In accordance with Article 32 of Decree 801/1972 of 24 March on the management of the activity of the State Administration in the field of International Treaties,

This Technical General Secretariat has provided the publication, for general knowledge, of communications relating to International Treaties, in which Spain is a party, received at the Ministry of Foreign Affairs between 1 January. of January 1996 and 30 April 1996.

The provisions of Article 5 (3) of the Convention shall not affect the application of Article 104 of the Code of Criminal Procedure of the Republic of Lithuania (corrected version I-551, 19 July 1994), which provides for that the decision to keep any person suspected of having committed a crime in pre-trial detention can also be taken by a prosecutor. This reserve shall be effective for one year after the Convention has entered into force in respect of the Republic of Lithuania.

The provisions of Article 5 (3) of the Convention will not affect the application of the disciplinary statute (Decree No 811 of 28 October 1992), approved by the Government of the Republic of Lithuania, which states that the can impose the arrest as a disciplinary sanction against the soldiers, NCO and officers of the National Defense Forces.

Statements:

Article 25. The Republic of Lithuania declares that it recognises for a period of three years the competence of the Commission to receive requests from any natural person.

Article 46. The Republic of Lithuania declares that it recognises for a period of three years as compulsory ipso facto the jurisdiction of the Court in all matters relating to the interpretation and application of the Convention.

The declarations of the Republic of Lithuania in respect of Articles 25 and 46 of the Convention shall also apply to the fourth and seventh protocols of the Convention.

Switzerland. 7 December 1995. Notification made in accordance with Article 25 (3) of the Convention, renewing for a further period of three years from 28 November 1995 the declaration recognising the Competition of the European Commission on Human Rights.

Turkey. 15 January 1996. Notification made in accordance with Article 25 (3) and 46 (3) of the Convention recognizing for a new period from 28 January 1996 to 31 January 1998 the Competition of the European Commission on Human Rights and from 22 January 1996 to the January 31, 1998 the mandatory jurisdiction of the European Court of Human Rights.

United Kingdom of Great Britain and Northern Ireland. January 29, 1996. Notification made in accordance with Article 46 (3) and 25 (3) of the Convention renewing for a period of five years, from 14 January 1996, the declaration recognising the mandatory jurisdiction of the European Court of Human Rights and from the 14 January 1996 the competence of the European Commission on Human Rights.

According to letter dated January 12, 1996, the United Kingdom Government renews, with respect to the territories for whose international relations it is responsible, the competence of the European Commission for Human Rights for five years. years, from 14 January 1996 to 13 January 2001.

The territories referred to in the letter dated January 12, 1996 are as follows:

Denunciation of the Exchanges of Letters of 15 February and 3 June 1961 establishing Agreement between Spain and Great Britain on the Passport of British Visitor.

On April 3, 1995, this Ministry of Foreign Affairs directed the Embassy of the United Kingdom in Madrid Note Verbal whose text is transcribed below:

" The Ministry of Foreign Affairs is very close to the United Kingdom Embassy in Madrid and has the honour to inform you that, pursuant to point 4 of the Exchange of Letters of 15 February 1961, Agreement between Spain and Great Britain on the passport of "British visitor", it is necessary to denounce the aforementioned Agreement.

Likewise, the Exchange of Letters of 3 June 1961, which introduces an amendment to the Exchange of Letters of 15 February 1961, is hereby denounced, allowing the British visitor's passports to be issued from 1 January 1961. June 1961 in the Channel Islands and in the Isle of Man to British subjects, citizens of the United Kingdom and Colonies.

The complaint of the Exchanges of Letters of 15 February 1961 and 3 June 1961 shall enter into force six months after the date of this notification, as stated in point 4 of the Exchange of Letters of 15 February 1961.

From that date, the requirement of a Spanish consular visa, prior to entry, transit or stay in the territory of Spain of holders of the "British visitor" passport, will be applied as a general rule.

The Ministry of Foreign Affairs takes this opportunity to reiterate to the United Kingdom Embassy in Madrid the testimony of its most distinguished consideration.

This complaint entered into force on 3 October 1995, six months after the date of the Spanish notification, as set out in its third paragraph.

Denunciation of the Exchange of Letters of 9 and 10 June 1966, establishing the Agreement between Spain and the Gambia on the abolition of visas.

dated June 15, 1994, the Embassy of the Republic of the Gambia Verbal Note whose text is then transcribed:

" The Embassy of Spain in Dakar greets the Ministry of Foreign Affairs of the Republic of the Gambia and invites you, for reasons of general policy and making use of the denunciation clause (paragraph 5) of the Agreement. The Agreement, established by an Exchange of Letters of 9 and 10 June 1966 between Spain and the Gambia on the abolition of visas, shall cease to be in force for Spain from 15 August 1994.

The application of the Agreement on the Suppression of Visas was already suspended pursuant to paragraph 6 of the Agreement, since the notification was made in this regard on 28 March 1983.

Consequently, the requirement of a Spanish consular visa prior to the entry, transit or stay of citizens of the Gambia in the Spanish territory, as had been the case since 1983, will be applied as a general regime.

The Embassy of Spain in Dakar takes this opportunity to reiterate to the Ministry of Foreign Affairs of the Republic of The Gambia the testimony of its most distinguished consideration.

The Agreement constituted by an Exchange of Letters of 9 and 10 June 1966 between Spain and the Gambia on the abolition of visas ceased to be in force for Spain as from 15 August 1994, as set out in the first paragraph of this Verbal Notice of denunciation.

