Royal Decree 758/1996, of 5 May, of restructuring of ministerial departments, created the Ministry of Development by attributing to it the competences of the previous Ministry of Public Works, Transport and Environment, " in the The Secretariat of State for Territorial Policy and Public Works, with the exception of those relating to hydraulic works, as well as the competences relating to transport, communications, housing and urban planning. The fundamental criterion that inspires the organic structure of the Ministry of Development at the level of higher bodies is the rationalization and simplification of the organization, with the consequent reduction of public expenditure, compatible in any case with the performance of the duties entrusted to the Department. The above criterion also informs, logically, the development of the aforementioned basic structure translated into the grouping and redistribution of functions at the level of General Subdirectorate with the consequent suppression of some units.

The result of the process is, firstly, the unification of the Secretariat of State for Infrastructure and Transport of the exercise of the powers in these fields, including the actions of planning, programming and coordination in these areas, as well as cooperation with other public administrations in order to integrate transport policy with land policies and land management.

Second, the Secretariat of the Department through the management centers established by Royal Decree 839/1996 and the Subdirections with direct dependency of the Undersecretary, Subdirections that have assumed the The role of the former Ministry of Public Works, Transport and the Environment, which have been abolished, ensures both the exercise of the institutional powers which are specific to them and the specific aspects of the housing, town planning and architecture that have also been entrusted to it.

Finally, as far as the General Secretariat of Communications is concerned, its organic structure, without an increase in units, is experiencing an essential adaptation resulting from the new liberalizing criteria contained in the Royal Decree-Law 6/1996 of 7 June 1996 which informs the telecommunications policy.

In its virtue, at the initiative of the Minister of Public Works, on the proposal of the Minister of Public Administration and after deliberation of the Council of Ministers at its meeting of August 2, 1996,

D I S P O N G O:

Article 1. General organization of the Department.

1. Corresponds to the Ministry of Development:

(a) The proposal and implementation of the Government's policy guidelines on the infrastructure and systems of land transport of state, air and maritime competition and its administrative regulation.

b) The top management of all postal and telegraphic services, as well as the establishment, management and development of civil telecommunications and the functional control of operators in the sector managing services public telecommunications on a contractual basis with the State.

c) The proposal and implementation of the Government's policy on housing, construction, urban planning and architecture.

d) The impetus and direction of state services related to astronomy, geodesy, geophysics, cartography and metrology

e) The planning and scheduling of investments related to the services included in the previous numbers.

2. The Ministry of Public Works is structured in the following higher bodies, directly dependent on the Minister:

The Secretariat of State for Infrastructure and Transport.

The Assistant Secretary for Development.

The General Secretariat of Communications.

3. As an immediate assistance agency to the Minister, there is a Cabinet, with an organic level of Directorate General, with the structure set out in Article 12 of Royal Decree 839/1996 of 10 May.

Article 2. Secretariat of State for Infrastructure and Transport.

1. The Secretariat of State for Infrastructure and Transport is the responsible body, under the direction of the head of the Department, of the definition and approach of the policies of the Department concerning:

(a) The planning, financing and implementation of infrastructure, both in the inter-regional and metropolitan areas or in urban areas.

b) Management to ensure an efficient transport system.

c) The appropriate long-term interrelationship of both aspects.

2. In the exercise of its powers it is up to the Secretariat of State for Infrastructure and Transport to perform the following tasks:

(a) The definition of major investment projects in the road and rail transport infrastructure of the State, as well as the functional guidelines needed to coordinate investment in ports and airports of state competence,

all in order to the best articulation of the territory and to economic integration.

b) The establishment of infrastructure and transport plans in densely populated areas, in coordination with the relevant public administrations.

(c) The coordination and impetus of the implementation of the Department's competitive infrastructure investments, ensuring the effectiveness of the relevant procurement and management procedures.

d) The general management of the transport sector and the activity of the air, maritime and terrestrial subsectors of state competition that compose it, in order to guarantee the intermodal integration and the overall efficiency of the sector.

e) The coordination and protection of the management of public transport services in the field of state competences.

