Law 48/1984, of 26 December, Regulatory of the Objection of Consciousness and of the Social Replacement of the Prstation establishes in its article 10 that the objectors of conscience in situation of activity will be entitled to benefits equivalent to those of soldiers in the ranks, food, clothing, transport, health and social security.

In the development of the Law, the Regulation of the Objection of Consciousness and of the Social Replacement, approved by Royal Decree 266/1995, of 24 February, determines in its article 53.1 that the objectors of revenge among others, necessary for changing rooms, referred to in point 5 of the same article to 60.2 to provide for the provision of such a provision.

On the basis of the above mentioned articles, the objectors will receive the provision of clothing when necessary for the development of the activity of the post of destination.

Moreover, the aforementioned law in Article 7 states that the replacement social benefit shall be made in public or private entities which meet the legal requirements, hence Article 60.2 of the Regulation as one of the obligations of those entities to provide to the conscientious objectors what is necessary for, among other benefits, costumes and special work equipment in the cases, form and conditions that establish the concerts.

The Order of 26 July 1996 laying down the arrangements for the use of clothing in the social security provision of the objection of a fixed conscience, with a time limit, a procedure for compensating the institutions co-workers. It is now necessary to establish a permanent compensation procedure, but adjusted to the available budgetary resources for each financial year.

The General Directorate of Awareness is the leading management centre for studying, proposing and implementing the department's policy on issues relating to conscientious objection and social provision. replacement, in the terms laid down in the legislation in force. In particular, it is the responsibility of the management of the economic performance of the conscientious objectors in a situation of activity, for which the necessary appropriations are fixed annually, in their expenditure budget.

In view of the above, it is appropriate to provide for appropriate measures to ensure that the costs incurred as a dressing room are compensated.

Consequently, pursuant to the authorization granted by the final provision of the third of the said Royal Decree 266/1995 of 24 February, I have:

First. -conscientious objectors will receive the provision of clothing provided for in Article 53.1 of the Regulation of the Objection of Consciousness and of the Social Replacement Prstation, approved by Real Decre to 266/1995, of 24 February, when, for the activity they have to carry out in order to fulfil the replacement social benefit, they need clothing or special work equipment.

According to the provisions of Article 60.2 of the aforementioned Regulation, it is the collaborating entities that must provide to the conscientious objectors what is necessary for their wardrobe and work equipment, in the cases, form and conditions to establish the concerts.

Second. -According to the functions attributed by Royal Decree 1882/1996 of 2 August, of the Basic Organic Structure of the Ministry of Justice, the General Directorate of Objection of Consciousness is authorized to dictate the appropriate instructions, during the first quarter of each year, in order, in the light of the available budgetary resources in each financial year, to articulate the compensation of expenditure satisfied by the collaborating entities in respect of Special work equipment and clothing, depending on the type of entity and type of activity develop by the conscientious objector.

Third. -The maximum amount of compensation to the collaborating entities of the social benefit, in terms of costumes, is determined by 30,000 pesetas for conscientious objector.

Fourth. -Repeals the Order of 26 July 1996 laying down the regime of clothing in the social provision substitute for the objection of science.

Fifth. -This Order will enter into force the day after its publication in the "Official State Gazette".
