The Organic Law 2/1986, of March 13, of Forces and Security Corps, attributes to the National Police Corps the issue and management of the national identity document and passports, as well as the functions provided for in the legislation on foreign nationals ' identification of foreign nationals.

Royal Decree 1553/2005 of 23 December 2005 regulating the issue of the national identity document and its electronic signature certificates, as amended by Royal Decrees 1586/2009 of 16 October 2009 and 869/2013, of 8 November, incorporates the electronic DNI which, in addition to fulfilling the same functions as the traditional document regarding the accreditation of the personal identity by physical means, introduces the electronic functionality through the authentication and electronic signature certificates.

This royal decree establishes as an essential principle to make it easier for citizens to obtain the national identity card, adopting the appropriate measures for the promotion of the cooperation of the various organs of the public administrations with the Directorate-General of Police.

In this context, with the aim of addressing the documentation needs of the citizens resident in the southern zone of the province of Alicante, with a significant population density and tourist residential center, It is necessary to create a new Unit of Foreigners and Documentation in the town of Torrevieja (Alicante), which also caters to the next environment of this population, thus avoiding the transfer of its neighbors to other population centers more remote, or waiting for the movement of the existing mobile equipment to the effect to obtain such documents.

For these same reasons it is considered necessary to create another Unit of Foreigners and Documentation in the town of Vilafranca del Penedès (Barcelona) in order to meet the needs of documentation of citizens resident in the region of Alto Penedès, Barcelona province.

In its virtue, with the prior approval of the Minister of Finance and Public Administrations, I have:
