reason of greater cause, modify the person initially designated as local advisor, the National Statistics Institute will be notified of the new designation within a maximum period of time. seven days since such a circumstance occurs.

15th. Competencies of the local advisor.

The local advisor will be responsible for the correct implementation of the work of the standard renewal, and will have, among others, the following tasks: to carry out the recruitment, selection and training courses of the registration and group managers or other personnel used for the tasks of the standard renewal and other subsequent ancillary tasks, preparing and guarding the documentation and material for the implementation of the standard renewal, control and inspection duties on the work carried out by the staff in charge; the local problems that may arise and any other problems mentioned in the information manual, prepared by the National Statistics Institute, which will be provided by the Provincial Delegation.

The advice and coordination of the work assigned to the local advisor will be carried out by the coordinators and coordinators appointed by the National Statistics Institute.

sixteenth. Collection of information.

In order to carry out the work of the registration, the division will be used in statistical sections of the municipal terms carried out in accordance with the provisions of the Order of 6 April 1995 concerning works preliminary.

The distribution and collection of information for the registration sheets will be carried out independently for each section, and by the method and with the staff that the City Council considers more convenient, always having in the light of the fact that the collection of sheets must be completed before the dates referred to in Article 1.

Provincial Delegations of the National Institute of Statistics will refer to the Ayutas copies of

seventeenth. Registration and mission agents.

The registration agent must help to complete the sheets to the persons who request it and will have the other functions entrusted to it, in particular the fulfillment, for each section assigned, of the Notebook of the Agent of Empadronment.

Eighteenth. Notebook of the Agent of Empadronment.

The Notebooks of the Agent of Empadronment will be submitted by the National Institute of Statistics to the Councils, for completion, in sufficient number and in advance at the beginning of the work.

Those Councils that will use the Pre-printed Endorsement Agent Notebook for updating by the registration agents will have to adjust their content to the one approved by the National Statistics Institute. and set out in Annex III to this Order.

On a weekly basis, the local advisors will communicate to the Provincial Delegation of the National Statistics Institute the numerical summaries obtained in the "Notebook" of the "Empadronamiento" Agent of all the sections of their competence.

However, throughout the duration of the standard renewal operation, the National Statistics Institute, through its coordination coordinators or auxiliaries and by virtue of the coordination functions and You will be able to ask for the appropriate information from the Councils of the Agent of Empadronamiento, and you will be able to provide them with copies.

Nineteenth. Group managers and missions.

In the municipalities with various agents of the town councils, the councils will be able to hire the number of group managers they consider necessary, having as mission the control and inspection of the works of the agents of the registration of the data and the exhaustive coverage of each section of its agents, as well as the purging, sorting and numbering of the registration sheets. Twenty. Manual Tabulation notebooks.

The National Statistics Institute will send these notebooks, for completion, in sufficient numbers and in advance at the beginning of the work.

Manual Tabulation Notebooks may be performed using a computer procedure provided that the contents of the same are adjusted to the one approved by the National Statistics Institute and listed as Annex IV.

Twenty first. Inspection and control by the Councils.

The group managers, and in their absence the local advisors, will carry out the functions of control and inspection of the personnel in their capacity that intervenes in the operation of the standard renewal.

Twenty-second. Other competencies of the local advisor.

In the municipalities where no group manager has been appointed, it will be the local advisor who completes the corresponding Manual Tabulation Notebooks.

In municipalities where no registration agent has been appointed, the functions assigned to the local advisor will be performed by the local advisor, with the distribution and collection of the registration sheets and the completion of the Emulation Agent Notebook and Manual Tabulation Notebook.

In any case, the fact that the Local Advisor assumes these tasks cannot be delayed by the time limits set for the collection of information.

Twenty-third. Advertising.

The National Statistics Institute will carry out an advertising campaign on a national basis that will inform citizens about the renewal of the standard, the need and the obligation to participate in it, and the consequences policies and economic policies which, for them and their municipalities of residence, will be deducted from such a standard renewal.

To this end, the National Statistics Institute will be able to request the collaboration of the Councils.

