Registration offices provide an essential service to administrative activity and, in particular, to relations between citizens and public administrations, in so far as they constitute genuine "entry gates". to the administrative organization and certify the existence and effects of a great number of actions of both the Administration and the citizens.

Without a doubt inspired by such considerations, Law 30/1992, of the Legal Regime of Public Administrations and of the Common Administrative Procedure, provides in its article 38 for each Public Administration to establish the and the opening hours of the registration offices, as well as to make public the relationship of those offices and the concerted practices.

This Resolution seeks to comply with the stated legal mandates, in the conviction that its compliance represents a guarantee of the principles of transparency and citizen participation in the administrative activity. To this end, its main objective is to publish the most relevant data on all the registration offices of the General Administration of the State and its public bodies, as well as the offices agreed with those.

With regard to the relationship of own registry offices and the concerted practices, it should be noted that the records of the numerous local entities which, under the terms of the article, have been included in the latter category are included in the latter category. 38.4.b) of Law 30/1992 and in the context of the development of the "one-stop-shop" project, they have formalized Conventions with the General Administration of the State, being enabled for the reception of requests, writings and communications directed to it.

Moreover, and as regards the hours and days of opening, the regulation which-on the working hours and schedules of the registration offices-carried out the previous Resolution of 27 April 1995, of this Secretary of State, with a double objective: to place this regulation in a more appropriate place-this Resolution-and to establish a regime that can solve the specific problems of the registry offices. It is not obvious to mention that such regulation at all affects the offices of the registered register, whose opening hours and days are fixed by the public administrations which are the same and are reflected in the For information purposes only.

Consequently, this Secretary of State for Public Administration has resolved:

First. -Relationship of the registry offices of the General Administration of the State and the related or dependent public bodies.

1. The relationship of the registry offices of the General Administration of the State and its public bodies, indicating for each of them the organ in which they are integrated, their condition of general or auxiliary registration, is made public. postal and other means of communication, as well as, finally, the days and times when they are open to the public.

2. This relationship, whose data refers to the date of adoption of this Resolution, will be distributed in conjunction with the "Official State Gazette" in which this Resolution is published. In addition, it will be permanently updated and available to the public at the General Inspectorate of Public Administration Services (Calle Maria de Molina, 50, 28006 Madrid, telephone 91-586 10 10) and in the offices of attention and information Citizen of the Government Delegations and Subdelegations, and can be consulted via the Internet (). For such purposes, the Departments and public bodies of the General Administration of the State shall communicate to the General Inspection of Public Administration Services any variation of the published data.

Second. -Relationship of registered office of record with the General Administration of the State.

1. The relationship of the registered office of registration with the General Administration of the State and its public bodies is made public, indicating for each of them the local entity to which they belong, the postal address and other means of communication, as well as, finally, the days and times when they are open to the public.

2. The relationship includes the data of the local authorities with which, at the date of adoption of this Resolution, the relevant Convention has been formalised and has already entered into force. The relationship will be permanently updated by the General Inspectorate of Public Administration Services, being distributed and can be consulted by the means mentioned in point 2 of the previous section.

Third. -Days and opening hours of the registry offices of the General Administration of the State and its public bodies.

1. The registration offices of the organs of the General Administration of the State and its public bodies shall remain open to the public every working day of the year, without prejudice to the provisions of paragraph 3 of this paragraph. The general opening hours shall be nine to 14 and 16 to 18 hours, with the exception of Saturdays, in which the timetable shall be nine to 14 hours.

2. The Deputy Secretaries of the Ministerial Departments, the Government Delegates and the Presidents or Directors of public bodies may establish in the field of their respective special opening hours to the public that they are higher or lower than the general indicated in the preceding paragraph.

Such special schedules must be previously authorized by the Secretariat of State for Public Administration and will be established by a Resolution that will determine the registration offices to which it affects, its character permanent or temporary, in the case of the number of citizens who are seeking the service or other reasons which are accredited, as well as, where appropriate, the period of validity of the special timetable of a temporary nature to be established.

3. The delegates of the Government may, in the localities of the territorial scope of their competence and after the performance of the studies and statistics coming, determine for the Saturdays and for the working days of the month of August the opening of the registration offices of the same locality, provided that adequate care is ensured for the public. The Ministry of Defence's registration offices shall be exempt from this possibility.

Such rotating shifts must be previously authorized by the Secretariat of State for Public Administration and will be established by Resolution, guaranteeing adequate knowledge for the citizens of the location. The relationship of those who remain open on the day concerned shall always appear on the outside of the register offices and in a visible manner.

4. In any case, the offices of registry annexed or integrated in the offices of attention and information to the citizen must remain open in the days and hours in which they are.

In no case shall the establishment of special opening hours or the conduct of rotating shifts be likely to result in undue increases or reductions in the working day of the staff providing services in the offices of registration.

Fourth. -Release of updates.

Without prejudice to point 2 of the first and second paragraphs, the Secretariat of State for Public Administration shall make public in the month of March each year the updated relationship of the registry offices. or concerted with the General Administration of the State and its public bodies.

Fifth. -Entry into force and transitional opening regime.

1. This Resolution shall enter into force on the day following that of its publication in the Official Gazette of the State.

2. The opening hours and days of the registration offices of the General Administration of the State and its public bodies shall be in accordance with the provisions of the third paragraph of this Resolution within three months from the date of its entry into force. of the entry into force of the Agreement.