The Permanent Representation of France has the honour of notifying the Secretariat of the Council of Europe, in application of the provisions of Article 11 of the Europe Agreement on the Regime of the Circulation of Persons of 13 December 1957 (STE number 25), the entry into circulation by the French authorities of a provisional identity card. This card, with a validity of three months, is issued to deal with an urgent need pending the issuance of a plastic identity card, the manufacture of which requires a certain period of time.

The French authorities request that this identity document be recognized as a valid identity and travel document for the access of French citizens to the territory of the different States parties.

Canada.

" By subscribing to this Agreement, and in relation to the United States, in the case of Annex 1 (Federal Departments and Agencies), Canada's commitments are based on our understanding of: 1) The value of the U.S. United on the date of the signing of the Agreement in Marrakesh, and 2) The value of the "contracts reserved for small businesses and minority enterprises", discussed with the United States in relation to the exception adopted in its offer with with regard to those programmes. Canada also points out that its commitments are based on the understanding that the value of the contracts of the United States, which would otherwise be subject to the ACP-WTO, and to which preferences are applied with respect to small and medium-sized enterprises. companies belonging to minorities in the United States, is compatible with the statistics presented recently by the United States, in accordance with the requirements of Chapter 10 of the FTA. These statistics indicate that the total value of contracts reserved for small and minority enterprises by US departments and agencies amounts to 3 billion US dollars. Korea.

The World Trade Organization (hereinafter referred to as the WTO), taking into account the approval of the General Council of the WTO, granted under Article XII of the Marrakesh Agreement establishing the WTO World Trade (hereinafter referred to as the "WTO Agreement") and the Republic of Ecuador (hereinafter referred to as "Ecuador").

Taking note of the report of the Working Group on the Accession of Ecuador to the WTO set out in document WT/L/77,

Given the results of the negotiations held for Ecuador's accession to the WTO,

Adopt the following provisions:

Part One. General provisions

1. From the date of entry into force of this Protocol, Ecuador shall accede to the WTO Agreement in accordance with Article XII of that Agreement and shall therefore become a Member of the WTO.

2. The WTO Agreement to which Ecuador will accede is the WTO Agreement in its rectified, amended or otherwise amended form by the legal instruments which would have entered into force before the date of entry into force of this Agreement. Protocol. The latter, which shall include the commitments referred to in paragraph 81 of the Working Group Report, shall be an integral part of the WTO Agreement.

3. Unless otherwise provided in the paragraphs referred to in paragraph 81 of the Report of the Working Group, Ecuador shall apply the obligations of the Multilateral Trade Agreements annexed to the WTO Agreement to be applied to the length of a period starting from the entry into force of that Agreement as if it had accepted that Agreement on the date of its entry into force.

4. The phasing out of the dismantling of the tariff adjustment mechanism shall be applied in accordance with the timetable set out in Annex II to this Protocol.

Part II. Lists

5. The lists annexed to this Protocol shall become the list of concessions and commitments annexed to the General Agreement on Tariffs and Trade 1994 (hereinafter referred to as the 'GATT 1994') and the list of specific commitments annexed to the Agreement. General Agreement on Trade in Services (hereinafter referred to as "GATS") for Ecuador. The scale of the concessions and the commitments listed in the lists shall be applied in accordance with the relevant parts of the respective lists.

6. For the purposes of the reference referred to in Article II (6) (a) of the GATT 1994 to the date of that Agreement, the date of entry into force of the lists of concessions and commitments annexed to this Protocol shall be the date of of the entry into force of the latter.

Part Three. Final provisions

7. This Protocol shall be open to acceptance by signature or otherwise of Ecuador until 31 December 1995.

8. This Protocol shall enter into force on the thirtieth day after it has been accepted.

9. This Protocol shall be deposited with the Director-General of the WTO. The Director-General of the WTO shall, without delay, transmit an authenticated copy of this Protocol, as well as a notification of the acceptance thereof, in accordance with paragraph 7, to each WTO member and to Ecuador.

10. This Protocol shall be registered in accordance with the provisions of Article 102 of the Charter of the United Nations.

Made in Geneva, on the 16th of August of a thousand nine hundred and ninety-five, in a single copy and in the Spanish, French and English languages, each of the texts being equally authentic, except that in an annexed list indicates that only your text is authentic in one or more of these languages.

In accordance with paragraph 8 of the Protocol, it shall enter into force on 21 January 1996. In accordance with paragraph 1 of the Protocol, Ecuador shall become a member of the World Trade Organization on 21 January 1996.

Fiji. 15 December 1995. Acceptance in accordance with Article XIV (1) Fiji shall be an initial Member of the WTO on 14 January 1996.

Bolivia. 20 December 1995. Communication:

" 1. In accordance with the right conferred by Article 20 (1) and (2) on the "special and differentiated treatment" of the Agreement on the application of Article VII of the GATT 1994, Bolivia reserves the right to delay the implementation of the Agreement. the agreement for a period not exceeding five and three years, respectively, from the date of entry into force of the WTO Agreement.

2. Pursuant to Article 2.2 of the Agreement on Procedures for the Processing of Import of Licenses, Bolivia reserves the right to postpone the application of paragraphs (a) (ii) and (iii) of that Article 2 by the two years 'time from the date on which it delivered its instrument of ratification to the WTO.'

Haiti. December 31, 1995. Acceptance, in accordance with the provisions of Article XIV (1) Haiti shall become an initial member of the WTO on 30 January 1996.

Benin. January 23, 1995. Acceptance, in accordance with the provisions of Article XIV (1), Benin shall become an initial member of the WTO on 22 February 1996.
