Sabed: That the General Courts have approved and I come to sanction the following Law.

EXPLANATORY STATEMENT

Ministry of Defense has begun the processing of a file for the granting of credit supplements, in the amount of 8,155,525,000 pesetas, in order to be able to meet until the end of the year the expenses to be incurred to produce for the development of the activities that are typical and typical of the Department, since the credits provided for such purposes are going to be insufficient.

Important international events, such as the disasters produced in Central America as a result of Hurricane Mitch, as well as the conflict in the former Yugoslavia, have motivated the Spanish presence to the aid and resolution of problems of varying nature produced in the areas affected by these events.

In this regard, the Council of Ministers adopted on 13 November 1998 an Agreement to facilitate the delivery of humanitarian aid and to contribute to the reconstruction of Central America, under which the Ministry of Defence In the area, military units have also provided land, naval and air materials.

For its part, the Kosovo conflict also prompted the adoption of two Council of Ministers ' Agreements, on 9 October 1998 and 26 February 1999, to authorise the participation of Spanish military units in support of diplomatic efforts to resolve the crisis and a possible peace plan.

Therefore, since there is insufficient credit in the existing State General Budget to finance such activities, it is necessary to grant credit supplements in those items of the budget of the The Ministry of Defense is going to be insufficient.

In this regard, the government approved a bill that was referred to the General Courts for processing and approval.

However, the dissolution of the Cortes General by Royal Decree 64/2000, of January 17, without the completion of the processing of the aforementioned bill, determined the expiration of the bill.

The credit supplements are dealt with in agreement with the State Council and after the report of the Directorate-General for Budgets.

Article 1. Credit supplements.

Credit supplements, in the amount of 8.155.525,000 pesetas, are granted in the current Section 14 "Ministry of Defense" Budget for the amounts and budgetary applications that are set out in the Annex.

Article 2. Financing of credit supplements.

The credit supplements referred to in the previous article will be financed with Public Debt, from

agreement with the provisions of Article 101 of the recast text of the General Budget Law, adopted by Royal Legislative Decree 1091/1988 of 23 September.

Single end disposition. Entry into force.

This Law shall enter into force on the day following that of its publication in the "Official Gazette of the State".

Therefore, I command all Spaniards, individuals and authorities, to keep and keep this Law.
