The additional provision of the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System, established that the Government, prior to the report of the Autonomous Communities, would have to determine the implementation of the new management of the education system within the time frame set by that provision.

In compliance with that mandate, Royal Decree 986/1991 of 14 June, which was amended by the subsequent Royal Decrees 535/1993 of 12 April; 1487/1994 of 1 July 1994, and Royal Decree 1468/1997 of 19 September 1997, was issued. in the field of artistic teachings.

The additional twenty-seventh provision of Law 66/1997, of December 30, of Fiscal, Administrative and Social Order Measures, has modified the aforementioned provision of the first Organic Law 1/1990, of October 3, establishing a temporary area of 12 years for the implementation of the new system of education.

It is therefore necessary to reform the current calendar to adapt it to the new time frame fixed in the additional provision of the Organic Law 1/1990 of 3 October, in accordance with its new wording established by Law 66/1997 of 30 December 1997.

In the preparation of the new calendar, the pedagogical and organizational needs of the educational institutions have been taken into account in order to ensure that the progressive implementation of the new educational system is carried out with the best possible possible conditions of quality. In the light of the experience gained over the past few years, it has been possible to provide the rules with a reasonable margin of flexibility, which will enable the educational authorities to advance the new lessons, either on the basis of (a) partial or general, where they consider it appropriate, in accordance with their planning criteria.

addition, the new calendar aims to facilitate an orderly transition to the new specific vocational training, the implementation of which should promote educational administrations in conditions suitable for the early achievement of the objectives assigned by the law to this set of teachings. The same criterion is the one that has guided the reform of the calendar of artistic teachings.

The new timetable sets out a flexible framework that will enable the public authorities to complete the complex process of implementing the new system of education in the coming years with the aim of reach the level of quality that our society demands.

This Royal Decree has been submitted to the mandatory report of the Autonomous Communities that are in the full exercise of their educational and State School Council competencies.

In its virtue, on the proposal of the Minister of Education and Culture, in agreement with the Council of State and after deliberation of the Council of Ministers at its meeting of 6 February 1998,

DISPONGO:

Single item.

Royal Decree 986/1991 of 14 June is amended in the following terms:

1. Article 9 is worded as follows:

" Article 9.

In the academic year 1998-99, the third course of compulsory secondary education will be introduced in general, and the teaching of the first unified and multi-purpose secondary school will no longer be taught. the first course of first-degree vocational training. "

2. Article 11 is worded as follows:

" Article 11.

Mid-grade specific vocational training will be progressively implemented along the timetable for implementation of the reform, and its generalisation in the academic year 2000-2001 should be completed. "

3. Article 12 is worded as follows:

" Article 12.

1. In the academic year 2000-2001, the first course of the baccalaureate will be introduced, in general, and the third degree of unified and multi-purpose baccalaureate, the first vocational training of a second degree, will be introduced into the specialised teaching and the course of further training for the first to the second degree of vocational training.

In all cases, in the academic year 2002-2003 the third degree of second-degree vocational training in specialised teaching and the second degree of second-degree vocational training of the general scheme will no longer be taught. "

5. Article 16 is worded as follows:

" Article 16.

1. In application of the provisions of the fourth additional provision, 1, of the Organic Law 1/1990 of 3 October, during the five years following the extinction of the eighth basic general education course, tests will continue In order to obtain the degree of School Graduation, in the terms provided for in Article 52.3 of the aforementioned Organic Law.

2. Until the end of the academic year 2001-2002 there will be an evaluation of the evaluation of non-school lessons for obtaining the title of Auxiliary Technician.

3. From the academic year 2000-2001, the educational administrations will organize under the conditions that the effect will be established, tests for obtaining the degree of Graduate in secondary education by persons over eighteen years. However, in the case of the advance of compulsory secondary education, the educational authorities may organise such tests in advance for the adult population.

4. From the academic year 2000-2001, the educational authorities may organise, under the conditions which are established, evidence for obtaining the title of Bachiller by persons over the age of twenty-three.

5. From the academic year 1998 to 1999, the educational authorities may organise tests to obtain the titles of the Technical and Technical Superior, respectively, under the conditions and assumptions to be determined.

6. Educational administrations may convene the tests referred to in paragraphs 3, 4 and 5 of this Article prior to the dates specified in each of them. "

6. Article 17 is worded as follows:

" Article 17.

1. From the academic year 1992-1993, for centres supported by public funds, the maximum number of pupils per classroom in the first course of primary education will be 25. This commitment will be extended to the second year of primary education from 1993-1994, to the third from 1994-1995, to the fourth from 1995-1996, to the fifth from 1996-1997, and to the sixth from 1997-1998.

