The Ministry of Public Works has assigned powers to promote the training and academic and professional improvement of its official staff, as a basic activity in the process of constant updating and modernization in which the Spanish Public Administration is immersed. In this sense, the execution of the public actions entrusted to this Ministry, the permanent development of the applicable technologies for its realization and the problems of allocation of resources and organization that all this implies, has motivated the financing of a programme of cooperation with the Commission for Cultural, Educational and Scientific Exchange between Spain and the United States of America, in order to promote, through the fellowships Ministry of Development/Fulbright, the training and further training of senior staff in the various areas of the competence of this Department. For all this, this Ministry has decided to approve the following bases:

First. Purpose and purpose. -To establish the bases for the granting of financial aid "Ministry of Development/Fulbright", with the purpose of contributing to the training and technical-professional improvement of the staff of the higher level of the Ministry of Promotion and of its Autonomous Bodies, through the carrying out of studies and the development of concrete works in American universities and specialized centers.

Second. Areas of Training. -The training areas will be all those that can be applied in the development of public actions that are the responsibility of the Ministry of Public Works. Third. Administrative management of the grants. The administrative management of the grants will be the responsibility of the Commission for Cultural, Educational and Scientific Exchange (hereinafter the Commission) between Spain and the United States of America (Fulbright Program). provide the necessary collaboration for the conduct of studies, visits and relations of a professional nature. Fourth. Beneficiary requirements.-To qualify for the grants applicants must meet the following requirements:

1. To be a career civil servant of the group A or to be a professional staff of the professional group 1 and to be providing services in the Ministry of Development or its Autonomous Bodies.

The beneficiaries of dual nationality, Spanish and American, will not be eligible to participate either in the United States of America or those who have been there after the year. 2002. 2. Fifth. Grants for scholarships. -Grants will be provided by the following concepts:

1. Assistance for project expenses, if applicable, up to a maximum of $3,500. 5. Amount of an academic orientation course, if appropriate. These tuition fees will be covered by the U.S. Government, as well as a Fulbright basic allowance to cover living expenses. 6. Subscription by the U.S. Government of sickness and accident insurance with a maximum coverage of $50,000, excluding the treatment of pre-existing diseases and dental services. The subscription of sickness and accident insurance, equal to or similar to that of the recipient, with coverage of up to $50,000, is mandatory for accompanying family members. The cost of this insurance will be borne by the grantee.

Sixth. Duration of the grant. The duration of the research projects or training and technical-vocational training programmes may not be less than six months and not more than 12 months.

The period of enjoyment of the grants shall be between 1 September 2005 and 31 December 2006, without the period being longer than 12 months. In any case, the scholarship must be incorporated before 30 September 2005. The scholarships are not renewable. Seventh. Formalisation of the application.

1. Once the call for scholarships has been published in the Official Gazette of the State, as established in the present regulatory bases, the deadline for the submission of applications will be initiated.

2. Applications (original and four copies) must be accompanied by:

a) A photocopy of the national identity document.

b) A recent photograph, carnet size, signed to the back. c) Curriculum vitae (original and four copies). d) Full academic certification of the university studies performed or photocopy of the same, and four photocopies. e) Four confidential reports-preferably in English-on the forms to be delivered with the application. In accordance with the instructions contained therein, the signatories, either persons chosen for their professional or academic relationship, must submit the originals directly to the applicant in a closed envelope. The Commission will be responsible for making the appropriate photocopies. f) Description of the project through the timely memory (original and four copies), with a maximum extension of five fold to double space. It will necessarily include a technical-professional exposure of the training plan and:

The reason for the project in the United States and, if possible, preference of the place or places of destination.

The academic degree to which you aspire, if applicable. The importance of the project for the development of the actions of the Department. The long-term individual career goals.

g) Documentation to prove that admission to a university is being processed or the invitation to investigate in a Specialized Center of the United States of America.

h) With optional character, a photocopy of the results of "Test of English as a Foreign Language TOEFL" (minimum score of 237).

4. The applications, together with the documents mentioned above, will be submitted or sent by registered post to the Fulbright Program, Paseo General Martínez Campos, 24, 28010 -Madrid. Eighth. Time limit for the submission of applications. -Applications shall be submitted within one month following the publication of the relevant call in the Official Gazette of the State.

Ninth. Selection process.