(f) The determination, in collaboration with the Directorate-General for Economic and Budgetary Programming, of the programmes and sub-programmes in which the activity of the Secretariat of State is carried out, as well as the proposal of allocation or modification of the corresponding budgetary resources.

g) Supervision of the Current, Investment and Financing Programmes (PAIF) of companies and public entities.

(h) The elaboration, coordination or supervision of agreements of any kind that the Department may establish in the field of the responsibilities of the Secretariat of State, as well as supervision and to carry out the management centres that are dependent on it.

i) Coordination with other public administrations in the areas of competence of the Secretariat of State.

j) The representation of the Department in national or international institutions or forums that deal with matters that directly affect the competencies of the Secretariat of State.

k) The implementation, coordination or direction of studies and reports that may be necessary for the development of the competencies of the Secretariat of State.

(l) The powers provided for in the final provision of Royal Decree 1558/1977 of 4 July 1977, and in particular the exercise, in respect of the units assigned, of the powers provided for in paragraphs 1, 4, 5, 6, 7, 10 and 11 of Article 14 of the Law of Legal Regime of the State Administration, without prejudice to the higher management of the Minister of Public Works, as well as the performance of the duties delegated to him by the head of the Department.

3. From the Secretariat of State for Infrastructure and Transport, with the functions specified in the relevant articles, the following management centres depend:

The Directorate General of Roads.

The Directorate General of Rail and Road Transport.

The General Directorate of the Merchant Navy.

The Directorate General of Civil Aviation.

4. Directly dependent on the Secretary of State there are the following units, with a rank of Subdirectorate General:

The Cabinet, as an immediate assistance body to the Secretary of State, with the structure established in Article 12 of Royal Decree 839/1996 of 10 May.

The General Infrastructure Planning Subdirection, with the following functions:

(a) Analysis and elaboration of decisions on investments in major infrastructure projects that socially and economically articulate the territory, taking into account their public and private profitability and their complementarity, as well as the preparation, on the basis of the proposals and technical projects of the respective competent authorities, of the investment plan which articulates land transport and port and airport facilities, taking into account intermodal coordination, its economic and social effects and its link with the transport policy.

b) Planning for infrastructure development in large areas of heavily interlinked urban settlements, in a coordinated manner with the other Public Administrations involved, and in agreement with the the foreseeable future of these settlements, with inter-regional planning and transport policy. This planning shall be carried out in sectoral programmes, agreements, agreements or concerted actions, without prejudice to the powers of the Secretariat, by ensuring that the General Subdirectorate is responsible for its operation and follow-up in collaboration, if any, with the management centres involved.

The Technical Secretariat for Transport, with the following functions:

(a) Impulsion and follow-up of the actions of the management centres, entities and dependent companies, attached to or protected by the Secretariat of State, in accordance with the policies and guidelines issued by it the transport sector, as well as the promotion of the effective relationship with the sectors concerned.

b) Monitoring and permanent information on transport policy and its results.

5. The Secretary of State for Infrastructure and Transport is at the same time a Government Delegate in the Concessional Societies of National Freeways of Peaje and, as such, exercises the functions that this organ attributes the current order. The Government Delegate is directly dependent on the Government's Subdelegation in the National Highway Dealership Companies, with a rank of Subdirectorate General.

6. They are attached to the Ministry of Public Works, through the Ministry of Infrastructure and Transport, the following entities and public enterprises:

a) The Public Entes Ports of the State and Port Authorities, the Society of Salvage and Maritime Safety (SASEMAR), the latter through the General Direction of the Merchant Navy, and the Society for the Teachings Civil Aeronautics (SENASA) through the Directorate General of Civil Aviation.

b) The Public Aviation and Air Navigation (AENA).

c) The National Road Transport Company (ENATCAR).

