Article 155 of Law 13/1996, of December 30, of Fiscal, Administrative and Social Order Measures, amended the wording of Article 7 (1) and (2) of Law 13/1986 of 14 April, of Promotion and Coordination General of Scientific and Technical Research, attributing the chairmanship of the Inter-Ministerial Commission of Science and Technology to the President of the Government, or Minister in whom he delegates.

Moreover, the restructuring of the ministerial departments carried out by Royal Decree 758/1996 of 5 May, and the new organic structure approved for them, by the Royal Decrees 765/1996, 7 of May, and 839/1996, of May 10, have had an impact on the name and competences of the ministerial departments with representation in the indicated Inter-Ministerial Commission.

It is therefore necessary to update the rules governing the composition of the aforementioned Commission.

In its virtue, on the proposal of the Minister of Education and Culture, with the approval of the Minister of Public Administrations, and after deliberation of the Council of Ministers, at its meeting of the day of January 24, 1997,

D I S P O N G O:

Article 1. Composition of the Interministerial Committee on Science and Technology.

The Inter-Ministerial Committee on Science and Technology, an organ of planning, coordination and monitoring of the National Plan for Scientific Research and Technological Development, will have the following composition:

1. President: the President of the Government or Deputy Prime Minister of the Government.

2. Vice-President 1. º: the Minister of Education and Culture.

3. Vice-President 2. º: the Minister of Industry and Energy.

4. Vocals:

(a) The Secretary of State for Economic Affairs of the Ministry of Economy and Finance.

b) The Secretary of State for Universities, Research and Development of the Ministry of Education and Culture.

(c) The Secretary of State for Energy and Mineral Resources of the Ministry of Industry and Energy.

(d) The Secretary-General for Employment of the Ministry of Labour and Social Affairs.

e) Director of the Department of Education and Culture of the Cabinet Office of the Government.

f) The Director General of Cultural and Scientific Relations of the Ministry of Foreign Affairs.

g) The Director General of Armament and Material of the Ministry of Defense.

(h) The Director General of Analysis and Budget Programming of the Ministry of Economy and Finance.

i) The Director-General of the Center for Studies and Experimentation of Public Works, of the Ministry of Public Works.

j) The Director-General of Industrial Technology and Safety at the Ministry of Industry and Energy.

k) The Environmental Quality and Assessment Director of the Ministry of the Environment.

l) The President of the Scientific Research Council of the Ministry of Education and Culture.

m) The Director-General of the National Institute of Agricultural and Food Research and Technology of the Ministry of Agriculture, Fisheries and Food.

n) The Director of the Health Institute Carlos III of the Ministry of Health and Consumer Affairs.

5. Secretary: the Director-General for Research and Development of the Ministry of Education and Culture.

Article 2. Composition of the Standing Committee of the Inter-Ministerial Committee on Science and Technology.

The Standing Committee of the Inter-Ministerial Science and Technology Commission will be composed of the following members:

1. President: the Minister of Education and Culture.

2. No. 1 Vice-President: The Secretary of State for Universities, Research and Development of the Ministry of Education and Culture.

3. Vice-President 2. º: the Secretary of State for Energy and Mineral Resources of the Ministry of Industry and Energy.

4. Vocals:

(a) The Secretary of State for Economic Affairs of the Ministry of Economy and Finance.

b) The Director of the Department of Education and Culture of the Cabinet Office of the Government.

c) The Director-General for Analysis and Budget Programming of the Ministry of Economy and Finance.

d) The Director-General of Industrial Technology and Safety at the Ministry of Industry and Energy.

5. Secretary: the Director-General for Research and Development of the Ministry of Education and Culture.

Single additional disposition. Membership of organs, staff and media of the Permanent Commission of the Inter-Ministerial Science and Technology Commission.

For the purposes set out in Article 7 (2) of Law 13/1986 of 14 April, for the General Development and Coordination of Scientific and Technical Research, the organic structure, the staff and the necessary means to be The Permanent Commission of the Inter-Ministerial Commission of Science and Technology will be attached to the Ministry of Education and Culture.

Single repeal provision. Regulatory repeal.

As many provisions of the same or lower rank are repealed as set out in this Royal Decree and, expressly, Royal Decree 406/1995 of 17 March, determining the composition of the Commission Interministerial of Science and Technology.

Single end disposition. Entry into force.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