1. The selection of candidates shall be carried out by a Selection Committee, acting as an instructor, composed of the following members: President: The Technical Secretary-General or the person to replace him.

2. The selection will be carried out in two phases, each of them qualifying:

(a) First phase: If the applicant has not presented the result of a minimum of 237 in the TOEFL, he/she must perform an English language test at the place to be determined.

b) Second phase: Those who have passed the first phase, will have to conduct a personal interview with the Selection Committee, in which the submitted memories will be analyzed and will be valued according to the following criteria:

3. The Selection Committee shall draw up a list of the persons selected and proposals for the grants, as well as a list with the reserve persons, if any, and shall forward it to the Secretariat of the Ministry of Public Works. adopt the final resolution. This resolution shall be communicated to the Commission, which shall submit it to the Commission. 10th. Administrative situation of the intern during his/her stay in the United States.-The administrative situation of the grantees during their stay in the United States of America will be the situation in active service of license for studies, according to with Articles 41.2 and 72 of the Law of Civil Servants of the State (Decree 315/1964 of 7 February).

11th. Scholarship obligations. -Will be obligations of the grantees:

1. To fulfil the various stages of the vocational training and training programme.

2. Complete the reports, forms and other documents sent to you by the Entities that collaborate in the management of the program. 3. Stay at the Center where your project is developed. Any proposal of absence or change of Centre, modification of the work project, temporary transfer to Spain or return before the end of the grant, must be communicated to the Commission which will request the approval of the Ministry of Development. Trainees who are authorised by the Commission to remain temporarily outside the centre where they carry out their project may continue to receive the monthly allocations established during the authorised period, which may not exceed 15%. days. 4. Any alteration of the period of stay in the United States by the grantees will entail the return of the funds advanced to this purpose, and not justified. 5. In the event that the grantee did not carry out the project that was approved, either by altering the object of the project, or because he will abandon the study of the project, whatever the cause, except force majeure, it must be returned in full. the amount equivalent to the total costs incurred by the grant for the benefit of the grant. 6. Present a final report-explanatory report on the work done and the results obtained, together with a report from the academic or professional main supervisor, as appropriate, and, where appropriate, an official copy of the academic certification. The memory must have a minimum extension of 25 folios, typed in double space. This documentation, original and photocopy, shall be submitted to the Commission within the maximum period of 60 days following the termination of the grant. The Commission shall forward the original of the said documentation to the Ministry. 7. The grantee is required to directly justify to the Ministry of Public Works the advance funds to permit his stay in the United States, in the terms of Article 30 of Law 38/2003, of 17 November, General of Grants. Such justification shall be understood as the presentation of a certificate from the Centre in which the project is being carried out. The certificate shall show the period of total duration and the regularity in the performance of the certificate throughout the entire duration of the grant. The Commission shall justify the registration fees. The grantee will justify any other expenses incurred by the project that you have developed during the period of enjoyment of the scholarship. The Commission as an intermediary body shall report these expenses to the Ministry of Public Works at the end of each financial year. 8. The grantee who enjoys a minimum duration of six months and a maximum of nine months shall be obliged to reintegrate the amount equal to the total expenses that the grant has granted and the grant, in the case of not continuing in the State of service active in the Public Administration for a minimum period of one year, counted from the return of the scholarship to Spain. 9. The grantee who enjoys a scholarship for a period of more than nine months shall be obliged to reintegrate the amount equivalent to the total expenses which the grant has granted and the grant, in the event that he does not continue to be active in the Public administration for a minimum period of two years from the date of return to Spain. 10. The agreement of the governments of Spain and the United States, the main sponsors of the Fulbright Program, requires that all beneficiaries who travel to the United States with the J-1 visa return to their country of origin after their program is completed. studies, research or vocational training, committing not to establish permanent residence in the United States for the next two years. Exemption from this rule is only possible with the explicit approval of the two governments. 11. Subscribe to a health insurance and accident insurance policy with full coverage for the family member, if accompanied, including international and national travel. 12. The publications resulting from the period of training and professional technical improvement should be mentioned that they have been carried out with a grant Ministry Fomento-Fulbright.

12th. Incompatibilities.

(a) The enjoyment of the scholarships shall be incompatible with any other type of scholarship or economic aid granted by the same or similar concepts.

b) You have been a Fulbright program for the past three years.
