Regulation (EEC) No 154/75 established in the Member States producers of olive oil, an olive register, and Regulation (EEC) 2261/84 ordered Member States to create and keep up to date computerised permanent files of olive data. In compliance with this provision, the Ministry of Agriculture, Fisheries and Food approved the Order of 1 August 1990, to set up and maintain the computerised olive file. The purpose of the file is to facilitate the control operations necessary for the proper management of the aid scheme for the production of olive oil.

Commission Regulation (EC) No 2366/98 of 30 October laying down detailed rules for the application of the aid scheme for the production of olive oil for the marketing years 1 9 9 8/1 9 9 9, 1999/2000 and 2000/2001, and Council Regulation (EC) No 1638/98 of 20 July amending Regulation No 136 /66/EEC on the common organisation of the market in oils and fats, containing the new regulation to be applied to the submit to the Oleicola Register and the Oleicola Geographic Information System (GIS), based on the data this Record.

In order to coordinate the tasks currently being carried out for the creation of the Oleicola Geographic Information System, with the data from the Computerized Oleicola File and the Oleicola Register, a Standing Committee should be set up to manage such information, which is of the utmost importance for carrying out the checks which the State has allocated in relation to aid for olive oil and table olives, as well as for maintain and maintain it at all times at the disposal of the Autonomous Communities, entities The Agency for the Olive Oil Agency, the Agency for the Monitoring of Aid, the main users of the bases and information of the Computerised Olive File.

In its virtue, after the approval of the Minister of Public Administrations, I have:

Article 1. Constitution.

The Permanent Committee for the Management and Maintenance of the Computerized Oleicola File and the Spanish Geographic Information System is constituted, attached to the Department's Secretariat.

Article 2. Functions.

In order to achieve the assigned objectives, according to the competencies established for the different units of the Ministry of Agriculture, Fisheries and Food in Royal Decree 1490/1998, of July 10, by the establishing the organic structure of the Ministry of Agriculture, Fisheries and Food, the functions of the Standing Committee for the Management and Maintenance of the Computerised Olive File and the Oleicola Geographic Information System Spanish, will be as follows:

(a) Reception and processing of information concerning olive growers, olive growers, recognised olive oil producer organisations and their unions, approved mills, authorised processing industries and operators operating under the aid scheme for the production of olive oil and table olives.

b) Coordinate the work that is directed to the generation, updating, maintenance and use of the Spanish Geographic Information System, in the field of the Department.

(c) To provide the competent bodies of the Autonomous Communities and the Agency for Olive Oil with the information they need to carry out the checks they have entrusted to them in the field of production aid olive oil and table olive oil. Personal data contained in the geographical information system for olive cultivation, including those of the Olive Register, may not be used for purposes other than those for which the data were collected.

d) Coordinate the information flows to be produced between the Autonomous Communities, the Ministry of Agriculture, Fisheries and Food and the olive oil producers ' organizations and their unions in the management, control and liquidation of aid for the production of olive oil and table olives.

Article 3. Composition.

The Standing Committee for the Management and Maintenance of the Computerised Oleicola File and the Spanish Geographic Information System will have the following composition:

President: The person designated by the Undersecretary of Department officials, with the rank, at least, of Subdirector-General or assimilated.

Vice President: The Assistant Director-General for Economic Analysis and Program Evaluation, which will replace the President in cases of vacancies, absence or illness.

Vocals:

Two representatives, with the rank, at least, of the Deputy Director-General, of the Agriculture and Food Secretariat.

Two representatives, with rank, at least, of Deputy Director-General, of the General Secretariat of Agriculture and Food.

Two representatives, with rank, at least, of Subdirector general, of the Spanish Agricultural Guarantee Fund.

The Deputy Director-General for Informatics and Communications.

The Director of the Olive Oil Agency.

Secretary: The person designated by the Assistant Secretary of the Vocals.

Article 4. Departmental collaboration.

The different units of the Department will lend support to them by the Standing Committee for the Management and Maintenance of the Computerised Oleicola File and the Spanish Oleicola Geographic Information System.

Article 5. Coordination with the Autonomous Communities and recognised producer organisations and their unions.

1. The Committee shall promote regular meetings of a technical nature, monitoring, information and coordination with the Autonomous Communities. These meetings shall, at least, be monthly, without prejudice to the permanent channelling character which it shall have for these purposes in relation to the use of the Computerised Olive File and the Oleicola Geographical Information System. 2. Furthermore, the Standing Committee for the Management and Maintenance of the Computerised Olive File and the Spanish Geographic Information System will promote regular meetings with recognised producer organisations and their unions, in order to coordinate the information that may be required by such organizations and unions in their file status.

Article 6. Means and operating costs.

1. For its operation, the Committee shall have the staff assigned to the Subdirectorate-General for Information and Communications of the Secretariat.

2. The operating costs of the Committee shall be charged to the ordinary budget of the Ministry of Agriculture, Fisheries and Food, without any increase in expenditure.

3. As provided for in this Order, the Committee shall be governed by the provisions of Articles 22 et seq. of Law 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure, and on the Articles 38 et seq. of Law 6/1997 of 14 April of the Organization and the Functioning of the General Administration of the State.

Final disposition. Entry into force.

This provision shall enter into force on the day following that of its publication in the Official Gazette of the State.