7. The Secretariat of State for Infrastructure and Transport maintains the relationship and exercises the functional control, without prejudice, where appropriate, of the powers of other departments, with respect to the following public sector entities and societies:

a) National Network of the Spanish Railways (RENFE).

b) Via Estrela (FEVE) Spanish Railways.

c) Society for Civil Aviation Teachings (SENASA).

d) National Highway Company (ENAUSA).

8. The Secretariat of State for Infrastructure and Transport, through the Technical Cabinet of Transport, the Commission for the Coordination of the Transport of Dangerous Goods, with the functions assigned in Royal Decree 1952/1995, is attached to the Secretariat of State for Transport. of 1 December, corresponding to the Secretary of State for the presidency of the same.

Article 3. Directorate-General for Roads.

1. It is for the Directorate-General of Roads, under the top management of the Secretary of State for Infrastructure and Transport, to exercise the following functions, in the field of the State Highway Network:

(a) Continuous information, updating, monitoring, control of the situation and functioning of the State Highway Network, as well as the analysis, diagnosis and prognosis of the road offer and the demand for transport.

b) The elaboration, monitoring, supervision and control of the general planning, sectoral plans, as well as of the planning, previous, informative, environmental impact studies, including the arterial networks, in the scope of its competence.

c) The elaboration, exploitation and updating of the Inventory of geometric characteristics of the State Highway Network, as well as the management, for its disposal, of the sections of roads of the Network that are replaced by new ones infrastructure.

d) the preparation of basic general interest rules and, in particular, the development of road signs and balization. The development of technical studies and reports, as well as the programming of technology transfer.

e) The elaboration, monitoring, monitoring and control of the projects and projects of the state roads.

f) The management and control of the construction of new infrastructures, the conditioning and rehabilitation of the road network, as well as the management and supervision of the quality, the technical monitoring and the economic control of the works and their incidences.

g) The conservation and maintenance of road heritage, road exploitation and signalling and its complementary services, as well as the inventory of road safety, accident analysis, winter road and standards action in areas of public domain, serfdom and road conditions.

(h) The drawing up of road safety plans and programmes in the field of the Ministry's powers, as well as studies, reports, coordination and control of roads under indirect management.

i) the preparation of the action programmes and the corresponding budgets, as well as the control and adjustment of the programmes.

(j) The management of matters relating to procurement, acquisitions, expropriations and expenses of all kinds, as well as the initiative and proposal of provisions in matters of their competence.

2. The General Directorate of Roads is structured in the following units, with an organic level of Subdirectorate General:

(a) Subdirectorate General of Planning, which corresponds to the development of the functions described in paragraph 1. (a), (b) and (c).

(b) General Subdirectorate of Technology and Projects, to which the development of the functions described in paragraph 1 corresponds. (d) and (e).

(c) General Construction Subdirectorate, to which the exercise of the functions described in paragraph 1 corresponds. f).

(d) General Subdirectorate for Conservation and Exploitation, which corresponds to the exercise of the functions described in paragraph 1. (g) and (h).

(e) Subdirectorate-General for Programmes and Budgets, which corresponds to the exercise of the tasks described in paragraph 1. (i)

(f) General Secretariat, to which the exercise of the functions described in paragraph 1 corresponds. (j)

Article 4. Directorate-General for Railways and Road Transport.

1. It is the responsibility of the Directorate-General for Railways and Transport by Road, under the top management of the Secretary of State for Infrastructure and Transport, to exercise the following functions in the field of State competence:

a) Programming of investments in railway infrastructure, within the framework of the established planning.

b) The completion of studies, projects and railway projects.

c) The hiring, management, inspection and control of the corresponding works.

d) The management of rail services and road transport.

e) The general inspection of land transport.

f) The development of projects of general provisions in the field of land transport.

g) The exercise of the precise functions for the coordination of the Arbitration Boards of the Transport.

2. The following General Subdirectorates are responsible for the Directorate-General for Rail and Road Transport:

a) Subdirectorate General of Railway Infrastructure Plans and Projects.

b) General Subdirectorate of Railway Infrastructure Construction.

c) Subdirectorate General of Land Transport.

