the principle of equality in the exercise of the right to education has been reaffirmed by the Organic Law 1/1990 of 3 October of 3 October of General Ordination of the Educational System, proclaiming among its aims the achievement of the full development of the personality of the students and students. It has also determined the need to develop policies for compensatory action for students who, due to their social conditions, present special difficulties in achieving the general objectives of basic education.

The Organic Law 9/1995, of November 20, of Participation, Evaluation and the Government of the Teaching Centers, has defined among the students with special educational needs those who present them for being in Disadvantaged social or cultural situations.

Royal Decree 299/1996 of 28 February has regulated actions aimed at the compensation of inequalities in education and, in particular, in Chapter II, those developed in educational institutions, based on the principles of Standardization and integration, organizational flexibility and curricular adaptation, for the development of students ' abilities with educational compensation needs.

In line with all of the above, it is appropriate to promote the development of different measures aimed at improving the quality of the educational offer aimed at educational compensation actions through the award that creates and convenes in this Order.

This notice shall be governed by the provisions of Articles 81 et seq. of Royal Decree No 1091/1988 of 23 September 1988 approving the recast of the General Budget Law, as well as in the Royal Decree 2225/1993 of 17 December 1993 approving the Rules of Procedure for the award of public grants.

For all of this, I have:

First. Call for the award of educational compensation. -Awards for the quality of educational programs aimed at the compensation of inequalities in education are created, in order to recognize the work of non-university teaching centers to improve their processes and educational outcomes.

It is considered actions of educational compensation that develop the centers that escort significant groups of students at a disadvantage in relation to their access, permanence and promotion in the educational system, and, Priority is given to those who are escorting an important number of pupils belonging to ethnic or cultural minorities in disadvantaged social situations.

The awards will be awarded under budget implementation 18.10.422J.480.02.

Second. Scope of the call. The call is addressed to all Spanish schools located in Spanish territory, held with public funds, which provide non-university regulated teaching and meet the conditions set out in the Point 3 and 4 of the Order of 22 July 1999 (Official State Gazette of 28).

Third. Award modalities:

1. The award will have three modalities: Mode A), corresponds to the public-owned teaching centers that provide lessons learned from Child and Primary Education; modality B), to the public-owned teaching centers that provide the following lessons learned:

Compulsory Secondary Education, Baccalaureate, Specific Vocational Training and Adult Education, and modality C), for the agreed teaching centres which provide any of the lessons learned (i) the university of the European Community.

entered from each mode will exist three prizes, differentiated into three categories:

First prize.

Second prize.

Third prize.

2. For the Minister of Education, Culture and Sport on the proposal of the Jury the prizes will be awarded to the educational compensation in each

one of the indicated embodiments. Similarly, the Minister of Education, Culture and Sport will be able to grant a proposal from the Jury for honorary mentions for those institutions that would not have been able to access the prize and whose evaluation would have been particularly positive.

Fourth. Awards:

1. Awards for each of its modalities will have the following economic endowments:

First prize: 6,000,000 pesetas.

Second prize: 4,000,000 pesetas.

Third prize: 2,500,000 pesetas.

In addition, an accreditation and an original license plate designed exclusively for this purpose will be given to the winning centers.

2. Honorific terms shall consist of an accreditation issued for that purpose.

Fifth. Centres which may be presented. -They may be presented to the prize, in accordance with the procedures laid down, all the educational establishments referred to in the second paragraph of this Order which provide non-university-based teaching, have been created or (a) to be approved by the competent educational authorities prior to 1 September 1999 and to maintain such a situation during the school year 2000-2001.

Sixth. Applications to present to the prize:

1. The centres wishing to participate in this call must formalise their registration by means of the annex form, which must be sent to the Education, Vocational Training and Educational Innovation Directorate-General of the Ministry of Education, Culture and Sport before 15 May 2001.

2. The centres which meet the required requirements and who have signed up within the time limit shall draw up a description of their operation, which shall be forwarded to the Directorate-General for Education, Vocational Training and Educational Innovation of the Ministry of Education, Culture and Sport, before 30 July 2001, by any of the means provided for in Article 38.4 of Law 30/1992 of 26 November 1992, of the Legal Regime of Public Administrations and of the Procedure Joint Administrative Board, as amended by Law 4/1999, amending Law No 30/1992 of 26 November 1992 Legal status of public administrations and the common administrative procedure.

3. The Descriptive Memory will occupy a maximum of 60 pages numbered, in A4 size, typed by a single face, with a minimum letter size of 10 points. If more than 60 pages are submitted, the additional pages shall not be taken into account when assessing the application.

4. The Memory should comprise the following sections:

a) Index.

(b) Identification data: name of the centre, holder, code of the centre, address, signature of the holder or director of the centre and date.

c) Summary about the center with a maximum length of three pages (history, staff who provide services, organization chart, typology of students, percentage of students with educational compensation needs, initiatives (d) a complete description of the educational compensation programmes which the Centre is carrying out in accordance with the criteria laid down in this call and in accordance with the Education Project, the Curriculum Projects of the Stages; the Annual General Programming of the Centre and the Annual Plan for Educational Compensation.

e) A specific evaluation plan for compensatory education actions that are presented to the prize.