2. From the academic year 1996-1997, for centres supported by public funds, the maximum number of pupils per classroom in the first course of compulsory secondary education will be 30. This commitment will be extended to the second year of compulsory secondary education from 1997-1998, to the third from 1998-1999, and to the fourth from 1999-2000. The provisions of this paragraph shall be without prejudice to the guarantee of continuity of students already in school.

3. The educational authorities may adapt the periods referred to in the light of their own planning and within the time limit of twelve years laid down by the Organic Law 1/1990 of 3 October, as amended by the additional provision twenty-five years. seventh of Law 66/1997.

4. The educational establishments other than those referred to in paragraphs 1 and 2 shall, in any event, have the period of 12 years referred to in order to reach the maximum number of pupils per classroom referred to in this Article. "

7. Article 19 is worded as follows:

" Article 19.

1. Within the time frame of the calendar established by this Royal Decree, the educational administrations will progressively provide the institutions with teachers and other support staff for the appropriate care of the students. with special educational needs, according to the different nature of the needs and in the framework of the provisions of Articles 36 and 37 of the Organic Law 1/1990.

2. The teachers and support staff referred to in the previous paragraph shall be incorporated into the centres from the moment the respective pupils with special educational needs do so.

3. Within the 12-year period for the implementation of the new system of the education system, educational administrations will have to complete the removal of architectural barriers in schools where students are integrated with the Motor or visual impairments. '

8. Article 21 is worded as follows:

" Article 21.

order to allow for the extension of vocational training courses and the progressive introduction of the baccalaureate, educational administrations will be able to provide for the introduction of compulsory secondary education. (second cycle) in a number of centres prior to the time limits provided for in this Royal Decree to carry out the generalisation of the said implementation. "

9. Article 28 is worded as follows:

" Article 28.

From the academic year 1999-2000 will begin the implementation of the courses of the higher grade which, according to the new ordination, will be established. "

10. Article 31 is worded as follows:

" Article 31.

From the 1999-2000 course in which the implementation of the higher level of the new education system management is initiated, students who have already started the middle grade studies, as set out in the Decree 2618/1966, of September 10, may choose to continue their studies of higher degree, as established in the aforementioned standard or to be incorporated to this degree, according to the new ordination. In the latter case, according to the level shown in the access test, these students may be incorporated in a course other than the first course, provided that the course has been implemented. "

11. Article 32 is worded as follows:

" Article 32.

The possibility of continuing studies under Decree 2618/1966 of 10 September, in accordance with Articles 30.1, 30.2, 30.5 and 31 of this Royal Decree, will be effective until the end of the academic year. 2000-2001, the date on which the plan is to be put out for all purposes and modalities. Until the date of extinction, the centres will offer the different subjects, according to Decree 2618/1966, as long as they have students with the right to continue these studies. "

12. Article 37 is worded as follows:

" Article 37.

1. In the academic year 1996-1997, the first degree of the middle grade corresponding to the new management of the education system will be implemented.

2. In the academic year 1997-1998 the second middle grade course will be implemented.

3. In the academic year 1998-1999 the third degree course will be implemented.

4. In the academic year 1999-2000, the fourth grade of the middle grade will be implemented.

5. In the academic year 2000-2001 the fifth course of the middle grade will be implemented.

6. In the academic year 2001-2002, the sixth course of the middle grade will be established, from which the conditions laid down in the third, second and third transitional provisions of Royal Decree 389/1992 of 15 April must be fulfilled. "

13. Article 38 is worded as follows:

" Article 38.

From the academic year 1999-2000 will begin the implementation of the higher degree courses which, according to the new management, will be established. "

14. Article 45 is worded as follows:

" Article 45.

1. In the academic year 2000-2001 the introduction of the studies corresponding to the medium-grade training cycles and the higher degree courses of Plastic and Design '' will be initiated in general.

2. From the academic year 1998-1999 will begin the progressive extinction, ongoing course, of the plans of studies of the common courses of the teaching of Applied Arts and Arts, regulated, respectively, by Decree 2127/1963, of 24 July, and by Royal Decree 799/1984 of 28 March.

3. From the academic year 2001-2002 will begin the progressive extinction, ongoing course, plans of studies of the specialties of the teaching of Applied Arts and Arts, regulated by Decree 2127/1963, of July 24.

4. From the academic year 2000-2001 will begin the progressive extinction, ongoing course, plans of studies of the specialties of the teaching of Applied Arts and Arts, regulated by Royal Decree 799/1984, of March 28, or by Royal Decree 942/1986 of 9 May. '

15. Article 47 is worded as follows:

16. Article 49 is worded as follows:

In the two academic years following the extinction of the teachings of Applied Arts and Arts, extraordinary evidence will be called for obtaining the degree of Graduate in Applied Arts under the conditions that In due time, they shall be established for those students affected by the extinction of the study plans referred to in Article 45 of this Royal Decree. "

17. Article 50 is worded as follows:

" Article 50.

