The Technical Instructions for the safe transport of dangerous goods by air approved by the International Civil Aviation Organization (ICAO) (Doc. 9284-AN/905), which supplement the general provisions contained in Annex 18 to the Chicago Convention on International Civil Aviation, were incorporated into the Spanish legal order by Royal Decree 1749/1984 of 1 August, for which approve the National Regulation on the safe transport of dangerous goods by air and the Technical Instructions for the safe transport of dangerous goods by air.

The International Civil Aviation Organisation (ICAO) has introduced a number of amendments to the Technical Instructions for the safe transport of dangerous goods by air, the latest revision of which was carried out in order of the holder of the Ministry of Public Works in 2011.

This order is intended to update the Technical Instructions in accordance with the amendments contained in the 2013-2014 edition of the ICAO document (Doc.9284-AN/905), under the umbrella of the contained in the final provision of Royal Decree 1749/1984 of 1 August 1984, which empowers the Minister for Public Works to amend, subject to a favourable report, if necessary, the competent ministries and the Commission's mandatory report for the Coordination of the Transport of Dangerous Goods, the annexes of that royal decree in the cases following:

(a) when amendments are made by the International Civil Aviation Organization (ICAO) in Annex 18 to the Chicago Convention or the Technical Instructions (ICAO, Doc. 9284-AN/905);

(b) where deemed necessary, on a proposal from the competent ministries.

In its virtue, with the favourable reports of the Ministries of Foreign Affairs and Cooperation, Defence, Interior, Industry, Tourism and Trade, Environment and Rural and Marine Environment, Health, Social Policy and Equality, and the mandatory report of the Commission for the Coordination of the Transport of Dangerous Goods, and according to the Council of State, I have:

Single item. Amendment of Royal Decree 1749/1984 of 1 August, approving the National Regulations on the Carriage without Risks of Dangerous Goods by Air and the Technical Instructions for the carriage without the risks of goods dangerous by air.

The content of the Technical Instructions for the safe transport of dangerous goods by air, contained in Annex 2 to Royal Decree 1749/1984 of 1 August, on which the Regulation is adopted, is updated. National on the Transport without Hazards of Dangerous Goods by Air and the Technical Instructions for the safe transport of dangerous goods by air, which are as set out in the Annex to this Order.

Single repeal provision. Regulatory repeal.

Order FOM/3553/2011 of 5 December 2011, amending Annex 2 to Royal Decree 1749/1984 of 1 August, approving the National Regulation on the safe transport of dangerous goods, is hereby repealed. by air and the Technical Instructions for the safe transport of dangerous goods by air.

Final disposition first. Competence title.

This order is issued under the exclusive jurisdiction conferred on the State by Article 149.1.20. of the Constitution on air space control, transit and air transport.

Final disposition second. Entry into force.

This order will take effect the day following your publication in the "Official State Bulletin".