(d) Subdirection General of Management and Regulations.

e) General Inspection of Land Transport.

3. It corresponds to the General Subdirectorate of Railway Infrastructure Plans and Projects:

(a) The preparation of railway infrastructure planning studies and the corresponding railway plans.

b) International coordination in the field.

c) The preparation of the draft budget and the monitoring of the implementation of the projects.

d) The drafting of the informative studies necessary for the processing of the projects according to the Law of Land Transport Management and to Royal Decree 1302/1986 of Environmental Impact Assessment.

e) The processing of projects in accordance with the above mentioned provisions and the drafting of the construction projects.

(f) The processing and reporting of the contracts up to their award as well as the preparation and monitoring of technical assistance contracts.

g) The expropriatory actions in coordination with the General Subdirectorate of Construction of Railway Infrastructures.

4. It corresponds to the General Subdirectorate of Railway Infrastructure Construction:

a) Report on the feasibility of projects from the point of view of their implementation.

b) Make the expropriations in those actions where they are necessary, in coordination with the Subdirectorate General of Railway Infrastructure Plans and Projects.

c) Evaluate the offers presented in the procurement process from a technical and economic point of view.

d) To direct the execution of the works by ensuring their quality and to promote the processes of reception of the works and the delivery of the works.

5. It corresponds to the General Subdirectorate of Land Transports:

(a) The authorisation of new lines, private parks, new services, deletion or changes of protection of steps at a level, as well as the studies of tarification, modifications of services, the processing of conflicts The Committee on Transport and the Committee on Transport and the Committee on Transport and the Committee on Transport and Transport.

b) The follow-up of the results of RENFE and FEVE and in particular of the State-Renfe Contract-Program.

c) Support for Government Delegates in the field of land reversion.

e) Coordination with inspection services on railway issues.

(f) Relations with the Autonomous Communities for the implementation and monitoring of the relevant railway agreements.

g) Assistance to private organizations related to the railway.

h) The performance in terms of competitions, modifications, unifications and in general the planning and management of concessions of regular passenger lines as well as the updating and tariff review of the concessions.

i) Coordination with the Autonomous Communities, Provincial Councils and Provinces in the field of management of authorizations for the performance of road transport and for ancillary and complementary activities of the transport.

j) The management of the General Register of Authorizations and Transport Companies and of Auxiliary and Complementary Activities.

k) Aid to the road transport sector.

(l) Licences of authorizations for the realization of international carriage of goods by road and special authorizations for the carriage of goods.

m) The management, processing and granting of international scheduled passenger lines, shuttle services, discretionary services, regular services for special use and the issuing of control documents.

n) The management of the transport of dangerous and perishable goods, processing of authorizations for the transit of explosives, participation in the forums of experts in the field at national level and, in the international field, in the European Union and UNECE.

n) International relations, in coordination with the Technical General Secretariat and the Ministry of Foreign Affairs.

6. Corresponds to the General Management and Regulations Subdirectorate:

a) The elaboration of normative projects, in the area of land transports, in coordination with the Technical General Secretariat of the Department, and with other ministries and public entities.

b) The preparation of the rules and rules of coordination concerning the exercise of the powers delegated by the State to the Autonomous Communities.

c) The study, analysis and participation in the European Union's regulatory projects, or other international organizations, participating in the technical working groups and promoting the necessary adaptations in the internal legislation.

d) The coordination of the performance of the Arbitration Boards of Transport.

e) Administrative support and the Secretariat of the Commission of Directors-General for Transport of the State and the Autonomous Communities.

7. It corresponds to the General Inspection of Land Transport:

a) Control of the driving and rest times.

(b) The control of the conditions of access to the occupation of the carrier and, in general, of the requirements necessary to obtain the authorization and to carry out the activity in order to eradicate the clandestine transports.

(c) The monitoring of compliance with the concessionary obligations of regular services, the maximum authorised weights and the requirements for the use of vehicles.

d) Control of the provision of railway services and the enforcement of railway police rules.

