The United Nations General Assembly, by Resolution 54/262, adopted the decision to convene a second World Assembly on Aging in 2002, coinciding with the 20th anniversary of the World Assembly. held in Vienna.

In response to this decision, the Council of Ministers of 11 February 2000 agreed to the offer of Spain as the seat of that Assembly.

The Assembly, which is part of the major conferences organized by the United Nations, will be held in Madrid from 8 to 12 April 2002 in order to carry out a general examination of the results of the first Assembly. Global and approve a revised action plan, as well as a long-term strategy on aging.

The Second World Assembly on Ageing will be open to the participation of all the Member States of the United Nations, to members of the specialized agencies and to observers, as well as to other organizations intergovernmental.

Given the importance of this event, the extent of its contents and the high number of countries that are expected to participate in it, it is considered appropriate to create an Organizing Committee, in which they are represented. the various Ministries with competence in the field, directing and coordinating the preparation of all the activities and programmes necessary for the proper and effective development of the Assembly.

In its virtue, on the proposal of the Ministers of Foreign Affairs and Labour and Social Affairs, after the approval of the Minister of Public Administrations, and after deliberation by the Council of Ministers at its meeting of the December 2000,

D I S P O N G O:

Article 1. Creation.

1. The Organising Committee of the Second United Nations World Assembly on Ageing, to be held in Spain from 8 to 12 April 2002, is hereby established.

2. The Organising Committee shall be attached to the Ministry of Labour and Social Affairs.

Article 2. Functions.

The Committee will have the following functions:

1. Plan and organise the various measures to be taken in Spain, as the seat of the Assembly.

2. Ensure proper connection between the various ministerial departments for this purpose.

3. To propose to the Ministry of Foreign Affairs the appropriate actions at international level to prepare the Assembly, without prejudice to the specific competences of the Department.

4. Approve the memory of the realization of its tasks.

Article 3. Structure and composition.

1. The Committee shall be composed of the President, two Vice-Presidents, the Registrar and 16 members.

2. President: The Presidency of the Committee shall be the responsibility of the Minister for the Presidency.

3. Vice-Presidents: First Vice-President of the Ministry of Labour and Social Affairs, the General Secretariat for Social Affairs, and second Vice-President, the Ambassador to the Special Mission for Humanitarian and Social Affairs of the Ministry of Foreign Affairs External.

4. Secretary: He shall act as Secretary, with a voice but without a vote, the Commissioner of the Committee referred to in Article 5 of this Royal Decree, and may be replaced in the cases of vacancy, absence or illness by the Deputy Commissioner referred to in paragraph 2 of the abovementioned Article.

The Secretary, in the performance of his duties, shall act in coordination with the General Secretariat of Foreign Affairs of the Ministry of Foreign Affairs.

5. Vowels: Committee members:

(a) Two representatives from each of the following Ministries: Foreign Affairs, Labour and Social Affairs, Presidency, and Health and Consumer Affairs.

b) A representative of each of the following Ministries: Finance, Interior, Development, Education, Culture and Sport, Public Administrations, Economics, and Science and Technology.

c) A representative of the Government Spokesperson.

The vowels will have the least rank of Director-General and will be designated by the respective Departments ' holders.

Article 4. Call and operation.

1. The Committee shall meet when convened by its Chairman, on his own initiative or on a proposal from any of its Vice-Presidents.

2. Representatives of departments or bodies of public administrations or other institutions, as well as representatives of departments or bodies of public administrations or other institutions, may attend meetings of the Committee, subject to a call by its President. those experts deemed appropriate.

3. Without prejudice to the provisions of this Royal Decree, the Organising Committee of the Second United Nations World Assembly on Ageing shall be governed by the rules contained in Chapter II of Title II of Law 30/1992, November, the Legal Regime of Public Administrations and the Common Administrative Procedure.

Article 5. Commissioner of the Organising Committee.

1. The Commissioner of the Organising Committee of the Second World Assembly of the United Nations on Ageing will be appointed by the Minister of Labour and Social Affairs, corresponding to the activities which the Committee entrusts to him. to ensure the functioning of the system and the fulfilment of its tasks.

2. The Commissioner of the Organising Committee, dependent on the General Secretariat for Social Affairs, will be assisted in the performance of his duties by a Deputy Commissioner, appointed by the Minister for Labour and Social Affairs, and by staff. Official as determined by the General Secretariat for Social Affairs.

3. A report on the tasks of the Organising Committee of the Second United Nations World Assembly on Ageing, to be presented to the Committee and approved by the Committee before the date of its adoption, will be drawn up under the guidance of the Commissioner. extinction.

Article 6. Extinction.

The Committee shall be extinguished once the Memory has been approved of the performance of its tasks, which shall in any case be approved within six months of the end of the Second World Assembly on the Ageing.

The Committee's extinction will lead to the removal of the posts of Commissioner and Deputy Commissioner.

Final disposition first. Gratuitousness of the charges.

All the positions of the Committee, except the Commissioner and the Deputy Commissioner as referred to in Article 5, shall be honorific and shall not receive any remuneration for the performance of their duties, except where appropriate, compensation for the service provided to them pursuant to Royal Decree 236/1988 of 4 March 1988.

Final disposition second. Entry into force.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
