Organic Law 2/2006, of 3 May, of Education, as amended by paragraph five of the Single Article of Organic Law 8/2013, of 9 December, for the Improvement of Educational Quality, establishes that the educational administrations develop the curriculum of vocational training qualifications, starting with the basic curriculum.

Royal Decree 127/2014 of 28 February, which regulates specific aspects of the Basic Vocational Training of the vocational training of the educational system, is approved fourteen professional qualifications basic, their basic curricula are fixed and the Royal Decree 1850/2009 of 4 December, on the issue of academic and professional qualifications corresponding to the teachings laid down in the Organic Law 2/2006 of 3 May, has been amended, the specific conditions for the management of basic vocational training. Also, in its third final Disposition, it establishes that the first course of the vocational training cycles will be implemented in the school year 2014-2015.

This regulatory framework makes it necessary to lay down the conditions for the implementation of the Basic Vocational Training in the field of management of the Ministry of Education, Culture and Sport, as well as to establish the curriculum of courses Training for the 14 basic professional qualifications established, in compliance with the provisions of Article 5 of the Royal Decree 127/2014 of 28 February 2014.

The vocational training centers will concretize and develop the curricula established in this order, adapting them to their socio-productive and educational environment, taking into account the characteristics of the students and students, with special attention to the needs of people with disabilities, and will boost the work of teachers.

Finally, it should be noted that the curriculum of these training cycles integrates scientific, technological and organisational aspects and the competences of lifelong learning of the teachings set out in the basic curriculum for to ensure that students and students acquire a comprehensive view of the relevant professional profile's own production processes and to be able to continue studies in the education system.

CHAPTER I

General provisions

Article 1. Object.

This order has as its object:

Article 2. Scope.

What is established in this order will be applicable in the territorial area of management of the Ministry of Education, Culture and Sport.

CHAPTER II

Curriculum

Article 3. Curriculum.

1. The curriculum of the titles of basic vocational training responds to the requirements of Chapters III and IV of Royal Decree 127/2014 of 28 February, and the basic curriculum regulated for each title in the corresponding standard.

2. The curriculum for each training cycle:

a) You will complete the contents of the professional modules.

b) Set the duration of each professional module.

c) Set the weekly hourly sequencing and distribution of professional modules.

d) Concrete spaces and equipment.

3. The aspects referred to in the previous paragraph, for the curricula set out in this order, are developed in the corresponding paragraphs of Annexes I to XIV.

Article 4. Adaptation to the socio-productive environment.

1. The curriculum of the training cycles of Basic Vocational Training shall be established taking into account the socio-economic characteristics of the sector.

2. The curriculum of each training cycle will enhance the culture of quality, prevention of occupational risks, environmental respect, excellence in the work, taking into account the specific regulations applicable in the productive or service sector. corresponding.

Article 5. Adaptation to the educational environment.

1. The vocational training centres of the Ministry of Education, Culture and Sport will implement and develop the curriculum for the vocational training courses, taking into account the characteristics of the pupils and the students and the environment, promoting the principles of equal opportunities, non-discrimination and universal accessibility for people with disabilities.

2. The provision of training courses in the framework of the dual vocational training of the education system will be in accordance with existing legislation, provided that all the modules for Communication and Society I and II and Science are guaranteed. Applied I and II are given in the educational centre and the time allocation of the tutoring is respected, as provided for in this order. The duration of the stay in the workplace will be 25% of the total duration of the training cycle, except for those titles which include professional profiles which give advice for a longer duration, within the limits set. In exceptional cases where the characteristics of pupils and pupils or the availability of work centres require a shorter duration, it may be possible to reduce the length of stay in the working centre, without in any case being able to be less than 15%.

3. The offer of dual vocational training will be authorized by the Directorate-General for Evaluation and Territorial Cooperation, on a proposal from the Directorate-General for Vocational Training, after a report from the Educational Inspectorate and the Provincial Directorate corresponding.

4. Educational establishments may establish training units in professional modules and under the conditions laid down in Articles 6 and 7 of this order.

Article 6. The Professional Communication and Society and Applied Sciences modules of the Basic Professional Training teachings.

1. The professional modules of Communication and Society I and Applied Sciences I will be of obligatory offer in the first course, the ones of Communication and Society II and Applied Sciences II will be in second course, and will be contextualized to the field of the profile professional title.

