The Organic Law 10/2002, of 23 December, of Quality of Education, establishes, in its additional provision first, that the Government, after consulting the Autonomous Communities, will approve the timetable for the implementation of that law, and that it will have a five-year temporary scope from the entry into force of the law. As set out in that provision, the timetable must include the introduction of the general rules of procedure and the equivalence of the securities affected by the law. It will also regulate the gradual extinction of the curriculum of the language teaching in force, the introduction of new curricula, as well as the equivalences, for academic purposes, of the years spent according to the curriculum extinguishing.

The calendar also establishes the transformation of the educational concerts in force for their adaptation to the new teachings, in the terms provided for in the sixth transitional provision of the law itself.

The aim of the timetable is to provide the various sectors of the school community and the educational administrations with a clear reference on which to guide their expectations and to plan their management within the deadline. Five years of time in which it is proposed.

In this context, this standard has been elaborated taking into account the contributions and suggestions of the aforementioned educational administrations.

In the process of drawing up this royal decree, the autonomous communities have been consulted and the School Council of the State and the Ministry of Public Administration have issued a report.

In its virtue, on the proposal of the Minister of Education, Culture and Sport, in agreement with the Council of State and after deliberation of the Council of Ministers at its meeting on 27 June 2003,

D I S P O N G O:

CHAPTER I

General provisions

Article 1. Object.

The timetable for the implementation of the Organic Law 10/2002, of 23 December, of Quality of Education, which will have a temporary scope of five years, from the entry into force of this, will be governed by the provisions in this real decree.

CHAPTER II

Preschool Education

Article 2. Basic educational aspects and implementation.

1. Before the beginning of the academic year 2003-2004, the basic educational aspects referred to in Article 10.2 of the Organic Law 10/2002 of 23 December, of Quality of Education, in relation to Pre-School Education, will be fixed.

2. In the academic year 2004-2005, the competent administrations will begin the implementation of Pre-School Education. Within the timeframe of the calendar established by this royal decree, the implementation of the stage set will be completed and the courses corresponding to the first cycle of the Child Education defined by the Organic Law 1/1990 of 3 will be replaced. October, for the General Management of the Educational System, for those of Pre-School Education defined by the Organic Law 10/2002, of 23 December, of Quality of Education. However, the competent authorities may anticipate the implementation of pre-school education for the academic year 2003-2004.

CHAPTER III

General Regime School Teachings

Article 3. Common teachings.

Before the beginning of the academic year 2003-2004, the common teachings referred to in Article 8.2 of the Organic Law 10/2002, of 23 December, of Quality of Education, in relation to Education, will be established. Children, Primary Education, Compulsory Secondary Education and Baccalaureate.

Article 4. Gratuitousness of Child Education.

From the academic year 2004-2005, the gratuitousness of the Child Education provided for in Article 11 of the Organic Law 10/2002, of 23 December, of Quality of Education will be initiated. Gratuity at all levels of education should be completed by the end of the academic year 2006-2007. However, educational administrations will be able to initiate and complete the free education of this level before the deadlines.

Article 5. Academic year 2004-2005.

In the academic year 2004-2005:

(a) The three courses of the new ordination of Child Education defined by the Organic Law 10/2002 of 23 December, of Quality of Education, will be implemented, in general, and the courses will be stopped corresponding to the second cycle of Child Education defined by Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

b) The new management of the teaching in the first cycle of primary education, regulated by the Organic Law 10/2002, of 23 December, of Quality of Education, will be implemented, in general, and will cease to be the teaching of the first cycle of Primary Education, regulated by the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System, is to be taught.

c) The new management of the teaching in courses 1 and 3. of compulsory secondary education and the first course of the professional initiation programs regulated by the Organic Law will be implemented in general. 10/2002, of 23 December, of Quality of Education. The teaching of courses 1. and 3. of compulsory secondary education and the first course of the social guarantee programmes, developed in the supported educational institutions with public funds, and regulated, will no longer be taught. by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

d) The new management of the teaching in the first course of Baccalaureate, regulated by the Organic Law 10/2002, of 23 December, of Quality of Education, will be implemented and will no longer be taught. teaching corresponding to the first course of Baccalaureate regulated by the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

Article 6. Academic year 2005-2006.

