Order HAP/981/2013, of 31 May, for which rules for the preparation of the General Budget of the State for 2014 are dictated, regulates, in Article 6, the structure of the General Budget of the State for 2014.

Article 6 (1.3) provides that the appropriations included in the expenditure statements of the budget shall be ordered according to their economic nature, in accordance with the classification by chapters, articles, concepts and subconcepts, which are detailed in the order itself.

Also, in paragraph 2.2 it is collected that the resources included in the income statements of the budget shall be ordered according to their economic nature, according to the classification by chapters, articles, concepts and subconcepts which are also detailed in the order.

Changes in the economic classification of expenditures and revenues in the State Budget for 2014, as well as some other previously made changes, make it necessary to approve a new budget. Resolution of the Directorate-General for Budgets setting out the codes defining the economic classification of revenue and expenditure and replacing that of 19 January 2009.

The main changes to the economic classification of expenditure relate to the allocation to Chapter 4 "Current Transfers" of pension expenditure to civil servants or families or families of civil or civil servants. Military that up to 2014 has been imputed to Chapter 1 "Personnel expenses".

In Chapter 6 "Real Investments" the new treatment to be applied in the leasing contracts, derived from the new General Plan of Public Accounting, approved by Order EHA/1037/2010, of 13 of April, which entered into force in the state public sector in the financial year 2011.

In Chapter 8 "Financial Assets" new headings have been collected for subscription of shares and contribution of funds to international agencies and programmes.

Regarding the economic classification of income, new taxes have been included as a result of the approval of Law 15/2012 of December 27, of fiscal measures for energy sustainability.

Items 57 "Commercial Operations Result" and 58 "Maniwork Fund Variation" have been removed.

The first as a result of the provisions of the final provision of the tenth fourth of Law 17/2012 of 27 December of the General Budget of the State for the year 2013, which states that from 1 January 2014, the The budget of the autonomous bodies referred to in the first transitional provision of Law 47/2003 of 26 November, General Budget, shall not be accompanied by the account of commercial transactions. For these purposes, these operations shall be integrated into the corresponding statements of expenditure and revenue of the General Budget of the State.

The second because of the modification introduced in the first transitional provision of Law 47/2003, of November 26, General Budget, by the final provision of the ninth of Law 39/2010, of December 22, General Budget of the State for the year 2011.

In Chapter 8, "Financial Assets" a new article has been collected to apply the returns on capital contributions.

The fourth final provision of the HAP/981/2013 Order of 31 May, for which the rules for the preparation of the General Budget of the State for 2014 are dictated, authorizes the Directorate-General for Budgets to issue the rules and make any changes to the structures in terms of programmes and economic structures, as well as the criteria for the allocation of expenditure and revenue.

Approved by the State General Budget for 2014, the approval of the revenue and expenditure allocation codes for the economic classification applicable to them is appropriate.

Therefore, in use of the authorization granted in paragraph (a) of the fourth final provision of Order HAP/981/2013, of 31 May, this Directorate General resolves that the economic classification of expenditure and revenue of the General budgets of the State and the codes that define it are set out in the terms set out in Annexes I to IV that are attached.
