The publication of the Royal Decree 1000/2002, of 27 September, of modification of the organic structures of the Ministry of Public Administration and the National Institute of Public Administration, makes it necessary to adapt the the composition of certain ministerial committees to the new bodies set up by it.

In the aforementioned Royal Decree 1000/2002, a modification is made, among others, of the organs responsible for the common services of the Department. In particular, the General Sub-Directorate for Economic and Heritage Management and the General Secretariat for Major and Information Technologies are deleted, and the following units with the rank of Subdirección General in the Deputy Secretary of Public Administrations: General Administration of Financial Management, Subdirectorate General of Financial Administration, Deputy Director General of Property and Subdirectorate General of Information and Communications Technologies.

Specifically, the composition of the Ministerial Commission on Information and Communications, the Advisory Committee on Publications and the Ministerial Committee on Remuneration should be modified, in order to adapt them to the reform of the organisational structure of the above mentioned department.

In all cases, these are ministerial bodies of a ministerial nature, so the modification of their regulations must be carried out by ministerial order, in accordance with the provisions of Article 40 of Law 6/1997, of 14 of April, Organization and Operation of the General Administration of the State.

In its virtue and in use of the powers conferred by article 12 of Law 6/1997, of April 14, I have:

First. Ministerial Committee on Informatics and Communications.-The sixth and eighth paragraphs of the Order of 2 July 1998, which is governed by the Ministerial and Communications Commission, are amended.

(a) The sixth paragraph of the Ministerial Order of 2 July 1998, which is worded as follows:

" Sixth.

The Ministerial and Communications Commission will be composed of the following members:

(a) President: The Assistant Secretary of Public Administration.

b) First Vice-President: The Technical Secretary-General.

c) Second Vice President: The Deputy Director General of Information and Communications Technologies.

d) Vocals:

A representative of the Minister's Cabinet.

A representative of the Cabinet of the Secretary of State for Public Administration.

A representative of the Cabinet of the Secretary of State for Territorial Organization of the State.

A representative of the Assistant Secretary's Technical Cabinet.

A representative of each of the Directorates-General of the Department and the Technical General Secretariat.

A representative of each of the public agencies under the Ministry.

The Deputy Director General of the Budget Office.

The Deputy Director General of Financial Management.

Vowels will be appointed by the Ministry's Undersecretary, on a proposal from the head of the respective management body, among officials with the level of Deputy Director General or assimilated.

The members of the Commission who, in the event of a justified lack of assistance, will have to be replaced by other officials, may attend the meetings of the collegiate body accompanied by expert officials in the materials

to be dealt with on a proposal from your management body, with the character of advisers.

(e) Secretary: An official of the General Subdirectorate of Information and Communications Technologies appointed by the Department's Assistant Secretary. "

(b) The eighth paragraph of the Ministerial Order of 2 July 1998, which is drawn up in the following terms, is amended:

" Eighth.

Within the Commission, there will be a technical paper to which the prior technical study and report of all the Commission's competition matters will be carried out.

The technical paper will be composed of the following members:

(a) President: The second Vice-President of the Commission.

(b) Vice-Chair: A representative of the Commission appointed by the plenary session among its members.

(c) Vocals: Two of the members of the Commission appointed by the plenary.

d) Secretary: The Commission's.

The representative of the management body or body concerned in the matter in question shall also be a member of the technical paper. "

Second. Commission Advisory Committee on Publications.-The second and fifth paragraphs of the Order of 10 January 1994, which is governed by the Publications Advisory Committee of the Ministry of Public Administrations, as amended by the Order of 29 June 1994, are amended. September 2000.

(a) The second paragraph of the Order of 10 January 1994, which is worded as follows:

" Second.

The full Publications Advisory Commission will have the following composition:

a) President: The Assistant Secretary of the Department.

b) First Vice-President: The Technical Secretary-General.

c) Second Vice President: The Assistant Director-General for Studies, Documentation and Resources.

d) Vocals:

A representative of each of the Directorates-General of the Department, the Minister and the Secretaries of State, the National Institute of Public Administration and the General Mutuality of Officials State civilians, with the rank of Deputy Director-General, appointed by the head of each management or higher body, cabinet or body.

The Chief of the Technical Cabinet of the Secretariat.