In the academic year 2005-2006:

(a) The new management of the teaching in courses 2.o, 3. and 5. of Primary Education, regulated by the Organic Law 10/2002 of 23 December, of Quality of Education, will be implemented in general. the teaching corresponding to courses 2.o, 3. º and 5. of Primary Education regulated by the Organic Law 1/1990 of 3 October, of General Ordination of the Educational System.

b) The new ordination of teaching in courses 2. º and 4. of compulsory secondary education and the second course of professional initiation programs, regulated by the Organic Law, will be implemented in general. 10/2002, of 23 December, of Quality of Education. The teaching corresponding to courses 2 and 4. of the compulsory secondary education and second course, where appropriate, of the social guarantee programmes, developed in the supported educational institutions with public funds, will no longer be taught. regulated by the Organic Law 1/1990 of 3 October of General Ordination of the Educational System.

c) The new management of the teaching in the second course of Baccalaureate, regulated by the Organic Law 10/2002, of 23 December, of Quality of Education, will be implemented and will no longer be taught. teaching of the second course of Baccalaureate regulated by the Organic Law 1/1990 of 3 October of General Management of the Educational System.

d) Also, in accordance with the basic conditions established by the Government, the General Test of Baccalaureate will be established, in general, to obtain the Bachiler Title, which must be carried out by the students above all subjects in the two Baccalaureate courses and those who have completed the third degree cycle of the Music or Dance teachings and have approved the common subjects of the Baccalaureate.

Article 7. Academic year 2006-2007.

In the academic year 2006-2007, the new ordination of teaching in courses 4. º and 6. of Primary Education, regulated by the Organic Law 10/2002, of 23 December, of Quality of the Education, and the teaching corresponding to the courses 4. º and 6. of Primary Education, regulated by the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System.

Article 8. Equivalences of the titles of Secondary Education.

The degrees of Undergraduate in Secondary Education and of Bachiller, established by the Organic Law 1/1990, of 3 October, of General Ordination of the Educational System, will be equivalent to the respective ones of Graduate in Education Secondary Compulsory and Bachiller, established by the Organic Law 10/2002, of 23 December, of Quality of Education.

Article 9. Evidence for the attainment of secondary education diplomas.

1. Until the end of the course 2004-2005, evidence will be convened to obtain the Graduate Degree in Secondary Education for persons over 18 years of age, according to the system established by the Organic Law 1/1990 of 3 October, General Management of the Educational System.

2. From the 2005-2006 period, the educational administrations shall organize, under the conditions established by the Government, evidence for obtaining the Degree of Undergraduate in Secondary Education Required by persons over 18 years of age, as set out in Article 53.3 of the Organic Law 10/2002, of 23 December, of Quality of Education.

3. From 2005-2006 onwards, educational administrations will organise, under the conditions set by the Government, the General Test of Baccalaureate for the attainment of the Bachiller Title by persons over 21 years of age, according to the Article 54.4 of the Organic Law 10/2002, of 23 December, of Quality of Education.

CHAPTER IV

Language Teachings

Article 10. Implementation.

1. The language teaching, established in the Organic Law 10/2002, of 23 December, of Quality of Education, will begin to be taught according to what the Government has previously determined with respect to its curricular and according to the the timetable set out below.

2. Before the beginning of the academic year 2005-2006, the common teachings referred to in Article 8.2 of the Organic Law 10/2002 of 23 December, of Quality of Education, in relation to the teaching of language of the regime, shall be established. special. The measures of academic ordination which, together with the common teachings, will be adopted, will allow the application of what is available in the following articles of this royal decree.

Article 11. Academic year 2005-2006.

In the academic year 2005-2006, the teaching of courses 1. º and 2. º of the basic level will be implemented and the teachings of the courses 1. º and 2. of the elementary cycle regulated by the Royal will be imparted. Decree 967/1988 of 2 September 1988 on the management of teaching corresponding to the first level of specialized language teaching.

Article 12. Academic year 2006-2007.

In the academic year 2006-2007, the teaching of courses 1. º and 2. º of the intermediate level will be implemented, and the teachings of the course 3. of the elementary cycle and the course 1. In the case of the first level of the teaching of the language teaching, the first level of the teaching of language teaching is to be carried out by the Royal Decree 967/1988 of 2 September 1988.

Article 13. Academic year 2007-2008.

In the academic year 2007-2008, the teaching of courses 1. º and 2. º of the advanced level will be implemented, and the teachings of the course 2. º of the higher cycle, regulated by the Royal Decree, will cease to be taught. 967/1988 of 2 September 1988 on the management of teaching in the first level of specialized language teaching.

Article 14. Equivalences.

1. The equivalences, for academic purposes, of the courses completed and the certificates obtained in accordance with the curriculum of the language teaching which is extinguished, in relation to the courses of the new ordination of language teaching, are set out as detailed in the annex to this royal decree.

2. The accreditation of having passed the studies which in the annex of this royal decree are declared equivalent to those of the new ordination of language teaching will be sufficient for the students to join the new system, according to the terms of the respective equivalences, without the need for any validation.

3. The certificate of proficiency in the first level of the first level of the language teaching of the study plans to be extinguished and the advanced level certificate, obtained at the end of the second, are considered equivalent for professional purposes. course of this level, regulated by the Organic Law 10/2002, of 23 December, of Quality of Education.

CHAPTER V

Transforming the concerts

Article 15. Transformation of the concerts.

1. In the academic year 2004-2005, the concerts, conventions or grants applicable to the centres of first cycle of Child Education will refer to the teaching of Pre-School Education.