2. The professional modules for Communication and Society I and II shall be taught by the teaching staff of the relevant speciality who accredit, at least, the level B2 of the foreign language, English, in accordance with the Common European Framework of Reference for Languages.

3. When the teachers of the professional modules of Communication and Society I and II cannot credit level B2 in order to take charge of the complete delivery of these professional modules, the educational center may propose to the Provincial corresponding to the establishment of a foreign language training unit, English, associated with these modules, under the following conditions:

(a) The educational centre shall determine in the annual general programming the time duration of the training unit of English and the rest of the professional module, respecting the total duration established in the curriculum for such modules.

(b) The programming of the training unit must be carried out in a coordinated manner with the teaching staff responsible for the delivery of the module, maintain the globalizing principle of these teachings and guarantee the acquisition of the set of learning outcomes for those modules.

Article 7. Training module in job centers.

1. For the development of the vocational training module at Work Centres (hereinafter 'the FCT'), it will take into account the provisions of Article 10 of Royal Decree 127/2014 of 28 February, as well as the provisions of Article 25 of the Royal Decree 1147/2011, of 29 July, establishing the general management of the vocational training of the education system.

2. The professional module of FCT will not be of a working nature and will be developed in a real productive environment.

3. The duration of this professional module will be, in general, 240 hours in workplaces for each training cycle.

4. The delivery of this professional module will be carried out, in general and on a preferential basis, during the third trimester of the second year, once the positive evaluation has been achieved in the rest of the professional modules that includes the training.

5. However, where it is considered by the characteristics of the professional title, two training units may be established in the order of the curriculum for the completion of the FCT, one at the end of the first course and one at the end of the second, referred to the units of competence developed in the professional modules of each course.

6. Any other temporary distribution of such a professional module shall require the authorization of the Directorate-General for Vocational Training, at the request of the Provincial Directorate and after a favourable report of the Educational Inspection.

7. In order to ensure that training in the prevention of the specific risks of the activities to be carried out in the workplace training is to be carried out, this will be included as the first training activity in the partnership agreement. the development of the FCT between educational institutions and work centres.

8. The Provincial Directorates of Education may, by way of exception, authorize the carrying out of this professional module in educational institutions or public institutions, as centres of work, prior to the report of the Educational Inspectorate, in the conditions laid down in Article 10.4 of Royal Decree 127/2014 of 28 February 2014.

9. Similarly, the relevant Provincial Directorate may also provide priority measures for pupils and students with disabilities in the selection of the enterprises involved in the development of the FCT module in the field of education. the rights of persons with disabilities.

Article 8. Cross-sectional competences and content.

1. The aspects of competences and content set out in Article 11 of Royal Decree 127/2014, of 28 February, will be developed in a transversal way in all the professional modules of the training cycle and in the tutoring, according to the educational project of the centre.

2. The annual general programming and the teaching programmes for each of the modules and mentoring will clearly identify the set of teaching and learning activities and evaluation activities that are associated with these aspects of transverse.

3. The training to be included in the programming of the group's tutoring shall, in addition to the specific content to be determined for the group, develop cross-cutting aspects that cannot be imparted in professional modules.

4. Training in the prevention of occupational risks must include all the contents which enable them to carry out the basic level of prevention functions set out in Article 35 of Royal Decree 39/1997 of 17 January 1997, which is adopted the regulation of prevention services, as well as those laid down in sector-specific legislation.

5. In the event that aspects of occupational risk prevention are included in the didactic programming of mentoring, this training will be included in a training unit associated with the professional module of the FCT to ensure its delivery and evaluation. This training unit shall have at least a 25-hour time load and shall be delivered in the time allotted to the tutoring during the second school year.

CHAPTER III

Methodological aspects of these teachings

Article 9. Methodology of these teachings.

1. The methodology should contribute to the achievement of all competencies and learning outcomes included in the training cycle.

2. The teaching activity must have a globalizing approach to certain achievements that allow the integration of the knowledge defined in the different professional modules, as well as the personal and social competences to be acquired, putting them in relation to the professional skills of the professional profile of the corresponding title, which must be concretized in the curriculum and in the teaching programmes.

3. The methodology will favour autonomy, responsibility and group work for students, students, the motivating nature of the activities and the creation of learning situations leading to the achievement of the expected results.

4. The methodology applied should allow different learning rhythms in the progression of students and students to achieve the learning outcomes, based on their initial situation.