Seventh. Commitments of the Ministry of Education, Culture and Sport, and of the educational institutions. -The Ministry of Education, Culture and Sport will keep due confidentiality on the results of the evaluations carried out to the educational institutions, with the development of what is foreseen in this call for proposals.

The centers that would have requested participation in the prize will obtain, if they wish, information from the results of their evaluation.

The participating centers will facilitate the entry of the assessment team to their facilities in case it is deemed necessary to complete the information available through a visit. The participation in this call will involve the authorization for the possible visit to the center.

Awarded centers as well as those distinguished with an honorable mention are committed to participate in the dissemination actions of best practices that are organized by the Ministry of Education, Culture and Sport. They shall also give their consent to the publication, where appropriate, of the memoirs referred to in the sixth provision of this Order.

The submission of the application assumes the complete acceptance of these bases.

Eighth. Criteria for the award of the prize. -For the award of the prize, in any of its modalities, the following criteria will be established:

1. The centers should develop educational compensation programs directed, in the internal and external fields of educational action, to promote the insertion and promotion of social and/or culturally disadvantaged students.

In the realm of internal educational compensation:

a) The adaptation and curricular diversification that guarantee the adequacy of the educational response to the interests, motivations and needs of the students in situations of disadvantage.

b) Organisational flexibility, by planning schedules, groupings, complementary and extra-school activities and the appropriate distribution of resources.

c) The programming of reception and integration activities and those aimed at reducing the school gap.

d) The programming of experiences enriching the processes of socialization of students.

In the scope of external educational compensation:

(a) Mediation programs that guarantee the families ' approach to the centers.

b) Family guidance and training programmes.

c) Programs of schooling, monitoring and control of school absenteeism.

d) Socio-educational programmes of non-formal education.

2. Each center will be evaluated by a team that will analyze the presented documentation and the functioning of the established programs.

3. The evaluation process of the centres to be presented to the prize will be ordered through a resolution of the Directorate-General for Education, Vocational Training and Educational Innovation.

Ninth. Destination of the prize amount. The amount of the prize may be allocated by the centre to finance:

1. Educational compensation activities.

2. Materials needed for workshops or activities related to educational compensation.

3. Bibliographic and/or mediateca funds.

4. Teaching materials.

5. Extra-school and complementary activities 6. Any others that favor the integration of students in need of educational compensation.

10th. Phases for the award of the prize. -Two phases are established for the award of the prize in each modality: the first phase will consist of the evaluation of the applications, which will be carried out by the teams evaluators; the second will consist of the award of the prize, which will be carried out by order of the Ministry of Education, Culture and Sport on the proposal of the Jury.

Against the order of award of the prize may be brought before the National Court.

11th. Assessment teams. -By the Ministry of Education, Culture and Sport, the necessary evaluation teams will be set up, the number of which will be based on the requests for participation.

Each assessment team shall be composed of a maximum of five members appointed by the Directorate-General for Education, Vocational Training and Educational Innovation among central technical inspectors, teachers and specialists. education.

Each assessment team will produce a report for each of the applicants based on the Memory presented by the Center. The report may be supplemented, where appropriate, by a visit to the centre, in accordance with the organisation of the award process to be established and in any event, including necessarily an assessment to be taken into account. assessment of the school's education inspector. Once the report has been completed, it will be sent to the Jury.

12th. Jury. The Jury shall be composed of the General Secretariat for Vocational Education and Training or the person to whom the delegation will be the President, and four vowels, the Director General of Education,

Vocational Training and Educational Innovation, the Director-General of Territorial Coordination and High Inspection, two representatives of Autonomous Communities with the rank of Director-General and an official of the Directorate-General of Education, Vocational Training, and Educational Innovation, which will act as Secretary.

The Jury will issue a motion for a resolution that will be elevated to the Minister of Education, Culture and Sport, which will resolve the award of the awards.

According to Article 84.4 of Law 30/1992, of November 26, of the Legal Regime of Public Administrations and of the Common Administrative Procedure, it will be possible to dispense with the procedure of hearing when they do not appear in the the proceedings are not taken into account in the judgment in other facts or in other arguments and evidence which are adduced by the person concerned.

13th. Organisation of the award of the prize.-The Directorate-General for Education, Vocational Training and Educational Innovation, which will be the body responsible for the instruction of the procedure, is authorised to organise the whole process of award, as well as to dictate the instructions and resolutions that proceed for its development in accordance with the established regulations.

14th. Collection of the prize. -Prior to the collection of the prize, the awarded centers will have to prove that they are aware of their tax obligations and in the face of the Social Security.

15th. Appeals. -Against this Order, it may be possible to appeal to the National Court for litigation.

sixteenth. Entry into force. This Order shall apply from the day following that of its publication in the "Official Gazette of the State".
