Among the functions attributed to the Center for Sociological Research of Law 39/1995 of 15 December, and Royal Decree 1214/1997 of 18 July, of the organization of the CIS, the promotion and encouragement of the The Commission has also been involved in the field of research and research, as well as participation in training programmes for technicians and specialists in the field of research.

Consequently, it is appropriate for the Sociological Research Centre to issue aid for sociological work on an annual basis, for the development of which the methods and techniques of social research must be used By means of a public tender on competitive competition, this Ministry has therefore considered it appropriate to draw up an Order laying down the general, regulatory framework for the granting of aid to the Sociologica, in accordance with the arrangements laid down in Articles 81 and 82 of the text recast of the General Budget Law and the Rules of Procedure for the Concession of Aid and Public Grants, approved by Royal Decree 2225/1993 of 17 December 1993.

In its virtue, prior to the Department's Legal Service report, I have had the right to have:

Article 1. Object.

The purpose of the aid granted under this Order is the promotion and promotion of applied social research, through the development of sociological works involving the use of methods and techniques. of empirical social research.

Article 2. Classes.

Aid to sociological research may be called under some of the following:

(a) Aid for research involving the exploitation of the CIS Data Bank.

b) Other aid for research in social sciences, which is considered appropriate by the President of the CIS for its thematic or current affairs.

Article 3. Requirements of the applicants.

May be beneficiaries of the aid provided for in this Order: natural persons who meet the following conditions:

(a) Possession of Spanish nationality or being a national of a Member State of the European Union, resident in Spain at the time of the application of the aid, possessing full capacity to act.

b) To be in possession of the degree of university degree in some discipline or area of social sciences. Certificates obtained abroad or in non-State Spanish centres must be validated or recognised, or it must be documented that such validation or recognition is being processed at the time of application for the aid.

c) Find yourself a day in the fulfillment of all your tax obligations and in the face of Social Security.

Article 4. Calls.

In accordance with the provisions of Article 4.3 of Royal Decree 2225/1993 of 17 December 1993 on the Rules of Procedure of the Procedure for the Concession of Aid and Public Grants, the call for aid is hereby approved. shall start ex officio by Resolution of the President of the Center for Sociological Research, which, published in the "Official Gazette of the State", shall comply with the provisions of this Order, and shall be completed at the following ends:

a) The Authority to which applications should be addressed.

b) Determination that the award is made in a competitive competition regime, by means of the appropriate competition.

(c) Deadline for submission of applications, which shall not be less than 15 days from the date of publication of the resolution.

d) Complementary requirements and documentation.

e) The budgetary credit to which the aid is charged.

f) Composition of the Study and Assessment Commission.

g) Form and means in which communications and notifications will be made, in particular awards.

h) Request assessment criteria.

i) Indication that the decision to grant the aid ends on the administrative route, and against it the corresponding administrative and administrative action may be brought before the Court of Justice; replacement, where appropriate, within the meaning of Article 116 of Law No 30/1992 of 26 November 1992, of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

Article 5. Commission of study and assessment.

Applications, projects and documentation submitted will be studied and evaluated by a Commission which, under the chairmanship of the President of the Sociological Research Centre or a person to whom it delegates, will be appointed by each call.

The functioning of the Commission shall be in accordance with the system of collegiate bodies established in the Law of the Legal Regime of Public Administrations and the Common Administrative Procedure.

This Commission will also act as a manager for all events arising from the call, its development and resolution of incidents that may arise, including the proposal for a resolution of the aid to be granted.

Article 6. Granting of the aid.

The aid referred to in this Order shall be granted by administrative decision to the President of the Centre for Sociological Research in accordance with the provisions of Article 81.3 of the recast text of the General Budget Law, subject to budgetary entry for this purpose.

The grant of the aid will be notified to each of the beneficiaries and the decision of the call will be published in the "Official State Gazette".

Article 7. Obligations of the beneficiaries and conditions for granting.

1. The enjoyment of the aid referred to in this Order shall be incompatible with any other aid of similar characteristics granted by public or private bodies, Spanish or foreign, on a temporary basis with that granted.

2. It follows from the obligation to use the subsidy for the performance of the activity, for which it has been granted, that the recipient is obliged to carry out the activity which is the basis for the grant of the subsidy.

3. The granting and enjoyment of the aid does not imply a working or statutory relationship between the beneficiary and the body.

4. The beneficiary will be obliged to provide information as requested by the Court of Auditors on the aid granted.

Article 8. Realization of the payment.

The payment will be made once the results of the investigation are delivered, and received in accordance with the President of the CIS.

The total amount of the aid will be applied to the discounts and retentions that proceed in accordance with the tax provisions in force.

Measures to ensure the good end of the aid.

1. Amendment of the Resolution granting the aid-any alteration of the conditions for the grant of the grant and, in any event, the concurrent obtaining of other aid, in the field of sociology or political science, granted by other administrations or entities, public or private, national or international, shall give rise to the amendment of the award resolution, and the beneficiary shall proceed with the recovery of the amounts received.

2. Refund of the amount of aid. The reimbursement of the amounts received shall be carried out by the system established in Article 8 of the Rules of Procedure for the Concession of Public Grants and Grants, approved by Royal Decree 2225/1993 of 17 December 1993.

The recovery of the amounts received in respect of grants or public aid and, as a result, the decision to grant and the interest for late payment from the time of payment of the subsidy, will proceed the amount fixed in Article 36 of the recast text of the General Budget Law, where one of the circumstances laid down in Article 81 (9) of that Law is present.

Article 10. Responsibility and sanctioning regime.

The beneficiaries of the aid provided for in this Order are subject to the regime of administrative infringements and penalties provided for in Article 82 of the recast text of the General Budget Law.

Single additional disposition.

The President of the Center for Sociological Research is empowered to dictate how many resolutions he deems necessary in the development and application of this Order.

Final disposition first.

all those extremes not provided for in this Order will be applied, with an extra character, as provided for in Articles 81 and 82 of the General Budget Law and in Royal Decree 2225/1993 of 17 December 1993.

Final disposition second.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