5 The centres will take the necessary steps to ensure that the number of teachers or teachers who attend the group is as small as possible and that effective coordination of the teaching team is carried out to ensure the globalizer and integrator.

6. The organisation of the teaching of these training cycles will be flexible to adapt to the different teaching and learning situations that may arise in the group, respecting the curriculum elements and the time distribution. established for each of the professional modules of the training cycle.

Article 10. Tutoring.

1. The tutorial action, in addition to what is included in article 14 of the Royal Decree 127/2014, of February 28, will include the necessary training to attend to those aspects of the contents of transversal character not included in the rest of the modules training cycle professionals.

2. The activities performed in the tutoring in each academic year will be planned and included in a specific group programming according to the center's tutorial action plan.

3. The tutoring will be carried out by a teacher or teacher who gives teaching to the group of students and students. In the second academic year, the teacher responsible for the FCT professional module will preferably be assigned the tutoring.

4. During the second course of the training cycle, activities will be programmed to advise and guide students on subsequent decision-making related to their academic and professional future, in collaboration with the department of orientation.

5. The tutorial action will program training activities to promote the students 'and students' outreach to the world of work and to the companies in the next environment.

6. To ensure the related aspects of the above paragraphs, the student's schedule will provide for two hours of tutoring.

CHAPTER IV

Alumni

Article 11. Admission criteria.

1. The Directorate-General for Evaluation and Territorial Cooperation, in collaboration with the Directorate-General for Vocational Training, will provide instructions for establishing the eligibility criteria to be applied when the demand for places exceeds the offer, in accordance with the provisions of Article 16 of Royal Decree 127/2014, of 28 February.

2. Where, at the end of the admission process in the basic vocational training groups, vacancies are vacant, persons over 17 years of age may be admitted until the end of the group, provided that the pedagogical conditions of the group are not altered, in accordance with Article 18 of Royal Decree 127/2014 of 28 February 2014 and with the criteria to be established.

Article 12. Assessment and promotion.

1. Pupils enrolled in a centre shall be entitled to two annual calls, during the maximum of four courses which pupils and students may be enrolled in the training cycle, except in the professional module of the FCT which may be evaluated at most in two calls.

2. The evaluation of the learning process of students and students pursuing basic vocational training studies will be continuous and by professional modules, in accordance with the provisions of Article 51 of Royal Decree 1147/2011, 29 of July.

3. In the event that any of the training units referred to in this order are established, the qualification of the professional module shall integrate the assessment of the training units associated with it.

4. Students and students may promote the second course when the outstanding professional modules associated with competing units do not exceed 20% of the weekly schedule.

5. In addition, for the promotion to the second course, the student or student must have completed the professional module of Communication and Society I or the Applied Sciences I, provided that the teaching team determines that it can continue studies with use.

6. The centres shall organise the consequent recovery and evaluation activities of the outstanding professional modules.

7. Exceptionally, provided that there is availability in the centres and approved by the educational inspectorate, pupils and pupils who have exceeded 50% of the first-course professional modules may be enrolled in vocational training modules. second course until you complete the reading schedule.

8. Those who have enrolled in a Basic Vocational Training cycle will be able to repeat the same course once. Exceptionally, the repetition may be authorised for the second time of the same course, at the discretion of the teaching team.

CHAPTER V

Teachers, spaces and equipment

Article 13. Qualifications and accreditation of teacher requirements.

1. Teachers ' specialties with teaching assignment in the professional modules of a training cycle shall be those set out in the annex developed in the royal decree establishing the corresponding Basic Professional Training degree.

2. To provide professional modules in a cycle of basic vocational training in centres of private ownership or public ownership of other administrations other than education or for posts of interinity in public centres, as In accordance with Article 20 of Royal Decree 127/2014 of 28 February 2014, the accreditation of the requirements will require the following documentation to be provided:

a) Photocopy of the official academic title required. Where the degree presented is linked to the professional module which is to be provided, it shall be deemed to include in itself the objectives of that module. Otherwise, in addition to the titration, the documents referred to in the following paragraphs shall be provided.

(b) In the event that it is necessary to justify that the teachings leading to the official qualification provided or the official studies carried out encompass the objectives of the professional modules that are intended to be taught:

• Original or photocopy photocopy of the personal academic certification of the studies carried out, issued by an official center, in which the details of the subjects or subjects are recorded.

• Original or certified photocopy of the programs of the studies submitted by the person concerned, sealed by the corresponding University.