Article 5. General Direction of the Merchant Navy.

1. The General Direction of the Merchant Navy, under the top management of the Secretary of State for Infrastructure and Transport, exercises the following functions, in the terms established in Law 27/1992, of 24 November, of Ports of the State and from the Merchant Navy:

a) General management of maritime navigation and the Spanish civil fleet.

(b) Planning and implementation of inspections and technical, radio, security and pollution prevention controls.

c) Granting concessions and authorizations for maritime navigation services and functions related to the tariff regime.

2. The General Direction of the Merchant Navy is structured in the following administrative units, with an organic level of Subdirectorate General:

a) Subdirectorate General for Traffic, Safety and Maritime Pollution.

(b) Subdirectorate-General for Maritime Inspection.

c) Subdirectorate General of Maritime Transport Policy.

(d) General Secretariat.

3. The Directorate-General for Traffic, Safety and Maritime Pollution exercises the following functions:

(a) Those related to the safety of human life at sea and navigation.

(b) Saving of human life and cleaning of sea waters and the fight against pollution in the terms of the national plan for special rescue services for human life at sea and the fight against pollution marine environment.

c) Control of the situation, registration and flag-bearer of civil ships, as well as the regulation of their dispatch, rescue, rescue, towing, and maritime findings and extractions.

d) Management and control of maritime traffic.

e) Participation in the Commission of Faros or other instruments of institutional collaboration in the field of maritime signage for the purpose of contributing to the determination of the technical characteristics and the operational functioning and correct location of the signals and the coordination of the systems of maritime signalling with each other and with other systems of aid to the active navigation.

4. The Directorate-General for Maritime Inspection exercises the following functions:

(a) Planning and implementation of inspections and technical, radio, security and pollution prevention controls for Spanish civil vessels, which are under construction in Spain and the United Kingdom. foreign nationals, when authorised by international agreements.

(b) Approval and approval of equipment and elements of vessels or of materials and equipment thereof.

5. The Maritime Transport Policy Subdirectorate General exercises the following functions:

a) Granting concessions and authorizations for maritime navigation services.

(b) Functions related to the tariff regime and the provision of all kinds of maritime services, including the proposal for the establishment of public service obligations.

c) Legal support to the General Directorate of the Merchant Navy and elaboration and proposed legislation.

d) Coordination of international relations in matters of the general management of maritime navigation and the Spanish civil fleet and coordination and management of the representation of the Directorate-General of the Marine Merchant to international organizations and commissions.

6. The General Secretariat shall carry out the tasks relating to the management of personnel, information technology and the financial, financial, financial and budgetary arrangements, in particular the following:

a) Coordination with Maritime Capitanies.

b) Management of economic and administrative affairs and heritage, preparation of the preliminary draft budget and investment and accounting programmes.

(c) Processing of matters relating to official and labour personnel, surveillance of the internal system and inspection of the functioning of staff and services.

Article 6. Directorate-General for Civil Aviation.

1. The Directorate-General for Civil Aviation, under the top management of the Secretary of State for Infrastructure and Transport, is the body by which the Ministry of Public Works exercises the direction and planning of civil aviation policy, in addition to the development of the administrative functions which it is responsible for, in particular as an aeronautical authority, the following:

(a) The management and inspection of the commercial activities of air transport and air work, as well as the establishment of traffic rights. This is without prejudice to the powers conferred on the Ministry of Foreign Affairs.

(b) The management and inspection of the safety of air transport, both as regards the flight operations and the equipment of the air transport.

c) The regulation and supervision, both technical and operational, of air navigation and airport systems.

d) The exercise of the powers conferred on the Ministry of Transport and Communications by the Royal Decree-Law 12/1978 of 27 on the structuring of the airspace and the authorization and inspection of private airfields. April, without prejudice to those which, in relation to the airspace, correspond to the public authorities Spanish Airports and Air Navigation (AENA).

e) The analysis and report of the proposals for new airport and air navigation infrastructures.

f) The regulation and inspection of aeronautical teaching and the issuing of certificates.

g) The representation of the Department to the national and international bodies of the Civil Aviation field, without prejudice to the participation of other public entities or bodies.

h) The direction of the Air Accident Investigation Commission.

i) The regulation, organization and inspection of general and sports aviation.

j) The functions corresponding to the Aircraft Matriculation Registry.

k) The direction and coordination of the activity of the Flight Safety Delegations.