The educational administrations will be able to provide the teaching of music and dance, training cycles of plastic arts and design, and superior teaching of plastic arts and design, prior to the established in this Royal Decree, in a number of centres of their respective territorial areas. "

18. Article 54 is worded as follows:

" Article 54.

The approved private schools of primary education, from the 1996/97 course, for the provision of the two compulsory secondary education courses will be held in accordance with the conditions laid down in the legislation. in force, for the units corresponding to the cycles mentioned, in order to ensure that the pupils are able to take all compulsory education at the same centre. The concert for compulsory secondary education shall enter into force in accordance with the provisions of Articles 8, 9 and 10 or, where appropriate, in Article 21 of this Royal Decree. 19. Article 57 is worded as follows:

" Article 57.

1. The concerted training centres of first grade which, in accordance with the second transitional provision, (1) (b) of the Organic Law 1/1990 of 3 October of General Management of the Educational System, have obtained provisional authorization To give the second cycle of compulsory secondary education, a concert will be signed for this educational cycle. This concert will enter into force in the course of 1998-1999, as provided for in Articles 9 and 10 of this Royal Decree, and will have an initial duration of two years, renewable for one year, provided that the authorization obtained is maintained.

2. The concert will affect the following lessons, according to the different academic courses:

(a) Course 1998-1999: second course of first and third vocational training course of compulsory secondary education.

b) Course 1999-2000: second complete cycle of compulsory secondary education. "

20. Article 58 is worded as follows:

" Article 58.

1. The educational concerts, which have been signed with vocational training centres of second grade, which will be completed in the course of 1992-1993, will be renewed for 1993-1994, as provided for in Articles 42 et seq. of the Rules of Procedure. basic on educational concerts.

2. The renewal of these educational concerts shall be carried out for the following lessons, taking into account the period of validity of the educational concerts provided for in Article 6 of the Regulation referred to in paragraph 1. previous:

(a) Courses 1993-1994, 1994-1995, 1995-1996 and 1996-1997: a concert will be renewed for the teaching of second-degree vocational training.

b) From the 1997/98 course, the renewed concert will be applied to the following lessons, according to the different academic courses:

1.o Years 1997-1998, 1998-1999 and 1999-2000: second-degree vocational training.

2.o Year 2000-2001: second and third courses of second degree vocational training under specialist teaching, and first and second courses of second degree vocational training.

3.o Year 2001-2002: third degree course of second degree vocational training under specialist teaching, and second degree of second degree vocational training in general.

3. After the end of the course 2001-2002, the concert shall be deemed to be extinguished for the second-degree vocational training courses, both in terms of specialised teaching and general arrangements. From this course, the centre may sign a concert for the teachings for which it is authorised, as provided for in the following Articles. "

21. Article 59 is worded as follows:

" Article 59.

The concerted vocational training centres of the second grade which, in the course of the year 2000-2001, were authorised to give the new baccalaureate, will amend the agreed concerto, in accordance with the provisions of Articles 11 and 12 of this Royal Decree and as specified below:

(a) Course 2000-2001: first course of baccalaureate, second and third degree courses of second degree vocational training under specialist teaching and first and second degree courses of second degree vocational training in general arrangements.

(b) Course 2001-2002: first and second courses of secondary school, third degree course of second degree vocational training under specialist teaching and second degree of second degree vocational training under general conditions.

c) 2002-2003: Baccalaureate. "

22. Article 62 is worded as follows:

" Article 62.

1. Educational concerts with secondary schools from former subsidiary sec tions, which are to be completed in the course of 1992-1993, will be renewed for 1993-1994, as provided for in Articles 42 et seq. of the Regulation of basic standards on educational concerts.

2. The educational concerts of the centers mentioned, renewed in the course 1993-1994, will apply to the teaching of a unified and multipurpose high school and course of university orientation during the four years of the concert.

3. The educational concerts of the baccalaureate centres which are renewed in the course of 1997-1998 will be applied to the following lessons, according to the different academic courses and without prejudice to what is available in the article. next:

a) Course 1997-1998: Unified and multi-purpose high school and university orientation course.

b) Course 1998-1999: second and third courses of a unified and multi-purpose high school and university orientation course.

c) Course 1999-2000: Third degree of unified and multipurpose baccalaureate and university orientation course.

d) Course 2000-2001: course of university orientation and first course of baccalaureate.

e) Course 2001-2002: Baccalaureate. "

23. Article 63 is worded as follows:

" Article 63.

