The Organic Law 1/1990 of 3 October of General Ordination of the Educational System determines in Chapter IV of Title I the essential aspects of vocational training, within the regulated education system by this Law. Thus, in Article 30, it lays down the content, purpose and structure of vocational training and, in point 4 of that Article, points out that specific vocational training will comprise a set of training courses with a modular organization of variable duration.

Royal Decree 676/1993 of 7 May 1993 laying down general guidelines on diplomas and the corresponding minimum training courses in Chapter II, Article 3, provides that the Specific vocational training training courses will be organised in vocational training modules.

According to the precise modular organisation, Article 12.1 of Royal Decree 777/1998 of 30 April 1998 on the development of certain aspects of the organisation of vocational training in the field of the system education, establishes the convalidations of professional modules common to several formative cycles provided they have identical denomination and duration, as well as the same terminal capacities and evaluation criteria to those described in the Royals Decrees laying down each of the titles of specific vocational training.

Likewise, point 2 of Article 12 of the aforementioned Royal Decree 777/1998, of 30 April, establishes that it is for this Ministry, after consulting the educational administrations, to establish the convalidations between those professional modules which, without meeting any of the conditions set out in the previous point, have sufficient similarity in terms of terminal capacity and basic content with those described in the Royal Decrees establishing the qualifications and the corresponding minimum lessons.

By virtue of all the above, consulted by the educational administrations, and prior to the report of the School Board of the State and the Ministry of Public Administrations, I have:

First. Purpose of the Order and scope of application.

The purpose of this Order is to establish convalidations between professional modules of different training cycles and it will be applicable in all the teaching centers of the national territory where training cycles of Average grade and higher degree of Vocational Training.

Second. Convalidations between professional modules.

The convalidations of those professional modules common to several training cycles and which meet the conditions required in Article 12.1 of Royal Decree 777/1998, of April 30, are reflected in Annex I of this Order. The convalidations between professional modules, as provided for in Article 12.2 of Royal Decree 777/1998 of 30 April 1998, set out in this Order are set out in Annex II thereto.

Also, in Annex III of this Order the general convalidations between professional modules not included in Annexes I and II are collected. In all cases, these validations will be recognized by the Management of the teaching center where the student is enrolled in the training cycle for which he requests convalidations as established by the educational administration. competent.

Third. Resolution of validation by the Ministry of Education, Culture and Sport.

1. The convalidations not referred to in the preceding paragraphs shall be settled on an individual basis by the Directorate-General for Education, Vocational Training and Educational Innovation of the Ministry of Education, Culture and Sport, in the field of their powers.

2. The application for validation referred to in the previous point shall be made by writing to the Director of the teaching centre where the student is registered, formalised in the model of instance set out for that purpose in Annex IV of this Order, together with documentary justification of the studies completed (original or photocopy of official academic certification or, if applicable, title or book of qualifications). These applications, together with the documentary justification, will be sent by the Director of the Centre to the Directorate-General for Education, Vocational Training and Educational Innovation of the Ministry of Education, Culture and Sport.

Fourth. Accreditation of the validations.

The validations that are obtained by application of this standard will be reflected in the basic evaluation documents with the expression validated, without, in any case, being computed for the purposes of the final evaluation of the training cycle.

Fifth. Resolution of the convalidations already initiated.

The validation files to which the provisions of this Order apply, initiated prior to the entry into force of this Order, shall be resolved by the Directorate-General for Education, Training and Training. Professional and Educational Innovation of the Ministry of Education, Culture and Sport.

Sixth. Competence title.

This Order is dictated by the state competence set out in Article 149.1.30.a of the Constitution and in accordance with the provisions of the Additional Provision (2) (a) and (c) of the Organic Law 8/1995 of 3 July, regulation of the right to education.

Seventh. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