Concerts, conventions or grants applicable to other establishments with authorization or license to attend to children up to three years of age will refer to the teaching of preschool education, once the above mentioned. establishments obtain the authorization as schools of pre-school, according to the timetable established in this royal decree.

2. In the academic year 2004-2005, the concerts currently signed with second cycle centers of Children's Education will be transformed into concerts for the teachings of Child Education.

Also, in this academic year, the agreements and grants currently signed or awarded to second-cycle children's education centers will be transformed into concerts for the teaching of Early Childhood Education, provided that comply with the requirements of the concert scheme provided for in the educational laws.

3. From the academic year 2004-2005, concerts with specific vocational training centres in the Middle or Higher Level will be transformed into a higher-grade, higher-grade vocational training concert or, if appropriate, a Baccalaureate.

4. From the academic year 2004-2005, concerts with centres providing social guarantee programmes will be transformed into concerts of programmes of professional initiation, or of vocational training in the Middle Grade.

The special education institutions will be able to arrange training offers for social and labour integration provided for in Article 48 of the Organic Law 10/2002, of 23 December, of Quality of Education.

5. From the academic year 2004-2005, concerts with Baccalaureate centres will be transformed into Baccalaureate, Middle-Grade or Higher-Grade Vocational Training.

6. The processing of the concerts as referred to in the preceding paragraphs shall require the prior authorisation of the teachings for which the centre holder applies for such processing. Such processing shall be carried out by the same number of units which the centre has agreed to, except for the provisions of paragraph 3, as well as for those units requested relating to compulsory education; in that case, it shall be the general arrangement of concerts.

7. The transformation of concerts to post-compulsory teachings may be exercised by the holders of the centres within the five-year period of implementation of the Organic Law 10/2002, of 23 December, of Quality of Education.

Additional disposition first. Anticipation of the evaluation, promotion and obtaining of the Graduate Degree in Compulsory Secondary Education.

1. The evaluation, promotion and requirements for obtaining the Degree of Undergraduate in compulsory secondary education, regulated, respectively, in Articles 28, 29 and 31.2 of the Organic Law 10/2002, of 23 December, of Quality of Education, apply in the academic year 2003-2004.

2. Before the beginning of the academic year 2003-2004, the forecasts contained in articles 29.3 and 31.2 of the Organic Law 10/2002, of 23 December, of Quality of Education, will be developed in order to allow the application of the provisions in the previous section.

3. The Minister for Education, Culture and Sport, prior to the start of the 2003-2004 school year, will identify the basic elements of the evaluation reports, as well as the formal requirements arising from the evaluation process which are necessary for ensure the mobility of students, in order to ensure the effectiveness of the provisions of the previous paragraph.

4. Educational administrations shall establish the measures of academic management necessary to comply with the provisions of paragraph 1.

Additional provision second. Title of Didactic Specialization.

The generalization of the teachings leading to the Title of the Didactic Specialization referred to in Article 58 of the Organic Law 10/2002, of 23 December, of Quality of Education, will be carried out in the course 2004-2005. Also, in the course of 2004-2005 the lessons to be taught in obtaining the Certificates of Pedagogical Aptitude will cease to be organised and taught.

Additional provision third. Concertation of Child Education.

The educational administrations will attend to the requests made by the private centers for the consultation of children's education units, giving a reference, in this order, to the units that are requested for first, second and third course.

All this, without prejudice to the possibility for the educational authorities to anticipate the consultation of the above mentioned lessons, as provided for in Article 4.

Single transient arrangement. Exceptional dates on concerts for the 2003-2004 course.

1. By way of exception and for the purposes of the 2003-2004 course, private centres affected by the provisions of the third additional provision may apply for access to, or processing of, concerts, conventions or grants at present. Children's Education concerts are held at the competent educational administration until July 30, 2003.

2. Exceptionally and for the purposes of the 2003-2004 course, the approval or refusal of access or processing referred to in the preceding paragraph shall take place before 31 August 2003.

Single repeal provision. Regulatory repeal.

1. Article 16 (4) and the seventh additional provision of Royal Decree 986/1991 of 14 June 1991 adopting the timetable for the implementation of the new management system for the education system are hereby repealed.

2. As many provisions of equal or lower rank are repealed, they oppose the provisions of this royal decree.

Final disposition first. Competence title.

This royal decree, which is issued in accordance with the provisions of Article 149.1.1.a and 30.a of the Spanish Constitution, the additional provision of Law No 8/1985 of 3 July 1985 on the Law of Education, and by virtue of the habilitation that confers to the Government the Organic Law 10/2002, of 23 December, of Quality of Education, in its additional provision first, has the character of basic norm.

Final disposition second. Enabling for regulatory development.

It is for the Minister of Education, Culture and Sport, without prejudice to what the Autonomous Communities have in the field of their competences, to dictate how many provisions are necessary for the development and implementation of the This royal decree.

Final disposition third. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