(c) For the justification of the teaching experience, the supporting documentation of the educational administration approved by the appropriate educational administration shall be provided, with an indication of the teaching time and the subjects, subjects or professional modules taught. Such documentation shall be endorsed by the Educational Inspectorate.

(d) In the event that it is necessary to justify by means of the work experience that, at least for three years, a professional activity has been developed in the sector related to the professional family, it will be credited, as the case may be, by:

• For salaried workers:

-Certification of the General Treasury of Social Security, of the Social Institute of the Navy or of the mutual society to which they are affiliated, where the company, the labor category (contribution group) and the period of procurement, and

-Contract of work or certification of the company where they have acquired the work experience, in which the duration of the periods of delivery of the contract, the activity developed and the interval of the contract is specified time on which the activity was performed.

• For self-employed or self-employed workers:

-Certification of the General Treasury of Social Security or of the Social Institute of the Navy of the periods of discharge in the Social Security in the special regime concerned and

-Description of the developed activity and time interval in which it was performed.

3. Teachers and teachers who provide the professional modules of Communication and Society I and II in a unitary manner and do not belong to the foreign language specialty, English, shall present an official certificate stating that they are in possession, as a minimum, level B2 of the Common European Framework of Reference for languages.

Article 14. Spaces and equipment.

The spaces and facilities to be assembled by vocational training centres to enable the development of the teaching activities of the vocational training courses are those set out in the corresponding to the Annex in which each of the CVs is established and must comply, in addition to the provisions laid down in Article 21 of Royal Decree 127/2014 of 28 February 2014, the rules on equal opportunities, on design for all and universal accessibility, on the prevention of occupational risks and on safety and health at the workplace job.

CHAPTER VI

Other offerings

Article 15. Offer for adults.

1. In order to facilitate lifelong learning and the reconciliation of family and working life, the Directorate-General for Territorial Evaluation and Cooperation, acting on a proposal from the Directorate-General for Vocational Training, may authorise Basic Professional Training for adults, in accordance with the provisions of Article 18.1 of Royal Decree 127/2014 of 28 February, provided that the approved centres have the spaces and equipment established in the the curriculum of each basic professional title and meet the requirements laid down in the Article 21 of that royal decree.

2. These teachings may be offered for such persons in such a way as to enable them to undergo a training cycle in their entirety or through partial or modular provision.

3. In any case, the reference for these offers will be the curriculum established for each training cycle of Basic Vocational Training.

Article 16. Provision of other training programmes for people with specific needs.

For the purpose of providing continuity to students with special educational needs and to respond to specific needs, the Directorate General of Evaluation and Territorial Cooperation, on a proposal from the Directorate General of Vocational Training and after report of the relevant Provincial Directorate, may establish and authorize other training offers of professional training, of variable duration, adapted to their needs. These programmes may include professional modules of a basic vocational training degree and other appropriate training modules for adaptation to their needs, in accordance with the fourth additional provision of Royal Decree 127/2014, February 28.

Single additional disposition. Implementation of these teachings.

1. In the course of 2014-2015 the first course of the training cycles of Basic Vocational Training will be implemented and the lessons of the compulsory modules of the initial vocational qualification programmes will no longer be taught.

2. In the course of 2015-2016 the second course of the training cycle will be implemented and the teaching of the voluntary modules of the initial vocational qualification programmes will no longer be taught.

Single transient arrangement. Continuation of studies for pupils and students who have passed the first course of an initial vocational qualification programme.

1. The Provincial Directorates of Education of the Cities of Ceuta and Melilla shall establish educational establishments in which pupils and students who have passed the compulsory modules of an initial vocational qualification programme may be entitled to In the course of 2014-2015, the voluntary modules for such programmes will be provided.

2. Pupils and students who have started an initial vocational qualification programme, including a second course with compulsory modules, will be able to complete their studies during the course of 2014-2015.

Single repeal provision. Regulatory repeal.

Order ECI/2755/2007, dated 31 July 2007, is hereby repealed, governing the initial vocational qualification programmes to be developed in the field of management of the Ministry of Education and Science.

Final disposition first. Application of the order.

The Directorate-General for Evaluation and Territorial Cooperation and the Directorate-General for Vocational Training are authorised to take the measures and to lay down the necessary instructions for the implementation of the measures. application of the provisions in this order.

Final disposition second. Entry into force.