Twenty-fourth. Refusals to complete the registration sheets.

If Manual Tabulation Notebooks are made from a computer procedure, they shall be transmitted in magnetic support and in accordance with the record format and characteristics specified in Annex IV.

Twenty-sixth. Numerical summaries of population.

From the numbered and ordered standard sheets, the Councils will draw up, according to the models that the National Statistics Institute will provide to the effect, and which are listed as Annex V, the numerical summaries of the population of the the municipality to be submitted to the City Council for approval before 1 August 1996 if the municipality has more than one section and before 1 July if the municipality is a single section.

These summaries may be obtained in the same format by means of computer procedures or may be referred to in magnetic support in the design of the register, which is also shown in Annex V.

Twenty-seventh. Proposal for the approval of population figures.

Fulfilled the formalities laid down in Articles 74 et seq. of the Regulations of Population and Territorial Demarcation of Local Entities, approved by Royal Decree 1690/1986 of July 11, each City Council will raise to the Provincial Statistics Delegation the proposal of the population figures resulting from the registration, before 15 September or 15 October 1996 depending on whether or not the municipality is a single section, referring, to this effect, the documentation set out in Annex VI and which can be obtained by information. This information may be transmitted in magnetic support with the specifications set out in that Annex.

Twenty-eighth. Operations to check population figures.

Within one month of receipt of the proposal for figures, the Provincial Statistics Delegates, once the results obtained have been checked, will communicate to each City Council their conformity to the relevant qualms on the population figures of the municipality, proposing to the President of the National Statistics Institute the population figures for their subsequent approval by the Government or the actions of verification that will be carried out, which will be ordered by the President of the National Statistics Institute.

Twenty-ninth. Official population figures.

The population figures of each municipality, which obtain the conformity of the National Statistics Institute, will be proposed by the president of this agency to the government for approval. These figures, once approved, shall be declared official, with reference to 1 March 1996, by means of the corresponding Royal Decree to which the total number of autonomous communities, provinces, islands and capital cities is annexed. province.

The National Statistics Institute will publish the official figures detailed by the municipality.

Thirty. Coding of the basic characteristics.

The coding of the basic features contained in the standard registration sheet are listed in Annex VII to this Order.

Thirty first. Codification of the supplementary information.

For the codification of the supplementary information, introduced by the Councils at the request of the corresponding Autonomous Community pursuant to Article 17.1 of Law 7/1985, the rules that the same set will be used.

In any case, when the National Statistics Institute has standardized or already used classifications, the codification of the supplementary information will be done according to these classifications, so that ensure, as far as possible, the comparability of statistics obtained for different municipalities.

Thirty-second. Statistical exploitation of the basic characteristics.

According to Article 8 of Royal Decree 280/1995 of 24 February, the National Statistics Institute will carry out a statistical exploitation of the basic characteristics of the population collected in the registration sheets. padronal.

Thirty-third. Submission of information for the statistical exploitation of computerised Ayformers.

Councils which have computerised renewal work will be able to provide the National Statistics Institute with accurate information for statistical exploitation on magnetic tape, according to the format of registration and characteristics as specified in Annex VIII.

The file to be sent will contain the total population records.

Thirty-four. Submission of information for the statistical exploitation of non-computerised Ayuntamas.

Non-computerised councils, or which do not transmit the information on magnetic tape, will have to fill in the optical reading forms which will be sent to them by the National Statistics Institute from the characteristics contained in the registration sheets, for the sample of the same as determined by the said body, and in accordance with the guidelines of the same.

Thirty-fifth. Time limits for the referral of information.

The information reviewed in the thirteenth and trigesimuarto points should be forwarded to the corresponding Provincial Delegation of the National Statistics Institute before 15 November 1996.

Thirty-six. Grants to the Councils.

The National Institute of Statistics shall grant grants, the amount of which is set out in Annex IX to this Order, for the costs incurred in completing and sending the documentation and other materials. required by the National Institute of Statistics for their statistical holdings, and by the tasks of the advisors carried out in order to ensure the coordination and advice of the National Statistics Institute in the renovation padronal.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
