Royal Decree 931/1989, of 21 July, for which the Agency of the Basin Hydrographic Confederation of the Ebro is constituted, determines in its article 4 the vowels of the different Autonomous Communities that participate in its Board of Government, including no representative of the Autonomous Community of Castilla-La Mancha.

In turn, the second provision of Law 29/1985, of 2 August, of Aguas, empowers the Government to modify the Royal Decrees of the Basin Organizations, when this is necessary to enable the participation in the Government Boards of those Autonomous Communities which, at the time, had not exercised their option within three months of the publication of Royal Decree 650/1987 of 8 May, defining the areas of the territorial units of the Basin and Hydrological Plans.

Since the Governing Council of the Castilla-La Mancha Board of Communities agreed, on 8 February 2000, to incorporate a representative of that Autonomous Community into the Governing Board of the Hydrographic Confederation Article 4 of the Ebro is to be amended.

In its virtue, in accordance with the provisions of article 20.4 of Law 29/1985, of Aguas, and in article 63.3 of Law 6/1997, of April 14, of the Organization and the Functioning of the General Administration of the State, the initiative of the Minister for the Environment, and on the proposal of the Minister for Public Administrations, and after deliberation by the Council of Ministers at its meeting on 23 March 2001,

D I S P O N G O:

Single item. Amendment to Article 4 of Royal Decree 931/1989 of 21 July 1989.

Article 4 of Royal Decree 931/1989, of 21 July, for which the Basin Agency is constituted

The Ebro Hydrographic Confederation is worded as follows:

" Article 4. The Governing Board of the Ebro Hydrographic Confederation shall be composed of the members referred to in Article 29 of the Regulation of the Public Administration of Water and Hydrological Planning, corresponding to the Communities Autonomous and to users, in accordance with the rules set out in paragraphs (b) and (c) of paragraph 1.3 of that precept, the following representation:

a) Autonomous Communities:

Community of Aragon: six representatives.

Cantabria Community: a representative.

Community of Castilla y León: a representative.

Castilla-La Mancha Community: a representative.

Community of Catalonia: three representatives.

La Rioja Community: two representatives.

Comunidad Foral de Navarra: two representatives.

Basque Country Community: a representative.

Comunidad Valenciana: a representative.

b) Users:

From supply to populations: four representatives.

De regadios: eight representatives.

Energy uses: two representatives.

From other uses: two representatives. "

Single end disposition. Entry into force.

This Royal Decree shall enter into force on the day following that of its publication in the "Official Gazette of the State".
