The Order of the Ministry of Justice and Home Affairs of 7 July 1995, in respect of various aspects of the Private Security Regulation, in the first section of Chapter I of its Title I, provides that the authorization for the opening and operation of training centres intended to provide training and updating of private security personnel, the Secretariat of the State of the Interior should be asked to, on a proposal from the Directorate-General of the Police, shall decide as appropriate in accordance with the requirements set out in Annex I to that Regulation. Order.

In order for the Directorate-General of the Police to be able to substantiate this proposal, it must carry out the corresponding information activity. Activity which must be a constant monitoring, in accordance with the third paragraph of the same section as it prescribes that the Directorate shall carry out activities inspecting the organisation and operation of the approved training centres; "to ensure that the precise requirements for authorisation are met, and that the refresher courses are in line with the provisions of Article 57 of the Private Security Regulation".

It is also up to such a management centre to propose to the Secretariat of the State of the Interior, as required in the second section of the same title and chapter, the professional training modules which have to overcome the Security Watch hopefuls. And finally, in order to inform on the requirements necessary for the accreditation of the teachers of the referred centres, it is sent (third section of the first section) that, in the same direction, a commission of assessment of the teachers, made up of experts in the various fields.

Therefore, in order to comply with the provisions of the aforementioned standard, the designation of the administrative units and bodies of this Directorate-General of the Police, which must carry out the required functions, must be carried out. to draw up, in an appropriate manner, the proposed resolutions and the relevant activity. We must also proceed with the creation of the precious teaching commission for teachers.

In its virtue, I have:

First. -Organ of substantiation of the motion for a resolution on requests for the opening and operation of private security training centers.

The activities aimed at supporting the motion for a resolution on applications for the authorisation of the opening and operation of training centres, aimed at providing training and updating training for Private security personnel, to be elevated by this executive center to the Secretariat of State of the Interior, will be carried out by personnel from the Central Private Security Service, from the General Commissioner for Citizen Security.

Second. -Organ of elaboration of proposal on modules of training to be overcome by aspirants to the Security Vigilante.

The contents of the vocational training modules which the applicants for Safety Vigilance will have to overcome, and which will have to be taught in the corresponding approved training centres, will be developed for the proposal for this Directorate to the Secretariat of State of the Interior, by the Division of Training and Perfection.

Third. -Inspector activity of monitoring around private security training centers.

The monitoring activities for the organisation and operation of the already authorised private security personnel training and updating centres will be carried out, as far as the organisation is concerned. maintenance of the requirements set out in Annex 1 to the Order of 7 July 1995 of the Ministry of Justice and Home Affairs, by the aforementioned Central Private Security Service. Those concerned with the proper development of programmes and time-limits for vocational training modules, related to applicants for Safety Vigils, and the continuity of the requirements for teachers, will be performed by the Training and Perfecting Division.

Fourth. -Constitution of the evaluation commission of the faculty of such centers.

1. Composition.

The faculty assessment committee, which is set up in this Directorate-General, will be composed of the following members:

President:

The Operational Deputy Director General.

Vice President:

The Commissioner for Citizen Security.

The Head of the Training and Perfection Division.

Vocals:

The Technical Secretary of the General Commissioner for Citizen Security.

The Technical Secretary of the Training and Perfection Division.

The Head of the Update and Specialization Center.

The Head of the Central Private Security Service.

The Head of the Select Process Service.

The Head of Studies at the Update and Specialization Center.

The Head of the Operational Control Section of Safety Companies.

The Head of the Technical Section of the Central Private Security Service.

Secretary:

An official who holds a job with the Central Private Security Service, appointed by the President.

2. General legal regime.

The functioning of the faculty assessment commission shall be governed by the provisions of Articles 22 to 27 of Law No 30/1992 of 26 November 1992 of the Legal Regime of Public Administrations and of the Procedure Common Administrative Board, as well as the rules and internal instructions issued by the bodies themselves.

Fifth. -Coordination activities.

In order to establish proper coordination in the practice of the functions described in this Resolution, the units and administrative bodies responsible for the tasks shall hold as many joint meetings as necessary for the compliance with that purpose.

Single end disposition.

This Resolution shall enter into force on the day following its publication in the "Official State Gazette".