1. The present Baccalaureate centres from former subsidiary sections which, according to the transitional provision third, 7, of the Organic Law 1/1990 of 3 October, of General Management of the Educational System, have obtained authorization In order to give the second cycle of compulsory secondary education, they will sign a concert for this cycle. This concert will take effect from the 1998-1999 period, as provided for in Articles 9 and 10 of this Royal Decree, and will have an initial duration of two years, renewable for one year, provided that the authorization obtained is maintained.

c) Course 2000-2001: course of university orientation, second full cycle of compulsory secondary education and first course of baccalaureate.

d) Course 2001-2002: second full cycle of compulsory secondary education and full baccalaureate. "

24. A paragraph 2 is added to the first provision with the following wording:

" 2. The provisional authorisations referred to in the second transitional provision, 1, of the Organic Law 1/1990 of 3 October of General Management of the Educational System shall, in any event, be extinguished at the end of the period laid down in this Royal Decree. Decree for the total implementation of the new education system. "

25. The additional seventh provision is worded as follows:

" Additional provision seventh.

The generalization of the teachings leading to the degree of didactic specialization referred to in article 24, paragraph 2, of the Organic Law 1/1990, of October 3, will take place before the 2002-2003 course. The lessons learned from the education and training certificates issued by the Institutes of Science of Education under the provisions of Article 102.2.b of Law 14/1970 of 4 August, General Education and Education, and the Financing of the Education Reform, may continue to be organised until 2001-2002. "

Single additional disposition.

The educational administrations, according to their planning criteria, will be able to anticipate, with respect to the timetable established in this Royal Decree, and with partial or general character, the implementation of the various the lessons to which it relates.

First transient disposition.

1. The possibility of carrying out the tests provided for in Article 15 of Royal Decree 986/1991 of 14 June 1991 for pupils who have started certain lessons from the previous system would not have completed them at the time of their extinction. Three years for pupils who in the academic year 1997-1998 would have been enrolled in a unified and multi-purpose high school first by the night teaching regime by splitting the course, under the terms of the Order of 1 of August 1978 ("Official State Gazette" of 15 September). This extension will apply only to pupils who have not chosen to be integrated into the teaching of the new educational system in accordance with the provisions laid down for this purpose.

2. The educational authorities may, according to their planning criteria, establish, exclusively for those students, in-person teaching on the night of the subjects of which they did not register in the previous course.

Second transient disposition.

The approvals granted to the centres under Articles 35 and 36 of Royal Decree 707/1976 of 5 March 2000 on the organisation of vocational training, to be extended until the end of 1999-2000 are extended until the end of 1999-2000. The aim of the study is to enable pupils who have completed the first course during the 1998-99 academic year to finish their studies.

Transitional provision third.

Exceptionally, for the 1998-1999 period, the time limits laid down in Articles 24 (2) and 25 of Royal Decree 2377/1985 of 18 December 1985 on the Regulation of basic rules on the rules on the educational concerts, in the aspects related to the date of approval or refusal of the educational concerts and the date of formalization of the same, respectively. With regard to the period for the submission of applications by the operators of the centres referred to in Article 19 of that Regulation, the period laid down in that Regulation shall be laid down in the month of February and up to the fifth day. March of this year.

Transitional disposition fourth.

The first paragraph of the fifth transitional provision of Royal Decree 1004/1991 of 14 June 1991 is worded as follows:

" Fifth. -1. Educational establishments which serve children under six years of age who are not authorised as pre-school education centres have obtained authorisation or licence for their operation in accordance with the legislation prior to the Organic Law 1/1990, 3 October, for the General Management of the Educational System, will have the deadline provided for in this Royal Decree for the total implementation of the new educational system, from the entry into force of the Law to conform to the requirements (a) the minimum standards laid down in Royal Decree 1004/1991 of 14 June 1991 for children's education centres. "

Repeal provision.

1. Repealed:

1.o Royal Decree 1468/1997 of 19 September 1997 amending the timetable for the application of the new system of education and the type-approval of other education systems in the field of artistic teaching how much you oppose this Royal Decree.

2.o Paragraphs 7.o and 12 of the Order of 1 August 1978 governing the late night studies ("Official State Gazette" of 15 September).

Final disposition first.

This Royal Decree is of a basic nature under the provisions of Article 149.1.30.a of the Spanish Constitution and of the additional provision of the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

Final disposition second.

The Minister of Education and Culture and the competent authority of the Autonomous Communities may, in the field of their respective powers, dictate how many provisions are necessary for the implementation and development of the in this Royal Decree.

Final disposition third.

Paragraph 1 of the additional provision of Royal Decree 617/1995 of 2 April 1995 governing the basic aspects of the higher grade curriculum of the Music Teachings and the access test is hereby amended. these studies, as regards the course in which the implementation of the higher level of the new management of the education system is initiated.

Final disposition fourth.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
