To all who present it and understand, Know: That the General Courts have approved and I come to sanction the following Law.

EXPLANATORY STATEMENT

Law 32/1999, of 8 October, of Solidarity with the victims of terrorism, has been the instrument

through which the State and, with it, the entire Spanish society have wanted to give testimony of honor and recognition to all those who have suffered the terrorist violence.

One of the demonstrations that the legal standard cited shows as a tribute to the victims of terrorism is to make effective their right to be compensated or compensated on the basis of the existing civil liability, the State has decided to assume the payment of the compensation that is owed to it by the authors and others responsible for the terrorist acts.

It is, therefore, a mere material compensation to a collective whose sacrifice can never be fully compensated, but which represents, at least, an express and public recognition of hard democratic values. defended, demonstrated and consolidated.

The objective pursued by this standard is, therefore, to accelerate, as far as possible, the remedial action that the public authorities have voluntarily assumed, using the mechanisms legally provided for, as It is a matter of obligations, the fulfilment of which is indefable and for which there is no budgetary allocation. Thus, Article 64 of the recast text of the General Budget Law, adopted by Royal Decree No 1091/1988 of 23 September 1988, provides in these cases that the Minister for Finance, after a report by the Directorate-General for Budgets and Council of State opinion, may raise the government's agreement the referral of a bill to the General Courts granting an extraordinary credit.

Furthermore, in the present case we are not only with an option, but with the fulfillment of a legal mandate, since the final provision of Law 32/1999 imposes on the Government the elevation to the General Courts, in the the shortest possible time limit, of a draft law for the granting of an extraordinary credit to cover the costs of the compensation paid. In this way, the legislator has wanted to ensure that the obligations assumed are to be met with due care.

Thus, the government approved a bill that was sent to the General Courts for processing and approval.

However, the dissolution of the Cortes General by Royal Decree 64/2000, of January 17, without the completion of the processing of the aforementioned bill, determined the expiration of the bill.

As to its content, this rule is limited to what is provided for in the budget legislation and in the Law of which it brings cause. Thus, an extraordinary credit is granted to the current expenditure budget of the Ministry of the Interior, as the competent department for managing and granting the compensation described.

Moreover, it is anticipated that the Minister of Finance will be able to extend the above extraordinary credit in the face of difficulties in quantifying total expenditure, due to the priority indetermination of the total number of beneficiaries, and it is established that the aforementioned extraordinary credit will be financed with public debt. Finally, it provides for the incorporation of the remaining appropriations for the following financial year.

Article 1. Granting of special credit.

One. In order to meet the obligations arising from the implementation of Law 32/1999 of 8 October, Solidarity with the victims of terrorism, an extraordinary appropriation is granted, with 46,624,357,971 pesetas, in the current Budget of the State, Section 16 "Ministry of the Interior", service 01 "Ministry, Undersecretary and General Services", program 221A "Directorate and General Services of Security and Civil Protection", concept 480.01 " Indemnities and compensations derived from the Law 32/1999 of 8 October 1999 on Solidarity with the victims of terrorism ".

Two. The remaining appropriations shall be incorporated in the following immediate financial year by agreement of the Minister for Finance.

Article 2. Authorization to extend extraordinary credit.

The extraordinary credit provided for in the previous article is declared to be extensible in so far as it is insufficient to meet the obligations to be met by the Minister for Finance, to which the Minister for Finance authorise the corresponding budgetary amendment.

Article 3. Financing of the extraordinary credit.

The extraordinary credit provided for in Article 1 shall be financed by public debt in accordance with the provisions of Article 101 of the recast text of the General Budget Law, approved by the Royal Legislative Decree 1091/1988 of 23 September 1988.

Single end disposition. Entry into force.

This Law shall enter into force on the day following that of its publication in the "Official Gazette of the State".

Therefore, I command all Spaniards, individuals and authorities to keep and keep this Law.