2. The Directorate General of Civil Aviation is structured in the following administrative units with an organic level of Subdirectorate General:

(a) General Subdirection of Operation of Air Transport.

b) Air Transport Control Subdirectorate General.

c) General Subdirection of Air and Airport Navigation Systems.

3. It is for the General Subdirectorate for the Operation of Air Transport to exercise the functions assigned to the management centre in paragraph 1. (a) and (i).

It is also for the purpose of fixing the guidelines to govern the allocation to air transport companies of time-frames for the use of airspace and airports and for the representation of air carriers. of the Directorate General of Civil Aviation in the international negotiations in the commercial field of the sector.

4. It is for the Air Transport Control Subdirectorate-General to exercise the functions assigned to the management centre in paragraph 1. (b), (f), (h), (j) and (k).

In addition, the General Subdirectorate is responsible for the granting of licenses and ratings for professional aeronautical personnel, and for the certification of technical and operational competence to air traffic undertakings, including those relating to authorisations for the transport of dangerous goods and the inspection of fuels. The Commission for the Investigation of Air Accidents is attached to this unit.

5. It is for the General Subdirectorate of Air and Airport Navigation Systems to exercise the functions attributed to the management centre in paragraph 1. (c), (d) and (e).

In particular, the procedures for certification of air navigation systems, aeronautical communications and information systems and airports are the responsibility of this Subdirectorate-General, proceeding to the determination and accreditation of the conditions of use. The Commission for the Investigation of Air Incidents will also be attached to this unit.

Article 7. Deputy Secretary for Development.

1. It is up to the Assistant Secretary to Promote the performance of the functions that Article 15 of the Law of Legal Regime of the State Administration attributes to the Undersecretaries of the Departments, as well as the direction, impulse and supervision of the management centres and units directly dependent on them.

2. In addition to the functions listed in the previous paragraph, the Secretariat is assigned to the extent that they are not directly assigned to the other higher bodies, autonomous bodies and public entities of the Department, the following functions for the different common service areas:

(a) The programming, direction and coordination of sectoral studies, reports of conjuncture and analysis of evolution and sectoral foresight, in the fields of transport, communications, housing, architecture and urban planning, in order to identify the needs and social demands of the sectors indicated and to allow the proposal and formulation of the objectives and plans of departmental action.

b) The determination of the structure of the programmes and sub-programmes in which the activity of the Department is carried out, the preparation of the annual preliminary draft budgets and their processing, the monitoring of the implementation of the budgetary appropriations and the processing of their amendments.

c) The study of the different organizational elements of the Department and the direction and implementation of organizational projects at ministerial level.

(d) The development and implementation of the Department's IT plan, the management of the technical infrastructure and communications required by the various management centres and units of the department and the advice and technical assistance in information technology.

e) The elaboration and processing of draft general provisions, permanent legal advice to those responsible for administrative management, the formulation of proposals for the resolution of resources (a) administrative proceedings against acts and provisions of the Department, as well as relations with the courts.

the coordination of the Department's peripheral services, cooperation and international relations, in coordination with the Ministry of Foreign Affairs, the institutional relations with the other organizations of the the State Administration and other public administrations, and relations with the various social partners.

g) The management and administration of the human resources of the Department, the development of the relations of jobs and the annual plan of employment, the preparation and processing of the selective processes for the coverage of the employment, staff training, trade union relations, social action and prevention, hygiene and safety at work.

Article 9. Directorate-General for Economic and Budgetary Programming.

