By Order FOM/1644/2012 of 23 July, the delegation of powers was carried out in the Ministry of Public Works, with the aim of achieving a more efficient and rational management of the exercise of the competences conferred by the legal order for the holders of the various higher bodies and managers of the Department.

According to the same objective, it is considered necessary to amend that order in order to order the exercise of powers in certain matters.

Thus, it is necessary to delegate to the holder of the Secretariat, and on the proposal of the Secretary of State for Infrastructures, Transport and Housing, the competence of the holder of the Ministry concerning the fixing of the complement of post the annual and annual variable supplement amount, as well as the annual fixing and assessment of the objectives, to be allocated in the contracts of the maximum responsible and managers of the State public sector entities attached to the Ministry of Development. To this end, two new letters are included in the first paragraph of Order FOM/1644/2012 of 23 July.

With regard to the "Universal Postal Service" powers, the first subparagraph of paragraph .1.A) and Section 8 (1) (C) are amended to delegate powers to the holder of the Subsecretariat. concerning the 491N "Universal Postal Service" Programme, which until now was delegated to the Technical General Secretariat, in relation to the management of expenditure and proposals for payment and with grants and transfers, respectively.

On the other hand, in coherence with the delegation of the approval of the files of public information in the field of roads, they are delegated to the Secretary of State of Infrastructures, Transport and Housing the competences for the final approval of studies and projects provided for in Article 32.3 of the General Roads Regulation, approved by Royal Decree 1812/1994 of 2 September 1994, by amending paragraph 1 of the 16th paragraph of that Order FOM/1644/2012, dated July 23.

All in accordance with the provisions of Articles 13 and concordant of Law 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure; Additional thirteenth of Law 6/1997 of 14 April of the Organization and the Functioning of the General Administration of the State; and Article 20 of Law 50/1997 of 27 November of the Government.

In its virtue, I have:

First. Amendment of Order FOM/1644/2012 of 23 July 2012 on the delegation of powers to the Ministry of Public Works.

Order FOM/1644/2012, of 23 July, on the delegation of powers to the Ministry of Public Works, is amended as follows:

One. Two new points (E) and (F) are added to Primer.1, which are worded as follows:

" E) On a proposal from the Secretary of State for Infrastructure, Transport and Housing, fix the annual position supplement and the maximum annual variable supplement to be allocated in the contracts of the maximum managers and managers of those entities in the public sector, other than state companies, attached to the Ministry of Public Works, in accordance with the powers conferred on the Ministry of Education under Article 7 of the Royal Decree 451/2012 of 5 March 2012 regulating the remuneration of the maximum responsible and managers in the business public sector and other entities.

F) On a proposal from the Secretary of State for Infrastructure, Transport and Housing, set and annually assess the objectives, the achievement of which conditions the perception of the variable complement of the top managers and managers of those entities of the State public sector, other than the State-owned companies, which are assigned to the Ministry of Public Works, according to the jurisdiction attributed to the Ministry of State in accordance with Article 7 of Royal Decree 451/2012, 5 of March. "

Two. The first subparagraph of paragraph .1.A. is worded as follows:

"