The Deputy Director General of Financial Management.

The Deputy Director General of the Budget Office.

e) Secretary: The Head of the Publications, Library and Documentation Area, under the General Subdirectorate for Studies, Documentation and Resources.

May be summoned to the meetings of the Publications Advisory Commission, by decision of the President, as advisers, the officials of the Department and its autonomous agencies which, by its specialty, is judged appropriate, dealt with the nature of the issues to be dealt with. "

(b) The fifth paragraph of the Order of 10 January 1994, which is worded as follows:

" Fifth.

As a coordinating body, there will be a Permanent Commission that will have the power to report on the editorial policy of the Department and on the modifications to the editorial program, without prejudice to the powers of the Commission in plenary session.

Your composition will be as follows:

a) President: The Assistant Director-General for Studies, Documentation and Resources.

(b) Vocals: Representatives of the Cabinet of the Minister and the Cabinets of the Secretaries of State and of the Secretariat, a representative of the National Institute of Public Administration, a representative of the Mutual Association General of Civil Servants of the State, Deputy Director-General of Financial Administration and Deputy Director-General of the Budget Office.

c) Secretary: The Head of the Publications, Library and Documentation Area, under the General Subdirectorate for Studies, Documentation and Resources.

The Permanent Commission will meet once a quarter and as many times as necessary to ensure proper technical coordination between the various publishing units of the Ministry's publications and the homogeneity of the criteria. which are to govern the management of the official publications of the Department. "

Third. Commission of Remuneration of the Ministry of Public Administrations.-The first, second, third and fifth paragraphs of the Order of 10 March 1997 are amended, determining the composition of the Commission for Remuneration of the Ministry of Public Administration. Public Administration.

(a) The first paragraph of the Order of 10 March 1997, which is worded as follows:

" First.

The Remuneration Commission of the Ministry of Public Administrations will have the following composition:

a) President: The Assistant Secretary of the Department.

b) Vocals:

The Technical Secretary General.

The Directors-General of the Department.

The Directors-General of the Public Bodies that are dependent or linked to the Department.

The Financial Controller of the General Intervention of the State Administration in the Department.

The Chief of the Technical Cabinet of the Assistant Secretary.

The Deputy Director General of the Budget Office.

The Deputy Director General of Financial Management.

c) Secretary: The Deputy Director-General for Personnel Management. "

(b) The second paragraph of the Order of 10 March 1997 is amended, which is worded as follows:

" Second.

It is up to the Ministerial Commission to exercise the following functions:

A) To issue to the Inter-Ministerial Commission of Remuneration and to the Executive Committee the proposals that must be submitted to the consideration of the same in accordance with the provisions of paragraphs 3 and 4 of Article 1 of the Royal Decree 469/1987 of 3 April and relating to the Department as well as to the public bodies dependent or linked to it.

B) Any other expressly entrusted to it by the Head of the Department in the field of action of the Commission. "

(c) The third paragraph of the Order of 10 March 1997 is amended, which is worded as follows:

" Third.

Under the immediate dependency of the Ministerial Committee on Remuneration, an Executive Committee is set up whose composition will be as follows:

The Chief of the Technical Cabinet of the Undersecretary, who will act as president.

The Deputy Director General of Financial Management.

The Deputy Secretary-General of the Department.

A representative of the Cabinet of each of the Secretaries of State of the Department with a category of Subdirector-General or assimilated.

The Deputy Director General of the Budget Office.

The Financial Controller of the General Intervention of the State Administration.

Deputy Director General of Personnel Management, who will act as Secretary, with voice and vote. "

(d) The fifth paragraph of the Order of 10 March 1997 is amended, which is worded as follows:

" Fifth.

Vowels will be replaced in accordance with the relevant regulatory standards, or in another case by officials who perform positions at the organic level of Subdirector-General or assimilated.

The replacement of the Financial Controller shall be the responsibility of the Deputy Controller, and that of the Secretary to the Head of the Service of Remuneration of the General Staff Management Subdirectorate. "

Fourth. Repeal of legislation. -All provisions of equal or lower rank are repealed in so far as they are contrary to the provisions of this Order.

Fifth. Entry into force. This Order shall enter into force on the day following that of its publication in the Official Gazette of the State.