1. The Directorate-General for Economic and Budgetary Programming exercises the following functions:

(a) The elaboration of the preliminary draft budget of the Department, the coordination of the preparation of the budgets of its autonomous agencies, as well as those referred to in Royal Decree 2855/1979 of 21 December, establishing the Budgetary Offices.

(b) The monitoring of actions financed by European Economic Community funds.

c) The follow-up to the Department's investment program.

d) The evaluation of budgetary plans and programmes, both in the areas of the Department and in the construction and public works sector.

e) The economic and financial follow-up of the Department's sectoral plans, its budgetary implementation and the activity of the agencies, entities and state societies linked to it.

f) The programming and compilation of the general statistics describing the Department's activity, as well as the elaboration of studies that potentiate the economic programming capacity of the Department.

g) The analysis and review of the organization and the administrative procedures used in the different areas of activity of the Department, in order to compare its effectiveness and adequacy to the quality and demand of the appropriate public services, making proposals for regulatory changes that are deemed appropriate.

2. The Directorate-General for Economic and Budgetary Programming is composed of the following units with an organic level of Subdirectorate General:

(a) Budget Office.

(b) Subdirectorate General for Economic Monitoring of Investments.

c) General Subdirection of Budget Analysis.

d) Subdirectorate General for Statistics and Studies.

e) General Subdirection of Organizational Control and Audit of Procedures.

3. It is for the budgetary office to exercise the tasks conferred on the Directorate-General in paragraph 1. (a) and (b).

4. The Financial Monitoring Directorate-General for Investment shall be responsible for the performance of the tasks assigned to the Directorate-General in paragraph 1. (c)

5. The exercise of the functions conferred on the Directorate-General in paragraph 1 shall be the responsibility of the General Secretariat for Budgetary Analysis. (d) and (e).

Article 10. Directorate General of Housing, Architecture and Urbanism.

1. The Directorate General of Housing, Architecture and Urbanism has the following functions:

a) The proposal of the design of the state policy on housing, the elaboration of proposals of economic-financial regulations concerning the promotion and protection of the housing, and the formulation of bases for the coordination of the housing sector.

(b) The consultation with the territorial authorities of grants and subsidies for the implementation of housing policy; relations, in collaboration with other departments with powers in the field, with financial institutions for the purpose of obtaining funding for the housing and soil protection measures.

c) The elaboration of proposals for design and quality of construction regulations, as well as the coordination of quality control; the coordinated elaboration of action programmes on State buildings, the drafting and project supervision, and, where appropriate, the execution of the relevant works; the coordination of the cataloging and inventory work of the state architectural heritage, as well as the impetus of the technical professions linked to the architecture and building.

d) The exercise of the Department's powers in relation to concerted actions in urban settings, as well as the design and proposal of the relevant regulations.

Article 11. Directorate General of the National Geographic Institute.

1. The Directorate-General of the National Geographic Institute performs the following functions:

a) Training and updating of the national map series of the National Topographic Map at scales 1/ 25,000 and 1/50,000:

1. Dealization and updating of the National Atlas of Spain and the related and thematic cartography corresponding to the national cartographic plans and the specific action programs of the Department.

It corresponds to the National Astronomical Observatory, under the immediate dependence of the Director General of the National Geographic Institute, the observation, both in the domain of the optical and in that of the radio frequencies, of those stellar objects. 1. The General Secretariat of Communications is the top organ of the Ministry of Public Works, under the top management of the Department's head, the exercise of the following functions:

a) The proposal and implementation of the communications policy.

b) The elaboration and proposal of the regulations concerning the management and regulation of the communications sector in coordination with the Technical General Secretariat of the Department.

(c) The administrative regulation and, where appropriate, the proposal of the regulatory regulation for cable, satellite and terrestrial television systems of low power.

g) Granting of concessions, authorizations and licenses for the provision of services, the establishment of networks and systems and the use of telecommunications equipment, as well as the inspection of telecommunications equipment, except for concerning mobile stations in the mobile and maritime mobile services and those of the Armed Forces.
